In the Union of Myanmar, foundationsare being laid down for the emergence of apeaceful, modern, developed and discipline-flourishing democratic state in accordancewith the historical backgrounds, traditionsand culture and for the perpetuation of theUnion through the step-by-step implementa-tion of the seven-point policy programme.Now, the National Convention, the very firstand important stage of the seven-point RoadMap, is in the process.

Secretary-1 of the State Peace and De-velopment Council Lt-Gen Thein Sein metVice-Chairman of the Kachin State SpecialRegion-2 U Gaw Yi Zaw Hsaing and party atthe Dagon Yeiktha of Yangon Command on23 January. At the meeting, the Secretary-1said that it was necessary for all the nationalpeople to actively take part in every stage ofthe seven-point policy programme to ensurethe total success of the road map for thefuture of the nation and the emergence of apeaceful, modern, developed and discipline-flourishing democratic state.

All the national people from variouswalks of life are participating in the Na-tional Convention, which is to resume on17 February. At the National Convention,the delegates are discussing the basic prin-ciples to be based in drafting a constitutionthat can ensure national unity, nationalinterests and perpetuation of sovereignty.

After the draft constitution has beendrawn, the national referendum will be heldto approve it and then measures will betaken to hold free and fair elections.

The implementation of every stage ofthe seven-point policy programme calls fortime and serious consideration to ensure com-plete success of the whole programme andeternal existence of the Union and ever-last-ing national unity.

At such a time like this, we must keepconstant vigilance against the interferencesof some western nations, which are puttingpressure on our nation without realizing themeaning and essence of the Union and itsobjective conditions.

We would like to call on all the entirenational people to ward off all the internaldisturbances and external interferences andto work in concert till the seven-point policyprogramme is fully realized.

YANGON, 25 Jan — A ceremony to launchShwepyithit high speed vessel, a 500-ton cargo shipand Waiponla double-decker passenger vessels builtat Dalla Shipyards of Inland Water Transport underthe Ministry of Transport was held at Nanthida Jetty,Pansodan this morning, which was attended by Min-ister for Transport Maj-Gen Thein Swe, Deputy Min-ister Col Nyan Tun Aung, Officer at Special DutyBrig-Gen Myo Tin, Managing Director of the IWTU Soe Tint, heads of department and officials of theIWT.

During the ceremony, the minister deliveredan address. In his address he said the ministry couldbuild good high speed-vessels and take innovativemeasures for water transport services for a long run.Building of cargo vessels is meant to ease the costof inland cargo transport. As a result, ways and meanswill be sought for building of cargo vessels. Afterthat, Managing Director U Soe Tint reported on

New vessels of IWT launched at Nanthida Jettyprogress in building the vessels.

Next, U Soe Tint presented related documentsto carry out the tasks for water transport to the As-sistant General Manager (Transport) and a scalemodel for Shwepyithit vessel to the minister as agift. Afterwards, the minister and party inspectedShwepyithit, 500-ton cargo and Waiponla double-decker at Nanthida Jetty.

Two 396 HP engines installed Shwepyithithigh speed vessel is 110 feet long, 13 feet wide and6 feet high and it can run 16 nautical miles per hourand carry 20 passengers.

It will be used for tourists on Bagan-NyaungUand Mandalay trips. Waiponla double-decker will runon Lutputta-Yangon route. The 500-ton cargo ship is160 feet long, 34 feet wide and 7 feet and 6 incheshigh, which can carry 32 containers each measuring20 feet long, 8 feet wide and 8 feet high.

Several thousandItalian troops are stationedaround Nassiriyah andfour Italian militaryambulances were helpingto evacuate people fromthe hospital, ANSA said.

Officials had yet todetermine the cause of thefire but said they had noreason to suspect it wasthe result of an attack byguerillas, ANSA said.

