SAFETY MANAGEMENT PLAN - All divisions Updated January 2018 1. APPLICATION 1.1 This safety management plan applies only to vessels and crews participating in Cairns Yacht Club (CYC) sanctioned racing events for the all divisions (keel boats, multihull, dinghy, and off the beach boats). 1.2 The area includes waters within; Port of Cairns limit (Map S3C-1-2) AUS262; AUS830 (between Ellis Beach, Double Island and the Northern end of Ellis Beach appendix 1 for specific coordinates); and course areas as defined by CYC Yacht Division Courses 1-12 inclusive 1.3 This plan does not apply to events conducted outside the area defined by 1.2 or requiring higher levels of safety than Category 6 as defined by YA Special Regulations Safety. 2. 1. APPLICATION

1.1 This safety management plan applies only to vessels and crews participating in Cairns

Yacht Club (CYC) sanctioned racing events for the all divisions (keel boats, multihull,

dinghy, and off the beach boats).

1.2 The area includes waters within; • Port of Cairns limit (Map S3C-1-2) AUS262; • AUS830 (between Ellis Beach, Double Island and the Northern end of Ellis Beach

appendix 1 for specific coordinates); and • course areas as defined by CYC Yacht Division Courses 1-12 inclusive

1.3 This plan does not apply to events conducted outside the area defined by 1.2 or requiring

higher levels of safety than Category 6 as defined by YA Special Regulations – Safety.

2. LIMITATION

2.1 Participation in any CYC racing event shall be at the sole risk and responsibility of the

vessel skipper.

3. GENERAL SAFETY OBLIGATIONS

3.1 All participants are required to abide by General Safety Obligations on and off the course

including: a) You must ensure your boat is safe. b) You must ensure your boat is properly equipped and crewed. c) You must ensure your boat is operated in a safe manner.

4. REGULATION AND COMPLIANCE

4.1 The following shall apply to all participating vessels and crew for the duration of the race

event: • The Racing Rules of Sailing (RRS) 2013 – 2016 • YA Special Regulations – Safety • YA Special Regulations PART 2 (Off the beach boats)

4.2 The following shall apply to all vessels at all times: • Transport Operation (Marine Safety) Regulations 2004

• International Regulations for the Prevention of Collision at Sea (COLREGS) 1972 • Cairns Port Procedures Manual – www.msq.qld.gov.au • Direction issued by the Regional Harbour Master (RHM) Cairns.

5. RACE OFFICER (OOD)

5.1 Shall be a person nominated by CYC to control the race event, monitor radio

communications and initiate rescue procedures if required. In the absence of a race

officer, to be the Rear Commodore, Fleet Captain, or delegate.

6. RACE CONTROL HEIRARCHY

6.1 The Regional Harbour Master (RHM) Cairns will have primary control over racing followed

by: 6.2 Race Officer (Officer of the Day – OOD) 6.3 CYC Rear Commodore, Fleet Captain or delegate 6.4 Sailors

7. RADIO COMMUNCATION

7.1 All vessels participating in the event shall be required to maintain radio communications on

VHS Channel 72 and a listening watch on VHS Channel 16 and a listening watch on VHS

12 while operating within the area under control of VTS Cairns. 7.2 For off the beach & dinghy division all support vessels are required to maintain

communication.

8. RESCUE / SAFETY SUPPORT

8.1 In the first instance all vessels shall use all means available including on board rescue and

safety equipment to ensure the safety of all on board and affect repair and rescue if

required.

8.2 A participating vessels shall be required to assist any boat in close proximity that is

requesting or directing assistance.

8.3 CYC shall provide a support vessel crewed where possible by two (2) people, adjacent to

the race area, to be deployed at the direction of the race officer.

9. WITHDRAWAL

9.1 For Yacht division, all vessels withdrawing from a race event shall notify the race officer

as soon as possible on VHS Channel 72.

9.2 For off the beach and dinghy sailing a vessel withdrawing from the race event will notify the race starter via signals in accordance with YA Special rules Part 2 and will be required to sign off as soon as practicable after arriving on the shore.

10.1 The RHM Cairns or his delegate through VTS Cairns shall have control over all ships at

the event including: • All official, participating and rescue ships. • Temporary suspension of an event if required to allow safe passage of port vessels. • Cancellation or moving the event if weather conditions are unsuitable.

11. SUSPENSION

11.1 The vessel skipper is responsible for any decision to participate or continue participation

in a race event as per Racing Rules of Sailing Rule 4.

11.2 The CYC reserves the right to cancel a race event if conditions are deemed unsuitable.

12. LOCAL RESCUE PROCEDURES

12.1 A vessels skipper is responsible for assessing the circumstances pertaining to the vessel

and crew and deciding if assistance is required.

12.2 If assistance is required the skipper or crew shall initiate notification by radio (VHS CH

16) or other means available to it in the following order:

• If a serious emergency exists, contact emergency services on “000” or VHS 16 • The race officer (OOD) • Adjacent vessels

12.3 The race officer will notify the Commodore or Rear Commodore, monitor the situation,

assist onshore services and coordinate CYC support vessels if required.

13. FIRST AID

13.1 Comply with YA Special Regulations – Safety; 13.2 YA Special Regulations Part 2 – Off the beach boats - Safety

14. EMERGENCY

14.1 Any Vessels skipper deciding that an EMERGENCY exists shall initiate emergency call

procedures direct to the available emergency channels.

15. PRE RACE BRIEFING

15.1 Where possible a briefing for sailors will be held prior to a race.

15.2 A pre race briefing will be conducted by the Race Officer (OOD) and include: a) Changes to Sailing Instructions. b) Safety reminder c) An update on local shipping movements provided by VTS Cairns (excluding Ellis beach) d) Reference to Part 4 Regulation and Compliance obligations di) Reference to prevailing

weather conditions.
