USDA has $2.2B in funding for Community Facilities and needs your help to find eligible
projects to fund in Rural Montana. A summary of the USDA projects funded for Roundup
Memorial Hospital will be presented. Participants will learn what types of projects can be
funded for their facility by USDA and gain understanding of the application process and which
RD Area Office services the county they are located in.
Moving Upstream: Monetizing the Absence of Disease, the Economics of Prevention
Alex Philip - Founder and Chief Science Officer, Upstream Research, Inc.
As the health care industry continues transform from a "fee for service" to "value based" or
"outcome based" model, understanding population health dynamics becomes increasingly
important. In addition to the utilization of EMR, claims analysis, integrated health systems need
ways to predict where chronic diseases are and why, and develop models for community-scale
interventions that reduce the incidence and prevalence of certain diseases like Type II
Diabetes, obesity, asthma, depression, etc. Health care systems are motivated now more than
ever, especially as they look at alternative payer and risk models such as ACOs, to understand
the population dynamic beyond what they can glean from EMR and claims databases, which
essentially give a retrospective and incomplete view of a population. Finally, it is very important
to model the potential return on investment a particular population intervention will return and
the specific population areas of greatest impact.

EHR Certification is a costly and time consuming undertaking for vendors. New Certification
versions and countless updates require constant updates for the vendor and their clients.

Lost In Translation
Mary Erickson – Consultant, Health Technology Services
There continues to be a gap between Health IT and Quality Improvement across the state and
even the nation. Drawing on experience working with all sizes and shapes of healthcare
organizations in Montana, we find some common contributing factors perpetuating the gap are:
outsourced IT, “language” barriers, knowing when to have IT and QI at the table together and
project priorities versus EHR reporting demands. If these sound like struggles your facility or QA
team is having, come visit with us at the “Lost in Translation” session where we’ll explore the
obstacles, share examples of overcoming barriers and develop some solutions that attendees
can take home and use to close the gap in their organization.

An Inside Look at the Updated PCMH Care Model
Jody Haines – Regional Manager of Medical Home Program, Providence Health and Services
As we trend towards population health, take a deep look at the core clinical model that is on
point to assist with delivering on this crucial component of healthcare delivery. A look inside the
new NCQA PCMH standards and guidelines and how teams are operationalizing the new
requirements in clinical settings to thrive under new delivery reimbursement. A deep look into
1- an overview of the updated NCQA PCMH standards; 2- developing a multidisciplinary team
approach; 3- integrating care across continuums; and 4- aligning clinical informatics for valid
quality reporting and best practices for patient self-management. Presentation will also include
an overview of the efforts and data to date of the MT State PCMH Program.
Adopting a Cybersecurity Framework for Governance and Risk Management
Jim Hunter – Director of Monitoring and Security, CareTech Solutions
The digitization of healthcare delivery has brought many benefits. It has also increased the
level of cybercrime and security breaches, putting the financial solvency of healthcare
organizations, as well as privacy and safety of patients and employees, at risk. Hospital board
members and leadership need to include cybersecurity as part of their organization’s
enterprise risk management program. Healthcare privacy and security breaches often take
weeks or months to be discovered, leaving behind a lot of damage and little evidence for a
proper investigation. The Office for Civil Rights polices HIPAA breaches and imposes costly
penalties for any “reasonably anticipated threats.” This session will explore the cybersecurity
risks facing healthcare organizations and the actions that boards and trustees should take like
adopting the National Institute for Standards and Technology (NIST) Cybersecurity Framework
for evaluating and developing a strategy to improve their cybersecurity program.
Population Health Management through Advanced Risk Stratification Analytics
Dan Ulatowski, PMP, CPHQ, CPHIMS – Advisory Services, Divurgent
Health systems and provider practices are seeing increased pressure to manage their patient
population through alternative payment models and performance criteria. The Medicaid Access
and CHIP Reauthorization Act will increase the incentive for an organization to pursue such
models. However, approaches to defining the population for accountable care initiatives to
improve outcomes or prevent disease exacerbation varies greatly in maturity and approach. We
will explore the various models and provide the audience with a greater understanding of how
intersecting statistics and care coordination drives patient outcomes.
Digital Forensics Where to Find and How to Preserve
Geoff Curtis – Director of Forensics and Education, LMG Security
Digital Forensics evidence is everywhere. When the pressure is on and time is important, stress
levels can be high. In this class we will discuss how to prepare to identify and preserve digital
evidence so when stress is high you are able to effectively protect evidence. In this class
students will be challenged to think outside the computer and be ready to protect all evidence
no matter where it located. Sometimes just trying to preserve something can cause it to change
and lose value.

