(IRSDC) is emerging as one of the significant arms of Indian Railway. Indian Railway possess wide potential to attain the role of key driver of Indian economy and has also been a major contributor to employment, mobility and GDP. IRSDC has adopted the critical reform-driven agenda of Indian Railway that has led to recent opening up of public-private partnership (PPP) opportunities. Railway stations development and redevelopment into world-class hubs will be a game changer in the railway industry and IRSDC is a front runner with 2 projects due for completion this year (Habibganj and Gandhinagar) and has more than 60 upcoming projects. The month of July has been inspiring for us. We felt that we are inching closer to our mission. „Networking‟ has brought positive results for us. Via Video Conferencing, we interacted with industry representatives, real estate developers and fund houses and received their tremendous support towards our ongoing and upcoming projects. An exclusive Roundtable Conference on „Attracting greater Private Investments and Commercial Development Projects on Railway Land‟ in collaboration with Invest India and Primus Partners was conducted. Eminent organisations participated, like, DLF Ltd, Hiranandani Group, Raunak Group, Shanders Properties & Infrastructure Pvt. Ltd. & Gesture Group, Adani Reality, Tata Housing, Welspun One Logistics, SG 18 Realty Pvt. Ltd., Bharti Realty, Pioneer Urban Land and Infrastructure Ltd., Signature Global and Poddar Housing and Development. A Video Conference was held with Sabarmati Riverfront Development Corporation Ltd. (SRFDCL). The agenda was to deliberate the redevelopment plan of Sabarmati Railway Station and to share best practices. The outcome of the discussion was that the efforts will be put together to provide a seamless world class experience to railway passengers and also to the visitors of the Sabarmati River Front commercial development areas. Another significant development pertains to the RFQs floated for redevelopment of Nagpur, Gwalior, Amritsar and Sabarmati Railway Stations. Out of the 32 submitted applications, 29 applications were shortlisted. 6 applicants have qualified for Nagpur, 8 applicants have qualified for Gwalior, 6 applicants qualified for Amritsar and 9 applicants for Sabarmati on the basis of Technical and Financial capacity. The Request for Proposal (RFP) for these four projects is under preparation and will be called shortly from the shortlisted applicants. In view of the priority accorded by the GoI to Station Redevelopment program, Hon‟ble Minister for Railways reviewed the progress and way forward in Station Redevelopment on 9.07.2020 and shared his vision for further expediting the program. Hon‟ble Minister for Railways also held a meeting on 11.07.2020 to review the development work of Gandhinagar Railway Station. Another Video Conference was conducted by GM, Western Railway on „Station Development‟. Gandhinagar, Sabarmati, Surat, Udhna, Andheri, Bandra Terminus, Indore, Borivali and Dadar projects were discussed. IRSDC evaluated RFQ Applications of Nagpur, Gwalior, Amritsar and Sabarmati Railway Stations.

29 Applications are shortlisted. 6 applicants qualify for Nagpur, 8 applicants qualify for Gwalior, 6 applicants qualify for

Amritsar and 9 applicants qualify for Sabarmati.

Indian Railway Stations Development Corporation Ltd. (IRSDC) invited RFQs (Request for Qualification) in December 2019 to redevelop the four railway stations i.e. Gwalior, Nagpur, Amritsar & Sabarmati and transform them into iconic city centres. On June 26, 2020 IRSDC opened the RFQ applications of these four railway stations and received overwhelming response from 32 developers and funds despite COVID19 scenario. IRSDC evaluated and shortlisted the applications received and out of the 32 applications, 29 applications are „Qualified‟ for the next stage. 6 applicants qualify for Nagpur, 8 applicants qualify for Gwalior, 6 applicants qualify for Amritsar and 9 applicants qualify for Sabarmati. The Applications were evaluated in accordance to the following Eligibility Criteria:- • Technical Capacity: Eligible Period: Over the past 5 financial years preceding the Application Due Date. Threshold value: The sum total value for eligible projects across various sectors for the Eligible

Period after applying factors for experience should be minimum twice the Indicative Project Cost (excluding Station Estate Development Cost) after applying the experience factor.

Individual Eligible Project Value: Each claimed eligible project not be less than 20% of the

Indicative Project Cost/ payments/ receipts, as the case may be.

• Financial Capacity: Minimum Net worth: 50% of the Indicative Project Cost at the close of preceding financial year

OR,

Minimum ACI: 50% of the Indicative Project Cost at the close of the preceding financial year (for AIF or Foreign Investment Fund).

