The $12.8 million project includes replacement of an antiquat- ed, two-lane bridge and realignment of all four ramps at exit 20 on Interstate 75 in Bradley County, Tenn. The project area is about 30 mi. north of Chattanooga, Tenn., and near the southern edge of the city of Cleveland, Tenn. The contract for the project, which also includes grading, drainage, paving and widening of roadway that leads to the inter- change, was awarded to Simpson Construction Company of Cleveland in May, 2013. Construction began on July 1. “This project is desperately needed,” said Jennifer Flynn, a community relations officer with the Tennessee Department of Transportation (TDOT). “Local people have been asking for it for a long time. The existing two-lane bridge over I-75 at that exit was constructed when the area was more rural. Now, that part of east- ern Tennessee is developing rapidly, and traffic routinely backs up because the bridge can’t handle it.” Flynn said that another TDOT project currently under develop- ment should help improve the traffic situation. This involves building a new interchange on APD40, which is the bypass around Cleveland and the roadway that leads to the exit 20 interchange, and the addition of an auxiliary lane on each side of APD40 between the two interchanges. South Carolina’s Coogler Construction Does the Dirty Work

Joey and Chris Coogler have always beenwilling to take on the dirty, labor-intensivejobs necessary in order to ensure thatsparkling new roads, sidewalks, buildingsand homes can be built and enjoyed byeverybody.Not only are they willing, they really love

doing that type of work. Operating heavyequipment at a job site is something they seeas both fun and challenging.Their enthusiasm for their work infects

their entire operation. In 2014, the brothersare celebrating 20 years since they firstopened Coogler Construction Inc. nearColumbia, S.C.But enjoying their work is only one part of

why they have been so successful over thelast two decades. The other, said JoeyCoogler, is to see to it that his business isoperated while employing the right set ofprinciples.“I personally feel that being successful

lies in God’s plan,” Joey Coogler said.“Number two is treating people like youwant to be treated. There are plenty of oppor-tunities in this business to take advantage ofpeople and in return they can take advantageof you. lowered, which did save the customer a greatdeal of money,” said Coogler. “There are alot of value engineering ideas that you canput in play that engineers sometimes over-look or don’t have the time to find. We justtry to help our customers get the numbersback down to where they can make betterprofits and see a better bottom line.”The Coogler brothers got into the con-

struction business in the first place becausetheir father was a successful home builder.They started out clearing lots and putting inseptic tanks before moving on to start theirown firm.Now the company is involved in all

aspects of infrastructure construction fromclearing and grading, to laying sewer lines,hauling stone, pouring concrete and demoli-tion.

Work Expanding to Other AreasMany of their recent projects have taken

them out of the Columbia area, where mostof their work has been, to other parts of theCarolinas and Georgia.For instance, Chris Coogler oversaw the

work on shoring up some large levees anddikes in the Savannah area, where he said thecompany moved approximately 600,000 cu.yds. (458,732 cu m) of material.

The mythology, legends and folklore surrounding turtlesspan the globe and history. From the magical significance ofturtles found in ancient Earth-creation stories, to the maskedheroes of the more current day Teenage Mutant NinjaTurtles, the turtle reigns.Turtles have long been depicted as strong, steady and

wise, which are characteristics that The Turtle Companies ofcentral Florida try to abide by. The two companies, TurtleSoutheast, based in Largo, Fla., and East Coast MillingTurtle, located in Vero Beach, Fla., offer asphalt surface

milling services, principally to Florida and neighboringstates. Over the past year, Turtle has milled more than 10 million

sq. yds. (8.4 million sq m) at depth ranging from ¾-in. tomore than 24-in. (1.9 to 60.9 cm). During this time period,Turtle experienced down time to operating time ration of lessthan 1.3 percent.Turtle’s largest project ever was the iROX I-75 road

expansion project in Lee and Collier Counties where TurtleSoutheast milled 30-lane mi. (48 km) or 1.6 million sq. yds.(1.3 million sq m) of milled surface. During this massiveproject, Turtle had as many as five milling machines operat-ing at once, and experienced less than one percent downtime.

“Experiencing minimal downtime is typical of how wetry to operate,” said Tim Hammer, maintenance supervisorof The Turtle Companies. “Our elite maintenance programand a remarkable guardian telematics system on our newermilling machines has virtually eliminated unexpected down-time.”Turtle’s elite maintenance program calls for three hours of

maintenance after eight hours of milling. According to thecompany, this level of maintenance far exceeds the industrystandard. Additionally, all the work crew members havebeen trained to recognize and perform simple repairs asrequired.

Over the past year, Turtle has milled more than 10 million sq. yds. (8.4 sq m) atdepth ranging from ¾-in. to more than 24-in. (1.9 to 60.9 cm).

Four of Turtle’s 15 late-model milling machines are equipped with the Roadtecguardian telematics system.