Bradley C. Howell
Bradley C. Howell has over 20 years’ experience in medium and small sized hospitals. He has
been the CEO of Roundup Memorial Hospital since May, 2011 and in addition to those
responsibilities became CEO of Wheatland Memorial Healthcare in Harlowton in December,
2015. Prior to this position, he was the CEO of Sanpete Valley Hospital in Mt. Pleasant, Utah.
Mr. Howell has also served as Chief Operating Officer and Risk Manager at Madison Memorial
Hospital in Rexburg, Idaho. He has an extensive background in supply chain management,
safety and security, quality, risk management and senior leadership.
Mr. Howell holds a Master’s degree in organizational management from the University of
Phoenix and a bachelor’s degree in business management from Brigham Young University. Mr.
Howell served in the United States Army, the Idaho Army National Guard, and the United States
Army Reserve. He graduated from the Army Command and General Staff College and retired as
a Lieutenant Colonel.
Mr. Howell lives with his wife Aubrey in Roundup and they are the parents of six children and
seven grandchildren.
Eleanor Kindness
Eleanor B. Kindness, has been employed as an Area Specialist for Rural Development for close
to seven years under Community Programs. Previous to this position, she has held positions as
a Business Development Specialist for Native American Development Corporation and Home
Mortgage Lender for Wells Fargo. Ms. Kindness holds a Bachelors Degree in Cultural
Psychology from Brown University, in Providence, Rhode Island, and a Masters Degree in
Management and a Masters Degree in Business Administration from University of Mary,
Bismarck, North Dakota. She is also certified as a Homebuyer Counselor, Financial Literacy
Instructor, and Small Business Entrepreneurship Instructor. Ms. Kindness enjoys serving on
various committees and organizations in her community.
Steven Troendle
Steven Troendle is the Community Program Director for USDA Rural Development in Montana.
Steve provides oversight to the Utilities and Community Facilities Programs of USDA Rural
Development. Since 2007 the Montana Community Programs Office under Steve’s
Management has provide $367,899,023 in loans, grants or guarantees to Montana
communities and non-profits for essential community facilities.
Alex Philip
Alex is the founder and Chief Scientist at Upstream Research, a spatial population health
analytics company. Dr. Philip holds a Ph.D. in Geography from the University of Montana.
He has 15 years of experience in the private sector launching advanced technology companies.
Dr. Philip has been recognized internationally as a technology leader with world first inventions
and was recognized by IBM and awarded multiple industry awards in information technology.
Dr. Philip is currently serves as a Faculty Affiliate for the Department of Geography at the
University of Montana and School of Business. He also serves as a member of the Board of
Directors for Providence Health and Services, Western Montana, and is a member of the
National Technology Advisory Board for Providence Health and Services, System.
EDUCATIONAL SESSION SPEAKER BIO’S
Sam King
Sam is an accomplished healthcare executive, faculty and consultant with experience in health
IT, healthcare finance, analytics, business intelligence, and continuous quality improvement.
He has over 25 years’ extensive background and experience in health plans, hospitals, medical
groups, and integrated delivery systems, including in the role of COO, VP of Analytics, and
Director of Medical/Healthcare Informatics. He is a Senior Director, Professional Development
at HIMSS, and an Industry Fellow and faculty at the Center for Digital Transformation, the Paul
Merage School of Business at the University of California, Irvine.
Sam served on HFMA National Board of Examiners Executive Committee, as President of
HIMSS Southern California Chapter and Chairman of the HIMSS National Chapters Task Force,
and on HIMSS Davies Committee on the use of HIT and EHRs. He received HFMA Follmer
Bronze, Reeves Silver, Muncie Gold, and Founders Medal of Honor Awards. Sam received the
2012 HIMSS Chapter Leader of the Year Award. He serves on HFMA National Advisory Council.
Reese Harper
Reese has 19 years of experience in the field of quality assurance, operations and project
management. She began her career in the field of aerospace and automotive manufacturing,
moved into logistics for Battalion level operations, and is now the Quality Assurance Manager
