4 STATE Greater Kashmir SRINAGAR | February 18, 2013, Monday FOURTEENTH FINANCE COMMISSION PUBLIC NOTICE 1. The Fourteenth Finance Commission invites suggestions on issues related to the terms of reference from the members of the general public, Institutions and Organizations. 2. The Fourteenth Finance Commission has been constituted in pursuance of the provisions of the Constitution of India by the President under the Chairmanship of Dr. Y. V. Reddy, vide a Notification dated 02nd January, 2013. The Commission shall make recommendations covering a period of five years commencing on the 01st April 2015 as to the following matters:- (i) The distribution between the Union and the States of the net proceeds of taxes which are to be, or may be, divided between them under Chapter I, Part XII of the Constitution and the allocation between the States of the respective shares of such proceeds; (ii) The principles which should govern the grants-in-aid of the revenue of the States out of the Consolidated Fund of India and the sums to be paid to the States which are in need of assistance by way of grants-in -aid of their revenues under Article 275 of the Constitution for purposes other than those specified in the provisos to clause (1) of that article; and (iii) The measures needed to augment the Consolidated Fund of a State to supplement the resources of the Panchayats and Municipalities in the State on the basis of the recommendations made by the Finance Commission of the State. 3. The Commission shall review the state of the finances, deficit and debt levels of the Union and the States, keeping in view, in particular, the fiscal consolidation roadmap recommended by the Thirteenth Finance Commission, and suggest measures for maintaining a stable and sustainable fiscal environment consistent with equitable growth including suggestions to amend the Fiscal Responsibility Budget Management Acts currently in force and while doing so, the Commission may consider the effect of the receipts and expenditure in the form of grants for creation of capital assets on the deficits; and the Commission shall also consider and recommend incentives and disincentives for States for observing the obligations laid down in the Fiscal Responsibility Budget Management Acts. 4. In making its recommendations, the Commission shall have regard, among other considerations, to- (i) The resources of the Central Government, for five years commencing on 1st April 2015, on the basis of levels of taxation and non-tax revenues likely to be reached during 2014-2015; (ii) The demands on the resources of the Central Government, in particular, on account of the expenditure on civil administration, defence, internal and border security, debt-servicing and other committed expenditure and liabilities; (iii) The resources of the State Governments and the demands on such resources under different heads, including the impact of debt levels on resource availability in debt stressed states, for the five years commencing on 1st April 2015, on the basis of levels of taxation and non-tax revenues likely to be reached during 2014-15; (iv) The objective of not only balancing the receipts and expenditure on revenue account of all the States and the Union, but also generating surpluses for capital investment; (v) The taxation efforts of the Central Government and each State Government and the potential for additional resource mobilization to improve the tax-Gross Domestic Product ratio in the case of Union and tax-Gross State Domestic Product ratio in the case of the States; (vi) The level of subsidies that are required, having regard to the need for sustainable and inclusive growth, and equitable sharing of subsidies between the Central Government and State Governments; (vii) The expenditure on the non-salary component of maintenance and upkeep of capital assets and the non-wage related maintenance expenditure on plan schemes to be completed by 31st March, 2015 and the norms on the basis of which specific amounts are recommended for the maintenance of the capital assets and the manner of monitoring such expenditure; (viii) The need for insulating the pricing of public utility services like drinking water, irrigation, power and public transport from policy fluctuations through statutory provisions; (ix) The need for making the public sector enterprises competitive and market oriented; listing and disinvestment; and relinquishing of non-priority enterprises; (x) The need to balance management of ecology, environment and climate change consistent with sustainable economic development; and (xi) The impact of the proposed Goods and Services Tax on the finances of Centre and States and the mechanism for compensation in case of any revenue loss. 5. In making its recommendations on various matters, the Commission shall generally take the base of population figures as of 1971 in all cases where population is a factor for determination of devolution of taxes and duties and grants-in-aid; however, the Commission may also take into account the demographic changes that have taken place subsequent to 1971. 6. The Commission may review the present Public Expenditure Management systems in place including the budgeting and accounting standards and practices; the existing system of classification of receipts and expenditure; linking outlays to outputs and outcomes; best practices within the country and internationally, and make appropriate recommendations thereon. 