Production speed can be monitored in real time, which can lead to natural conflicts with the expectations of a site superintendent wanting to complete a project aheadof schedule or a mill operator wanting to test the capabilities of the machine.

Hills Machinery Makes Bold Plans to Expand in CarolinasBy Eric OlsonCEG CORRESPONDENT

Columbia, S.C., based Hills Machinery,already well-known as one of the southeast’smost dynamic equipment dealerships, isproving it again with several bold movesdesigned to increase its commitment tooffering outstanding customer service,according to the company.In short order, Hills has just taken on three

new product lines, plans to open several newstores in the Carolinas in the next two years,including a Charlotte location this summer;is expanding its existing stores in Columbiaand Charleston; and has hired new people toimprove its customer support capabilities.“Service and product support has always

been at the core of our company’s belief inhow to best serve our customer base,” saidJim Hills, president of Hills Machinery. Together with his brother, Adam, they

started the full-service dealership inColumbia in 2007.

Several New Stores Being Planned

Hills Machinery currently operates fourstores: in Columbia and Charleston, S.C.;and in Raleigh and Greenville, N.C.However, plans are under way to open newstores in the western ends of both Carolinasin the next 36 months, according to Hills.The first new Hills Machinery store is

scheduled to open in Charlotte by the begin-ning of July. Then, over the next two and ahalf years, Hills said the company alsowould expand into Greenville, S.C.,Asheville, Greensboro, Wilmington andLexington, N.C. “It is all part of our long-term plan to

expand in a measured and careful manner,”said Hills.

New Product Lines IntroducedAlready known for carrying the complete

line of Case construction equipment, amongother lines, Hills Machinery has added sev-eral new products recently.Last summer, the company began market-

ing Bell Trucks, which Hills described as awonderful product that is currently availablein its rental fleet across both Carolinas.Then, earlier this year, Hills Machinery

became the exclusive dealer of Terex/Finlaycrushing equipment in North and SouthCarolina.“We chose to take on the Terex/Finlay line

because we kept getting requests from ourcustomers for crushing and screening prod-ucts that married up with our Case wheelloader and excavator product lines that wewere already selling to people, so it expand-ed our product lines and allowed us to meetthe broader needs of our customer base,”Hills said.He added that Hills Machinery will focus

on the medium-sized impact crushers at the

stores closer to the Atlantic coast, where theground is less dense. “As we get into the middle part of both

North and South Carolina and the hardermaterials, we would expect to sell more ofthe jaw crushers, as well as the screens thatgo with these to segregate materials into dif-ferent sizes,” Hills said.Hills sees the Finlay product line as an

“extremely integral part of our overall busi-ness model to add value to the product offer-ing that we bring to the customer.”In addition to adding the Terex/Finlay

line, Hills Machinery is marketing the prod-uct line of Magnum hammers, steel shearsand multiprocessors. Again, Hills believesthat the Magnum line of tools will be a per-fect match with the dealership’s Case exca-vators.He said that having the Magnum attach-

ments in its stores puts Hills Machinery, as itexpands west across the two Carolinas, intoareas that are more populated — with a cor-responding increase in construction projects

— and in need of more demolition products.These are areas, according to Hills, that

have large amounts of rock and soil, such asin Charlotte, Asheville and Greenville, S.C.,where the company needs to be able to havea good hydraulic hammer offering that iswell known and of a high quality.Magnum easily fulfilled all of those

requirements for the dealership, Hills said.“We are actively stocking hammers for

our rental fleet ranging from 12,000-foot-pound hammers down to hammers that willfit mini-excavators and skid steers” Hillssaid. “We are also stocking multi-processorsso that customers can crush concrete withrebar in it and we will be stocking hydraulicshears, too. Those products will predomi-nately marry up with our Case CX210-C,48,000-pound excavators and our CX350-C,78,000-pound excavators.”The third new product offered by Hills

Machinery is the Mauldin Pavers line ofequipment. Manufactured in Taylors, S.C.,

Hills’s Palmetto State Shops Undergo Major ExpansionsMauldin will be sold exclusively in the

Carolinas by Hills.“We were extremely pleased that the

product line was available,” Hills said. “Wewanted to learn as much as we could aboutthe paving business because not only did ithelp bring products to our customers whowere in need of another outlet for pavingproducts but it gave us the opportunity to bea more valuable business partner to our cus-tomers.”Hills added that he believed the medium

to small-sized paver, such as the Mauldin1750-C, is the heart of the product offering,although Mauldin also makes a full productline, from small motorgraders to distributorsand precision spray trucks.Hills said his company intends to actively

market all of Mauldin’s products, althoughhe feels the mobile paving machines offerHills Machinery the most lucrative opportu-nity to its customer base.

