Procedings of the Police Jury. OPELOUSAS, LA., April 10th, 1893. The police jury met at 12 m, pursuant to adjournment. Present, E M Boagni, pres- ident, Messrs J B Bergeron, Fontenot, Guidry, Clopton, Buller, McGee and Dupre. The petition of Theodule Thibodaux, praying for a change of road, having been read, on motion of Mr Bergeron Messrs Theodule Richard, C T Bihm and William Dejean were appointed a committee to re- port to-morrow on said change. On motion of Mr Dupre, the police jury adjourned till 3:30 p m. EVENING BFSSION. The police jury met at 3:30 p m ; present, Messrs McGee, Dupre Fontenot, Bergeron, Guidry, Clopton and 'Buller. Dr Clopton in the chair. On motion of Mr Boagni, the sheriff was instructed to refund to Mr J O Chachere the taxes on $2000, being amount of double assessment of his property. On motion of Mr Fontenot, the report of committee to sell contract to build bridge on Lavergne's gully was received, commit- tee discharged and Mr Austin Forest cred- ited with the sum of sixty dollars. On motion of Mr Fontenot, the report of committee to sell contract to build Poir- ette's bridge was received, committee dis- charged and Mr Robert Zernott credited with the sum of four hundred and ten dol- lars. On motion of Mr Courtney the petition of citizens of Dossman precint, praying for a change of road, was laid on the table. On motion of Mr Buller, the petition of citizens of Mammouth, praying for a change of road, was granted; said change to run between the lands of Eloy Vidrine and lands of Mrs E Tate, thence between lands of E Vidrine and lands of Frangois Doss- man, and thence to intersect the public road at J L Dossman's store. Mr Guidry moved that on and after the 1st of January, 1893, all horses, cows, sheep and hogs and stock of all kind shall be prohibited from running at large in the 2d police jury ward. Mr Guidry called for the aye and nay vote; Messrs Buller, Boag- ni and Guidry voted yes; Messrs Bergeron, Fontenot, Dupre and McGee, no; Mr Court- ney, blank. On motion of Mr Courtney, the police jurywent into executive session. On motion of Mr Fontenot, the police ju- ry went into regular session. On motion of Mr Buller, the report of committee to lay out a road from Prairie Ronde to Anse Aux Paille was received and committee discharged and road de- clared a public road, to run as follows: commencing at Prairie Ronde on the lines of Artemon Lafleur and Mat Pitre and in- c tersecting the old public road of Anse Aux e Paille and Prairie Ronde. then running e on the line of Artemon Lafleur and Dou- e coudre Dupre in the woods then on the b line of Artemon Lafleur and Angelas t Prud'homme, then on the line of Sam p Haas and Angelas Prud'homme, then on the line of Treville J J Fontenot and Mrs •• ~ xprien B Fontenot and Mrs Amos B Fon- terut and Artelus Lafleur, then on the 1I lines of Pierre Young and Mrs 8 B Fonte- o not and on the line of Ernest Debaillon t and Pierre Young, on the line of Pierre a Young and Homere Attales, then intersect- e ing the Washington, Opelousas, Chataig- nier and Mammou public road at the cor- ner of lands of Ernest Desbaillon and t Louis Young, at Anse Aux Paille. On motion of Mr Courtney, be it ordain- m ed, that in all that section of the parish of J St Landry lying between bayou Courta- hi bleau on one side, bayou Crocodile on the cc other and the northern and eastern boun- TI dary of the parish is hereby prohibited to hunt, capture and slay deer from the 15th ac of May to the 1st of October during each Ti year; and that in the remainder of the parish is hereby prohibited to hunt, cap- t ture or slay deer from the 1st April to the ist of Aunust of each year. On motion of Mr Bergeron, Mr EM Boag- ni was appointed as the representative of St Landry on the commission to assess railroads, telegraph and telephone lines. On motion of Mr Buller, the report of committee appointed to sell contract to build bridge on Deep Gully on road lead- ing from Chataignier to Ville Plate receiv- ed, committee discharged and Mr Florence Jeanson credited with the sum of sixty sev- en dollars. On motion of Mr Bergeron, be it resolv- ed that the sum of one hundred and fifty dollars out of internal improvement fund of 1893. 112 out of 2d ward and 112 out of 3d ward, be and is hereby appropriated to pay David Higginbotham for a bridge by him erected over bayou Bourbeux near the pub- lic road leading from Arnaudville to Grand Coteau, it being agreed by said Higginbot- ham to so change the public road as to make it cross the bayou aforesaid on the site of the bridge herein purchased from him. On motion of Mr Courtney, be it resolved that the resolution adopted on the 12th of Sept 1892, allowing committee appointed for the sale of unbranded stock to sell the same at any time, be reconsidered. On motion of Mr Dupre, be it resolved that from and after date hereof all com- missioners for the sale of unbranded stock shall sell the same between 1st of June and 1st of September and at no other time dur- ing the year, provided said sale be made in pursuance of formalities as now provid- ed by law. On motion of Mr Fontenot, the police jury went into session as committee