1. Introduction

1.1. Project Overview

The Sydney Metro is Australia’s biggest public transport project. The metro project currently consists of:

Stage one is the Sydney Metro Northwest, formerly the North West Rail Link, connecting the north western suburbs of Sydney, through to Chatswood.

Stage two is the City & South West project linking Chatswood through to Sydenham. Stage three includes the upgrade of the existing rail line between Sydenham and

Bankstown.

Figure 1 shows the proposed Sydney Metro project and stages.

1.2. Purpose of this Plan

The purpose of this Construction Traffic Management Plan (CTMP): BARANGAROO STAGE 4 is to detail the site operations for the phased introduction of the long-term work site at Barangaroo for the Sydney Metro City & South West project. This plan will set out the traffic management initiatives that will be deployed to minimise disruption to and ensure the safety of the wide range of stakeholders potentially affected by the works, including but not limited to: motorists, pedestrians; cyclists; public transport users, local residents and property owners; business owners; and workers/staff engaged on the Project.

The Barangaroo staging for the works will consist of the following:

Stage 1: Diversion of pedestrians to the western side of Hickson Road and barriers placed on the eastern existing edge line adjacent to southbound traffic. A pedestrian refuge island is to be constructed at the northern end of the site – refer to SMCSWTSE-JCG-SBR-CN-PLN-002257. Implemented November 2017 to January 2018.

Stage 2: Pedestrians retained on Stage 1 alignment. Barriers remain in place on the southbound carriageway with new barriers installed on the western side of the northbound carriageway – refer to SMCSWTSE-JCG-SBR-CN-PLN-002257. Implemented November 2017 to January 2018.

Stage 3: Pedestrians diverted through Block 7 to facilitate the piling works. Traffic laterally shifted to the west to allow commencement of station excavation and bridge works – refer to SMCSWTSE-JCG-SBR-CN-PLN-002259 Implemented January 2018 to June 2018.

Stage 3A – Northern Shaft works including installation of acoustic shed and associated works. Works proposed between April 2018 to May 2018 refer to SMCSWTSE-JCG-SBR-TM-PLN-002343

Stage 3 Addendum 1 – Diversion of southbound traffic at the northern end of site to facilitate construction of the western footing of the northern acoustic shed – refer to SMCSWTSE-JCG-SBR-CN-PLN-002259. Implemented March to April 2018. Please note that Stage 3 traffic layout was reimplemented following completion of the western footing

Barangaroo Bridge Works – details the requirements for traffic control during night time installation of bridge infrastructure elements for the eastern bridge – refer SMCSWTSE-JCG-SBR-TM-PLN-002353. Planned for implementation in June 2018

Stage 4: New bridge with traffic signals in operation under ultimate arrangement for the works. Traffic maintained along Hickson Road with pedestrians on the eastern side of the bridge with signalised pedestrian crossings across Hickson Road and site access points. THIS PLAN. CTMP to be implemented in phases between July 2018 and December 2018 and then remaining in place until February 2021.

Stage 4 Addendum 1: This CTMP may be developed depending on the impact to TSE's access/ egress once the developer has gained access to Block 7.

Stage 5: Demobilisation of the bridge and traffic signals. Implemented February 2021 to April 2021.

2. Locality and existing conditions

The Barangaroo station excavation site is within the road reserve of Hickson Road, south of Towns Place and north of the High Street stairs to the south, at Barangaroo. The main construction site is shown on Figure 2 below.

2.1. Hickson Road

Hickson Road is classified as a local road which is under the control of Barangaroo Delivery Authority between Napoleon Street and Windmill Street bridge. Outside of this location the City of Sydney is the responsible road authority. The road commences at Sussex Street to the south and continues to meet George Street at The Rocks. The speed limit on Hickson Road is currently signposted as 40km/hr.

Bus stops exists on the southern carriageway at the northern end of the site, south of Towns Place. The bus stop serves routes 311, 324 and 325.

Parking removal on both sides of Hickson Road was undertaken during Stages 1 and 2 of the works between the southern site boundary and the Munn Street over bridge. Further parking removal was completed in Stage 3 between the Munn Street and Windmill Street over bridges. Parking is available between the Windmill Street over bridge on the western side of Hickson Road and on the eastern side.

There is an existing footpath on the eastern side of Hickson Road between Windmill Street over bridge and Towns Place which is approximately 4m wide, this footpath provides access to the bus stop and premises. On the western side of Hickson Road pedestrians are diverted through Block 7 at the southern end of the site and have access back to Hickson Road through a dedicated pathway within the construction site and immediately adjacent to the Universal Studios carpark. Cycling facilities on this section of Hickson Road north of the construction site were removed as part of the Stage 3 works implementation.