ASEAN seeks to woo backworried tourists

LANGKAWI (Malaysia), 25 Jan— Southeast Asian Governments urgedforeigners Monday not to scrap vacation plans over concerns, saying theregion is taking steps to ensure its resort islands and beaches are safe.

Tourism ministers from the 10-member Association of South-East AsianNations began a two-day meeting onMalaysia’s Langkawi Island on how torevive their industry from its latestsetback, which followed earlier scaresdue to avian influenza, SARS andterrorism.

ASEAN members will cooperate topromote their region as “one big tourismdestination,” inviting international travelwriters to attractive destinations andsending out video clips overseas to lurepotential visitors, Toyad said.

Tourism is a big money-earner forSoutheast Asia. Before the tsunami, theASEAN Tourism Association expectednearly 50 million tourists to visit thisyear, with the number projected to rise

to 56 million in 2006.Tourism generated 27.7 billion US

dollars (Ä21.3 billion) for ASEAN in2002 — excluding Brunei — or 4.8 percent of its gross domestic product.

Khirk-Krai Jirapaet, Thailand’sDeputy Tourism Minister, said he wasoptimistic that this week’s conferencewould help limit the fallout from the 26December tsunami.

“This is the first time we’re meetingafter the disaster, so we have to come outwith some decisions,” he said.

Goh to visit Malaysia forbilateral talks in February

SINGAPORE, 25 Jan— Singapore’s Senior MinisterGoh Chok Tong plans to visit Malaysia after theChinese New Year in February to have talks withMalaysia’s Prime Minister Abdullah Badawi.

According to local media reports on Sunday, Gohwas speaking at a Marine Parade Constituency eventwhen he called the proposed visit a progress in thedevelopment of bilateral relations.

“I will be going up sometime after the Chinese NewYear to see Prime Minister Badawi, so I suppose that’sprogress. Then let’s see how it goes from that meeting,”Goh said. Goh, who has been authorized to handleSingapore’s negotiations with Malaysia, discussedoutstanding bilateral issues with Badawi during theirlast meeting on 13 December last year in Kuala Lumpur.

Cotton prices remain low in Chinese marketafter bumper harvest

BEIJING , 25 Jan — Cotton prices on Chinese market will stay at their current low level for a while, dueto bumper domestic harvests, temporary cash shortages among spinning mills and an uncertainty aboutexports, according to Monday’s China Daily report.

“Prices will continuelingering around at a lowlevel before the domesticgrowing season sets inApril,” Gao Fang,secretary-general of theChina Cotton Association(CCA), was quoted assaying. According toCNCotton.com, a leadingChinese cotton infor-mation portal, the cottonprice of spot transactionsstood at 11,887 yuan(1,437 US dollars) per tonFriday.

That was in starkcontrast to 13,900 yuan

(1,680 US dollars) beforethe harvest in August oflast year, let alone thepeak of 18,000 yuan 2,176US dollars earlier last year.

The harvest is the mostpronounced factor thatdrags down prices, shesaid. The nation reaped arecord of 6.32 million tonsof cotton in 2004 whilethe output was 4.86million in 2003, accordingto figures released by theNational Developmentand Reform Commission,China’s top economicplanner.

“When output risessharply, however, demandbecome somewhatsluggish. Cotton users arereluctant to ink bigpurchases,” Gao added.

Cotton spinners andtextile producers say theyare running out of moneydue to credit tighteningplaced by the centralgovernment in May,aimed at cooling down theblistering economy.

“We are struggling witha shoe-string budget. It’smuch harder for us to getbank loans now,” said

Yang Chao, a managerwith a Yangzhou-basedtextile company. “Beforethe Spring Festival, wehave no intention to buybig stocks of cotton.”

African summit focusing onfood security to open in Abuja

NEW DELHI , 25 Jan — Abundant availability of skilled manpower is attracting a large number ofpetroleum consultancy firms to India with a number of them setting up a base here to service other markets.

Petroleum technology companies look to India for talent

A Britain-based knowledge provider to petroleumexploration companies, Paradigm, has decided to makeIndia a hub for its Asia-Pacific operations.