for MedWorxs. Reese is well versed with regulatory requirements across many fields - ISO, AS,
QS 9001/9002 Certified Forms, Documentation & Implementation / Technical Writing &
Instructional Manuals. She has extensive experience utilizing continuous improvement
principles and Methodologies (including TQM and Six Sigma).
Mary Erickson
Mary is a registered nurse who understands clinical workflows and has been working in
healthcare quality improvement for over 10+ years. In this last 10 years, she has helped
several organizations go through the transition from paper data collection and reporting to
advancing electronic methods and utilizing technology to advance quality of care.
Tara Veazey
Tara Veazey is Governor Bullock’s Policy Advisor on Health and Families. In that capacity she
oversees the development of the Governor’s major health policy priorities, including policy
analysis and stakeholder engagement related to options and strategies for accepting federal
funding to expand Medicaid eligibility to 138% FPL. Prior to this position, Ms. Veazey served as
the Executive Director of the Montana Budget and Policy Center, a Helena-based think tank
focusing on analysis of fiscal policies impacting low- and moderate-income Montanans,
including Medicaid expansion and other related health policies. She also served as the Director
of the Self-Help Law Project and Community Lawyering at the Montana Legal Services
Association. Tara received her J.D. from Yale Law School and B.A. from Stanford University.
Geoff Curtis
Geoff Curtis is the Director of Forensics & Education at LMG Security. He specializes in cell
phone forensics, digital evidence acquisition and preservation, and investigation management.
He is an experienced expert witness and has testified in many cases. Prior to working at LMG
Security, Geoff was an investigator and undercover agent for the Missoula Police Department,
where he conducted forensic investigations for the city/county along with the DEA, FBI, ATF and
US Marshals service. Geoff is a contributing author to the Digital First Responder course and
holds his Montana Private Investigator License. He received his degree in Business
Administration from Carroll College in Helena, MT.
Jody Haines
Jody has been the regional manager for Medical Home, for Providence for over three years,
where she is responsible for the largest medical home program in the state of Montana. She
also co-leads the PCMH program for Providence Health and Services, across their 5 state
territories. Jody also sits on the Montana PCMH Stakeholder Council, with the Montana
Commissioner of Securities and Insurance. Jody is also president of the MT ACHE Chapter.
Jim Hunter
Jim Hunter oversees CareTech Solutions’ 24x7x365 IT Monitoring Services and leads the
Security Provisioning Team. He is also responsible for corporate information security programs
and hosted client information security services, including systems auditing, incident response,
forensic examinations, security assessments and policy reviews for over 200 hospitals’
websites. Jim has a bachelor’s degree from Western Michigan University-Haworth College of
Business and over 20 years’ experience in information technology and Web services to go with
a number of professional certifications, including: Certified Information Systems Security
Professional (CISSP), Computer Forensic Examiner (GCFE), Web Application Pen Tester
(GWAPT) and Systems and Network Auditor (GSNA). Jim’s article “Realizing the Promise of the
Cloud without Compromising IT Security” was published on the Becker’s Hospital Review
website. He also co-presented on a national webinar in celebration of Healthcare IT Week in
2015.
Dan Ulatowski
Mr. Ulatowski is an epidemiologist having practiced at the Mayo Clinic with a track record of
improving organizational data processes and strategic initiatives. His current role at Divurgent
leverages both his clinical as well as business intelligence experience, serving clients as a
trusted advisor for organizations looking to make the next step in accountable care. He has
implemented many HIT systems for large IDNs at Epic Systems, as well as smaller FQHCs
through boutique firms prior to focusing on strategic ACO and data-driven programs. Dan
focuses his industry efforts bringing on quality outcomes and data management closer
together, dedicating time to the National Association of Healthcare Quality's Q Essentials
solution development program, as well as actively contributing to CMS's VBP and PQRS
measure development.