South Carolina Stores Getting Upgrades

Hills Machinery’s two Palmetto Stateshops are currently undergoing major expan-sions.The flagship Columbia facility is being

doubled in size to almost 20,000 square feet,Hills said, with the addition of five addition-al drive-thru service bays, as well as a newparts storage and showroom area that istriple its current dimensions.“This will allow us to stock more parts,

hire more technicians and provide a quickerresponse time due to an easier availability ofparts as well as the ability to get machines inand out of the shop quickly,” Hills said.He added that Hills’ Columbia technicians

should be able to work on between 15 and20 machines at one time in the renovatedshop.Further south in the fast-growing

Charleston market, where Adam Hills servesas branch manager, Hills Machinery isworking on upfitting that store, too, withadditional office and service space and anupgraded outdoor work area.“We are specifically expanding the back

end of the shop where we will be providinga large open work area like we have off theback of our Columbia facility,” Adam Hillssaid. “We are also re-doing the wash pitareas, putting in a more modernized waterfiltration systems and adding probablyanother 1,000 square feet of office space toaccommodate new employees that weneed.”

In order to add to its service capabilities inCharleston, Hills said it is his firm’s intentionto put two additional service trucks on theroad, which will increase to four the numberof service trucks there, as well as to maintainsix mechanics within the facility.

Extra Day Rooms to Improve Safety for Staff, Inmatesproceeding simultaneously,” said Jeffrey May, operationsmanager of Michael Baker Corporation and program man-ager/project representative of Jackson County Board ofSupervisors. “Right now, the contractor is installing 14 inchdiameter auger cast-in-place pilings. The auger cast pilingsare approximately 60 feet long, and there are a total of 818on the project.”Caddell Construction Co., the general contractor, began its

work in early 2014, with the project expected to be complet-ed by late March, 2015. Primary tasks to date have includ-ed storm water infrastructure, clearing and grubbing andfoundation construction.“Site work and drilling of the auger cast piles is very time

consuming and heavily dependent upon good weather,” Maysaid. “A total of 334 piles have to be installed below grade,then building foundations and perimeter walls formed andplaced, then the building pad has to be back filled andbrought up to finish grade before the next 484 piles areinstalled and the interior grade beams placed.“As for site work, there will be over 340,000 cubic yards

of engineered fill brought in for the back filling of the build-ing pad once the perimeter walls are placed and cured. The818 auger cast piles will take over 3,000 cubic yards of groutfill. The site did not require undercutting, but did requiremoderately deep foundation excavations for the Class Bpiles and wall/perimeter foundations. Over 2,700 cubicyards of soil has been removed for the foundations and pilecaps/grade beams.”The property where the construction is taking place was

clear, with the exception of an asphalt parking lot approxi-mately 360 x 185 ft. (109 x 56 m) Existing underground pip-ing also had to be removed. Soggy weather has already hadan impact on construction.“We have had significant amounts of rain since the proj-

ect began,” May said. “As of the end of March, there havebeen 29 weather delay days.”Equipment on the job includes skid steer loaders, wheel

loaders, track loaders, backhoes, excavators, mini-excava-tors, SkyTrak forklifts, sweepers, dozers and dump trucks.The construction process is very detailed and methodical,with little room for error.“The contractor has not hit any underground objects with

the auger equipment,” May said. “They have been extreme-ly careful in identifying existing underground piping, andproperly removing prior to pile installation operations.

“Erosion control for this project has been paramount, andbest management practices have been monitored daily,”May said. “Silt fencing, wattles and rock check dams arebeing utilized to control runoff and contain migrating silt.”As for the individual jail cells that will be placed, they are

complete, factory-built and furnished assembly, suitable forshipping and site installation as a unified product.“The new jail will consist of three pods with a separate

administrative section,” said Jackson County Chief Sheriff’sDeputy Ray Bates, a former jail warden who was involvedwith the project from its inception. “Each of the pods will

have a ground floor and a mezzanine floor. The new facili-ty will also offer locking cells for all of the inmates, with theexception of the classification and inmate worker day rooms,which will be dormitory style. The extra day rooms willallow inmates to be better classified, which will provide asafer environment for staff and inmates alike. As a bonus,the new jail can be expanded with the addition of a fourthpod.”The current jail was built in 1978 to house 79 inmates.

Officials have added on to it twice to hold more beds, but thekitchen and laundry facilities still support the original capac-ity. “Some of the parts for the doors aren’t even made any-

more, which creates challenges for our maintenance crew,”said Bates. “We’re so lacking in space for support personnelthat we utilize three separate outbuildings for staff membersbecause there’s simply no room. We have simply outgrownthe current facility.”The new lockup is adjacent to the current jail at the corner

of Telephone Road and Fair Street in downtown Pascagoula.A portion of the old jail might be used for archives and evi-dence storage once the new building is finished.“It’s been a long, difficult journey that, many times, left us

feeling it may never actually happen,” Bates said. “We’vehad more meetings with architects, construction contractorsand vendors than I can count. We’ve viewed other jails andmanufacturing plants to ensure we are getting the best prod-uct we can for the money. We’ve looked at and comparedthis project from every angle. “The footprint of the site was a challenge. We looked at

moving the jail to another site, but there were legal and logis-tical obstacles that made this impossible, so the current sitewas where it had to go. We studied many plans and types ofjails that were offered and this plan offered us the best ofeverything. It gives us the capacity we need for future growthon this site, and it fit the budget.”From a safety standpoint, the new jail offers better

options.“We can lock all the inmates in cells at night or whenever

else we need to,” Bates said. “That’s something we haven’tbeen able to do in years. We’ll have enough housing areas toproperly classify inmates, which will keep the potential for aviolent confrontation to a minimum. The inmates will beunder constant watch by staff members, not just by videocameras. Ultimately, it will provide a platform for a safe,