7. The Commission may review the present arrangements as regards financing of Disaster Management with reference to the funds constituted under the Disaster Management Act, 2005 (53 of 2005), and make appropriate recommendations thereon. 8. The Commission shall indicate the basis on which it has arrived at its findings and make available the State-wise estimates of receipts and expenditure. 9. GOURAV VERMA Raj Kumar Verma 0529 5-Apr-85 Udhampur 006 Untoo to go on indefinite hunger strike outside Parliament Srinagar, Feb 17: Chairman of Interna- tional forum for Jus- tice and Human Rights Forum (J&K), Muham- mad Ahsan Untoo on Monday said that he would go on an indefi- nite hunger strike with human rights activists from India and other countries outside the Parliament if the body of Muhammad Afzal Guru is not handed over to his family in two weeks. The decision was taken unanimously in a meeting which was attended by lawyers, writers, journalists and retired High Court judges. “In case Afzal’s body is not handed over to his family, we will go for indefinite hunger strike with civil society mem- bers of India and other countries outside parlia- ment.” Untoo also said that participants demanded all the case material of Afzal’s trial should be present in the coming Geneva Convention. Untoo also said that a resolution was passed which demanded that Afzal’s case should be taken up by Internation- al Court of Justice to look onto the shoddy trial. In addition to that Untoo said that they would approach JK High court for the injustice done to Afzal’s son Ghalib. Untoo also said that participants unanimous- ly decided to initiate discussions and debates at district level about Afzal’s trial. Udhampur, Feb 17: Deputy Chief Minister Tara Chand on Sunday stressed on the need to provide quality education to the students and appreci- ated the role played by private institutions in universalizing school education in the state. He said that private edu- cational institutions should share their noble and social responsibilities in providing quality education to the stu- dents belonging to weaker and deprived sections of the society so that they could also compete with their counterparts in this fast changing world of compe- tition. “We call upon the top education institutions operat- ing in the state to come forward in adopting underprivileged, handicapped and BPL family children and give such children an opportunity for excelling in life,” he said. He highlighted the impor- tance of games in the school curriculum, saying that extra- curricular activities play vital role in the overall personality development of the students. He said holding of annual sports meet in any educational insti- tution has its own relevance as such occasions provide a common platform to the tal- ented students to exhibit their hidden sports talent which further help them in improv- ing self-confidence, physical and mental capabilities. Srinagar, Feb 17: Chairman of JKLF (H) Javed Ahmed Mir on Sunday said that New Delhi has decided to crush Kashmiris politically and economi- cally in the name of so called peace talks and dialogue. In a statement here Mir said: “On one side New Delhi and other political parties are shedding crocodile tears on hanging of Muhammad Afzal Guru and on the other hand New Delhi is hardening its stand on Kashmir issue.” “In Kashmir, none of mainstream parties have any sympathy with Muhammad Afzal Guru and his family. Every party is shedding crocodile tears for its vote bank,” Mir alleged. Referring to the idea of “broader alliance” reportedly proposed by Hur- riyat (M), “If APHC leaders have decid- ed to go for broader alliance then they should not delay it unnecessarily as the people of Kashmir have given lots of sacrifices. After the sacrifices of Kashmiri people it is the responsibility of leaders to stand united to take the movement to its logical end,” he said. Mir urged the UN, European Union, OIC, SAARC and all other international and regional bodies to wake up and come to the rescue of helpless Kashmiri nation. “Kash- miri have suffered for long now,” he added. He reiterated that Government of India should handover the mortal remains of late Muhammad Maqbool Bhat and Muhammad Afzal Guru to their respective families for a decent burial. Provide quality education to students of weaker section: Tara Chand Srinagar, Feb 17: Chairman of the All Parties Sikh Coor- dination Committee (APSCC) Jagmohan Singh Raina on Sunday expressed concern over the situation arising out of the hanging of Muhammad Afzal Guru last week. “For the past two years, there was substantial peace in JK but it has been sud- denly derailed by the hanging of Muhammad Afzal Guru,” Raina said in a statement. He said that despite of the reservations expressed by some senior political leaders, the gov- ernment went with its decision to hang Afzal, without looking at the possible repercussions in the trouble torn state. Raina said that several political parties and leaders including the Chief Minis- ter Omar Abdullah (NC) and former Chief Minister Ghulam Nabi Azad had recommended to the central