3.1. Construction and traffic phases

The site operations will be installed progressively between June and December 2018. The phases for the construction works and the corresponding traffic and access/ egress changes are detailed below in Table 1 and the corresponding drawings are included in changes Appendix 1.

3.2. Works required

Works to be undertaken during the operation of this CTMP include:

Completion of piling and pile caps Archaeology Construction of northern and central crossovers Ground anchors Continuation of installation of TBM support facilities Excavation of the cross over cavern including shotcreting works Station box excavation

3.3. Operating Conditions

Traffic will be switched onto the new bridge overnight. The bridge will generally have 3.2m traffic lanes with localised lane widening at the southern temporary ramp location. The footpath on the bridge will not be available until the traffic signals are commissioned (December 2018), pedestrian access is maintained along the Block 7 diversion. The majority of the footpath will be constructed but the section opposite the southern temporary ramp and south of this location will be constructed at a later phase immediately prior to the commissioning of the signals. At the southern and northern ends, temporary barriers will be in place during the construction of the temporary southern ramp and access ramp to 25 Hickson Road, refer to Appendix 3. These works will occur over a weekend. Once these works are completed, the barriers will be removed. Traffic will generally be on a straight other than at the southern access ramp where traffic will be shifted to the east over the future footpath area. Traffic arrangements for the majority of the phases remains constant other than the changes of the access/ egress requirements as noted in Table 1. For phase 8, the traffic signals at the intersection of Hickson Road and the site access/ egress for the northern site will be commissioned, refer to Appendix 4 for the approved signal plan and Appendix 2 for the Local Area Works drawings showing the ultimate traffic and pedestrian arrangements for Barangaroo Stage 4. .

Phase 9 requires the removal of bridge bearings from on top of the temporary piles supporting the Hickson Road bridge. This work requires the synchronised lifting of groups of girders with hydraulic jacks under the bridge to free up the bearings for removal. This work cannot be completed under traffic as the jacks are unable to cope with the dynamic loads from traffic. This work will require road closures on four separate nights. Pedestrians will be diverted during these works.

3.3.1. Impact on Traffic Flows

Trucks will use the temporary asphalt ramp at the southern end of the site for both access and egress until the works are completed at the northern and central ramps. Vehicles will be able to turn left in/ left out/ right out, (swept paths are provided in Appendix 3) and turn right into site from Hickson Road southbound carriageway. This access is shown in Appendix 6.

Table 2 provides a comparison of the EIS and TSE traffic movements at the site during Phases 2-7. These numbers are similar to the traffic generation during Stage 3 operations.

For vehicles accessing the northern shaft site, traffic will turn left out of site and continue to the northern end to use the slip lane (constructed as part of the signal arrangement) to allow the G-turn movement required to access the northern shaft site. Once within the site, trucks willreverse into the loading area. When loaded, trucks will turn left onto Hickson Road southbound.There are anticipated to be approximately 6 number of trucks undertaking this movement perhour.

Appendix 6 also contains the Construction Traffic Impact Assessment (CTIA) for the signal operations. This assessment has been previously provided to RMS during the WAD design review process for the Hickson Road signals. As noted the signal phase timings allows for 12 second stoppages of Hickson Road for the egress from site. The proposed stop/ slow operations would mimic this timing. As noted in the CTIA, the 95%ile queues would not extend to adjacent intersections, Towns Place and Watermans Quay and the delays to traffic are expected to be within 5 seconds to both north and southbound traffic. Coordination of the various stop/ slow operations along Hickson Road will be undertaken via radio communications between the on-site traffic controllers. This would mean that traffic would only be stopped once whilst travelling along Hickson Road, either at the northern end or at the ramp access point(s).

Table 3 provides a comparison of EIS and TSE traffic numbers post the commissioning of the signals.

The closure of Hickson Road will have a moderate impact on traffic flow. Traffic will be redirected via Napoleon Street and onto Kent Street and back onto Argyle Street and then onto Towns Place to regain access to Hickson Road. The southbound route is the northbound route but in reverse. It is proposed that these road closures be undertaken at night when traffic volumes are lower. The schedule of the road closure will consider the schedule of cruise ship dockings at the Overseas Passenger Terminal, refer to https://www.portauthoritynsw.com.au/cruise/cruise-schedule/

3.3.2. Impact on Public Transport

At night the works are proposed to commence from 2000 through to 0500. The 311 bus service operates every 30minutes and ceases at midnight recommencing at 0615. The 324 and 325 are more frequent services operating between 0530 and 0200 – later during the night the services go from every 15 minutes out to an hour. The service frequency increases on a Friday night. Works are also proposed over a weekend using stop/ slow operations – this has been undertaken on a number of occasions with no adverse feedback from bus operators received.

