Foreword from the Editor - Tony Heal

I felt it was time I introduced myself. A Kenley resident now for six years but basedin the locality for some 30 years. I have helped source material and compile the lasttwo editions, but this one is more self-generated – with various help as you will readin this edition’s 32 pages!

I (ormoredirectlymywife) volunteeredmyservices asEditor asweboth did notwishto see the demise of themagazine. Insteadmy desire is to help develop the contentso that it continues to be an interesting read for all the community.

Our Vice Chairman's Letter

Dear Resident

Duringmy timewith Kendra over the past 7 years, there has been a natural turnoverof Committee members and Road Stewards - people leave the area, andcircumstanceschange. I toomustnowsuccumb tochangingcircumstances, andwillbe stepping down from the Committee at the AGM.

Together with other recent changes, this does leave Kendra rather short ofpersonnel. So, I must once again appeal for help from the membership. We havereached the point where we are unable to fully function unless help is forthcoming.

We have been successful in recruiting volunteers to produce the Kendramagazine,and Ihope thatunder theneweditorial teamthiswill nowgo fromstrength tostrength.However, we do need to fill several important vacancies on the committee:Committee Secretary, Minute taker, Web Editor and Chairman being the mostpressing. If you can help with any of these roles, please do get in touch.

Kendra is a not-for-profit organisation, run by volunteers. We all share the aim ofmaking Kenley a better place to live, and improving our community. If youwould liketobe involved, therearemanywaysyoucanhelp: e.g. bybecomingaRoadSteward,by helping out on projects, or by joining the Committee.

Kendra is an active organisation and can make a real difference e.g. theconservation work that was done on the Wattenden Pond, and the recentlyintroduced Smart Water packs to deter burglars. There are many more things wewould like to do. But, without your help, these things will not happen.

If you want to make a difference, and get involved with your community, please doget in touch. We really do need your help.

Motion: “That Rule 3.1 of the Kendra Constitution be amended to:3.1 The KENDRA Membership Area includes, and is bounded by, OldenLane, Dale Road, Godstone Road south-west side to the its junction with StJames Road, along the north-east side of Godstone Road to the beginningof Riddlesdown, along the top of Riddlesdown to the Croydon/Tandridgeboundary, following this boundary across Godstone Road, south roundMosslea Road and around Kenley Airfield to Hayes Lane, Old Lodge Lanedown to and including Lodge Hill, north from the Lodge Hill junction withHaydn Avenue to the junction of Burcott Road with Higher Drive includingHighlandRoad, south east alongHigher Drive, includingDenshamDrive, tothe Recreation Ground to the east to Langham Dene, north to the junctionof Northwood Ave and Higher Drive including Higher Drive RecreationGround, and Foxley Wood.” and Northwood Avenue to Higher Drive.”

Chris Philp MP

It will come as no surprise that Southern Rail’s performance continues to beabysmal. The huge problems with their service include lateness, apparentlyarbitrary train cancellations, over-crowding and station-skipping. It is the worstperforming line in the country. I had a formal meeting with the Rail Minister – ClairePerry MP, Network Rail, Southern Rail and all the MPs representing Brighton mainline constituencies (about 20 MPs in all) on 18th January to pile on more pressureto urgently fix these problems. I forcefully communicated how bad their service is atthis meeting. I will keep up this pressure and, going forward, I am prepared to callfor Southern to lose the franchise if the problems are not fixed fast.

As you may know, since before being elected I have also been working to haveservices restored at Purley Hospital Minor Injuries Unit. Croydon’s ClinicalCommissioning Group recently held a consultation on new options for PurleyHospital’s Minor Injury Unit. I held a packed public meeting on this consultation inearly January. The good news is that their apparent favoured option includes therestoration of morning opening hours, the continued treatment of minor injuries andapparently the restoration of emergency access to the existing X-Ray facility atPurley. But it does not include the ability to treat fractures andmore serious injuries.I believe these facilities should be included. I am pressing hard to get these itemsincluded. The new service is due to be implemented in April 2017.

It’s been a very busy 10 months since I was elected as ourMP. I have been working hard on important local issues aswell as getting to grips with the many idiosyncrasies ofParliament. Below are some updates on some of the localissues I have been working on.

