New Delhi, Mar 5: Admit- ting to an instance of attempt to misuse biometrics data, the Unique Identification Author- ity of India (UIDAI) on Sunday said that the information on individuals enrolled by it is safe and secure. This clarification by the UIDAI, which administers the Aadhaar project, comes in the wake of recent reports of breach in the security of Aad- haar data, which were misused for creating parallel databases. "It is an isolated case of an employee working with a bank's Business Correspon- dent's company making an attempt to misuse his own biometrics which was detect- ed by UIDAI internal secu- rity system and subsequently actions under the Aadhaar Act have been initiated," the Electronics and IT Ministry (MeitY) said in a statement here. "With regard to misinfor- mation appearing in vari- ous print and social media during the last few days, alleg- ing breach of Aadhaar data, misuse of biometrics, breach of privacy, and creation of paral- lel databases, etcetera, UIDAI said it has carefully gone into these reports and would like to emphasise that there has been no breach to UIDAI database of Aadhaar and personal data of individuals held by UIDAI is fully safe and secure," it said. "Any unauthorised capture of iris or fingerprints or stor- age or replay of biometrics or their misuse is a criminal offence under the Aadhaar Act," it added. According to the ministry, the UIDAI uses one of world's most advanced encryption technologies in transmission and storage of data. "As a result, during the last seven years, there has been no report of breach or leak of residents' data out of UIDAI," it said. "UIDAI is continuously updating its security param- eters and looking at the new threats in cyber space. It has decided to have registered devices for capturing biomet- rics data and further that such biometrics will be encrypted at the point of capture itself," it added. Meanwhile, in a move to promote digital transactions post-demonetisation, the gov- ernment on Friday said it has asked banks to provide mobile banking facility to all custom- ers by the end of the current fiscal on March 31. "Ministry issues advisory to banks to enable mobile seed- ing, Aadhaar seeding of bank accounts along with enable- ment of Mobile Banking for all its savings bank customers on a campaign mode by 31st March 2017," the MeitY said. PTI New Delhi, Mar 5: Finance Min- istry has agreed in-principle to allow public sector banks to offer stock options to their employees from next fiscal -- a move aimed at retaining experi- enced hands with beer incen- tives. According to sources, Employee Stock Option plans (ESOPs) could be given by those banks which have not only earned substantial profit but also made remarkable improve- ment in managing NPAs. It will help motivate employ- ees to work towards strengthen- ing the financial status of their banks so that their share value rises, sources said. Although the Finance Min- istry has given in-principle nod, the finer details are being worked out like what percent- age of profit can be earmarked for ESOPs, sources said, adding, this is based on the suggestion of Banks Board Bureau (BBB). One of the proposals is to issue shares equivalent to a certain percentage of banks' net profit to employees which is being examined. For large banks, the ESOPs could be as much as 5 per cent of profit aſter tax while for the smaller ones, it could be about 3 per cent but no decision has been taken yet, sources said. Apart from ESOPs, bonuses and other performance-linked packages are also being dis- cussed as suggested by BBB, sources added. ESOPs are common in the private sector, where compa- nies offer stocks to reward and retain key and top-performing employees. Since the employees stand to benefit from any appreciation in stock price, ESOPs also help in aligning the interests of the employees with those of share- holders. Earlier in January, BBB chief Vinod Rai had said the com- pensation package across the board of public sector banks needs to be improved. "Maybe we are not able to do much with the fixed part of compensation package but vari- able part we are hopeful that in the next financial year we will be able to introduce a far more aractive package which will have bonuses, ESOPs and other performance linked incentives as part of the package," he had said. It can be monetary or non- monetary benefits to make it more aractive for professionals to enter public sector banking space, he had said. Last year, the then RBI Gover- nor Raghuram Rajan also made a case for offering ESOPs to bank staff. "With public sector banks' shares trading at such low levels, a small allocation to employees today may be a strong source of motivation, and can be a large source of wealth as performance improves," Rajan had said. Government fails to tap solar power available potential

Mukeet AkMAli

Srinagar, Mar 5: Despite Jammu and Kashmir having a potential to generate 111 Gigawatts (1GW = 1000 Mega Watt) of solar energy, the slackness of the government towards the generation of alternative source of power in the State can be gauged by the fact that JK harness less than 1 percent of its esti-mated available solar power potential in the Himalayan State.

