GHD appreciates the opportunity to submit this Statement of Qualifications of our firm’s California registered civil

engineers to design, review, and/or certify storm water treatment measures and hydromodification control facilities

for new development and redevelopment projects. This effort will require a specialized team with the knowledge,

background, and capabilities to compliment the SCVURPPP’s staff and resources to achieve success. We

recognize that for our firm to be a success to the pollution prevention program we must assemble a team of

experienced and trained licensed civil engineers registered in the State of California. Our approach to this is

focused on achieiving this aim.

GHD delivers the right Project Manager paired with the right team to deliver efficient solutions that result

in Time and Cost Savings.

Our proposed Project Manager, Mr. Jay Lin, is a Qualified SWPPP Developer/Practitioner and will draw on his

extensive training on stormwater treatment and hydromodification control measures design to deliver a successful

project. His proven record of success as Project and Design Manager for stormwater, hydromodification, and

design projects are testament to his specialized skills that will benefit the project.

Mr. Lin will be fully supported by a solid support team of project engineers that have worked on storm water

quality, hydromodification and low impact development (LID) projects across California and will deliver an

enhanced level of service to SCVURPPP. Many of the team members have numerous certifications in storm

water quality management, and have provided their knowledge and expertise to various public agencies in

California.

members of the program, while managing projects efficiently and as a local resource to SCVURPPP.

On the following pages, you will find a team profile showing the proposed team, as well as biographies of our key

team members, and our understanding of stormwater water management practices and continuous simulation

hydrologic models.

Primary Contact and Project Manager

Our proposed Project Manager, Jay Lin, will be the primary contact person for our firm and will be fully committed

to ensuring the success of each of SCVURPPP’s projects. He is respected for his knowledge of storm water and

hydromodification infrastructure. He has assembled a team of professionals who have in-depth storm water

planning and design experience who understand the complexity of Low Impact Development (LID) design,

hydraulic design, and stormwater projects.

municipalities in Santa Clara County to help provide developments with

innovative solutions for controlling and treating storm water. We have

selected a team of people who are available to provide their design and

review services and are motivated to do a great job. Our entire team is

committed to work on projects as they arise.

Project Team

Our Project Manager, Jay Lin, has assembled a team specifically to meet the needs and goals to successfully

complete each of your projects. Members of our team have worked for many years together on similar projects.

This close knit and productive team will be fully committed to the success of your pollution prevention program.

Jay Lin will be your primary point of contact and will lead your projects. Tony Petroccitto is our Principal-In-Charge

and will be assisting with any major issues that arise. Jay and Tony have worked together for close to ten years

on storm water related projects. We have included a list of our qualified engineers, all of whom are registered civil

engineers in the state of California and have stormwater treatment and hydromodification control measures

design expertise.

Most of our team members are Qualified SWPPP Developers (QSD) and Qualified SWPPP Practitioners (QSP) in

the state of California; all of them are California licensed Professional Engineers. This team will be able to provide

NPDES-compliant SWPPPs, provide review of existing SWPPPs, and submit permitting applications. We

understand the regulatory environments in each of California’s regions, and will be able to consistently solve any

issues that arise.

The majority of our project work will be performed out of our local San Jose office, allowing an immediate

response to your needs. Additionally, we will be able to draw from our resources in our San Francisco, Santa

Rosa, Sacramento, Eureka, and Irvine offices located nearby.

GHD is the engineer of record for the horizontal infrastructure that serves the new Levi’s Stadium for the San

Francisco 49ers. As part of the design for infrastructure and site improvements, GHD provided stormwater

treatment facilities to be compliant with SCVURPPP C.3 program.

All flows up to the 85th percentile storm will be treated before being discharged to the City of Santa Clara’s storm

drainage system. The primary treatment methodology will be to direct flows from the stadium building to

mechanical filter and discharged into the 10-year storm drain pipe line. Areas exterior to the stadium building will

either be directed to a hydrodynamic separator before being routed through a mechanical filter and discharged

into the 10-year storm drain pipe line or treated by a C.3 Treatment Methodology before being directed to the

storm drainage system. The Stadium site was divided into approximately ten drainage management areas,

ranging from 1 acre to 7+ acres. Each area provided similar treatment systems depending on the site conditions

and limitations. These treatment methodologies include bio-retention swales, Silva Cells, or other techniques that

are applicable to the treatment of the low flow storm drainage. Flows larger than the 85th percentile storm will

bypass the hydrodynamic separator and the mechanical filter for discharge directly to the 10-year storm drain pipe

line.

