Recent ITU Response to Disasters

Dispatch of 25 satellite phones and solar panels with free airtime to Tonga and Samoa in the aftermath of Pacific tsunami (Sep 2009)

Dispatch of 40 satellite phones with free airtime to Indonesia in response to the West Sumatra earthquake (Sep 2009)

Deployment of 10 satellite phones and free airtime following the ferry disaster – sinking of Princess Ashika (Aug 2009)

ASP Regional Platform for Disaster Communication Management

Provide a single point of contact for countries requesting for ICT assistance in response to disasters

Provide technical assistance through deployment of ICT resources (human, ICT equipment and services) for rescues

Facilitate contacts and coordination between assistance providers and requesters

Guide and assist countries in development of a national emergency telecommunications plan and standard operating procedure

Build a network of volunteers for rescue activities

Provide technical training in the use of ICT equipment and services for emergency communications

National Emergency Telecommunications Plan (NETP) aims at:

Identification of telecommunications needs in time of emergencies;

Identification of vulnerabilities, and assessment of threats; Forging of partnerships; Forward-planning as part of preparedness

TAMPERE CONVENTION

• Provides the legal framework for the use of telecommunications in international humanitarian assistance

• Reduces regulatory barriers

• Protects providers of telecommunication assistance while safeguarding the interests of the host country