government not to execute Afzal. “The govern- ment and those who played an important and pivotal role in his execution were to blame for his hanging,” he added. The APSCC Chairman made it clear that majority popula- tion of the Kashmir valley and the minority Sikh populace are not happy with Afzal’s execu- tion and denial of handing his mortal remains to the family. “There are several other leaders and political par- ties including the Congress, National Conference, the Peoples Democratic Party and the separatists like Hurriyat Conference groups, who have expressed their resentment over the issue. Going by the media reports even the Prime Minister, Manmohan Singh is not happy,” Raina said. He questioned as to who then supported and gave a final deci- sion on the execution. Srinagar, Feb 17: Railways plans to complete the Chenab bridge in JK by 2016, making it the world's highest rail bridge. The arch-shaped bridge across Chenab river-bed in Reasi district, which would be five times the height of Qutab Minar at 359 m above river bed, would connect Baramul- la and Srinagar to Jammu via Udhampur-Katra-Qazigund covering the entire route in about seven hours. The ambitious project, which fell victim to various issues such as its alignment, feasibility and also security concerns, is finally beginning to take shape with the con- struction of pillars on either side. "We plan to complete it by December 2016, a year before the entire Udhampur-Baram- ulla stretch is commissioned," CAO of Udhampur-Srinagar- Baramulla Rail Link Project, BD Garg said. The 1,315-m-long engineer- ing marvel would boast of several unique features. The design would ensure that it withstands blast and seismic activities, while the signaling arrangements would ensure the train does not encounter high wind velocity at that height. "Anemometer has been pro- vided at the bridge site which will measure wind speed at the bridge site, and will inter- lock train movement over the bridge automatically if there is any wind above the pre- scribed speed," Garg said. Trains can cruise at 100 kmph on the structure, which would have a life span of 120 years. Asked why the arch-shaped design was chosen, he said this structure is most pre- ferred as it can absorb seis- mic forces unlike concrete structures. The thrust of the arch stabilises the side slopes of the river. Further, it is easier to construct and maintain and rehabilitate steel structure as compared to other structures, he said. As the bridge could prove vulnerable from the security point of view, the design has been made such that even if an element is removed from the structure, traffic could still remain open, running at a restricted speed of 30 kmph. "If one of the columns gives way, the deck would not col- lapse. It would be possible to restore the bridge for normal operation after carrying out required repairs," Garg said. The executing agency for the project is Konkan Railway Corporation Ltd which has an experience of handling tough projects on the famed Konkan railway route. World's highest rail bridge to come up across Chenab river Srinagar, Feb 17: A moderate intensity earthquake measuring 5.2 on the Richter scale hit Kashmir Valley early this morning, officials said.The tremor, which created panic among the residents of the Valley, was recorded at 7:05 am, an official of the MET department said. There was no report of any damage to property or injuries to any person, the official said. The epicentre of the tremor was in the Hindukush mountains in Afghanistan at Latitude 36.5 degrees North and Longitude 71.7 degrees East, he said. "Kashmir Pandit Sangharsh Samiti (KPSS) requests the Government of India to return mortal remains of Afzal Guru to his legal and legitimate heirs. It is the constitutional right of the family to ask for the same," president of the organ- isation, Sanjay Tickoo said in a statement. He said the Govern- ment should accept the "collec- tive conscience" of the people of Kashmir and the genuine and legitimate request of the family by returning the body. Srinagar, Feb 17: Hurriyat Conference (G) Chairman Syed Ali Shah Geelani Sunday said that he is under continu- ous house arrest in New Delhi since February 9 and police isn’t allowing anybody to meet him. “I have been illegally detained and even newspapers have been stopped to me. It is sheer highhandedness on part of the government,” Geelani told KNS over phone from New Delhi. He said he had to travel to Srinagar “but police isn’t allow- ing him to move out of his Delhi home”. “I don’t know on what basis they are going on with the illegal confinement. I can’t even step out of my home”, he lamented. The Hurriyat (G) Chairman said that they would announce the further programme against the hanging of Afzal Guru on Monday eve- ning. “There won’t be any strike on Monday and further pro- gramme would be announced in the evening,” he added. Untoo to go on indefinite hunger strike outside Parliament Srinagar, Feb 17: Chairman of Interna-tional forum for Jus-tice and Human Rights Forum (J&K), Muham-mad Ahsan Untoo on Monday said that he would go on an indefi-nite hunger strike with human rights activists from India and other countries outside the Parliament if the body of Muhammad Afzal Guru is not handed over to his family in two weeks.