For the expansion of University of California Santa Cruz (University) Marine Science Campus (Campus),

GHD supported the University through the Initial Planning Phase by conducting a comprehensive analysis of the

utility infrastructure required to meet the needs of the growth anticipated in the University’s Coastal Long Range

Development Plan. Working with the University’s engineering, planning, environmental, financial, and physical

plant staff, as well as other campus and non-campus stakeholders, GHD prepared recommendations for the

backbone utility infrastructure including the potable water, filtered seawarer, sanitary sewer, storm drain, natural

gas, electrical, communication, stormwater, grading, and pavement systems.

GHD performed hydrologic/hydraulic models using HEC-HMS, StormCAD V8i, and Hydraflow for the proposed

Campus development. Findings were summarized into a Master Plan document and used as the basis of design

for infrastructure design for the campus. To help the University achieve its goal of a sustainably designed

Campus, we incorporated the future use of low impact development (LID) stormwater features into the planning of

the utility infrastructure. The primary goal of protecting the Campus’ Younger Lagoon Reserve and onsite

wetlands guided the design of the future stormwater system, which includes LID elements such as infiltration

trenches, planter boxes, permeable pavement, vegetated swales, and bioswales. GHD collaborated in

workshops with the Area Plan Architect and participated in Design Advisory Board meetings in order to ensure

that the design would adequately address stormwater quantity and quality control issues. GHD developed a

Grading and Drainage Master Plan which assessed the viability of a Campus layout proposed by the architect of

the most intensely developed portion of the Campus. Study results were incorporated by the architect in

subsequent layout refinements.

GHD provided planning for all the horizontal infrastructure elements of the Hunters Point Shipyard Phase 2

project, including over 16 miles of arterial and collector roadways, stormwater drainage and treatment systems,

site grading, retaining walls, electrical, water systems, and sewer systems. The stormwater design met the project

goals for 5-year collection, overland flow, and water quality/LID systems.

Hunters Point’s street cross section geometry, groundwater, bedrock, and soil conditions impact the selection of

water quality treatment methods at the site. The largest contributing factor at Hunters Point is the condition of the

soil. Contaminants, including radiological contamination, are present in soils at this site.

In general, landscaped areas such as median strips, street tree zone along the sidewalk, and parks provided the

best opportunities for treatment. City parks were used to treat runoff from adjacent streets. Wherever possible,

LID was incorporated into street cross sections. Bioretention areas were used where the sidewalk is

discontinuous due to street lights and other infrastructure, and offers flexible planting options and opportunities to

maximize aesthetics. Vegetated swales with vertical walls, or “green gutters”, were proposed for treatment in the

street right‐of‐way as an alternative. Other proposed elements include swirl separators, drain inserts, vegetated

roofs, rainwater harvesting, vegetated swales, infiltration trenches, tree well filters, porous pavement, media

filters, and rain gardens.

Project Understanding

Understanding of Urban Storm Water Management Practices, Issues, and Requirements,

including LID Requirements

Urban storm water management involves numerous regulations, requirements, and practices, all of which need to

be considered holistically to develop innovative stormwater management systems. One common issue of concern

is the soil type and groundwater condition underlying the development in question. If the soil type is low

permeability types C or D or the site has high groundwater table, then the surface treatment BMPs such as

bioswales and bioretention would need to be lined and piped instead of mainly relying on infiltration. Additionally,

it is important to develop the site with minimum impervious area and disconnect the impervious areas as much as

possible. It would reduce the concentrated urban peak flow from the project site and hence reduce the BMP

requirements for both flow and treatment control. Another very important success factor for stormwater

management design is to integrate landscape architecture and engineering so that stormwater features can be

designed with appropriate landscaping to incorporate aesthetic concerns into stormwater BMPs.

