I. BACKGROUND
Brief History of Barangay
The official name of Barangay San Miguel was given in honor of its Patron Saint San
Miguel Archangel. The popular name of the place is CAMBIO, as Spanish term which means
exchanges, according to the Barangay Folks, this place was once located in the western part of
the present hacienda San Miguel owned by a certain Don Jose Velsone. He wanted to brought preposition to the mayor of La Carlota City who was at the time Fernando Mariῆo who intern
agreed to the idea because of the exchange mode, the people called I CAMBIO and that is why
Brgy. San Miguel is located in Eastern part of Hacienda San Miguel.
The Sitio’s and Hacienda’s comprising this Barangay are: Sitio Dulom, Hacienda San
Miguel, Hacienda Ariva, Hacienda Salamanca and Hacienda Estela A & B.
The following barrio delegados or Teniente Del Barrio could be traced since the founding
of this Barangay: (1)Celestino Mino, (2) Montaño Monido, (3) Basilio Samson, (4) Bartolome
Dojillo, (5) Eduardo Bonag, (6) Mariano Octavio, (7) Epifanio Candido, (8) Pablo Alvarez,
(9)Felomino Caunga, (10)Ramon Alvarez, (11) Eustaquio Peñacuba, (12) Juan Carangan, (13)
Ernesto Lachica, (14) Domingo Concon, (15) Noe Serdeña, (16) Leopoldo de Luna, Sr., (18)
Benson Pilar, (18)Leonora Robles, the present Punong Barangay.
Barangay San Miguel was settled after the most devastating typhoon that occurred in the
year 1912.
The original families of the Barangay are the Mino, Samson and Regacho Families. They
were supposed to be founders of the Barangay in the original site but when the exchange was
made, these families also move to the present site, cambio its popular name. The inhabitants
made Mr. Mino their first Teniente del Barrio or Delegado with the approach of the Municipal
Mayor and Mr. Basilio Samson, Mino’s brother in-law as the sub- Delagado. There was a great
improvement in every aspect of World War II. It could not be denied what in the second year of
the Japanese occupation in the town, Brgy. San Miguel was declared as the limit for the
Japanese Zone and they were able to put a garrison there.

The Barangay in general has returned to normal except for the rehabilitation of public buildings
like the school building and public market. The people also celebrate its fiesta every year. To
provide the economic needs of the inhabitants, the heads of the different families engaged in
much different gainful occupation. Some engaged in hacienda’s business.
Recently, with the great effort of our most competent Honorable Mayor Juancho Aguirre
and Barangay Council of Barangay San Miguel headed by Punong Barangay Leopoldo De Luna,
Sr. the people of Barangay San Miguel with no dwellings of their own was awarded with a
relocation site in Sitio Dulom. Nowadays, it had lots of houses which is usually made up of nipa and bamboo, but it is not yet well developed because there’s no electricity in each house.
To consider what will happen in the future of the precious offspring of the people living in this relocation site, the Juancho Aguirre’s admistration with the active participation of Mrs.
Zenaida V. Gahaton ( First Principal of SMES II) and the teaching force of San Miguel
Elementary School I, the Little Red School House” known as San Miguel Elementary School was
then, founded and stood with pride, as it is supported, adopted, and sponsored by the Coca-
Cola Company.
So as with these, the Local Government Fund Awarded Barangay San Miguel National
High School students the high school building.
Being open to the ideas of progress, Barangay Council of Barangay San Miguel headed by
Punong Barangay Benson F. Pilar, with the support of the Local Government Unit, under the
administration of Hon. Mayor Demie John C. Honrado, lifeguard the essential needs of
Barangay residents by putting up water system through La Carlota City Water District.
To make use the freedom time- consuming duties and responsibilities, leisurely, the people of Barangay San Miguel celebrates Barangay Day Celebration every last Saturday of
February.
Nowadays, development such as foot walks, streetlights, construction of waiting shed,
and the plaza are visible and are enjoyable by the residents of Barangay San Miguel.