The decision was taken unanimously in a meeting which was attended by lawyers, writers, journalists and retired High Court judges.

“In case Afzal’s body is not handed over to his family, we will go for indefinite hunger strike with civil society mem-bers of India and other countries outside parlia-ment.”

Untoo also said that participants demanded all the case material of Afzal’s trial should be present in the coming Geneva Convention.

Untoo also said that a resolution was passed which demanded that Afzal’s case should be taken up by Internation-al Court of Justice to look onto the shoddy trial. In addition to that Untoo said that they would approach JK High court for the injustice done to Afzal’s son Ghalib.

Untoo also said that participants unanimous-ly decided to initiate discussions and debates at district level about Afzal’s trial.

Udhampur, Feb 17: Deputy Chief Minister Tara Chand on Sunday stressed on the need to provide quality education to the students and appreci-ated the role played by private institutions in universalizing school education in the state.

He said that private edu-cational institutions should share their noble and social responsibilities in providing quality education to the stu-dents belonging to weaker and deprived sections of the society so that they could also compete with their counterparts in this fast changing world of compe-tition. “We call upon the top education institutions operat-ing in the state to come forward

in adopting underprivileged, handicapped and BPL family children and give such children an opportunity for excelling in life,” he said.

He highlighted the impor-tance of games in the school curriculum, saying that extra-curricular activities play vital role in the overall personality development of the students. He said holding of annual sports meet in any educational insti-tution has its own relevance as such occasions provide a common platform to the tal-ented students to exhibit their hidden sports talent which further help them in improv-ing self-confidence, physical and mental capabilities.

Srinagar, Feb 17: Chairman of JKLF (H) Javed Ahmed Mir on Sunday said that New Delhi has decided to crush Kashmiris politically and economi-cally in the name of so called peace talks and dialogue.

In a statement here Mir said: “On one side New Delhi and other political parties are shedding crocodile tears on hanging of Muhammad Afzal Guru and on the other hand New Delhi is hardening its stand on Kashmir issue.”

“In Kashmir, none of mainstream parties have any sympathy with Muhammad Afzal Guru and his family. Every party is shedding crocodile tears for its vote bank,” Mir alleged.

Referring to the idea of “broader alliance” reportedly proposed by Hur-

riyat (M), “If APHC leaders have decid-ed to go for broader alliance then they should not delay it unnecessarily as the people of Kashmir have given lots of sacrifices. After the sacrifices of Kashmiri people it is the responsibility of leaders to stand united to take the movement to its logical end,” he said.

Mir urged the UN, European Union, OIC, SAARC and all other international and regional bodies to wake up and come to the rescue of helpless Kashmiri nation. “Kash-miri have suffered for long now,” he added. He reiterated that Government of India should handover the mortal remains of late Muhammad Maqbool Bhat and Muhammad Afzal Guru to their respective families for a decent burial.

Provide quality education to students

Srinagar, Feb 17: Chairman of the All Parties Sikh Coor-dination Committee (APSCC) Jagmohan Singh Raina on Sunday expressed concern over the situation arising out of the hanging of Muhammad Afzal Guru last week.

“For the past two years, there was substantial peace in JK but it has been sud-denly derailed by the hanging of Muhammad Afzal Guru,” Raina said in a statement.

He said that despite of the reservations expressed by some senior political leaders, the gov-ernment went with its decision to hang Afzal, without looking at the possible repercussions in

the trouble torn state.Raina said that several

political parties and leaders including the Chief Minis-ter Omar Abdullah (NC) and former Chief Minister Ghulam Nabi Azad had recommended to the central government not to execute Afzal. “The govern-ment and those who played an important and pivotal role in his execution were to blame for his hanging,” he added.

The APSCC Chairman made it clear that majority popula-tion of the Kashmir valley and the minority Sikh populace are not happy with Afzal’s execu-tion and denial of handing his mortal remains to the family.

