5. The deadline for receipt of your quotation is Thursday, September 20, 2018 at 3:00 p.m.

Quotations will not be accepted electronically, same must be delivered to the address

outlined below. Bid opening follows at 3:15 p.m.

6. Your bid should be submitted as per the following instructions:

(i). Prices : Prices shall be quoted in Jamaican dollars indicating all applicable taxes.

Payment terms Taxable amount clearly detailed

(ii). Evaluation of Bid : Quotations determined to be substantially responsive to the terms of reference and will be evaluated by comparison of their prices.

Arithmetical errors will be corrected as follows:

Where there is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern.

If a Supplier refuses to accept the correction, the quotation will be rejected.

(iii).Award of Contract: The award will not necessarily be awarded to the bidder with the lowest price but to the bidder who submits the best overall proposal and substantially responsive to the terms of reference.

(iv).Payment : The method and conditions of payment to be made to the bidder will be stipulated in the contract/purchase order. The bidder will be paid in Jamaican Dollars.

Payment of any purchase order valued Two Million Jamaican Dollars or over, will be made via wire transfer: The following information will be required: Name on Account Account Number Financial Institution Branch Code and Bank Code Account Type

(v). Delivery of service schedule : Service is expected to be commence on October 01, 2018. If this date is not achievable, please indicate a service commencement date on the quotation.

(vi).Documentation : Subsequent to the delivery of service, the bidder is required to submit the following documentation:

- Invoice- Any other pertinent document

(vii). Validity of the Offer : Your quotation should be valid for a period of 45 days from the date of submission of quotations as indicated in Paragraph 6 of this Invitation to Quote.

Attachment # 1

TERMS OF REFERENCE – Provision of Transportation Services for the JCAA

The JCAA is seeking a contractor to provide transportation services for approximately the air

traffic controllers of the Jamaica Civil Aviation Authority, for a three-year period

commencing October 01, 2018 – September 30, 2022.

The contractor is expected to provide transportation services for a maximum of ten (10)

employees duly identified from the JCAA Headquarters to the Norman Manley International

Airport three (3) times each day as indicated below:

1. Morning 7:00 a.m. – 3:00 p.m.

2. Afternoon 3:00 p.m. – 11:00 p.m.

3. Night 11:00 p.m. - 7:00 a.m.

The successful bidder must in possession of a valid General Driver’s License authorizing such

driver to operate a public passenger motor vehicle

The successful bidder must have an acceptable driving record

The vehicle being used to provide this service must be road worthy and fully licensed and

certificated to operate as a public passenger vehicle by all the respective authorities

Bidders (Service Provider) need to ensure that:

the Motor Vehicle is and remains roadworthy and fully licensed and certified under the law and by all relevant authorities to operate as public passenger motor vehicle that provides public passenger transportation;

that the physical condition of the Motor Vehicle both external and internal and the attire and conduct of the driver and/ or other side-man as may be associated with the transportation are of the highest standard consistent with that of the JCAA. Where the standard maintained is that required by laws and other legal instruments regulating public passenger transportation in Jamaica, such standard shall be acceptable; and

no person that is not authorized by the Authority shall be allowed in the Motor Vehicle.

The successful Bidder (Service Provider) further agrees and HEREBY WARRANTS that: the Driver shall hold a valid general motor vehicle driver’s licence

authorizing him/her to operate the Motor Vehicle;

The Service Provider shall properly instruct Driver performing the Services to perform it consistent with such information and material as shall completely guide authorize and empower said driver to perform his or her duties to satisfactorily meet all the requirements of the Contract;

at the request of an officer of the Authority or any of the persons being transported by the Service Provider, the Driver shall immediately produce his or her driver's licence for inspection; and

if the Driver has his/her licence suspended, endorsed or withdrawn or if such driver is found to be not in possession of or not holding a valid licence, this shall become and be deemed a fundamental breach of the Contract and accordingly the Authority may immediately terminate the Contract, at the option of the Authority.