Understanding of Continuous Simulation Hydrologic Models and Analysis of Output Data for

Use in Design of Hydromodification Control Measures

Hydromodification is an important design consideration for stormwater management. Two key factors of the

hydromodification compliance in Santa Clara County are the site location and the local hydrology. SCVURPPP

Hydromodification Management Plan (HMP) delineates areas where increases in runoff will adversely impact the

water quality and stream health, and provides management options for maintaining pre-project runoff patterns.

For the hydrology analysis, GHD has experience and expertise in continuous simulation hydrologic modeling

utilizing software such as Storm Water Management Model (SWMM), West Washington Hydrology Model

(WWHM), and Bay Area Hydrology Model (BAHM). Based on the analysis result, we are able to develop the flow

hydrograph for various proposed development conditions, which we used to design flow control devices such as

detention basin. The resulting design allows our project to maintain the existing pre-development flow pattern,

satisfies the local and region stormwater management requirements, and in some cases, is in compliance with

LEED certification stormwater control and treatment credits.

Project engineer for the horizontal infrastructure of the $1.02 billion New Santa Clara Stadium. The project involves both design-Bid-Build and Design-Build Construction with coordination between the City of Santa Clara, 49ers, and the Design-Build team. The project was designed and constructed in multiple phases. GHD’s designs include the street structural sections for the South Access Road, Centennial Drive and multiple parking lots; and low impact design storm design for the Stadium and off-site. All flows up to the 85th percentile storm will be treated before being discharged to the City of Santa Clara’s storm drainage system. The primary treatment methodology will be to direct flows from the stadium building to mechanical filter and discharged into the 10-year storm drain pipe line. Areas exterior to the stadium building will either be directed to a hydrodynamic separator before being routed through a mechanical filter and discharged into the 10-year storm drain pipe line or treated by a C3 Treatment Methodology before being directed to the storm drainage system. These treatment methodologies include bio-retention swales, Silva Cells, or other techniques that are applicable to the treatment of the low flow storm drainage. UC Santa Cruz Marine Science

Infrastructure Project | Santa Cruz, CA

GHD performed hydrologic/hydraulic models of the proposed Campus development and findings were summarized into a Master Plan document and used as the basis of design for infrastructure design for the campus. To help the University achieve its goal of a sustainably designed Campus, GHD incorporated the future use of low impact development (LID) stormwater features into the planning of the utility infrastructure. The primary goal of protecting the Campus’ Younger Lagoon Reserve and onsite wetlands guided the design of the future stormwater system, which includes LID elements such as infiltration trenches, planter boxes, permeable pavement, vegetated swales, and bioswales. GHD collaborated in workshops with the Area Plan Architect and participated in Design Advisory Board meetings in order to ensure that the design would adequately address stormwater quantity and quality control issues. GHD developed a Grading and Drainage Master Plan which assessed the viability of a Campus layout proposed by the architect of the most intensely developed portion of the Campus. Study results were incorporated by the architect in subsequent layout refinements. Mr. Lin is currently the project manager for incorporating the designs from the Grading and Drainage Master Plan into Construction Documents.

Lands End is part of the Golden Gate National Recreation Area overlooking Ocean Beach at the start of the hiking trail and Golden Gate Bridge at the end of the trail. The redesign of the trail utilized a Natural Pave product that allows the trail to blend into its natural background while providing the durability the trail needs to withstand heaving pedestrian traffic. The LID components include vegetation buffers and a series of underground stormwater recharge units.

Performed watershed flow analysis based on using a GIS base to input water billing records to determine base flows. Evaluated run time meters on pump stations coupled with rainfall data to statistically generate probable pump station operations under wet weather conditions. Completed review of previous I/I investigations and completed statistical curve fitting to develop base and peak flows for design. The he analysed flow pathways throughout Old Town using a combination of computer modelling techniques verified through hand calculations. Existing sewer lines were evaluated based on existing operating characteristics, and new flows. The potential to improve pump station operation through rerouting force mains was also investigated. The results were used in developing the final force and gravity main sizes and alignment as well as the pump station capacity, as well as future Old Town sewer improvements points.

