Issue No: 10 | January - 2020 | New Delhi Newsletter Dear Patrons/Stakeholders, Continuing with the momentum of December 2019, IRSDC has invited RFP for commercial development of Chandigarh, Anand Vihar and Bijwasan Railway Stations. These RFPs are unique in nature as for the first time Form Base Codes are prescribed by IRSDC for development at sub plot level. Form Based Codes ensures flexibility in ground coverage, promoting efficient use of land while helping in achieving the concepts of eye- on the street, walkability, public connections, common areas etc. As per the vision of IRSDC, railway stations will develop as 24x7 City Centres named „Railopolis‟, which shall be pedestrian friendly and promote safe environment for women and children. The objective is to have high density development with more public green areas for value creation and quality of life. This initiative is in line with the guide book published by Ministry of Housing and Urban Affairs (MoHUA) on „Form Based Codes‟ and „National Transit Oriented Development‟ (TOD) policy. Basic principles of National TOD Policy have been translated into layout plan in the form of- Layout plan as regulating plan adopting National TOD Policy objectives and applicable development guidelines. Green area layout plan giving details of the green area integrated with public movement and active public spaces. Street layout plan ensuring safe pedestrian movement and integration with various modes of transportation. Pedestrian movement and bicycle network plan. Public transport network plan etc. Form Based Codes are prescribed through Property Development Card which shall be sub plot wise sets of regulation card. In addition to above, Customer Experience vertical of IRSDC is improving and adding facilities at various stations to maximise passenger experience. The month of January saw inaugurations of facilities such as escalators and dairy products stall at KSR Bengaluru and Secunderabad Railway Stations. Happy reading!! Railway Board Member Engineering, Sh. Vishwesh Chaube and MD&CEO IRSDC, Sh. S.K. Lohia addressed the gathering and clarified the queries of bidders. Anand Vihar Terminal Railway Station gets ‘Eat Right’ station certificate. Anand Vihar Terminal Railway Station in New Delhi has been conferred with 'Eat Right Station' certification with the five-star rating by the Food Safety and Standards Authority of India (FSSAI) for food safety and hygiene. 'Eat Right Station' initiative is a part of the 'Eat Right India' movement launched by FSSAI and an FMCG major which is aimed at promoting food safety and hygiene at the static catering units at railway stations. Due to the consistent efforts of IRSDC team members, Anand Vihar Terminal Railway Station received highest ever rating on Indian Railways i.e. 92%. Sh. Vishwesh Chaube, ME, Railway Board & Sh. S.K. MD&CEO, IRSDC participated in the Study Tour of the “Parliamentary Committee on Railways” on 4th January 2020 where deliberations were held on „Passenger Amenities including Modernization of Railway Stations in South Central Railway with special reference to modernization of Tirupati station‟.

at Anand Vihar Terminal Railway Station

Four waiting rooms are functional at Anand Vihar Terminal Railway Station. These rooms are open 24 x 7 and have cushioned benches, washroom facility and right ambience to relax. Services of AC waiting rooms can be availed at a bare minimum cost of Rs. 20/- for first two hours.

Form based Codes- Chandigarh Railway Station

IRSDC HIGHLIGHTS • Republic Day was celebrated with full zeal at Anand Vihar, KSR Bengaluru, Secunderabad, Pune and Chandigarh Railway Station • At IRSDC Corporate office, e office has been implemented. • IRSDC team at KSR Bengaluru Railway Station took over the operation and maintenance of waiting rooms at the station. • New Parking Rates are applicable at KSR Bengaluru Railway Station from 25th January 2020.

Ministry of Housing and Urban Affairs has issued a Guidebook on Form based codes. As per the Guidebook, Form Based Codes (FBC) is a planning and zoning tool that is used for regulating development using physical form rather than land use segregation as the organizing principle for the code. It aims at contributing to better quality of life by fostering a high-quality public realm. FBC is a bottom-up development approach which aims to achieve economic, social and environmental sustainability while ensuring contextual planning that is functional and in accordance

with the development goals of the city. The keystone of FBC is community involvement in not only determining community needs and priorities but also in its development and implementation. Methodology/ Process for Form based Codes