The Request for Proposal (RFP) for these four projects is under preparation and will be called shortly from the shortlisted applicants. The total Indicative cost for redevelopment of the above four stations is about Rs. 1300 crore. The total built up area (BUA) allowed for commercial development is 54 lakh sq. ft. No land use change and prior environmental clearance is required for these projects as these are Railway projects under Railway Act 1989. IRSDC is the nodal agency for redevelopment of stations. The above four Projects hold distinction of being the first railway projects to have in principle approval of Public Private Partnership Appraisal Committee (PPPAC), formed by GOI for PPP projects. These four stations are also the first ones to have provision of pre-determined user charges on passengers and visitors as one of the main revenue stream for the concessionaire of the

redeveloped stations.

IRSDC conducted Roundtable Conference on the theme ‘Attracting greater Private

Investments for Commercial Development Projects on Railway Land’. In collaboration with Invest India and Primus Partners, IRSDC conducted an exclusive Roundtable Conference on „Attracting greater Private Investments and Commercial Development Projects on Railway Land‟ on July 1, 2020 via Video Conference. The aim of the Roundtable Conference was to provide a platform to key stakeholders from industry to understand existing partnership formats of

IRSDC for commercial development and discuss the alternate project structures that can be leveraged post the COVID-19 crisis. The Conference was chaired by MD&CEO, IRSDC, Sh. S.K. Lohia. Roundtable session received immense participation from about 12-15 key industry leaders. Mr. Rajeev Talwar, CEO, DLF Ltd.; Mr. Niranjan Hiranandani, Co-founder and MD, Hiranandani Group; Mr. Rajan Bandelkar, MD, Raunak Group; Mr. Sriram Chitturi, CEO, Shanders Properties & Infrastructure Pvt. Ltd. and Gesture Group; Mr. Shyamruproy Choudhury , COO-Affordable Housing, Adani Reality; Mr. Sanjay Dutt, MD, Tata Housing; Mr. Anshul Singhal, MD, Welspun One Logistics; Princess Sanyogita, Chairperson & MD, SG 18 Realty Pvt. Ltd.; Mr. S.K. Syal, CEO, Bharti Realty; Mr. Manjit Jaju, President, Pioneer Urban Land and Infrastructure Ltd.; Mr. Pradeep Aggarwal, Founder & Chairman, Signature Global, Mr. Davinder PS Sandhu, Co-founder, Primus Partners and Mr. Rohit Poddar, MD, Poddar Housing and Development were among the key participants in the conference.

MD&CEO, IRSDC briefly presented the overview of ongoing IRSDC projects and the future road map during the Roundtable followed by open discussion among IRSDC officials and industry stakeholders. The Roundtable session successfully addressed the issues of Developers, Market and Investors and suggestions were also invited to create a seamless operating structure. The participants also applauded the efforts of IRSDC and MoR, Govt. of India for achieving landmark strides and addressing most of the issues raised by them in earlier consultation with Hon‟ble Minister for Railways in a short span of time. IRSDC as single window approval agency and concession authority would be a great confidence booster to private sector. With the support of Hon‟ble Minister, MoR, IRSDC has been able to venture into PPP projects and has also achieved the support of big industry leaders during the course of action.

The key takeaways of the Roundtable session were- • Understanding the existing Partnership Formats of IRSDC for commercial development and

opportunities; • Opportunities which can be leveraged in post Covid times, the Alternate Project Structures; • Measures that can be taken to ease cash flows for developers which in turn will improve the

conditions for financing the Project; • Suggestions for improving contract conditions for developers to make it more attractive for

developers; • Provision of IRSDC becoming equity partner in the big station redevelopment projects; • Opportunities for Foreign Direct Investment (FDI); and • Understanding the Exit provisions for the developer, in the Concession Agreement for station

redevelopment along with commercial development.

Genesis for Form Based Codes(Part-4)

As per the decision of the Union Cabinet, in addition to being the nodal agency for stations redevelopment in the entire country, IRSDC is also now the main Project Development Agency (PDA). Further, IRSDC, besides Railways and RLDA, has been empowered by the above said Cabinet decision to approve its plans under the powers conferred to it as per section 11 of the Railway Act 1989. IRSDC has been directed to ensure that the development planned in Railway land after due consultation with Local bodies and other statutory authorities, is harmonious with its surroundings and generally follows the National Transit Oriented Development (TOD) Policy. In order to ensure un-hindered implementation of the vision, enabling codes are required to prepare and approve schemes that are received by IRSDC. Study of existing Building bye laws of Indian Cities shows inability of “Conventional Zoning Regulations” to enable “Mixed-use, mixed-income, high-density Transit Oriented Planning, otherwise made possible by “Form-Based Codes”.