Developed a methodology to evaluate treatment effectiveness that may be achievable by manufactured Stormwater Treatment Control Best Management Practices (BMPs). The method included a large-scale data collection of treatment study data from proprietary BMP manufacturers, the International BMP Database, and Caltrans (The California Department of Transportation). The study resulted in a statistical criterion for ranking of proprietary BMP treatment performance for the constituents of concern for the City. The study found that there is a large data gap for many constituents and therefore developed an alternate methodology for rating BMPs based on their unit operations and processes. Results for evaluations of over 40 BMPs were included in the final guidance manual delivered to the City.

environmental engineering projects, specializing in rural development, storm water, and water quality issues. John designed the SMART Rail Project compliance documents for the State of California Construction General Permit and has continued to oversee implementation, revision, and compliance with this permit for all phases of construction. John’s experience also includes roadway, water system, and on-site disposal system design; reservoir design and vineyard development throughout California and in Oregon; advanced mapping and analysis using both CAD and GIS; residential site planning and development; and significant construction oversight, mapping, and surveying. John has been actively involved in the Construction General Permit since the mid 1990’s and with the multiple revisions since its inception, providing a thorough understanding of both the conceptual and practical aspects of the permit. The 70 mile SMART project is located in both the San Francisco Bay Area and the North Coast Regional Water Quality Control Board (RWQCB) Jurisdictions. Compliance with the National Pollutant Discharge Elimination System General Permit for Storm Water Discharges Associated with Construction and Land Disturbance Activities, typically referred to as the Construction General Permit (CGP), is critical.

Key issues and challenges for this aspect of the SMART project include differing interpretations of the CGP regulations by personnel of the different RWQCB’s, providing workable solutions for conflicting environmental requirements, preparing permit documents and securing the necessary Waste Discharge Identification (WDID), and successfully designing and implementing a compliance plan despite regulations which do not fully address this type of construction project.

Compliance documents were designed within an extremely small time window allowing the initial construction phase to begin on schedule. John

provides continuing coordination with regulatory agencies, design-build teams, and environmental consultants providing guidance to SMART for regulatory compliance.

Because construction activities are highly visible to the public and to the environmental community in general, ensuring compliance with the CGP for the SMART project includes training and oversight of construction teams to ensure that compliance activities are conducted properly and that staff is proactive in employment of best management practices. John is responsible for the sampling and analysis of storm water discharge from the construction site to verify compliance with storm water discharge requirements.

John verifies that the SWPPP related documents are updated to reflect current construction efforts, and manages the project information on the State Water Boards Storm Water Multiple Application and Report Tracking Systems (SMARTS).

Project Engineer on this fish passage design project. Zinfandel Lane crosses the Napa River near St. Helena, CA. The crossing is a 1913 stone arch bridge, a gravity structure, with a single pier. An existing, but failing, concrete apron protects the bridge abutments from scour. A large scour pool has formed downstream of the apron. The vertical jump from the scour pool, the high velocities across the apron, and low summer time flows traveling beneath the apron make this a fish passage barrier. The goal of the project was to design a new fish passage structure that allows fish passage over a range of flows and protects the historic bridge. The resulting design includes differing channel functions between the two bridge bays; one channel for fish passage and the other to allow waters to bypass the bridge. Both channels were designed with hydraulic function and constructability in mind. The project included, but was not limited to: hydraulic modeling, working with public agencies, obtaining permits, vegetation mapping and planning for re-vegetation post construction, construction plans, construction

specifications, quantity calculations, and the development of opinion of probable cost.

The Jackson Demonstration State Forest is an important experimental forest that serves as an important research asset in studying forest management practices and the forest sciences in general. Both the north and south forks of Caspar Creek have sediment/debris stilling controlled by concrete low-flow V-notch weirs, which are used for measuring streamflow by Redwood Sciences Laboratory. The primary objective of the study is to analyze the existing drainage and tidal control facilities at each location and identify the facility deficiencies that have been attributed to the localized flooding.