System Allows Roadtec to View Machines in Real Time Four of Turtle’s 15 late-model milling

machines are equipped with the Roadtecguardian telematics system. The telematics-equipped machines are two Roadtec RX-600e milling machines and a Roadtec RX-700e. The telematics system is designed to mon-

itor a selected machine in real time througha wireless signal and address any issues thatmay arise while the machine works. It alsoallows Roadtec customer service personnelto remotely view the machine in real timeand be there for the customer anytime, any-where. The engine, hydraulic system, electri-cal system and grade control can all be mon-itored in detail. In addition, the machine canbe located by GPS using the guardian sys-tem.“Diagnosing a machine equipped with the

guardian system is a much quicker and moreefficient process,” Hammer said. “The sys-tem’s live schematic lets me see all electricalcircuits in a simple and efficient layout withreal time status of all switches, valves andsettings. If I need to, I can make changes tothe grade control system parameters frommy laptop without touching the machine.” The system also will e-mail fault codes,

service reminders and production reports to

keep Hammer and others in the company inthe loop. Staying up to date with the latestinformation on each machine is designed toallow Hammer to be much more proactive inmonitoring and lowering their operatingcosts. “At any time I can log on to the guardian

system and view machine, speed, location,engine load and fuel usage, all in real time,without being on the job site — it’s likebeing right there on the machine,” saidHammer. “This is especially helpful in mon-itoring fuel consumption. If I see a machinerunning at 85-feet per minute and I can alertthe operator to slow down to 65-feet perminute, I can save a considerable amount ofmoney on unwarranted fuel use.”With the telematics, production speed can

be monitored in real time, which can lead tonatural conflicts with the expectations of asite superintendent wanting to complete aproject ahead of schedule or a mill operatorwanting to test the capabilities of themachine. This remote machine monitoring of pro-

duction, fuel usage and machine diagnosticswas especially helpful to Turtle Southeast ona recent job. “We were working on a 700-acre residen-

tial and commercial development project

located in Panama City, a good 300 milesaway our home office,” said Hammer.“With the guardian system on our RoadtecRX700-e milling machine, I could monitorthe progress of the three-week project frommy office. Fortunately, everything was trou-ble free, but if anything had gone wrong, Iwould have seen it and could have handled itthanks to the telematics system.”The Panama City project, SweetBay

phase one, is the location of the abandonedold Panama City-Bay County InternationalAirport. Turtle completed 160,000 sq.yds.(133,780 sq m) of milling at depths thatrange from 4 to 8 in. (10 to 20.3 cm).Having remote, real-time diagnostic

access to the company’s milling machinesappears to be benefiting The TurtleCompanies in a couple of ways. First, theycan see problems that may not be readilyapparent to the machine operator upon initialinspection. And second, even though thecompany’s service vehicles are fully stockedwith the typical wear items and parts knownto break after heavy use, the guardian systemcan pinpoint a problem requiring a part thatone of Turtle’s technicians should be dis-patched to install.“Turtle has always been quick to embrace

new technologies to help improve opera-

tions,” said David Ando, president of TurtleSoutheast. “We had already been using athird party telematics system for almost threeyears. When we heard that Roadtec wasdeveloping their own system we were veryexcited. The guardian telematics system hasbecome significant to our business. It allowsus to be more efficient with what we haveand decrease operating costs and increaseprofits. It also enables us to see problemsbefore they become major which providesfor scheduled maintenance and repairsbefore there’s a breakdown on the job andcosts our customers money. “We have also been showing our cus-

tomers the system and they seem to beimpressed that we are monitoring our equip-ment so closely and can handle thingsremotely like making MOBA setting adjust-ments without needing to send a technician.”For The Turtle Companies, the bottom

line for having telematics on its millingmachines is better control… that is, the abil-ity to monitor production real time and diag-nose any problems with the engine,hydraulic system or electrical system.

The Case for Manual Quick CouplersWhen given the choice, the majority

of operators would pick hydraulicquick couplers over manual —right? But manual quick couplerscan provide significant benefits tooperators and owners.

• CostManual quick couplers cost significant-

ly less than hydraulic couplers. When youlook at the cost of plumbing, safety valves,and electronic controls associated with hydraulic quickcouplers, manual couplers can cost 30 to 50 percent less toinstall.