Official data, accessed by Greater Kashmir reveals that the National Insti-tute of Solar Energy has put the total potential of solar power of Jammu and Kashmir at 111 Gigawatts (1,11,000MWs), stating that the if all efforts are put in place to tap the potential of solar energy, JK will be leading solar power gener-ating state in the Country in future.

However, as per officials, despite the natural huge potential of solar energy, the JK generate meagre 0.40 Million Units (MU) in 2016-17 courtesy non-seriousness of the state government and lack of support from support from the Union Ministry of New and Renewable Energy.

As per the year-wise fig-ures about generation of solar energy, J&K could not generate even single unit of solar energy during 2013-14, 2014-15 and 2015-16. Howev-er, during the current year the generation up to ending September was only 0.40 Million Units (MU), which is less than one percent avail-able potential of the State.

F u r t h e r o f f i c i a l s informed that years back,

the Government of India and J&K government have signed an MOU for the development of two mega solar power proj-ects in the Ladakh region of the State (2500 MW in Kargil and 5000 MW in Leh).

However, these two mega projects have not taken off thus further affecting the prospects of JK to harness solar energy

“It is a fact that solar power potential in the State is 111GW as accessed by National Institute of Solar Energy. The State Govern-ment proposed to harness 5000 MW in Leh and 2500 MW in Kargil, for which an MOU was signed with Ministry of New and Renewable Energy, Government of India. How-ever, because of the pro-hibitively expensive cost of evacuation of power from Ladakh, the harnessing of solar power on a large scale in Ladakh is possible only after suitable and cost effec-tive arrangements for evacu-ation of power from there are

made,” said a senior official of Science and Technology department.

He said that government has already taken up the matter for setting up evacu-ation infrastructure with the Government of India. “Presently, it is planned to set-up pilot solar-power proj-ects of 5 MW each in Leh and Kargil districts. These proj-ects shall be set-up by Leh Renewable Energy Develop-ment Authority and Kargil Renewable Energy Develop-ment Authority. Apart from this, 254 MW Solar Power is proposed to be harnessed by JAKEDA separately.

New Delhi, Mar 5: Finance Min-istry has agreed in-principle to allow public sector banks to offer stock options to their employees from next fiscal -- a move aimed at retaining experi-enced hands with better incen-tives.

According to sources, Employee Stock Option plans (ESOPs) could be given by those banks which have not only earned substantial profit but also made remarkable improve-ment in managing NPAs.

It will help motivate employ-ees to work towards strengthen-ing the financial status of their banks so that their share value rises, sources said.

Although the Finance Min-istry has given in-principle nod, the finer details are being worked out like what percent-age of profit can be earmarked for ESOPs, sources said, adding, this is based on the suggestion of Banks Board Bureau (BBB).

One of the proposals is to issue shares equivalent to a certain percentage of banks' net profit to employees which is being examined.

For large banks, the ESOPs could be as much as 5 per cent of profit after tax while for the smaller ones, it could be about 3 per cent but no decision has been taken yet, sources said.

Apart from ESOPs, bonuses and other performance-linked packages are also being dis-cussed as suggested by BBB, sources added.

ESOPs are common in the private sector, where compa-nies offer stocks to reward and retain key and top-performing employees.

Since the employees stand to benefit from any appreciation in stock price, ESOPs also help in aligning the interests of the employees with those of share-holders.

Earlier in January, BBB chief Vinod Rai had said the com-pensation package across the board of public sector banks needs to be improved.

"Maybe we are not able to do much with the fixed part of compensation package but vari-able part we are hopeful that in the next financial year we will be able to introduce a far more attractive package which will have bonuses, ESOPs and other performance linked incentives as part of the package," he had said.

It can be monetary or non-monetary benefits to make it more attractive for professionals to enter public sector banking space, he had said.

Last year, the then RBI Gover-nor Raghuram Rajan also made a case for offering ESOPs to bank staff.

"With public sector banks' shares trading at such low levels, a small allocation to employees today may be a strong source of motivation, and can be a large source of wealth as performance improves," Rajan had said. PTI
