Lowest available level represents an analogy to minimum en‐route altitude (MEA) and ensures:

‐ adequate reception of relevant navigation facilities

‐ two‐way communication with ATS

‐ complies with the airspace structure (class)

‐ provides the required obstacle clearance

Part of ATS environment are also portions of airspace withdelegated air traffic services. 

Such areas on one side allow safe and efficient traffic flowsmanagement, but can be complex to interpret within FPL systemswhen different concepts are applied (FRA<‐>ATS routes)