• Simple DesignBecause the design is less complicated, manual

mechanical couplers are less prone to jamming and break-ing down. This, in turn, saves money for the machineowner.

• Health and SafetyWith a manual quick coupler, the operator must always

get out of the cab and secure the attachment manually andvisually secure it before climbing back into the machine.This means there is a smaller chance for operator error. Italso provides an opportunity for an operator to move outof the seat, which lessens the chance for health-relatedissues from staying in a seated position for too long.

• SpeedWhile a hydraulic coupler is quicker to change attach-

ments on a machine, some manual options such as a multi-grab screw coupler only takes about five minutes.Users will save a few minutes with a hydraulic coupler,

but the other benefits such as cost and safety make manu-al couplers favorable for machine owners and operators.

CouplerA multi-grab screw coupler is a

type of manual coupler that differsfrom conventional couplers because the operator can pickup attachments with different pin centers and it onlyrequires one person to operate. To change an attachment using a multi-grab screw cou-

pler, the operator only needs a ratchet with a 1-1/8 in. sock-et. The grabber is driven back and forth by the screwmechanism using the ratchet and socket. This systemenables the coupler to cinch up tightly to the pins evenwhen there is wear in the pins or coupler. An easy-lockplate is then placed over the top of the screw head andsecured with the 1-1/8 in. socket.At the front of the coupler there is a secondary lock sys-

tem. This system prevents the attachment from coming offdue to operator error or the unlikely event of failure of thescrew mechanism. While there are many instances where hydraulic quick

New Jersey-based Allu GroupInc.’s Mining Series is an (M-Series) all-in-one screener crusherattachment for mining and aggre-gate. The M-Series processes awide variety of mined materials,including coal, oil shale, limestone,dolomite, gypsum, phosphate, saltand other soft rock and attach toboth wheel loaders and excavators.With the extraction of resourcesfrom the ground becoming evermore expensive and complex,Allu’s processing bucket convertsa wheel loader or excavator into ahigh-capacity mobile pre-crushingand screening solution, which canplace material either into stock-piles or directly into trucks. Itreduces both capital investmentand operating costs for the mineowner, while also significantlyreducing equipment wear life, productiontime and operating costs. Pre-crushing,screening and loading are achieved in oneinitial step with a processor that can easily betransported around a site on a loader and/orexcavator. These attachments can be utilizedin both open-pit and underground miningapplications without the need for the hugecapital costs associated with a stationarycrushing and screening plant. The ALLU M-

Series attachment allows the processingmachine to be brought to the material andnot the material to the machine. Purpose-built to match the mining indus-

try’s need to aggressively engage the materi-als bank, the M-Series screener crusherbuckets are strategically positioned out infront of the carrier. A typical bucket of mate-rial can be crushed and processed in less than60 seconds, providing a processing capacity

of up to 650 tons (590 t) per hour. There aresix M-Series models, each with the ability toproduce three to four different fragmentsizes and fit wheel loaders from 30 to 90 tons(27 to 81.6 t) as well as excavators from 50to 160 tons (45 to 145 t). The rear-mounteddrum and bearing design uses three or fourrotating crushing drums that are powered bya hydraulic motor. The hydraulically-operated hinged mount

plate on the wheel loader models,allows an M-Series screenercrusher attachment to also beused as a loading bucket, aboveand below ground, with normalload-and-carry characteristics,including maximum breakoutforce. When processing materialto produce different finishedproduct sizes, typically in the 4+in. (10 cm) range, the M-Seriesscreener crusher mount plateposition directs material flowprotecting the carrier from straymaterial.Installation of the M-Series

screener crusher includes a wiredcontrol panel located inside theoperator’s cab of the carriermachine. This monitors key datato the screener crusher’s perform-ance, including hydraulics, tem-

Kleemann Impactors Represent Evolving EVO Line

Two new impact crushers fromKleemann — the Mobirex MR 110 ZSiEVO 2 and MR 130 Zi EVO 2 — representthe continuing evolution of the EVO con-tractor line, with additional benefits interms of economy and operational safety.These new impact crushers are differentiat-ed by their size and productivity; the MR110 ZSi EVO 2 has a crusher inlet openingof 43.3 in. (110 cm), and the MR 130 ZiEVO 2 a crusher inlet opening of 51 in.(130 cm). These provide feed capacities ofup to 350 or 450 tph (317.5 or 408 t),respectively.The “S” indicates a Mobirex unit with

optional, highly productive secondaryvibrating screen with extra-large screeningsurface mounted on the discharge conveyor.This secondary screen unit can producespec material, potentially eliminating theneed for a separate screen.The feeding unit has hydraulically fold-

ing hopper walls and locking system, whichspeeds setup. A vibrating double-deck pre-screen between hopper and crusher elimi-nates fines from the product flow beforethey ever enter the crusher, reducing wearand cutting fuel costs.Both units are Tier IV final-compliant.