“We have a team of 25 geoscientists in Mumbaiand we have plans to expand it to service markets inAsia-Pacific,” Eldad Weiss, Group CEO of Paradigm,told PTI.

But contrary to IT companies, who set up base inIndia for software development, the Britain-basedcompany would not shift its IT functions to India.

“We have 15 per cent of the world-wide explora-tion and production software market but we will notshift software development functions to India. Wewant to develop the geoscience consultancy marketand capability in India,” he said.

Paradigm, which entered the country two yearsago, is also looking at acquiring clients in India.

“We are already working with Reliance and Oiland Natural Gas Corporation and going forward, wewould like to deepen our engagement with them,”Weiss said.

Aker Kvaerner Geo, a consultancy arm of the sixbillion dollars Norwegean company Aker Kvaerner, issetting up a Exploration and Production Data Manage-ment Centre in India in collaboration with ScicomInfotech.

While Scicom was already working on data man-agement for petroleum exploration companies, tie-upwith global consultancy firm Aker will improve therange of its offerings.

For the new venture, both companies have madesignificant commitments.

“At present, a small team from Scicom is inNorway for a pilot. Later experts from Aker will flydown to India to train Scicom team in India,” SteinarKristiansen, Administrative Director of Aker KvaernerGeo, said.

structure will move into overdrive this year with workstarting on stadiums, the athletes village, roads and raillines, the Mayor of Beijing was quoted as sayingMonday.

“We will spare no efforts to ensure a successfulcompletion of Olympic venues and auxiliary facili-ties,” Mayor Wang Qishan said of the 2008 Olympicsin a report on the work of the municipal government.

“New venues, the National Conference Centre, theOlympic Village and the journalists’ village will startconstruction this year,” China Daily cited him astelling the 12th Beijing Municipal People’s Congress.

“We will speed up road building and buildingfacilities surrounding the venues and start work onscenic projects in the central area of the OlympicPark,” Wang said. Construction of four urban railwaylines to cope with the influx of visitors expected to visitthe Chinese capital would also be sped up, he added.

While Wang did not say which venues world getstarted this year, the main 80,000-seat National Sta-dium is already under way, with construction of a newand cheaper version beginning last month.

JAKARTA , 25 Jan— Japanese auto giant Honda Motor Corp has projectedto boost its car sales in Indonesia to 52,000 units this year and to raise thecapacity of its Indonesia-based assembly plant.

Indonesian branchPT Honda Prospect Mo-tor (HPM) has announcedthat its car sale volume inthe country rose sharplyto 46,500 units in 2004from 21,650 units in theprevious year.

Israeli reserve duty tobe reformed

JERUSALEM, 25 Jan— By 2008, Israeli reservistswill be called up only in times of emergency or toundergo training, according to the reform planon reserve duty published on Jerusalem Post onSunday.

The reforms mean that many conscripts serving insupport and administrative positions will not do re-serve duty at all. According to the plan, soldiers will berequired to carry out a total of 14 days reserve duty ayear and no more than 42 days in a three-year period.

Officers will be required to serve up to 70 days ina three-year period, said the plan. The intention tocarry out reforms on reserve duty is to eventually lowerthe age of exemption, for now it remains at age 40 forreservists and 45 for officers, said the report.

The plan will also provide reservists with extrafinancial benefits in addition to the remunerations theyare currently paid due to loss of work or studies whencalled up for service. Outbreak of infectious diseases undercontrol in Sri Lanka

COLOMBO , 25 Jan — Sri Lanka’s Centre for National Operations (CNO) saidMonday that due to timely action by heath authorities, the outbreak of infectiousdiseases in Sri Lanka is under tight control following the tsunami disaster.

According to the lat-est figures released by theHealth Ministry for theweek of January 8 to Janu-ary 14, there have beenonly 135 cases of diar-rhoea and 579 cases ofviral fever in the tsunami-affected areas.

