• eScholar – 2004• State Law:
o All IHEs that accept federal financial aid must STORE the K12 StateID
• Began providing StateIDs to Community Colleges and Regents around 2010-2011
• Private IHEs do not participate at this time

• Postsecondary data from the MT Office of the Commissioner of Higher Education (OCHE – only Montana Colleges and Universities – currently no tribal colleges)
• K12 data from the MT Office of Public Instruction (OPI)o There is a collaborative agreement between the two
institutionso There is currently no common identifier. Data are matched
on name/birthdate/high school/etc. at OPI. Data owned by OPI In the future, the colleges will receive the OPI common
identifier through a high school transcript solution We are working on a transcript/transport for all the high
school level data – Spring of 2015

• We have an Interagency Data Governance Council to collaboratively manage, link and analyze K-20 education data.
o Came up with research directions for this merged data.

• Determine the definition of college readiness and assess which HS factors are associated with college readiness.
• Enhance the High School Feedback report to include some course results (e.g. explore the relationship between HS English/Math courses taken/grades and grades in postsecondary English/Math).
• Assess the impact of the state’s school turnaround efforts such as the School Improvement Grant schools and Schools of Promise in making their students ready for college.
• Assess the impact of educational programs that such as International Baccalaureate curriculum, AP classes, Digital Academy courses, etc.
• Assess the effect of extracurricular activities at the high school level on graduates being college ready.
• Explore the relationship between student backgrounds and college remediation as well as how placement in these courses affects student’s graduation status.