Miguel Extension, an institution of learning for secondary education, catering to the needs of
the poor constituents and the graduates of the (7) seven feeder schools of San Miguel
Elementary School, Ara-al Elementary School, Ferlou Elementary School, Salamanca
Elementary School, Balabag Elementary School, Yubo Elementary School and Bais Elementary
School. Situated (13) thirteen kilometers away from the center of the City of La Carlota, the place
is very conducive for learning because of its cool and quiet atmosphere.
Barangay San Miguel and Barangay Ara-al, two of the biggest Barangay comprising the
city of La Carlota is (15) fifteen and (13) thirteen kilometers away from the city proper. It is the gateway to the famous Guintubdan Natural Resort, famous of its springs and waterfalls, all of
which are considered tourist attractions.
Due to the strategic location, Barangay San Miguel has become the melting of pot of all
the people from all walks of life and also the center of trade and commerce. Coffee, Bananas,
Root crops like cassava and sweet potatoes, fuel and charcoal from ipil- ipil trees and brought
to be sold in La Carlota City. It is a fast progressing Barangay of La Carlota City that even qualify
as one of the most progressive barangays of La Carlota City.
In 1967, the First National Seminar on community schools was conducted in La Carlota
City sponsored by (10) ten Bureau of Education and Culture. The objective of this seminar was
to create awareness among the rural populace in helping the government support its educational
opportunities to many people as possible especially to the masses in the country side. Pedro
Orata of Pangasinan, popularly known as the “Father of Barrio High School” stressed the
importance and need of bringing the school closer to the people especially the secondary
education where it is only available in urban centers.
To attain and realize this objective the First National Seminar on Barrio High Schools
held at St. James Academy in Malabon, Rizal, in summer 1986. The late City Superintendent of
the Schools, Mr. Jose M. Varon of La Carlota City, in his enthusiasm, eagerness and concern for
education quickly acted in screening and selecting the best probable delegates to that seminar.
The selected delegates were late Mr. Vicente Manoso representing La Granja and
Haguimit Area and Mr. Gil C. Aplaon representing San Miguel and Ara-al Area. Right after the
seminar, the delegates for were instructed to report immediately to their respective areas of
assignment to campaign for possible enrolment and to recognize possible classes ready for the
opening of the classes in June 1968.
Mr.Gil C. Aplaon who was the elementary school head teacher of San Miguel Elementary
School, selected Barrio San Miguel as the high school site for the convenience of facilities and

qualified teachers. He was officially designated head teacher of elementary school and at the
same time assistant principal of the Barrio High School.
The San Miguel Barrio High School open with two (2) classes. One (1) for the first year
and another one (1) for the second year. The high school classes were handled by the elementary
teachers and at the same time elementary rooms were utilized.
The school operated on a self-supporting basis and therefore tuition fee of fifty pesos
(Php 50.00) was charged to the students for the honoraria of teachers. Miss Nilda Cabalatungan
was the only full time high school teacher at that time. The late Fernando Buenaflor was designated assistant head for the elementary school and at the same time Barrio High School
Registrar of San Miguel and in-charge of the tuition fees.
In the year 1969, a third year class was opened. Another full time high school teacher was
added and she was the former Miss Edith Bibaoco, a resident of the place, and eventually
become Mrs. Edith Lanaria- teacher of the main high school.
In the year 1970, complete classes from first year to fourth year were organized. The
school was also absorbed to more teachers- Miss Ofelia C. Turiaga and Miss Ofelia Alicar. By
that time, the school was ministered the new principal Mr. Belzizar R. Vista. After a year, he
designated Miss Ofelia Alicar in- charge of the high school department.
Another new principal assigned to San Miguel Elementary School in the year 1973-1974
was Mr. Silverio Magbanua. In this school year, the school was still the administration of the
extension of La Carlota City High School. The local government headed by the late Mayor Luis
G. Jalandoni Jr., and Barangay Officials decided to transfer the high school to a separate site.
So with the help of Barangay officials, the high school was transferred at the river side, the site where the school is now situated. Miss Ofelia C. Turiaga acted as the OIC of the school.
Unfortunately, she left the school in 1984 and Mrs Ofelia A. Mesobre was designated as OIC by
the principal Limuel I. Lapatha. As officer in-charge, Mrs Ofelia Mesobre tried her best to
manage the school. She performed her duties with utmost perseverance and dedication. Little
by little the school campus improved. A few numbers of classrooms were constructed adding to
the existing ones.
Through the help and cooperation of the members of the faculty, barangay officials, PTCA
and students, different projects such as concrete benches, tables, pathways, shed house and
partial concrete enclosure were put up in the school campus.