Your Kenley Ward Councillors

Steve O’Connell, Steve Hollands and Jan ButtingerAs your Councillors we are delighted to contribute to this Edition of KENDRA'sNewsletter. We continue to have an excellent working relationship with yourCommittee and absolutely commend the brilliant work that they do.The threeofushavebeenverybusyaseverworkingonyourbehalf onawhole rangeof matters. Steve O'Connell leads for us on Planning Matters and is currentlyobjecting to several unacceptableapplications.Weknow that developers constantlyeye up our beautiful area for building and we are keen to support residents in theirobjections. We are passionate about protecting our Green Spaces be they greenbelt, parks or back gardens. AsGLAMember SteveO'Connell has constantly urgedBoris Johnson to stiffen protection of our Green Spaces and he will continue to doso if elected in the May GLA Election. Travellers continue to blight one of our localroads and we are supporting residents there in what is becoming a long and difficultstruggle. We do remain optimistic though.We are conscious that whilst Kenley is a safe area there have recently been someserious burglaries, and we have been in contact with the Police to ensure that wehave sufficient resources locally. Another issue is the prevalence of HGV vehiclestrundling around Kenley and damaging frontages.We intend to work with KENDRA on this and approach the Council to see what canbe done.We three have been delighted lately to support local causes through theCouncillorsCommunity Fund. We wanted the benefits to be shared as widely as possible, andwe are contributing significantly to the heating in our wonderful Memorial Hall,helping theCroftleighBaptistChurchandalso theWattendenPondGroup.Wehopethat the scheme will be also available next year.The three of us are keen to hear from you if you need our help and our details areto be found elsewhere in this Newsletter. Please do keep in touch.

Kenley Sports Club

The sports ground in Little RokeRoad, Kenley has been the home of Kenley CricketClub (nowSouthern Rail and Kenley Cricket Club) since its formation in 1880. In thelate 1800s and early 1900s, the ground also became home to Kenley Tennis Cluband Kenley Bowls Club, but unfortunately a decline in their membership ultimatelyresulted in the demise of both sections in the 1960s.In order to fill the void, Kenley Hockey Club was born in 1968 and the most recentaddition to the family is the Kenley Bridge Club which moved in shortly after theopening of the new clubhouse by Henry Cooper in 1992.Kenley Sports (Company) Club was formed to manage the ground in 1903, and asoutlined above currently hosts the Kenley Hockey Club (KHC), Southern Railway &Kenley Cricket Club (SRKCC) and Kenley Bridge Club as well as providing facilitiesto the youth section of a local football club.For further details on Kenley Sports Club, please email:[email protected]. Kenley Hockey Club

We are a friendly, sociable, hockey club situated just off theA22whichhasbeenour homesincewewere founded in 1968.Our membership spans a wide age range, yet our inclusivenaturehaseveryonesocialising together,withmanymembersbeing a part of the club for 30+ years.We can field 4 men’s teams, 3 ladies’ teams, a men’s vets team, a thriving coltssection and a summer touring community that has won both tournaments but alsoawards for "Most Sociable Team".So what should you expect from joining our club? A passionate group of individualsof different ages and abilities that enjoy playing hockey for starters, but there ismorethan just the 70 minutes on the pitch to our club. As well as the match day, adulttraining on Thursdays and colts training on Sundays, we have a dedicated fitnesssquad running popular sessions every Tuesday. But that's still all hockey related.

This season alone our Social Events Team have staged various functions includingHalloween FancyDress, Curry Nights, our wildly popular Quiz Night, and our recent3rd Annual Beer Pong Competition, all held at our modern clubhouse with privatebar.Thebest thingaboutaprivatebar?Everynowand thenwecanbring inspecialityales, so we can stock the bar with what members actually want to drink! And howdo we sign off on our season? We all get dressed up in our finery for an End ofSeasonDinner-Danceata local venueand finish it offwithaCaptain’sSummaryandAwards Ceremony at our AGM, which is nowhere near as dull as you might expect!

In summary, we are not just a hockey club, rather a combined hockey and socialclub, and if you feel that you would like to join the fun come along and say hello!

Kenley Bridge ClubKenley Bridge Club was founded in 1977 as theKnaves Bridge Club when a group of 10 peoplefinished evening classes and found that no localclubs would take on a large group of beginners.

We started playing in rented premises in Whyteleafe and numbers steadilyincreased. In the 1980s we amalgamated with the Kenley Sports Club when theymoved to their new clubhouse and this has given us a permanent home.

All standards of players are catered for. We run a number of competitionsthroughout the year and take part in charity events to raise money for Children inNeed and a nominated Surrey charity. We are looking forward to the club's 40thanniversary next year and we have several founder members still playing. Wewelcome newmembers and visitors and if you would like to play Bridge in a friendlystress-free atmosphere, why not try us out.

The Bridge club meets every Monday evening (excluding bank holidays) at 7:20pmat Kenley Sports Club, Little Roke Road (off the A22), Kenley CR8 5NF. The clubis adjacent to the Harris Primary Academy at Kenley. Partners are available mostMondays.We have a comfortable clubhouse with a licensed bar. The following provides updates to recent planning applications.