The new EVO 2 Mobirex mobile impactcrushers utilize direct drive crushers and

electric drives for the vibrating conveyors,belts and the prescreen. This permits highfuel efficiency and allows optimal loadingof the crusher.These crushers feature a new inlet geom-

etry, which allows even better penetration ofthe material into the range of the rotor. Also,the wear behavior of the new C-form impactledges has been improved to such an extentthat the edges remain sharper longer, lead-ing to improved material shape. The rotorledges are held securely by a new andextremely user-friendly clamping system,which means that they can be changed evenquicker, and thus contribute to greater plantuptime, according to the manufacturer.Outstanding performance is made possi-

ble in part by the extremely efficient directdrive, with which the machines areequipped. A latest-generation diesel enginetransmits its power almost loss-free directlyto the flywheel of the crusher, via a robustfluid coupling and V-belts. This drive con-cept enables enormous versatility, as therotor speed can be adjusted in four stages tosuit different processing applications.The Kleemann continuous feed system

(CFS) manages a more equal loading of thecrushing area, in which the conveying fre-quencies of the feeder trough and the pre-screen are adapted independently of each

other to the level of the crusher, thus signif-icantly boosting performance.For the optional S version with secondary

screen mounted, the oversize gradationreturn conveyor has been redesigned fromthe predecessor models, eliminating a verti-cal bend and integrating the transfer chute atthe feed hopper.With these new Mobirex impact crushers,

the fully hydraulic adjustment capability ofthe crushing gap permits greater plantuptime, while improving quality of endproduct.Not only can the crushing gap be com-

pletely adjusted via the touchpanel electron-ic control unit, but the calculation of thezero-point is possible while the rotor is run-ning. This ability to accurately set the crush-er aprons from the control panel with auto-matic detection of zero point and targetvalue setting saves time, and improves theoverall efficiency and handling of the crush-er.In a Kleemann Mobirex impact crusher,

zero point is the distance between the ledgesof the rotor and the impact plates of thelower impact toggle, plus a defined safetydistance. The desired crushing gap isapproached from this zero point.While the upper impact toggle is adjusted

via simple hydraulic cylinders, the lower

impact toggle has a hydraulic crushing gapadjustment device, which is secured elec-tronically and mechanically against colli-sion with the rotor. The crushing gap is setvia the touch screen and approachedhydraulically. Prior to setting of the crushinggap, the zero point is determined automati-cally.For automatic zero-point determination,

with the rotor running, the impact togglemoves slowly onto the rotor ledges until itmakes contact, which is detected by a sen-sor. The impact toggle is then retracted bythe defined safety distance. During this pro-cedure, a stop ring slides on the piston rod.When the zero point is reached, the lockingchamber is locked hydraulically and thestop ring is fixed in position. The stop ringnow serves as a mechanical detent for thepiston rod.During the stop ring check, which is car-

ried out for every crusher restart, the savedzero point is compared with the actual valuevia the electronic limit switch. If the valuedeviates, a zero-point determination is car-ried out once again.For more information, call 615/501-0600

Portable Aggre-Dry Dewatering Screen Keeps Moisture Low

The portable Aggre-Dry has several unique features, including a 0.25-mm screen opening, which reducesthe amount of material that can fall through the screen.

The portable Aggre-Dry dewatering screen from Columbus-based GreyStone Inc., features a flume that allows an operation toretain all of the fines discharged from the dewatering screw,according to the manufacturer.

The addition of the flume offers a flexible and cost-efficientsolution for controlling, recycling and saving water and fines whileproducing sand and gravel products with a moisture content as lowas 7 to 12 percent, along with a caked, dry sand product that aninclined dewatering screw alone cannot achieve. Wheel-mountedfor easy transportation, this 5 by 10-ft. (1.5 by 3 m) dewateringscreen is ready to connect to a washing screw for on-demand pro-duction.

The portable Aggre-Dry has several unique features, includinga 0.25-mm screen opening, which reduces the amount of materialthat can fall through the screen. The feed from the screw allows thematerial to build to a bed depth of up to 14 in. (35.5 cm) on thescreen, squeezing additional moisture from the sand as the vibra-tory motors move it along the length of the screen deck, furtherreducing moisture content. There are screen panels on the sides ofthe portable Aggre-Dry, which allow for even more water to beremoved from the material.