The school had owned its site in the year 1995 though Mr. and Mrs. Enrique Velez, owner
of Hacienda San Miguel and Mr. Antonio Trebol, their son-in-law who donated it. The donation
of the site pave the way for the construction of the basketball court and the most significant one
was the construction of JICA Building which consists of three (3) classrooms and a complete
spacious laboratory room.
We also had Mr. Denny C. Castaneda, Mrs. Ruth P. Convite, Leopoldo F. Sichon
Ph. D., Mrs. Bernadette B. Doronila as the former principal of the school. Presently, we have
Mr. Erle P. Arbado as the principal. The school have already increased its population to 854 students from grades 7 – 12. There are 31 teachers where 5 of which is from Senior High School
and 26 from the Junior High School, and four non – teaching personnel.
ACCESSIBILITY
San Miguel National High School is just forty – five minutes to an hour drive from the
city by public utility vehicles and thirty minutes by a private car to reach the school. Students
from neighboring barangays and even the neighboring city (Bago City) would walk for one to
three hours in absence of private vehicles.
CLIMATE
La Carlota has a climatic condition ranges from January to May as dry season and wet
for the rest of the year.
II. OBJECTIVES
The objective of this contingency plan is to take precautionary measures to anticipate,
prevent or minimize the adverse effects of volcanic eruption, fire, earthquake, typhoon, floods
and landslides to student’s immediate access to education during an emergency/disaster and
lead students in attaining the complete and full cycle of education.

This seeks to secure students’ access to resources that are critical in the education
process, support student’s attendance in school and facilitate return to normalcy especially
during these adversities. These includes physical infrastructure and facilities, teaching and
learning materials and other similar resources that would help the continuity of the learning
process.
To enhance coordination mechanism with LGU and other stakeholders.
III. HAZARDS
San Miguel National High School caters hundreds of students coming from different
nearby barangays with its place that is conducive for learning of students. However, the place
also had its own disaster experienced in recent times. Because of its location and topography, it
is vulnerable to the effects of natural hazards including volcanic eruption, earthquake, typhoon,
and landslides.
In the event of the occurrence of volcanic eruption which would probably include
earthquakes particularly on the months that the volcano is very active, it is expected that ash
fall, lahar flow, and other activities are expected to affect the access to education of learners
during the impact of this hazards. Whereas, in the incidence of typhoon which would cause
landslides or floods, access to education may also be hindered.
The challenge now is the delivery of quality education and the provision of better learning
atmosphere for the students with the utmost priority of the school that is to ensure the
resumption of classes as soon as possible, to have spaces and tents for learners and teachers
kits, alternative delivery mode modules and other instructional needs that is very vital to deliver
the teaching and learning process.

The school’s vulnerability to natural hazards was brought to the fore during this time.
Disasters that maybe caused by typhoon, volcanic eruption, landslide, earthquake and even fire
that may result in damages to school buildings partially or totally as well as to instructional
materials, facilities and equipment, that may threaten lives.

VI. PREPAREDNESS MEASURES
Continuous volcanic activities may or may not cause earthquake and other related
hazards due to volcanic eruption based on PHIVOLCS monitoring on its activities since it was
active, including other hazards.
Yet, in the context of its immediate effect, there will be disruption of classes due to the displaced family using our school evacuation center, damaged school buildings, facilities, teaching and learning materials and disruption of major lifelines.

Knowledge Management Project
Under this project are the conduct of training needs assessment to capacitate teachers and
students on Disaster Risk Reduction and Climate Change Adaptation, Continuous research and
study on vulnerability reduction, Information and Education Campaign, dissemination of
emergency hotlines, production of flyers for emergency management and the establishment of
radio program on DRR and climate change adaptations.

Rationale
Schools are important part of communities as it is also deemed to be a stakeholder. In times of
disasters, as stated in DepEd Memorandum 58, s. 2015, schools can help provide assistance to shelter
displaced families in the community to have safe haven as their evacuation area or center. With this, our
school, the San Miguel National High School can be a potential evacuation area or center to cater people
affected by for some hazards like fire, earthquake, tropical cyclone, volcanic eruption, flood, etc. In the
event that the school may be used as evacuation center, the school prepared its DRRM School Camp
Management Plan and Teams for guidance of the school.

A. The School Site Evacuation Map
The school site evacuation map is in printed tarpaulin that can be seen near the school gate.
Temporary learning spaces/shelters are identified. Phil. 2000 Building that is near the gate is
automatic considered as evacuation area for families. If in case there are many occupancies, JICA
Building will be considered.