For the full closure of Hickson Road, bus services 311, 324 and 325 will be rerouted via the general traffic detours noted in Section 3.3.1. From discussions with Sydney Buses, this detour has been successfully used previously during Hickson Road closures implemented by others.

For the inbound routes of 324, 325 the newly installed bus stop on Towns Place will be used. A new southbound bus stop will be placed on Kent Street as previously required by Sydney Buses and SCO. For the outbound routes of 324 and 325 there is no change to the current bus stop arrangements.

For the inbound route of 311, Kent Street will be used in lieu of Hickson Road. Buses will turn left from Argyle Street into Kent Street and access Hickson Road via Napoleon Street. The bus stop currently on Dalgety Road, immediately west of Kent Street will be closed, another bus stop exists on Argyle Street approximately 70m to the east. For the outbound route, buses will turn right from Kent Street onto Argyle Street. The bus stop unable to be serviced via the 311 is the bus stop on Towns Place which will be serviced by routes 324 and 325.

Outside of the short-term impacts, there are no other impacts to public transport operations. Appendix 9 contains Sydney Buses agreement to 3.2m lanes on the bridge and 3.3m through the curve at the southern end for Phases 1-7.

3.3.3. Impact on Pedestrians and Cyclists

Pedestrians will be retained on the current Block 7 alternate pathway opened for use for Barangaroo Stage 3. This pathway will be retained until the traffic signal commissioning. Cyclists who continue to use the general traffic lanes on Hickson Road will be impacted as per Section 3.3.1.

Pedestrian management will be required during the tie in works of the bridge to Hickson Road and during the jacking operations. This will require the temporary diversion of pedestrians to the south of the current marked foot crossing via the H4 gate into Lendlease under traffic control. These works will be conducted at night when the gate is not in use.

3.3.4. Impacts on commercial and residential access

There will be no impact on existing commercial and residential access. Please note that other contractors along Hickson Road do not typically work at night.

Current occupants of 25 Hickson Road are businesses that operate weekdays only and the TSE contractor. Therefore, works over a weekend will not impact on any access/ egress requirements. Consultation with these businesses will be ongoing.

3.3.5. Cumulative impacts

The current BDA work sites will continue to operate with access/egress located south of the Sydney Metro site. Initially, access to and egress from works on the western side of Hickson Road are a minimum distance of 80 m north of the existing access of the most northern BDA contractor access point and will therefore not interfere with their access. With the

construction of the northern and central access ramps, the distance between work sites will be greater. The access/ egress requirements for the Block 7 developer are currently unknown.

Regular meetings are held with all parties with work sites on Hickson Road. BDA is the permit issuer for works on Hickson Road for all parties. TSE will continue to coordinate works through the BDA permit process.

3.3.6. Special Events

During the life of this CTMP, there are a number of known scheduled special events. TSE will continue to coordinate with BDA, SCO and TMC.

3.3.7. Traffic Control Plan (TCP) / Road Occupancy License (ROL) Identified Works

Works that have been identified as requiring a Traffic Control Plan are detailed below. Appendix 5 provides timing for implementation; the works being undertaken and the expected traffic impacts.

4. Fleet Management

Trucks to be used on the project will be compliant with NSW legislation and standards including the Heavy Vehicle National Legislation. A combination of truck types will be used during the works including semi-trailers, truck and trailers, flatbed trucks etc. Bogie tippers will be used for the barging operation.

4.1. Haulage Routes

Generally, the haulage routes will be via arterial roads/ freeway or Tollway. Where possible the routes have taken into account the requirements of the Environmental Impact Statement (EIS). Where the routes differ from that in the EIS, the routes chosen are based on the availability of the arterial road system and these are detailed in this CTMP.

The EIS routes are shown in Figure 3 below:

Spoil will be loaded onto the barge at Barangaroo and taken to Clyde, refer to SMCSWTSE-JCG-TPW-TM-PLN-002360 Clyde Transfer Facility CTMP. Refer to Appendix 7 for details on the proposed routes to the nearest arterial road/ motorway.

4.2. Permits/ Over Dimensional Vehicles

Permit issue for vehicles greater than 45.5 tonnes is through the National Heavy Vehicle Regulator (NHVR). This applies to particular special purpose vehicles (SPV) such as mobile cranes and other oversize/over mass vehicles (OSOM). At present, RMS is currently undertaking this permit issue for State Roads and Motorways whist local councils provide the permits for local and regional road travel.

For over dimensional vehicles, generally vehicles that are greater than 25m length or 3.5m width require a pilot(s). Extremely long or wide vehicles will require an escort (fee payable). Permits will be applied for by the transport operator to RMS and City of Sydney Council. These deliveries will occur at night.