Green belt land atHawkhirst Road is illegally occupied by travellers. The travellershaveprovidedaplanningapplication (15/03909/P) that proposesa traveller caravansite for 4 permanent plus 4 temporary pitches. At the time of writing there are 90objections to this planning application registered on the council website. We awaitthe council’s decision and hope that it will receive resounding refusal.The travellers have also registered an appeal – the basis of the appeal is that if (oris that when?) they are refused planning permission for the caravan site and it isnecessary for them to vacate the site then they should be provided with muchmorethan 48 hours to vacate.When the council refuse the planning application the occupierswill likely appeal andit will take several months to process the two appeals.The reargardenof10UplandsRoad is alsocausingsomeconcern.Thedevelopersgained an outline planning permission to site 3 new houses that will be accessedfromCumnor Rise in the rear garden. The permission was granted on the basis thatan existing swimming pool extension attached to main house will be removed. Wenow have a planning application (15/05688/RES) that provides the detailed designfor these3newhouses. Theyareeachof 5 bedroomsandareexceedingly largeandout of character to the existing houses in Cumnor Rise - they also provide minimalparking and there is nowhere for any overflow parking. The drawings submittedwiththe latest planningapplicationclearly show theswimmingpool extension is removedfrom the rear garden of themain house. At the time of writing there are 21 objectionsto this planning application registered on the council websiteAt the same time themain dwelling is for sale and the details are provided on severalproperty websites. The sale particulars clearly show the swimming pool extensionand there are photographs of the indoor pool. We are very concerned that the poolextension is being retained and this adds to the over development that is proposedfor this site.57 Welcomes Road has a new planning application (16/00269/P) – this proposesthat an existing planning permission to demolish a house and build a very largehouse be changed so that the “very large house” now becomes a block of flatsproviding 7 two-bed flats. The proposal is that parking will be provided for just 7 cars–and thesewill be squeezed into front garden to sucha level that thedesign iswhollyimpractical (for example, the drawings submitted with the plans show that a car for1 of the bays will have to have left-hand drive, and to exit they will need to reversethrough the bin store. At the time of writing there are 53 objections to this planningapplication registered on the council website.

For 1 Park Road we have a proposal for a large double garage that will be set wellback from the public road (15/05711/P). Ordinarily this would not be a majorconcern, but in this instance the proposal includes a complete full-height basementto be placed under the garage. The basement will require extensive excavationwithmany lorry loadsof spoil being removed fromsiteandmanycubicmetresof concretecoming onto the site. Kendra is not particularly concerned about the basement, butwe are very concerned about the lorrymovements, noise and other disturbance thatthis project will create within our area. We are therefore insisting that the councilapprove aConstructionMethodStatement that is provided by the builder so that thedisturbance is minimised.Old Kenley Police Station on Godstone Road has two proposals. We have(16/00393/P) that proposes flats in the existing building. The Police are concerned about vulnerableKenley residents falling prey to theunscrupulous pressure salesperson or thedishonest and sometimes threatening doorknocking ‘tradesman’. Pretending to be adoor to door salesman is also a techniquethat burglars can use to identify potentialtargets.

Not all traders turning up on your door are rogues. There are some however whomay try some of the following doorstep-crimes or unscrupulous practices:

Charging an exorbitant price for house repairs or gardenmaintenance

Having to pay in cash in full before the job is finished

Being left with an incomplete job and refusal from the trader tofinish the job or undertake necessary repairs

Not finishing the job and vanishing without a trace.

Stealing your possessions whilst distracting you with a doorstep-caller/bogus official or their accomplice

By following simple steps you can protect yourself.

Rogue doorstep sellers and bogus callers will often be smartly dressed. They willusually have a story to get your attention. They may claim to be from or workingwith the council, police or utilities. They can be very convincing and persuasive,as it is their intention to trick you into trusting them.Some may even use false identity cards or dress up for the part for example,wearing overalls with a false company logo. But if you are in any doubt don't letthem in.

Conservation Report - Mike van der Vord

At the time of writing the pond is certainly lookingwinterish.With all the rain the pondis as full as it can be and we all look forward to another explosion of flowers andcolour.AsSpring isaround thecorner thereareplentyof signsof agoodshowofwild flowersagain this coming summer. The marginal aquatic plants are all in good health andwe expect another good show this year. Last year the marginal plants almostdoubled in size and density compared with 2014. We pruned and also removed afair amount of them at the autumn work party last October as some of them weregrowing vigorously towards the middle of the pond.The water lilies didn’t do very well last year. They were magnificent in 2014 but wedidn’t have the curly water thyme invasive weed that year. I have heard from othersources that it wasn’t just theWattendenPond that didn’t have a good showofwaterlilies in 2015. Thanks to several of our intrepid volunteers who bravely waded intothe pond at the cold and windy autumn work party it appears that the curly waterthyme is currently well under control. I hope that this will help the water lilies to geta better start this year. We now have several pairs of waders which makes theremoval of the curly water thyme much easier and less time consuming. Our nextwork party will be in themiddle of spring andwewill certainly have a comprehensiveremoval of any curly water thyme that comes back.