Modular Metal Enables Detention Center to Withstand Hurricanessecure and controllable environment for staff and inmates.”Because Jackson County is situated on the Mississippi

Gulf Coast, officials are in hurricane preparation mode fromthe beginning of June through the end of November. For thatreason, the detention center is being built with modularmetal, making it capable of withstanding winds of up to 150mi. per hour.“We evacuated the inmates in 2004 when Hurricane Ivan

struck Pensacola, Florida,”said Bates. “That was anabsolute logistical night-mare, and we decided thatthe ability to shelter inplace was a must for thefuture. After HurricaneKatrina, the flood zoneswere re-evaluated andfound to be lacking. Thenew jail will be built to themost recent codes.”“The overall vision for

this project really encom-passes the many reasonswhy the facility, after it isconstructed, will be safe,yet cost-effective,” saidChristopher Lunsford,architect of Burk-Kleinpeter-Lunsford Engineers/Architect,PLLC. “The adult detention center has definitely required ahigher level of commitment to the means by which buildingsystems are secured. Specifically, in the area of electronicsecurity, multiple building systems must be tediously coor-dinated so the facility can be managed efficiently and effec-tively. “In the event of extreme weather, the cells within the facil-

ity will be capable of sheltering the inmates in place. Thefloor of the facility will be elevated above the base flood ele-vation. When the facility opens next year, the jail staff willhave access to the latest security electronics, capable of con-trolling the flow of water to an individual fixture in a cellwith the tap of a touchscreen.”After two design firms were fired, Lunsford had to work

with plans already drafted.“I did inherit the design for the facility, but I reviewed the

entire set of documents and incorporated my own creativetouches where I felt safety or construct-ability needed to beaddressed. The biggest challenge for me in inheriting thedesigns that were already in place really only involved mekeeping the mindset that I needed to be as effective and effi-cient as possible, so as to prepare the documents to be com-petitively re-bid within the owner’s time frame.”Bates said, “We were thrilled to see the first equipment

finally arrive on site and start turning the dirt after so manyyears of waiting. They’ve only been working since the mid-dle of January, so right now there is not a lot to see becausemost of the work is below the surface with the drilling andpouring of the auger cast pilings. It will really get excitingwhen the structure itself starts to go up.”As for the eventual transfer of inmates, the physical move

shouldn’t be a major obstacle, because the old facility andnew facility are close in proximity. The biggest challenge

will be for the staff to educate the inmates in all of the newprocedures they will have to learn. “The daily activities they have come to know will change

drastically,” said Bates. “Almost everything they do, fromwhere they shower, to how visitation is conducted, to howthey view the inmate handbook will change. Those thingswill take some getting used to for them, but they will adapt.”The county’s adult detention center houses a combination

of violent and non-violent offenders for both men andwomen. The facility isunder the authority ofCounty Sheriff CharlesBritt, but is funded andmaintained by the JacksonCounty Board ofSupervisors. Board presi-dent, Troy Ross, said thenew jail is needed becausethe existing structure is oldand undersized. “Our new facility will

meet the needs of ourcounty for decades, andwill provide a safer, moresecure environment forour law enforcement per-sonnel who operate it,”said Ross. “This project

has been ongoing for over 15 years, so it’s quite an accom-plishment to see progress being made and have a structurebeginning to take shape on the property.“During the process of designing this jail, the county has

been able to improve its bond rating,” Ross remarked. “Thisresulted in nearly $200,000 in savings per year over the lifeof the debt, because we were not required to have a $2.3 mil-lion reserve. We also saw a savings of about $500,000 whenwe rebid the project this past year, so a jail that was on thepath to being over $35 million with less occupancy and opendorm rooms ended up being $27.1 million, with dual occu-pancy lockable cells and the ability to expand to accommo-date future needs. I’m glad to see this nearly two decade sagacoming to an end, and that, even with all the problems, wewere able to get a quality product.”Four types of inmates are in custody at the current jail ,

including individuals recently arrested and awaiting bond,those awaiting trial without bond, recently convicted await-ing transfer to a state facility and parole violators. For lawenforcement officials, the ongoing construction marks a newbeginning.“We are most excited to finally have a modern facility that

functions as it should,” said Bates. “It's being constructed toAmerican Correctional Association standards, which willprovide us with the opportunity to seek accreditation. Myhope is that this facility serves as a safe and efficient envi-ronment for detention officers to perform their duties andthat it outlasts us all. If the taxpayers and future staff don’thave to go through the process of building a new jail foranother 35 years or hopefully more, then I think we will havedone a good job in the end.”

Bridge in Dire Need of Replacementin the process of improving several local roads that willeventually connect with the new interchange.David Denham, vice president and project manager of

Simpson Construction Company, agreed with Flynn’sassessment of the need to reconstruct exit 20. “The intersection and the bridge are outdated and in dire

need of replacement,” Denham said. “The exit is the first oneyou get to in Cleveland as you are heading north fromChattanooga, and it’s the exit that puts you onto the bypassaround the city. Traffic backs up across the bridge and alsoon the interstate. The alignment of the ramps is such thattrucks can’t handle them. Sometimes the trucks get hung upand traffic can’t get by.”TDOT estimates 21,000 vehicles cross the 32-ft. (9.8 m)

wide span every day. This traffic includes a steady stream oftrucks traveling to and from a nearby industrial park offADP40. The bridge was built in 1970.

Denham said the project was proceeding on schedule,with work continuing five days a week, from 6 p.m. to about6 a.m. He said that although winter weather had slowed theproject somewhat, good headway was made during the falland he was looking forward to better weather in the spring.The project is being completed in four broad phases.