of the whole to examine claims-Mr Fontenot in the chair. The committee appointed to examine in- if to the change of road by Theodule Thibo- 'e deau have made the following report: , To the Hon President and Members of d the Police Jury forthe parish of St Landry: We, the undersigned, committee appoint- ed by your honorable body, for the purpose c of investigating the proposed change of public road from Theodule Thibodaux's e bridge to the eastern limits of Theodule P Thibodaux's land, would respectfully re- e port that they have carefully examined the site of the proposed new road as designat- ed on the plot herewith filed. We find ita better locality for a aoad than where the road now runs, and we believe that it will _ be to the interest of the public to effect such a change. We would therefore re- commed such a change to your honorable body, provided such a change is made without expense to the parish, Theodule Thibodaux to remove his fence and open such road as will then be created for pub- lic use.. THEODrLE F. RICHARD, 3 WILLIAM DEJEAN, C. T. BIHrM. On motion of Mr Bergeron, the petition of Theodule Thibodaux and others, pray- to be allowed to change public road on o east side of Thibodeau's bridge was grant- A ed as prayed for provided that said change be made by said Thibodeau free of cost to the parish, and the road so changed be placed in good condition before closing the old road. Mr T S Fontenot, having appeared and t filed a large numberof petitions numerous- ti ly signed by citizens of the western portion of the parish, praying for a reduction in the schedule furnished by the body to the Ct assessor for the assessment of lands, Mr McGee moved that the schedule be recon- sidered; the Chair ruled the whole subject m matter out of order. The Chair stated that this body had no official right to fix a schedule for the assessor to go by. That the list of values furnished to the assessor o1 was an unofficial expression of opinion in- tended only to preventunnecessary labor to a the board of reviewers, and that, therefore. all petitions on the subject were out of or- der at the time. Mr T S Fontenot, chaiman of the com- mitte appointed to examine ex-Treasurer J J Thompson's books, reported that they th had examined his books and found them ti correct, and recommended that the said 5u Thompson be granted his quietus. On motion of Mr Lafleur, the report was Cc accepted; committee discharged and J J M Thompson, ex-parish treasurer, granted his wi quietus, and the clerk of the court ordered the to erase and cancel his bond. On motion of Dr Clopton, the committee appointed to view out a change of road be- de tween the Bailey and Henderson places vi was granted further time to report, and that Mr C G Reynolds be appointed on said committee, vice J W Bailey, resigned. Mr McGee moved that the ordinance t adopted Aug 11 1892, entitled an ordinance to Improve the condition of the public v- roads os the parish of St Landry, to appoint e road supervisors, to define their powers ' and duties. etc., to fix their compensation, be and the same is hereby repealed. Mr Guidry moved to lay Mr McGee's motion on the table. Mr McGee called for the d yeas and hnays; Messrs McGee, Clopton, dLafleur and Buller voted no; Messrs Court- Y ney, Gnidry, Dupre, Fontenot and Berge- ron voted yes. Messrs Courtney, Fontenot and Bergeron voted yes because pending the report of the committee appointed to t draft road ordinance in lieu of the present 0 system. Motion to table carried. .e Mr McGee tendered his resignation as n road supervisor for the 8th ward, which was, on motion of Mr Bergeron, accepted. On motion of Mr Courtney, the petition of of citizens of Opelousas, praying to remove d the privy on the ublic square and build fence around jail, was laid on the table. On motion of Mr Courtney, the sheriff d and the president of the police jury were appointed a committee of two to have the Sprivy on the public square and jail re- paired and disinfected. On motion of Dr Clopton, the sum of e $75.00 was appropriated out of the internal improvement funds, 4th w rd, 1893, for the repair of Rosa bridge, and .T A Hick, J T e Heath and C W Havard, appointed a com- e mittee to sell contract to b ild said bridge. On motion of Mr. Bergeron, Be it re- solved, that section 10 of road ordinances D adopted April 15, 1890, be so amended as D to exempt a person serving faithfully as B road ooerseer for one year from road duty D the following year instead of three years. D On motion of Mr. Lafleur, the sum of I I $400.00 was appropriated out of the inter- 1 5 nal improvement funds of 1893 out of 4th D and 5th wards, to repair the Taylor bridge, 1 D and build a new draw, and that Messrs. ( D J W Bailey, J H Walker and T C Gibbons D be appointed a committee to sell contract D to repair said bridge and build said draw. 5 On motion of Dr Clopton, J W Bailey i ) was eppointed keeper of the draw bridge ( ) over Bayou Courtableau, known as Tay- < lor's Bridge, at a salary of $100.00 per an- I num, to date from the delivery of said 5 bridge by the committee. OPELOUSAS, LA., April 10th, 1893.The police jury met at 12 m, pursuant to

