Step1: The consumer willing to apply for low tension new service connection can apply online through www.sankalp.mpcz.in, for availing the facility online the consumer needs to log on to www.sankalp.mpcz.in. (Website best viewed in Google Chrome)

Step2: For the Consumer availing online services for the very first time from the portal www.sankalp.mpcz.in: The consumer availing online services through the portal needs to complete a basic registration process via link for “Registration” wherein the consumer needs to fill relevant details like
1. Name of the Consumer
2. Father’s / Husband’s Name
3. Mobile No.
4. Email Id (which will further be used as the user id for login in to www.sankalp.mpcz.in to avail various type of online services)
5. Captcha (as per the alphabetics /numeric shown).
And click on “Save & Submit Registration”. As illustrated in the print screen provided (Please Turn Over).
Note: The Basic Registration Facility is complete free of cost.

Step3: On successful registration the consumer will be sent a system generated S.M.S, informing about the login id and password generated to login through the online web portal and avail the services.
Note: The User Id for the consumer will by default be the email id filled by the consumer at the time of basic registration on the portal www.sankalp.mpcz.in.
The Consumer logs into web portal through the same, by clicking on to the link provided as “Login” on the Home page of the web portal.
After clicking on login the following page will appear & Consumer needs to login using the User Id and password as intimated through S.M.S.
Note: The Consumer who is already registered on the web portal of SANKALP needs to login as illustrated above.

Step4: On successful log in, Consumer Screen will appear and will ask to change your password (Optional), Click on the link to go on to the consumer dashboard as provided on top of the left navigation panel of the screen.

Step5: Click on the link for Filling “New Application”, provided on the left hand side of the dashboard under the Name of the consumer appearing in the header. A pop-up window will open up showing the list of the applications that can be filled online as illustrated in the screen shot below and monitoring of the status of the same can be done through the link “View Application Status”.
Click on the link for “LT New Service Connection Application” for application filling.

Step6: The Consumer needs to select the purpose for the new service connection from the list of the purposes as listed on to the screen by clicking on the radio buttons provided besides every purpose for connection and click on the button to “Proceed and Move Further”.

Step7: The Online Services can be availed by using the details of AADHAAR which will also be used by the consumer for digitally signing the Application filled by the consumer for all types of applications, If used then, the consumer needs to enter the 12 digit AADHAAR No. In the field provided and click on the button to generate One Time Password for e-KYC.
Note the One Time Password will be received by the consumer on the mobile no. as registered on AADHAAR and present with UIDAI. If the Mobile No. Is not registered then, The consumer has a facility to fill the Application without using AADHAAR too, but filling so the applications facility of digitally signing the application will not be available or else get your mobile no. registered through the AADHAAR Centres present nearby.

Step8: If Application is filled using AADHAAR then few details of the consumer will be auto-populated with the photograph of the consumer as available on AADHAAR Card the consumer has the facility to write the correct name of the consumer (IN HINDI), provide the details of alternate mobile no., email id and Father’s / Husband’s Name (IN HINDI) and Other personal details of the applicant Like Caste, Class, Communication Address etc.

Step9: If Application is not filled using AADHAAR then the consumer needs to fill the personal details and click on “Save and Proceed Further”.
As illustrated in the print screen mentioned below.

Step10: Consumer needs to fill in the connection address details, In case the communication address and connection address details are same, the consumer just needs to check in the checkbox provided on the right top corner of the application form. And select whether the connection applied is for flat, closed colony, individual house.

Step11: Consumer can view the details of the Organisational Hierarchy, were in the application for the low tension new service connection will be moved further by the concern officer.

Step12: Consumer needs to fill in the details related to Load and Phase and Built Up Area and Electrical Contractor related details.

Step13: Consumer fills in the bank details, which will be used to refund the amount in case if there is rejection made by the Officer at any level in the process for serving new connection.

Step14: Consumer needs to upload a scanned copies of the document required with the application, In case the consumer does not have the scanned copies, consumer can choose to provide it at the time of survey.
Step15: Consumer view the details of the payment to be made. i.e. Application fee & Registration fee.