There is a requirement for over mass deliveries:

Delivery of girders for completion of the northern and central crossovers (≈25#)

5. Other Considerations

5.1. Road Safety Audits

Road safety audit has been undertaken during the development of the CTMP and where long-term work sites are required. Refer to Appendix 8.

5.2. Police and Emergency Services

The Police and relevant Emergency Services will be informed in a timely manner of relevant activities proposed within this CTMP. The initial communication to these stakeholders will be via the Traffic and Transport Liaison Group (TTLG). Regular updates will be provided to emergency services, including changes to road network configurations, changes to road conditions and worksite access locations, through emails and face to face discussions.

5.3. Communications and the community

The TSE will be responsible for the dissemination of information to the community including affected residents, relevant Councils, businesses and the public. Refer to Sydney Metro Community Consultation Strategy – Early Works.

5.4. Inspections and monitoring

The site will be monitored by the site supervisor. Any changes as noted in this CTMP, to signs/ lines that impact on the public will be monitored daily during site operating hours.

Traffic control used for pedestrian management, lane closures etc. will need to provide records of the traffic control implemented. Any changes required to the traffic control set up will be authorised by a holder of an RMS “Prepare a Work Zone Traffic Management Plan” or equivalent.

5.5. Environmental Management

All works will be undertaken in accordance with the TSE Construction Environmental Management Plan (SMCTSE-JCG-TPW-EM-PLN-002010) and associated sub plans including the Construction Noise and Vibration Management Plan (SMCSTSE-JCG-TPW-EM-PLN-002012). The TSE Works are also regulated by the NSW Environment Protection Authority and works to be undertaken outside of standard construction hours will need to comply with the requirements of the Environment Protection License.

RE: Endorsement of Construction Traffic Management Plan – Barangaroo Stage 4 (Rev F): Sydney Metro City & Southwest – TSE Works Reference is made to the following documents required by the Condition of Approval E82 of the Sydney Metro City & Southwest project (SSI – 15_7400 January 9 2017) and submitted to the Environmental Representative (ER) for review and endorsement:

Construction Traffic Management Plan – Barangaroo Stage 4: Sydney Metro City & Southwest (Document SMCSWTSE-JCG-SBR-TM-PLN-002258 Revision F (dated 17 October 2018).

Email from the Sydney Coordination office (related to Rev E of the same document) dated 21 May 2018 stating “In accordance with Schedule C1 Appendix A.9 Section 2.1 ( c ) and 2.2 ( c ) of the Principal’s General Specifications G10 – Traffic and Transport Management and Minister’s Condition of Approval E82 for the Sydney Metro City & South West the Roads and Maritime Service of NSW and the Sydney Coordination Office approve the Sydney Metro City & South West Construction Traffic Management Plan – Barangaroo Stage 4 - TSE Works Rev E SMCSWTSE-JCG-SBR-TMPLN-002258 to detail the site operations for the phased introduction of the long term work site at Barangaroo for the Sydney Metro City & South East project”.

Email from RMS dated 22 October 2018 stating “SCO and RMS have reviewed the ‘Barangaroo Stage 4 CTMP – Rev F’. SCO has advised of their endorsement of the changes proposed in the Rev F submission. Accordingly, RMS is satisfied to adopt the changes proposed in ‘SMCSWTSE-JCG-SBR-TM-PLN-002258-F Barangaroo Stage 4’ as approved, with the original ‘Conditions of Approval’ still being applicable.”

The Roads and Maritime Service of NSW and the Sydney Coordination Office’s original approval was and remains conditional on the following requirements:

Obtaining Road Occupancy Licences (ROLs) from the Transport Management Centre (TMC) as required;

Complying with haulage routes as approved by SCO/RMS and described in Appendix 7 of the CTMP;

Addressing any safety issues identified in the Road Safety Audit review of this CTMP;

Addressing any issues raised by BDA, Council, State Transit, Taxi Council, residents/businesses, Emergency Services in the CTMP approval process;

Addressing the requirements arising as an outcome of the Local Pedestrian, Cycling and Traffic Calming Committee meeting;

Ensuring that appropriate resources are provided at short notice to manage traffic issues as a result of an emergency associated with the works; and

Promptly addressing any SCO and/or TMC and/or RMS issue that eventuates during the works.

As an approved ER for the Sydney Metro City & Southwest project, I have reviewed the revised document. The review did not comprise a technical review, as the ERs are not traffic experts and have relied on the SCO and RMS Approval for technical aspects of the Plan. It is noted the document provides review comments and responses in Appendix 9. It is considered that the revised plan remains consistent with Condition E82 of the Project Approval subject to the above conditions being complied with and is endorsed in accordance with Condition A24(d) of the Infrastructure Approval.
