The Bank of Canada’s recent announcement to hold its interest rate target at one per cent does not come as a surprise. � e rate has been holding at that level
since September 2010, which is good news if you’re in the market for a mortgage.
� ere are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it
means you don’t have to wait to get fi nancing approval on a home when you put in an off er. � is is an especially good tool to have when markets are hot. Removing the “conditional on fi nancing” clause could mean your off er is accepted fi rst since you already have your fi nancing in place.
So when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any signifi cant movement until late 2014 at least.
However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders off er online pre-approvals to make the process faster and easier.

yet to give us much of a sign of warmer things to come. Indeed, spring is always busy season in the housing
market, and this year, despite some recent “cooling” in some areas and housing types, should be no diff erent. Fairer weather and still-favourable mortgage rates should point to the sales pace continuing in the coming weeks and months.
Need proof? Take advantage of the nicer weather and get out there and visit some new-home sales centres and
model homes. A combination of factors – including land availability and aff ordability – is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers.
We’re also betting you’ll be impressed by how new-home builders in SWO and elsewhere are responding to such challenges, by off ering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

Reid’s Heritage Homes awarded 2013 Builder of the Year

Reid’s Heritage Homes was recently honoured as 2013 Builder of the Year by the Guelph and District Home Builders’ Association (GDHBA) at the association’s annual President’s Ball and Awards of Distinction.
The award was presented to Reid’s Heritage Homes for reasons including keeping on the forefront of the home building industry, and the company’s recognition as 2013 Ontario Home Builder of the Year by the Ontario Home Builders’ Association (OHBA). Reid’s Heritage Homes also received the GBHBA Award for the Most Outstanding Single Detached Design over 2,500 sq. ft. for the Cloverdale model home, located in its brand new community in Fergus, Westminster Highlands.

This is the latest in an impressive collection of awards garnered by Reid’s Heritage Homes over the past year:

What exactly
is smart growth?It is no secret that most of today’s new-home buyers are purchasing in the suburbs. While there certainly are benefits that come along with suburban living, there are viable alternatives for those who are attracted to a more diverse and cultured lifestyle. Across the continent, a wide variety of housing is being offered in response to the emerging market demand for those wishing to move back to the city.
For decades now, various major metropolitan centres and their municipalities have opted to promote and encourage smart growth and urban intensification initiatives, in hopes of creating places where people want to live, work, and play. Unfortunately, many of today’s prospective buyers are either unaware or sadly misguided as to what smart growth or intensification truly is.
Smart growth is defined as the process of creating new high-density developments in already established communities, pushing development upwards, rather than spreading them outwards. This intensification helps communities to focus public spending on the revitalization and improvement of urban areas that have already been developed to ensure that they remain vibrant, safe and attractive places to live. Residents in these communities enjoy a healthy mixture of homes, retail, businesses, recreational opportunities and a variety of transportation choices, ultimately providing an eclectic and engaging lifestyle that can’t be found anywhere else outside of urban areas.
Quite often these projects are developed on abandoned, idled or underused industrial and commercial properties that still require upkeep and thus end up draining the city of valuable funds that could be used elsewhere. Vacant properties and abandoned buildings are usually neighbourhood eyesores and present their communities with complex challenges. They are often subject to crimes such as vandalism and arson, eventually resulting in reduced property values for the surrounding neighbourhood.

Urban infill developments aim to make responsible and efficient use of these spaces by taking full advantage of the surrounding existing infrastructure, saving the city and taxpayers an incredible amount of resources and costs. Once the new residents move in, they immediately inject vast amounts of property tax revenue. They also spend money in these communities, creating surges in retailing, office development, community activities and events, and sometimes the creation of parks and recreational areas. This is how smart growth works to transform a community’s burdens into assets, which is why it is no surprise that cities today are so eager to push forward these initiatives.
It is essential that potential homebuyers take a serious look at urban living as a viable alternative. Today, more than ever, cities and their residents are starting to realize that by valuing our existing resources and reusing them, we promote and support the fundamental notion that growth can occur in a manner that is economically, environmentally and socially smart.

P eople around the world recognize Niagara Falls as the honeymoon capital of the world, where the Falls

Located in southern Ontario and bordering the US, the Niagara region is an area of 1,800 sq. kms forming a peninsula of land between Lake Ontario and Lake Erie with a population of about 430,000. Niagara is a major gateway to North America. Its cities and towns are less than a one-hour drive to Toronto, Buff alo or western New York. Businesses are within one day’s drive of 55 per cent of all U.S. manufacturing activity, and almost half of the U.S. population. � e region is accessible worldwide through the St. Lawrence Seaway and Welland Canal.

