QUITO, 7 Nov — Representatives from Latin American and Caribbeancountries as well as Norway met here Thursday to discuss an agreement on anti-cluster bombs to be signed in Oslo, Norway in December, the local Press reported.

Emilio Izquierdo, under-secretary for Multilateral Affairs of the EcuadorianForeign Ministry, told the Press that the agreement favours the humanities becauseit “aims to eliminate from earth a weapon that has indiscriminate and disastrouseffects”.

Ecuador “is interested in universally promoting the disappearance of this kindof weapons”, Izquierdo said.

According to Thomas Nash, coordinator of the Cluster Munitions Coalition(CMC), the agreement, supported by more than 100 countries, is expected to besigned on December 3 at a regional conference in Norway. �

Cristian Wittman, the CMC representative in Brazil, said that the presence ofthe agreement in Latin America and the Caribbean region is important as part ofthe peace heritage that the region is promoting.

Nowadays, thegovernment is imple-menting plans to builddams and river waterpumping stations andgenerating electricity tocontribute to thegreening of Sittoungbasin region and its all-round development.

Sittoung Riveroriginates in centralMyanmar and Hsinthe,

Ngalaik and Paunglanugcreeks flow into it and itempties itself intoMottama Bay. SittoungRiver is 186 miles long.The mouth of the river iswide and its inner part isnarrow. Sittoung basin isa fertile land.

Most farmers growpaddy in the region. Inaddition to sugarcane,sesame, groundnut, maize,

chilli, pulses and beansand vegetables, the localgrowers plant banana,tobacco, jute, rubber andothers in the basin.Khabaung Multi-purposeDam Project is one of theprojects for developmentof Sittoung Basin. Thanksto construction ofKhabaung Multi-purposeDam, local farmers enjoyfruits of irrigation

facilities, floods controland hydropowergeneration.

I made a trip toKhabaung Dam andKhabaung DiversionWeir located in OttwinTownship of BagoDivision. In an interview,Assistant Director UAung Bo and assistantengineers of IrrigationDepartment explained

facts about the dam anddiversion weir.

Built on Kha-bhaung Creek, KhabaungDam has catchment areaof 418 square miles.Annually, 730,000 acrefeet of water flows intothe dam. The earthenembankment of the damis 200 feet high. The mainembankment is 920 feetlong and the approachembankment, 800 feetlong. The diversion tunnelis 13.12 feet in diameterand 1200 feet long. Thetunnel for hydropowerplant is 21.50 feet diameterand 1200 feet long. Theogee type spillway is 106feet wide and 900 feetlong.

To generatehydropower from the dam,Khabaung Dam wasinstalled with two 15-megawatt generators.These generators willproduce 120 millionkilowatt hours annually.The diversion weir hasbeen completed.Therefore, the plan isunder way to supply water

through left and rightcanals and minor canals.In doing so, the dam willirrigate about 40,000acres of land in ToungooTownship through theleft canal and 60,000acres of land in OttwinTownship through theright canal.

Moreover, waterwill be supplied to10,000 acres of summerpaddy in coming openseason. Efforts are beingmade for generatinghydropower for thevillages at the wateroutlets.

'Unprecedented' warming drives dramaticecosystem shifts

CORNELL UNIVERSITY, 7 Nov — While Earth hasexperienced numerous changes in climate over thepast 65 million years, recent decades have experiencedthe most significant climate change since the beginningof human civilized societies about 5,000 years ago,says a new Cornell University study.

The paleo-climate record shows very rapidperiods of cooling in the past, when temperatures havedropped by as much as 18 degrees Fahrenheit (10degrees Celsius) in a matter of years to decades, "therate of warming we are seeing [now] is unprecedentedin human history," said Cornell oceanographer CharlesGreene, the lead author of the paper appearing in theNovember 2008 issue of the journal Ecology, which ispublished by the Ecological Society of America.

ISLAMABAD, 7 Nov— Around 20 militants were killed and ten others injuredin Pakistan’s tribal region, official Associated Press of Pakistan reported on Friday.

Security forces, in their ongoing operation in different parts of Bajaur tribalagency, pounded militants’ hideouts, leaving about 16 militants dead and tenothers injured, said the report.

Meanwhile, security forces killed four militants Thursday night in the operationin Chinar and Zoorbandar areas.

Rehman Malik, the Advisor to Prime Minister, on Friday told reporters at anews conference in Peshawar, capital city of North West Frontier Province, that theoperations against militants would continue until they are eliminated.

IEA urges huge investmentin oil industry

PARIS, 7 Nov—The oil industry needs “massive investment” to ward off a pos-sible energy crisis in the next 20 years, the International Energy Agency (IEA)said Thursday.

“The immediate risk to supply is not one of a lack of global resources, butrather a lack of investment where it is needed,” the agency said in a summary ofits annual World Energy Outlook report to be published in full next week.

“Massive investment in energy infrastructure will be needed” to raise produc-tion capacity to meet increasing demands, the report said.

Statistics showed that lack of investment would cause the output of some 800oil fields to fall by up to 10.5 percent a year on average from 2008 to 2030.

Meanwhile, the IEA said global daily oil consumption would rise to 106 mil-lion barrels by 2030, or an overall increase of 45 percent.—Internet

HANOI, 7 Nov—Vietnam’s gross domestic product(GDP) growth is estimated at 6.5 percent, the Peoplenewspaper reported on Friday, citing with the adoptedresolution by the National Assembly (NA).

The resolution on 2009 socio-economic plan by Na-tional Assembly on Thursday put forth changes to otherseveral socio-economic targets previously proposedby the government in the fear of negative impacts ofthe global economic crisis, deputies agreed.

The GDP growth for 2009 was adjusted at 6.5 per-cent as saying instead of the proposed seven percent.The export turnover was altered to 13 percent fromthe suggested 18 percent, according to the resolution.

In implementing the2000-acre tea farm inNatyegan region for im-proving the living condi-tions of local people andspeeding up regional de-velopment tasks, the Min-istry of Forestry will haveto supervise tasks; and theForest Department(Magway Division), tomake arrangements forconservation of depart-ment-owned lands. Now,the sites covering pro-tected public forestsstretching along Padan-An Road in Natyegan re-gion have been chosen forthe project. Nine entrepre-

neurs will put 2000 acresunder tea plantation in2009-2010.

Being a district level city, Falam has now devel-oped a lot with administrative buildings, police sta-tion, people's hospital, educational institutions, elec-tric power station, TV retransmitting station, andsocial buildings.

The hilly city stands at an altitude of 5200 feet.Falam District is constituted with Tiddim, Tonzang,Kyeekha, Thantlang, Reed and Haka townships, andhas a polulation of over 310,000.

We visited the two-storey library run by theInformation and Public Relations Department onBogyoke Road in Ward 4, which was teeming withvisitors.

Cupboards stacked with books were kept in a rowin the large library. In response to my question, anational race woman with Chin accent said, "I comehere in my sparetime. My favorite hobby is reading.I read all genres. There are a lot of publications here.So, it is very convenient for me to choose books."