This is well below thebaseline for epidemics, theCNO was quoted by the

local Lankapage web siteas saying.

They attribute thissituation to prompt actiontaken by the Health Min-istry in deploying systemsto combat the spread ofdisease as early as Decem-ber 27.

ATLANTA , 25 Jan — A new US study suggests a man's weight may affectthe accuracy of a common test to detect prostate cancer, leading researchersto warn that doctors could be missing the dangerous cancer in obese men.

"The world has al-ready reached the level ofdangerous concentrationsof carbon dioxide in theatmosphere and immedi-ate and very deep cuts inthe pollution are needed ifhumanity is to survive,"Pachauri said at a recentconference of Small Is-land Developing States inMauritius.

"Climate change is forreal. We have just a smallwindow of opportunityand it is closing rather rap-idly. There is not a mo-ment to lose," he told theconference attended byrepresentatives from 114countries.

"Widespread dying of

coral reefs, and rapid melt-ing of ice in the Arctic,has driven me to the con-clusion that the dangerpoint the IPCC has beenset up to avoid has alreadybeen reached," Pachaurisaid.

Reefs throughout theworld are perishing as theseas warm up: as watertemperatures rise, theylose their colours and turna ghostly white. Partly asa result, up to a quarter ofthe world's corals havebeen destroyed.

A multi-year study by300 scientists in Novem-ber concluded that theArctic ice was warmingtwice as fast as the rest of

the world and that its icecap had shrunk by up to 20per cent in the past threedecades. The ice is also 40per cent thinner than inthe 1970s and is expectedto disappear altogether by2070.

According to a reportin The Independent Sun-day, Pachauri's remarkswere given a hostile re-ception by the Bush Ad-ministration. Pachauriwas appointed as IPCCchairman after the oilmajor Exxon complainedto the US Governmentthat his predecessor wastoo "aggressive" on theissue.

Researchers at the Uni-versity of Texas HealthScience Center in SanAntonio studied 2,779 menwithout prostate cancer be-tween 2001-04. In the studyreleased online Monday inthe journal Cancer, theyreported finding that themore obese the men were,the lower their levels ofprostate-specific antigen orPSA, A PSA of 4.0 or lowerusually means no cancer.

Previous studies haveshown that prostate canceris more aggressive in obesemen than in men of aver-age weight. The research-ers wanted to see if thecancer's detection wassomehow being delayed inobese men.

The Texas study foundthat the most morbidlyobese men had about 30 percent lower PSA levels thanmen of normal weight.

"That tells us it's likelyor it's possible that prostatecancer detection may bedelayed in overweight orobese men," said JacquesBaillargeon, associate pro-fessor of epidemiology atthe Health Science Center.

The research may en-courage many doctors totake a closer look at thetests of obese men.

"For sure, I will bemore vigilant in my patientswho are obese in evaluat-ing their PSA," said DrNelson Stone of Mount Si-nai School of Medicine,

who was not involved inthe study. "We may be los-ing some of the sensitivityof the test in the obese pa-tient in our ability to detectprostate cancer. We mayhave to set our sights lower.

" The antigen used inthe screening test is madeby normal prostate cells andis measured in blood. Thehigher the antigen level, themore likely the chance ofprostate cancer, as the cellsmultiply uncontrollably,according to the AmericanCancer Society.

But having high PSAlevels is not a definitivediagnosis of cancer, whichis why the Atlanta-basedsociety recommends menwith high PSA levels havea biopsy.

The latest study buildson previous research re-leased in May in the NewEngland Journal ofMedicine that found thatmen with a "normal" PSAactually had cancer 15 percent of the time and thattwo-thirds of those menwith cancer had aggres-sive cases.

The Texas study didnot explain why obesemen have lower PSA lev-els. But doctors believeobese men produce moreestrogen, which drivesdown testosterone levelsand could affect cells thatproduce the antigen usedin the test. — MNA/AP