Tourism and the closely related service industry form the economic foundation of this area, that serves about 20 million visitors annually and generates more than $2 billion in revenue. Quaint communities such as historic Niagara-on-the-Lake, Fonthill and Crystal Beach, even Fort Erie and Ridgeway, are drawing empty nesters ready to indulge in both custom homes and other off erings. Lifestyle and lower prices are the lure. Home prices are much lower than those in the GTA, drawing residents from beyond the Niagara borders.
New-home construction is strong in Grimsby and Beamsville, with Cambridge Homes, Losani Homes, Branthaven Homes and Homes by DeSantis all active in the area. Mountainview Homes has a new site, � undering Waters, in Niagara Falls, as does Great Gulf Homes with its Edgewood Niagara Falls project. Clearly, there are many home options – and lifestyle choices – in this world-famous area. � e tourism and entertainment sector also includes the Shaw Festival, Niagara Parks Commission and Canadian Niagara Hotels and Entertainment. Other major employers are the Niagara Health System, Niagara Region, Seaway Marine, Brock University and Canadian Tire Financial.
� e economic impact of relatively new players such as
Fallsview Casino and the subsequent arrival of hotels and related businesses has resulted in substantial growth in the new-home market in the decade since it opened.

had some complications, and spent six weeks at SickKids. Shortly before Christmas, he had a second surgery and was in hospital for three days.
Matthew’s condition has already affected his pancreas and although it has not yet affected his lungs, his parents expect that it will as he develops and grows. They do physiotherapy with him daily to keep his lungs as healthy as possible.
“It’s the worst feeling watching your child fi ght to get better,” says Gillian. “But despite his condition, Matthew’s been a happy boy providing us smiles.”
Matthew’s parents decided that they want to do everything they can to help advance research. They met Dr. Felix Ratjen, head of respiratory medicine and co-director of the Cystic Fibrosis centre, who spoke to them about CF stem cell research and they readily agreed to allow SickKids to take a sample of Matthew’s skin when he came to have his surgery in December.
“You can’t do anything to help other than be there and love them unconditionally. There were really two reasons behind participating in the research study: a little hope and a lot of fear. My optimistic side would say a lot of hope,” says Gillian.
Last year, SickKids researcher, Dr. Janet Rossant and her team became the fi rst in the world to use skin cells from patients with CF to produce mature lung cells in a petri dish. Lung cells generated from patients can be used to develop and test drugs that target the genetic mutation underlying the condition. If the drugs work on the lung cells, then later they may also be tried on the patient. Until recently, the only therapies available for patients with CF targeted the symptoms, like infection and digestive disorders, rather than the underlying genetic alteration.
mMatthew was born in August 2012, three weeks prematurely. At 30 weeks gestation a routine ultrasound showed fl uid in his abdomen. Matthew’s mom, Gillian, was transferred to the high risk unit at their local hospital. Their doctor there suspected that Matthew had meconium peritonitis, a rupture of the bowel. This is rarely seen in babies in utero, but is associated with babies who have cystic fi brosis. His parents were tested and learned that they carry the gene for cystic fi brosis. This came as a total surprise to them as there is no CF in their families.
At birth, Matthew had a blood test and was confi rmed to have CF and presented with the “classic” form – the delta gene. He was transferred to SickKids and had surgery to unblock his bowel on his fi rst day of life. He

Household incomes outpaced a modest rise in mortgage carrying costs associated with buying a home at market value, RBC says.
Amid all the ongoing talk of mortgage rates, market conditions, high levels of household debt and economic uncertainty, good news comes from RBC Economics Research’s latest Housing Trends and Aff ordability report. After two straight quarters of modest deterioration, housing aff ordability improved mildly in Canada in the fourth quarter of 2013, thanks primarily to income gains and still-low mortgage rates.
“� e relative strength in income gains in Canada off set the minor increase in homeownership costs in the fi nal months of 2013, meaning that homes were more aff ordable for those looking to buy,” says Craig Wright, senior vice-president and chief economist, RBC.
� e RBC report notes that household incomes outpaced a modest rise in mortgage carrying costs associated with buying a home at market value in the fourth quarter, which contributed to the improvement in aff ordability. Easing price gains in most markets across the country and marginal increases in mortgage rates kept the rise in mortgage carrying costs subdued.
� e way RBC’s aff ordability measures work is, the higher the measure, the more diffi cult it is to aff ord a home. For example, an aff ordability measure of 50 per cent means that homeownership

costs, including mortgage payments, utilities and property taxes, take up 50 per cent of a typical household’s pre-tax income. A decline in the measure represents an improvement in aff ordability.
For the Ontario market, homeownership aff ordability eased by 0.1 percentage points for both bungalows (to 44.7 per cent) and two-storey homes (50.3 per cent), and remained fl at for condominiums (29.5 per cent) in the fourth quarter of 2013. Owning a single-detached home at market value in the province continues to take a larger share of household income compared to the historical average despite marginal improvements for the fi rst time in a year.
In Ontario’s largest market, Toronto, aff ordability deteriorated slightly in all housing categories – up 0.2 per cent (meaning it became less aff ordable) for both two-storey homes (63.7 per cent) and condos (33.9 per cent), and by 0.1 percentage points for bungalows (55.6 per cent).
� e good news for prospective homebuyers in Southwestern Ontario’s key markets – such as Hamilton, Kitchener, St. Catharines and London? While aff ordability decreased slightly, and mostly in standard two-storey homes, prices and overall mortgage carrying costs are much lower than in Toronto and than the Ontario average.