Project Engineer for the evaluation and design of repairs to an approximately 50 foot failed portion of stream bank on Los Gatos Creek. Alternative designs were developed based on CDFG and NOAA fish passage guidelines as well as considering debris, bedload, channel morphology, and feedback from agency staff. The alternative designs explored different design solutions so regulatory agencies could select a preferred alternative that balanced structural and regulatory requirements with infrastructure located near the top of bank. Final design incorporated lower and upper soldier pile walls with precast concrete lagging, upper wall steel helical anchor tiebacks, and riprap backfill with soil infill to allow native vegetation to be planted in spaces between lagging and between rows of piles.

The Salmonid migration barrier at the site consists of a concrete weir grade control structure resulting in a 4-foot vertical drop. The conceptual design included developing a cascade-pool roughened channel to improve passage over the weir. The hydraulic modeling was conducted using the ACOE HEC-RAS model and Haested’s FlowMaster. The roughened channel bed shape was designed to provide adult and juvenile fish passage during low and high fish passages flows following California Department of Fish and Game and NOAA Fisheries fish passage guidelines, as well as to provide stability during the 100-year design flow event.

Project Manager for this hydrology and hydraulic study which included a determination of the capacity of seven culvert crossings and final recommendations for upsizing the undersized crossings. A comprehensive ACOE HEC-HMS model was developed to determine flow rates

associated with various precipitation recurrence events at each crossing. A Rational Method spreadsheet following Napa County Drainage Standards was also developed for comparison to the HEC-HMS results. Utilizing the computed flow rates and topographic survey information collected at each crossing, an ACOE HEC-RAS model was developed to determine the capacity of each culvert. The results of the analyses and recommendations for upsizing the culverts were provided in the final report.

The Review and Exam Site: The class will be held in the old science building in the middle of campus. This is a laboratory room: Building 52, Rm A-05.

Cost for the review course is $90 payable to me at the beginning of the review. Cost for the training manual is $60 purchased at the beginning of the review. There is no cost for the exam on Friday. Directions:

When driving North on Highway 101, take the Grand Ave exit towards Cal Poly. When driving South on Highway 101, take the Monterey exit and follow the signs to Grand Ave. You will exit right and then take a right and quick left towards Grand Ave. Stay in the right lane when going up the hill on Grand Ave. The first stop sign is the entrance to Cal Poly. A kiosk on the right is where you can pay for parking ($5.00) and pick up a map. Tell them where you want to go and they will help with parking as well.

Start up time will be 8:30 am for the review and ends about 4:30. Start up time will be 9:00 am for the exam, which is a 4 hour exam. Snacks and lunch will be provided and will be delivered to the room for the review. Snacks will be provided for the exam. Monterey St has numerous motels and is only a mile from campus. Construction-related erosion can cause problems Workshop Agenda Workshop Registration for downhill property owners, clog storm drains, create flooding problems on adjacent streets, and lead to the sedimentation and silting of streams, reservoirs, and other water bodies.

Uncontrolled erosion is costly, violates state and federal pollution laws, and exposes those with oversight authority (landowners, developers, con-tractors, municipalities and consultants) to legal liability.

Fortunately, during construction most erosion and sedimentation problems can be prevented or greatly reduced through proper planning and im-plementation of simple and low-cost effective con-trol practices.

NPDES Requirements: New regulations require implementation of best management practices (BMPs), including incorporation of treatment measures in new and redevelopment projects during and after construction to minimize pollut-ant discharge for the life of the project.

15. Abstract These Standard Operating Procedures (SOPs) for Stormwater Flow Measurement Verification are a companion document

to the User Guide for SOPs for Stormwater Flow Measurement Verification. This set of SOPs presents methods to (i)

verify the conditions required for accurate flow measurement, (ii) ensure that correct equipment operation and consistent

monitoring results are achieved, (iii) provide detailed guidance for stormwater flow monitoring, (iv) provide tools to

identify the source of measurement inaccuracies, (v) provide methods of adjusting flow measurement devices to ensure

accuracy, and (vi) provide troubleshooting guidance. This document provides easy-to-use reference tables. The document

defers to the User Guide for information on the important aspects of primary and secondary flow measurement device

usage, including principles of operation, hydraulic assumptions, and procedures for troubleshooting measurement errors

by storm data post processing or more intensive field investigations requiring site-specific design and potential

construction changes.