During the first phase, according to Denham, a two-lane sec-tion of the new bridge is being constructed adjacent to theexisting bridge. Once that is complete, work will begin onreconstructing the northbound exit ramp from I-75 and thenorthbound entrance ramp onto I-75, on the east side of theinterstate. Once the new northbound ramps are complete, traffic will

be put on them and onto the new section of the bridge, andthe old northbound ramps and the old bridge will be torndown. The next phase of the project will see construction ofthe final three lanes of the new bridge and the two ramps onthe southbound, west side of the interstate. When complete,the new bridge will be 97 ft. (29.6 m) wide with two lanes ineither direction and a fifth lane, which will be used for turn-ing by traffic traveling in both directions, in the center.Denham said that two of the new concrete ramps would

require 20 ft. (6.1 m) high retaining walls that do not cur-rently exist, and that the project will include some minor util-ity work, new intersection lighting, new traffic signal light-

ing and relocation of a water line and a telecommunicationline.The project will require 65,000 cu. yds. (49,696.1 cu m)

of road and drainage excavation, 111,000 cu. yds. (84,101 cum) of borrow material and a total of 11,000 sq. ft. (1,021.9sq m) of retaining walls for the two ramps. One of the retain-ing walls will be pile and beam construction, while the otherwill be constructed from a cement modular segmental unit.A number of subcontractors will have crews working on

the site along with Simpson. The subcontractors and theapproximate amount of their contracts include SteveWilliams Construction LLC of Cleveland, for grading ($1million); Talley Construction Co. Inc. of Rossville, Ga., forasphalt paving ($1.7 million); Interstate ConcreteConstruction LLC of Cleveland, for cement paving ($1.5million); Greenstar LLC of Cleveland, which will lay thenew drainage pipes ($450,000); Long Foundation Drilling

Co. of Hermitage, Tenn., forshaft drilling, ($335,000);NABCO Electric ofChattanooga, which will con-struct the traffic signals andtelecommunication lines($728,000); and ServiceElectric Company ofChattanooga, which will beresponsible for the overheadelectrical work ($166,000).Denham said many differ-

ent types of equipment, madeby a number of differentmanufacturers, will be usedover the course of the project.They include the Link-BeltHC-268, a 250-ton (226.8 t)lattice boom truck crane; theLink-Belt HC-238A, a 140-ton (127 t) wire rope truckcrane; a Miller Formless Co

M-8800 Bi-directional slipform barrier wall and paver; andthe Komatsu hydraulic excavator PC300 LC. He said that grading subcontractor, Steve Williams

Construction, was able to contract with a private individualwith property adjacent to the construction site, so the com-pany will be able to use scrapers and off-road trucks to movethe borrow it needs to the work area. The company owns anduses Caterpillar equipment.Denham said that as work continues on the site for the

next 18 months or so, area traffic will get much worse beforeit gets better.“When this project is complete, the traffic will be won-

derful,” Denham said. “But until then, traffic will be terriblefor everyone. We’re going to have lane reductions, tempo-rary traffic realignments, detours, narrow turns and portableconcrete traffic barriers everywhere.”Even so, Denham said he does not expect many com-

plaints.“This was a terribly outdated bridge, and everyone has

known its replacement was coming,” Denham said.“Everyone knows the bridge is outdated, and everyonewants it to be replaced.”

New Holland presented Fisher HouseFoundation with a check for $57,800 on June3 during a groundbreaking ceremony for thenewest Fisher House, which will open on thegrounds of the Milwaukee VA MedicalCenter. The check represented the donation for

Fisher House Foundation accrued from NewHolland’s 2013 True Blue Salute program.New Holland will continue the tradition ofhonoring military heroes during its 2014True Blue Salute. From Memorial Day, May26, 2014, and continuing through the cele-bration of Independence Day on July 5,2014, New Holland will again make charita-ble donations to the Fisher HouseFoundation and extend a special equipmentoffer to active, reserve and retired military,first responders, and their immediate familymembers. Ritchason Celebrates 25 Years at Annual Spring SaleRitchason Auctioneers Inc. continued celebrating 25

years in the auctioning business with its annual Junesale at its auction headquarters in Lebanon, Tenn., on

June 14. A large crowd of registered bidders came out to bidon machines from more than 100 consignors. Dewain and Beth Ritchason addressed the attendees to

express their thanks for allowing Ritchason Auctioneers toserve the needs of its customers and friends over the past 25years. They recognized and presented plaques to four of thecompany’s very first auction consignors and to 18 additionalconsignors who are frequent sellers at Ritchason auctions. “We’re here and you keep showing up, said Dewain

Ritchason. “This piece of property is your piece of propertyand you’ve made it what it is. Our success is because of youcoming here and doing your business here. We thank you forthat.”A representative of Regions Bank presented a plaque