Step16: Consumer clicks on the final declaration and “Saves and Proceeds” the same, consumer can view the application PDF from the link provided and in case of any change can use the button provided as “Edit” for editing Application details

Step17: The Application filled by the consumer needs to be signed, if the application is filled by using Aadhaar the consumer has a provision of digitally signing the same with an option to upload a scanned copy of the signed PDF Application or the consumer has a provision that one can submit the duly signed copy of the Application at the time of survey.
For Digitally signing of the Same, The consumer needs to click on the link provided in the mentioned section of “E-Signing/Digital Signature” as shown in the screen.

Step17 (a): In Case the Applicant has filled the Application by e-KYC using Aadhaar, then select the option for E-Verification, Give declaration and click on “Save and Proceed Button” present on the right Hand side above the footer of the page. The following Screen will appear, Click on the link to generate One Time Password for E-verification, Enter the One Time Password received and click on the link to verify the same for E-Verification, the Application will be auto signed.
Note: The Consumer Shall be using Aadhaar Details for E-Signing the Application upon his will.

Step17 (b): If the Consumer is willing to submit a signed copy of the Application PDF generated, Then consumer can download the Application PDF and Manually sign the same. Scan the Signed Copy of the Application and Opt the Option for “Upload Signed Application” and Click on the link as “Save and Proceed”.
Upload the Signed PDF and click on “Save” Button.

Step17 (c): If the Consumer is willing to submit a signed copy of the Application PDF generated during survey, Then consumer can download the Application PDF and Manually sign the same. And submit the Signed Copy of the Application during survey by Opting the Option for “Signed Application will be submitted by me at the time of survey” and Click on the link as “Save and Proceed”.
The Application as signed will appear and the option for downloading the same will appear.

Step18: Click on the Link for Proceeding to make payment for the Application submitted and duly signed on the third link mentioned on the below page as “Continue” mentioned under Application Payment.
As soon as “Continue” is clicked by the Consumer, Invoice details as generated on the basis of the “required load”, “phase” & “Category of the Consumer” will appear as per the tariff defined.

Select the Mode of Payment, through which the Application & Registration Fee shall be paid by the Consumer, as either “Cash” or through “online payment”
Step18 (a): If the Consumer selects mode of Payment as “Cash”, then click on the link for “Proceed and Pay”, Then Invoice will be generated take a print out of the same from the link mentioned on the top of the Invoice for Print.

Step18 (b): If the Consumer selects mode of Payment as “Online Payment”, then click on the link for “Proceed and Pay”, Online Payment gateway link will open up, choose the card type through which the payment needs to be made, please enter the “Card details” and Proceed for payment.
As soon as the payment is done the paid invoice will be made available for downloading and the consumer’s needs to select a convenient date accordingly (from the second day of the application payment date till fifth day), and survey slot so that the needful survey could be done.

Click on the Link for “proceed for final submission”. The above mentioned screen will appear, Click and Save and Submit the same.

Step19 : In Case the payment option was selected as “Cash”, then the consumer needs to select a convenient date accordingly (from the second day of the application payment date till fifth day), and survey slot so that the needful survey could be done by click on the left navigation panel for Searching Application as “Application list” second option, and illustrated below:
Step19 (a): The Consumer needs to log on to www.sankalp.mpcz.in and log in using the user id and password as used previously.
Step19 (b): On successful login the consumer dashboard will open up and link for searching application will be available.

Step19 (c): On Clicking upon the above mentioned link then, the following window will open up.

Step19 (d): The consumer search the application either through application no. or the reference no. of the application and click on the search record option, a row will open up with the name the applicant and application no. and with actions button mentioned against the same on the extreme right hand side.
Click on the icon “Hand” on the extreme left hand side and proceed for survey slot selection.

Note: Once the survey slot selection is saved and submitted the Application filled by the consumer will appear at concern nodal officers end for the needful action on the same.