Deb Anderson
Deb is a Health Technology Consultant with Health Technology Services, the Regional Extension
Center serving clients in both Montana and Wyoming. With over 30 years of IT and over 10
years HIT experience, she assists clinics and hospitals in the selection and implementation of
Electronic Health Record software as well as helping them to achieve and attest to Meaningful
Use. Deb received her Certified Professional in Health Information Systems (CPHIMS) in 2005
while the Information Systems Manager at Sheridan Memorial Hospital. She consults on
regulatory programs from CMS, estimating Medicaid/Medicare eligibility for incentives,
recommending workflow improvements for improved efficiency and data collection, leading
toward improved health outcomes. Deb serves on the board of MT HIMSS and the Industry
Advisory Board for the Healthcare Informatics program at Montana Tech. She has been a USAV
and AAU volunteer volleyball coach as well as a lifetime member of the Sheridan Wyoming
Hospital Auxiliary.

Jon Barrow
Jon Barrow is IT Applications Director at Benefis Health System, a Great Falls based not-for-
profit community health system serving 230,000 residents across 15 counties. Jon is
responsible for application lifecycle services, project management, data services, and
programming. His teams frequently engage with providers and other key stakeholders to
implement innovative solutions to resolve issues and inefficiencies or to capture emerging
opportunities.
Mike Follett
Mike Follett has served as the Executive Director of Business & Community Development for
Billings Clinic since February 2013. Mike holds Masters Degrees in both Physical Therapy and
Health Administration and is a licensed Nursing Home Administrator. He continues to be very
involved in the regional business community and serves on many boards including Stillwater
Billings Clinic, St. John’s Lutheran Ministries Foundation, and MSU-Billings College of Allied
Health Professions Advisory Board.
Melanie Swenson
Melanie Swenson has been the Director of Health Information Technology for Kalispell Regional
Healthcare since December, 2011. Kalispell is a multi-hospital, multi-clinic integrated
healthcare delivery network in western Montana that also provides IT hosting services for
critical hospitals in the state. Prior to joining Kalispell Regional, Melanie was a Vice President
for Impact Advisors Consulting as well as First Consulting Group, where she had a combined 17
years of experience serving hospitals and clinics as Project/Program Manager for large multi-
facility electronic medical records implementations. Her consulting engagements include
serving as a project director for the Davies Award-winning Allina EMR implementation in
Minnesota, and as Program Director for the Sutter Health system-wide electronic health record
implementation in Northern California. Ms. Swenson received her Bachelor of Science degree
in Computer Science from Montana State University. She makes her home in Kalispell,
Montana.

Deanna Linder
Dianna Linder has been a public administrator for over 35 years, specifically in health care
leadership for the past 15. In her role as Director of Grants, Dianna guides the organization in a
variety of strategic planning activities, especially as they relate to securing financial and staff
resources for successful community engagement and determining potential return on
investment (ROI) of externally-funded programs. Dianna serves as the MT ACHE Membership
Director for eastern Montana and is a graduate of the 2014 ACHE Executive Program. She
holds a Master’s Degree in Public Administration from the University of Colorado and is
currently completing a PhD in Health Policy in addition to working full-time for Billings Clinic.

Deborah Bass
Ms. Deborah Bass serves as the Chief Executive Officer and active board member of the
Nebraska Health Information Initiative (NeHII). NeHII, Inc. is the statewide health information
exchange in the State of Nebraska. Ms. Bass directed the creation of this 501 (c) (3) non-
profit corporation and currently oversees and manages the continued efforts in the
development of Nebraska’s statewide Health Information Exchange (HIE). She is a regular
public speaker for national conferences on a number of topics surrounding the development
and future of HIE.
Erick Maddox
Erick Maddox is the Director of Health Information Exchange for HealthInsight Nevada. In this
roll Erick is responsible for the overall operation and direction of HealtHIE Nevada, a
Community Based Health Information Exchange serving the entire state of Nevada. Erick is a
25 year resident of Nevada where he received Bachelor’s degrees in Information Technology
and Therapeutic Recreation from the University of Nevada Las Vegas.
While completing his education, Erick began his career in Health Information Technology
working as a systems administrator in a multi-state behavioral health organization where he
ultimately served as the Director of Information Services overseeing system security for both
clinical and business systems.
Prior to assuming responsibility for HIE operations in Nevada for HealthInsight Erick was
responsible for the operation of Regional Extension Center (REC) activities in Nevada. As a
result of REC efforts Electronic Health Record adoption grew by more than 60% in physician
offices and 80% in critical access hospital environments in the State.
In his role as Director of Health Information Exchange Erick has oversight for all aspects of the
HIE Business Operations in Nevada for HealthInsight. These operations have included
oversight of design, deployment, and migration to a new HIE software environment, legislative
support for the modification of HIE enabling state laws, drafting of related HIE enabling state
regulations and continued growth of HIE adoption to 35% of Nevada physician market, 83% of
Nevada hospital market and 91% of Nevada diagnostic imaging and laboratory market.
Erick also serves as the President Elect of the Nevada Chapter of HIMSS and is an active
member of the Nevada Chapter of Project Management Professionals. He presents nationally
each year on health information exchange, at the Health Information Management Systems
Society (HIMSS) Annual Conference as well as various regional conference and seminars.

2012 and Chief Executive Office in 2014. Teresa is responsible for UHIN’s direction and
financial viability. As a community convener, clearinghouse and HIE, UHIN’s membership
includes all the hospitals, ambulatory surgery centers, national laboratories and approximately
90% of the medical providers in Utah.
Teresa has over 40 years of healthcare experience, which includes responsibility for operations
as the Vice President of Benefit Administration at BlueCross BlueShield of Utah. Additionally,
she gained deep experience in client relations as the Vice President of Client Relations at
HealthCare Insight, a fraud and overpayment discovery service. She has had the opportunity to
work with production, service, technical and membership areas in those companies. Her focus
is service, employee development and community involvement, which she believes is essential
to business success.
Teresa holds an MBA with an emphasis in Human and Organizational Development and a
Bachelor of Science, Summa Cum Laude, in Management with a minor in Computer Science
from Westminster College.
Teresa is Current Board member of Utah HIMSS Chapter (HIE Liaison), Utah AAHAM Chapter,
Strategic HIE Collaborative, Utah Digital Health Commission and the Rocky Mountain
Conference Board of Pensions.