adjournment. Present, E M Boagni, pres-ident, Messrs J B Bergeron, Fontenot,Guidry, Clopton, Buller, McGee and Dupre.

The petition of Theodule Thibodaux,praying for a change of road, having beenread, on motion of Mr Bergeron MessrsTheodule Richard, C T Bihm and WilliamDejean were appointed a committee to re-port to-morrow on said change.

On motion of Mr Dupre, the police juryadjourned till 3:30 p m.

EVENING BFSSION.

The police jury met at 3:30 p m ; present,Messrs McGee, Dupre Fontenot, Bergeron,Guidry, Clopton and 'Buller.Dr Clopton in the chair.On motion of Mr Boagni, the sheriff was

instructed to refund to Mr J O Chacherethe taxes on $2000, being amount of doubleassessment of his property.

On motion of Mr Fontenot, the report ofcommittee to sell contract to build bridgeon Lavergne's gully was received, commit-tee discharged and Mr Austin Forest cred-ited with the sum of sixty dollars.

of Theodule Thibodaux and others, pray-to be allowed to change public road on oeast side of Thibodeau's bridge was grant- Aed as prayed for provided that said changebe made by said Thibodeau free of cost tothe parish, and the road so changed beplaced in good condition before closingthe old road.

Mr T S Fontenot, having appeared and tfiled a large numberof petitions numerous- tily signed by citizens of the western portionof the parish, praying for a reduction inthe schedule furnished by the body to the Ctassessor for the assessment of lands, MrMcGee moved that the schedule be recon-sidered; the Chair ruled the whole subject mmatter out of order. The Chair stated thatthis body had no official right to fix aschedule for the assessor to go by. Thatthe list of values furnished to the assessor o1was an unofficial expression of opinion in-tended only to preventunnecessary labor to athe board of reviewers, and that, therefore.all petitions on the subject were out of or-der at the time.

Mr T S Fontenot, chaiman of the com-mitte appointed to examine ex-TreasurerJ J Thompson's books, reported that they thhad examined his books and found them ticorrect, and recommended that the said 5uThompson be granted his quietus.

On motion of Mr Lafleur, the report was Ccaccepted; committee discharged and J J MThompson, ex-parish treasurer, granted his wiquietus, and the clerk of the court ordered theto erase and cancel his bond.

On motion of Dr. G. A. M. Cooke, fiftydollars, or as much thereof as necessary,is hereby appropriated out of the contin-gent fund, subject to the order of said in-stitute committee; any other expenses tobe subject to order of the Board.

On motion of W. 8. Frasee, the secretaryis instructed to extend to Hon. A. D. La-fargue, Superintendent of Education, Prof.T. D. Boyd, president of the State NormalSchool, and Prof. Brambaugh, InstituteLecturer, a special invitation to be presentat the Institute to be held here.L. Dupre, president of the late Board,presented a statement of rents collectedby him while president which, on motionof V. K.