Nodal Officer’s Functionality
Step 20: The Nodal officer will have to login using his prayas credentials through prayas.mpcz.in and switch to “SANKALP” mentioned under the “Switch to” button displayed on the extreme right corner of the page against the name of the nodal officer.
Note: The Nodal officer should have the permission of “Nodal Officer DC Level/User” in “SANKALP” then only the nodal officer will be able to view and take necessary actions like
1. View Application Details
2. State whether any Arrear exists or not
3. State whether the colony for which the connection is asked is illegal or not
4. Accept, Reject or Withheld the Application
5. Allot surveyor for surveying up the same.

Click on the link to view Application as mentioned in the left navigation panel as “Application list”. The following page will then be displayed.

Nodal Officer also has a provision to search Applications on the basis of Reference No. Or Application No. Or Consumer Name or by the Status of the Applications.

Step 21: The Nodal Officer clicks on the link mentioned under the column head as “Survekshan lambhit”, As soon as the mentioned link is click Details related to Application view appears.

Step 22: The Nodal officer will take the needful action on the application by clicking on the link for “Swikaar / Aswikaar avedan” present at the last of Application details view. The following screen will appear.

Case1: When the Nodal officer indicates there are no arrears on the applicant or the premise AND the colony as per the connection address is a legal colony, Then the Nodal Officer has provision of Accepting or Rejecting the application specifying the reason for rejection. Else if Accepted then the Nodal Officer needs to select a surveyor from the drop down list and also has an option for updating the survey Date & Slot for the Survey at the connection address as indicated by the applicant on the the application for Low Tension New Service Connection and save and submit the same.
Case2: When the Nodal officer indicates there are arrears on the applicant or the premise or the colony as per the connection address is a legal colony, Then the Nodal Officer has provision of Withheld or Rejecting the application specifying the reason for rejection. Else if Withheld then the Nodal Officer needs indicate the Arrear Amount ( In case there are arrears) and additional amount (In case of Illegal Colony) with last date of payment and save and submit the same.
As soon as the needful action is taken the status of the Application is changed.
(For Example: Application has been accepted by the Nodal Officer)

Step 23: To facilitate the surveyor and make the complete process online with zero time consumption, Surveyor has been provided a Android Based Mobile Application, As soon as the application for Low tension New Service Connection is Accepted by the Nodal Officer The Application is visible to the surveyor as opted by the Nodal Officer on the survey date.
The surveyor installs the Android Application for Survey named as “Survekshan”

Step 24: Surveyor Opens the Android Application and Logins Using the user Id and password of PRAYAS.

Step 30: The Nodal officer moves to the Application Approval Link, The Nodal officer has a provision to address the arrear details or illegal colony identified after survey, with the provision to withheld the application or reject the same.
If case no arrears have been recorded and the connection details are of the legal colony, then the nodal officer will have a provision to either approve the application or reject the same.

Step 32: As soon as the nodal officer generates demand, The same gets reflected at consumer panel for payment,
1. The consumer logs in to sankalp.mpcz.in using the consumer’s login id and password as set by the consumer.
2. Clicks on the link for Searching application mentioned in the left navigation panel as “Application List”
3. Searches down the Application using the Applicant’s Name, Application No., Reference No. Or Status of the Application as “Pending for Payment”.

Consumer Clicks on the link mentioned against the application searched and proceeds for payment.

Selects the Mode of Payment i.e. through Online Payment Gateway Using Debit Card, Credit Card, Net Banking Modes or else by cash payment at the cash collection centres of DISCOM.

If Online Payment Mode is selected by the Consumer for Making the payment against the application for the demand raised by the DISCOM then, The Following Payment Screen will appear the consumer needs to provide the relevant details for making payment online and on successful payment the payment portal will redirect to SANKALP portal for the paid receipt against the same.

After making payment the consumer needs to submit the work completion for the service line installation done or not from the link mentioned against the application under the head of “Action” denoted by “+”.

As soon as the consumer clicks on the link to submit the work completion, The following screen will appear,The consumer needs to fill in the remark and save and submit the same.

Step 33: As soon as the consumer submits the work completion for service line, the application gets reflected at nodal officers end for meter installation, the Nodal Officer
1. Logs in to prayas.mpcz.in
2. Switches to SANKALP
3. Search the application by clicking on the meter installation link present at the left hand navigation panel.