Codes for Development of Railway-Layout Plan

A Layout Plan shall be prepared for the Layout Area and will indicate the configuration and sizes of all developable areas including Sub-plots, location of all proposed and existing Public, Major and Minor Roads with their widths,

dimensions of plots, location of drains, public facilities and services and electric lines. etc; area statement indicating the total area of the site, area under buildable envelopes, roads, open spaces, appropriate social infrastructure, as required by specific sections of the development control norms.

Property Development Cards (PDCs) as devised and adopted by Indian Railways, will be a new regulatory tool which shall uphold the spirit of Form Based Codes and outline sub-plot specific requirements of built form which ensures creation of safe, vibrant, people-centric and transit friendly built environment.

PDCs uphold the principles of National TOD policy, and prioritize safety, comfort, and experience for users in upgraded station areas.

Codes for Property Development Cards for Railway Sub-Plots

Layout Plans approved by Authority shall be a regulatory document for the given land parcel it has been prepared for. It will be prepared as

per the Development Control Norms, Handbooks, Guidance Documents, SOPs and other regulatory documents and directives issued by IRSDC or any other regulatory body.

Building Design Codes for Development of Railway Sub-Plots (Part-4)

Indian Railways envisions to develop Railway Station areas as Railopolis, which will provide opportunity to-

One of the principles of Railopolis is „flexibility of use of floor spaces at any time during the life cycle of the buildings‟ based on market demand. To ensure flexibility in use of buildings and their parts, the building design codes for development of Railway Sub-Plots have been normalized considering all assets are planned as „mixed use‟.

On July 11, 2020, Hon‟ble Minister, Ministry of Railways, Sh. Piyush Goyal held a meeting with Railway Officials and reviewed the development work of the Gandhinagar Railway Station. Hon‟ble Minister also highlighted that the station once redeveloped will be at par with

international standards and have world-class passenger facilities.

MD & CEO, IRSDC, Sh. S.K. Lohia participated in GRI Global Urban Mobility e Summit 2020. He delivered his remarks on “City Planning - How to rethink metropolitan mass transport post-COVID 19?”. He spoke about the key elements to consider while designing new mobility public policies, what role multilateral agencies, national and development banks can play, how to regain commuters' confidence and whether it is necessary to review the new project's demand forecast.

South Central Railway has installed a user

Friendly 3 D Model at Secunderabad Railway

Station

A 3 D Model has been installed at Secunderabad Railway Station to easily identify and locate various passenger amenities at the station. The Model displays the basic architecture of the building and the layout of the station. All amenities are grouped into 24 categories and a button is given to each amenity. Passengers can

switch on the button of the relevant amenity to easily locate it in the station through the LED light on the model. Passengers can easily locate amenities like Retiring rooms, Help desk, Wheelchairs, Refreshment kiosks etc.

Planning section Updates

On 17.07.2020, a discussion via Video Conference was held with Dr. Vivek Singh and Dr. Rahul Upadhyay, Senior Consultants, GSI Planning & Management Co. regarding EIA Guidelines issued by MoEF for exemption from prior EIA clearance from State/Central

Authority to Railway projects including Commercial Development. Basis the meeting held, IRSDC has following actionables to undertake: a) Set up an Environment Unit at HQ & Site

offices. b) Prepare Model Scope Of Work for consultants to prepare EIA/EMP reports.

c) Develop a Sustainable Environment Policy of the organisation. d) Build Environmental and Social Framework for responsibility matrix. e) Make necessary provisions in DA/Contract to implement EMP.

In July 2020, IRSDC has processed 54 Residential Units for Northern Railway at Chanakyapuri on online portal OPAAS- Online Plan Assessment and Approval

System for forwarding to DUAC & DFS.

Sanitizer & Mask Dispensing kiosk installed at

3 Facility Management stations

To provide Sanitizers and Masks to passengers at reasonable prices, „Automatic Sanitizer and Mask Dispensing Kiosk‟ has been made operational at three railway stations, Chandigarh, Secunderabad and KSR Bengaluru. The kiosk will soon be made operational at

Anand Vihar Terminal Railway Station and Pune.
