• Pacific Leaders identified the need to develop a

regional set of indicators that account for

national priorities and which could be joint used

to monitor the pacific region’s progress against:

– The 2030 Agenda

– SIDS Accelerated Modalities of Action (SAMOA

Pathway)

– Framework for Pacific Regionalism

Background (cont)

• The Pacific SDGs Taskforce was established to guide

implementation, and has drafted a Pacific Sustainable

Development Roadmap to:

– Finalize a regional set of Pacific SDG indicators

– Strengthen Regional and National mechanisms for integrated

regional reporting

– Assist member States embed SDGs in national/sector plans,

budgets and reporting processes

– Identify key elements for implementing 2030 Agenda in the

Pacific at regional/national levels

Process for selecting regional set of indicators

• First step was to map the global indicators

against Pacific regional priorities

• Pacific regional priorities were identified as:

– Those reflected in the FPR and SAMOA Pathway

– Those linked to unfinished business of the MDGs

(Gender and Poverty)

– Priorities which are common to Pacific Island

countries

– Those where regional efforts would enhance national

action and implementation

Process for selecting regional set of indicators

• Additional priorities identified for the region, as

indicated in past MDG reports included:

– Increased levels of inequality, covering:

• Urban, Rural and Outer Islands

• Persons with disabilities

– Non-communicable diseases

– Quality of education

– Sustainable energy and infrastructure

• Key transboundary challenges for the region

– Climate change and oceans, and now disaster impact

and response development

Progress of selecting the Pacific Regional Indicators

• 2015: In support of the Pacific’s engagement in the SDG Open

Working Group, SPC led CROP efforts to develop initial draft of

Pacific Headline Indicators (PHIs)

– 62 indicators in total – based on global framework

• Oct 2016: Forum member countries and development partners

consulted – feedback consulted by the Pacific SDG Task Force

– 146 indicators

• Nov 2016 - Apr 2017:Discussed by the PSSC, and regional

meetings of statisticians to discuss measurability and baselines –

presented to SDGTF

– 116 indicators

• June 2017: Discussions between SDGTF and senior statistician

– 129 indicators

UNPS document P.19 under Outcome 5 –

Governance and Community Engagement

“The UN will support national statistics strategies that enhance

public access to information and data and provide timely and

relevant evidence for national and sector humanitarian and

development planning, and monitoring. Support will focus on

strengthening institutional capacities in PICTs to generate data and

evidence to monitor the situation of communities and the most

vulnerable, including children. This will be achieved by enhancing

capacities in key ministries and amongst decision makers in equity

focused development planning and budgeting. Support will be

provided for the implementation of housing and population

censuses, including support for adherence to international

definitions and methodology, the use of new technologies for data

collection in the field, and data utilisation. Mechanisms to increase

birth and death registrations will be supported in PICTs.”

EXPECTED RESULTS OF DMEG

• Strengthen Pacific Islands countries and territories (PICTs’) capacity in the areas related to the SDG Goals, Targets and Indicators, Pacific Headline Indicators and the UNPS indicators by enhanced partnerships, collaboration and coordination of data and statistical activities within the Fiji and Samoa UNCTs and within the UNPS governance mechanism, particularly.

• Support PICTs in producing and regularly updating national data profiles including SDG Goals, targets and indicators

• Strengthen partnerships and policy dialogue on data with national and regional stakeholders.

EXPECTED RESULTS OF DMEG

• Support PICTs for mapping (in collaboration with the SPC Statistics for Development Division) of all major data related investments envisaged between now and 2030, including population and housing census, population based surveys (e.g. DHS, HIES, LSS, Labor Force Surveys, etc.) CRVS, and administrative data where relevant.

• Improved delivery of technical support to PICTs in the monitoring of their SDGs through enhanced support to their efforts to strengthen their national statistical systems (data ecosystem).