“There are several other leaders and political par-ties including the Congress, National Conference, the Peoples Democratic Party and the separatists like Hurriyat Conference groups, who have expressed their resentment over the issue. Going by the media reports even the Prime Minister, Manmohan Singh is not happy,” Raina said.

He questioned as to who then supported and gave a final deci-sion on the execution. Jagmo-han lamented the way separat-ists are being hounded by forces and in this regard the arrest of Nayeem Khan doesn’t augur well among local.

Srinagar, Feb 17: Railways plans to complete the Chenab bridge in JK by 2016, making it the world's highest rail bridge.

The arch-shaped bridge across Chenab river-bed in Reasi district, which would be five times the height of Qutab Minar at 359 m above river bed, would connect Baramul-la and Srinagar to Jammu via Udhampur-Katra-Qazigund covering the entire route in about seven hours.

The ambitious project, which fell victim to various issues such as its alignment, feasibility and also security concerns, is finally beginning to take shape with the con-struction of pillars on either side.

"We plan to complete it by December 2016, a year before the entire Udhampur-Baram-ulla stretch is commissioned," CAO of Udhampur-Srinagar-Baramulla Rail Link Project,

BD Garg said.The 1,315-m-long engineer-

ing marvel would boast of several unique features. The design would ensure that it withstands blast and seismic activities, while the signaling arrangements would ensure the train does not encounter high wind velocity at that height.

"Anemometer has been pro-vided at the bridge site which will measure wind speed at the bridge site, and will inter-lock train movement over the bridge automatically if there is any wind above the pre-scribed speed," Garg said.

Trains can cruise at 100 kmph on the structure, which would have a life span of 120 years.

Asked why the arch-shaped design was chosen, he said this structure is most pre-ferred as it can absorb seis-mic forces unlike concrete

structures. The thrust of the arch stabilises the side slopes of the river.

Further, it is easier to construct and maintain and rehabilitate steel structure as compared to other structures, he said.

As the bridge could prove vulnerable from the security point of view, the design has been made such that even if an element is removed from the structure, traffic could still remain open, running at a restricted speed of 30 kmph.

"If one of the columns gives way, the deck would not col-lapse. It would be possible to restore the bridge for normal operation after carrying out required repairs," Garg said.

The executing agency for the project is Konkan Railway Corporation Ltd which has an experience of handling tough projects on the famed Konkan railway route.

World's highest rail bridge to come up

Srinagar, Feb 17: A moderate intensity earthquake measuring 5.2 on the Richter scale hit Kashmir Valley early this morning, officials said.The tremor, which created panic among the residents of the Valley, was recorded at 7:05 am, an official of the MET department said. There was no report of any damage to property or injuries to any person, the official said.

The epicentre of the tremor was in the Hindukush mountains in Afghanistan at Latitude 36.5 degrees North and Longitude 71.7 degrees East, he said.

Srinagar, Feb 17: A Kashmiri Pandit organisation today demanded that the body of Par-liament attack convict Muham-mad Afzal Guru be returned to his family members, saying it is their constitutional right.

"Kashmir Pandit Sangharsh Samiti (KPSS) requests the Government of India to return mortal remains of Afzal Guru

to his legal and legitimate heirs. It is the constitutional right of the family to ask for the same," president of the organ-isation, Sanjay Tickoo said in a statement. He said the Govern-ment should accept the "collec-tive conscience" of the people of Kashmir and the genuine and legitimate request of the family by returning the body.

Srinagar, Feb 17: Hurriyat Conference (G) Chairman Syed Ali Shah Geelani Sunday said that he is under continu-ous house arrest in New Delhi since February 9 and police isn’t allowing anybody to meet him. “I have been illegally detained and even newspapers have been stopped to me. It is sheer highhandedness on part of the government,” Geelani told KNS over phone from New Delhi.

He said he had to travel to Srinagar “but police isn’t allow-ing him to move out of his Delhi home”. “I don’t know on what basis they are going on with the illegal confinement. I can’t even step out of my home”, he lamented. The Hurriyat (G) Chairman said that they would announce the further programme against the hanging of Afzal Guru on Monday eve-ning. “There won’t be any strike on Monday and further pro-gramme would be announced in the evening,” he added.