Wattenden Pond

If you would like to help out at the pond wehave work parties every other monthduring the autumn and winter and usuallymonthly during the spring and summer.Work parties are usually on the 1stSaturday of the relevant months. There has been a lot of talk and discussions on this subject over the past few years.The level of greenhouse gasses in the atmosphere is currently 30% higher than itwas prior to the industrial revolution. This level continues to rise with the evergrowing requirement for energy. This spiralling increase is unsustainable for ourplanet to survive for future generations.

People are demanding that we should increase the cleaner renewable sources ofenergy which, in principle, sounds like a good idea. Unfortunately renewables canonly play a small part in reducing CO2 emissions. In the UK there is a governmenttarget to quadruple the existing sources of renewable energy by 2030. Even if wemanage to achieve this target renewables will only provide 7% of our energyrequirements.

There is a certain amount that we ourselves can do to reduce CO2 emissions.Intensive farming and agriculture for our food is a major contributor to greenhousegasses. The amount of edible food that is wasted, thrown away and discarded perannum in both Europe and North America combined would be enough to feed thewhole of Africa for one year. Africa is the second largest continent in the world andis also the second largest populated continent worldwide.

I enjoyeatingmeatmyself butmeatproductionand livestock farmingcontributes justunder 15% of the total CO2 emissions worldwide. There is no single human activitythat exceeds this figure. Fresh water is a valuable natural resource. All livestockspecies individually needmore water than the equivalent by weight of all the grains,fruits and vegetables. Beef production by far has the greatest demand on water.Beef production requires three timesmorewater than pork production which comessecond. In third place comes cheeseproductionwhich is closely followedby poultry.Riceandsoya requireapproximately 60%of thewater that poultry needs.Waydownthe list are most vegetables which require only 2% of the water that beef productionrequires.

A recent survey took a typical family of four who eat meat every day and run twoautomobiles. If they were to reduce their meat consumption by 50% they wouldreduce their carbon fingerprint by more than if they got rid of both their cars. Foodfor thought.

Transport Update - Richard Cowper

Our transport report for this quarter is inevitably linked to Southern Rail’s poorpunctuality record throughout 2015; so it concentrates on local rail services, and thechanges foreseen over the next few years.Some changes are: the rebuild to London Bridge should be complete by 2018;Southern have been awarded the Thameslink franchise withGovia; reduction in thenumber of trains that will be stopping at Coulsdon South; Transport for London willrun more transport services around London with parts of Surrey, Sussex and Kent;introduction of the new 700 class carriages.Pressure has been put on Southern Rail to urgently improve their services forpassengers who have suffered problems by cancellations and delays to schedulesserving London stations.Southern have set up a task force to fix ongoing problems, with systems that cancompensate affected passengers. Kenley has continued to experience anunusually high number of Burglary dwellingoffences. A new trend to affect Kenleyresidents is the committing of ‘fishing’burglaries to steal vehicles.The term ‘fishing’ describes the action ofputting a rod and hook or arm and stickthrough the letter plate in order to stealsomething in reach.This technique normally leads to the theft of the house and car keys left on a halltable. With the keys the Burglars let themselves into the house and steal valuablesand/or steal the car.

Preventing ‘Fishing’ BurglariesThe simplest way to prevent such a burglary when at home is to put the keys in adrawer or cupboard near the door and never leave them on view through a windowor door, or close to the door's letter plate. Otherwise there are the following options.A letter platedeflector (or cowlingorhood) canbe fixed to thebackof thedooraroundthe letter plate to prevent arms, sticks and fishing rods being poked through. Youcan get these from locksmiths and from some websites. The next step up from thisis to fit a letter plate lock. This is a hood that fits directly over the top of the insideof the existing letter plate. It has an inner flap, which you can lock at night that willprevent anything from being pushed through - although you have to remember tolock and unlock it.Finally if it’s practical, you can block up the letter plate and instead have your maildelivered into a secure external letter box fixed to the wall next to the entrance door.

Burglary Prevention UpdateTodateKENDRAhasprovided forensicmarking kits to 133households anderected34 signs. To date the scheme has been very successful as none of the householdsissuedwith these kits have been burgled (or suffered a repeat burglary). By the endof the financial year KENDRA aims to deliver another 148 kits and erect 23 moresigns to protect vulnerable local residents.

The Police would like to remind people to make sure that residentssecure entry to the side and rear of their properties wherever possible.
