COMMISSION MEMORANDUM NO. 8714 DATE: January 17, 2013 TO: Project Agreement 21 Committee SUBJECT: Reach IV-B Upper Line Cleaning PREPARED BY: Carlos Quintero, Project Manager RECOMMENDATION It is recommended that the Project Agreement 21 Committee receive and file. DISCUSSION On October 16, 2012, the Commission approved a contract with Trautwein Construction in the amount of $380,699 to relocate two sections of Reach IV-B Upper of the Brine Line, install eight new Maintenance Access Structures (MAS), and remove and replace one MAS. The purpose of these improvements was to provide complete access to Reach IV-B Upper to perform maintenance and condition assessment. The main discharger to this section of the Brine Line, the Arlington Desalter, shut down their discharge November 13 through November 21, 2012. During this shutdown, SAWPA focused on cleaning a section of the Brine Line between MAS 4B-0580 and 4B-0560 with significant scale accumulation, taking advantage of the MAS installed at the new location 4B-0570. After the improvements were in place, a line cleaning effort was scheduled between December 10 and December 21 to clean most of the extent of Reach IV-B Upper (approximately 20,000 linear feet). SAWPA relied on its on-call contractors for line cleaning, line inspection, and debris hauling and disposal. WMWD Collections assisted SAWPA in opening and sealing the MAS, as well as monitoring the re-start of the Arlington Desalter. The estimated cost of the line cleaning effort is $133,000. Another line cleaning effort is planned for April 2013 to reduce the likelihood of hydraulic constraints on Reach IV-B Upper during the summer months. Inland Empire Brine Line Reach 4B Upper Winter 2012 Line Cleaning Summary

Line cleaning is performed twice per year on Reach 4B Upper of the Brine Line to remove calcium scale from 4 miles of 16- and 18-inch PVC, HDPE, and Ductile Iron pipe. Line cleaning is performed with a variety of nozzles, including but not limited to, chain flail, bottom dweller, warthog, etc. The Arlington Desalter was shutdown from December 10 (5 am) to December 21 (12 pm). Line Cleaning Activities

A total of 15 MAS lids were removed prior to beginning line cleaning operations. Jamison Engineering and WMWD Collections staff assisted with this effort. Each lid takes approximately 45 minutes to remove and one hour to close. HazMat Trans provided tanker trucks to assist with line draining to allow opening of the MAS near the intersection of Buchanan and Sampson Streets as well as the recently installed MAS along Sampson Avenue, west of McKinley. MAS lids were opened on December 10 and 11. Line Cleaning took place from gravity MAS starting on December 10 and continued through December 21. Pro-Pipe provided two line cleaning crews and one water truck. A third line cleaning crew was added on December 18 through December 20. Pro-Pipe provided CCTV inspection every other day to allow assessment of pipe condition and allow SAWPA staff to direct the line cleaning crews to specific areas. The debris removed from the system during line cleaning was discharged into dewatering bins equipped with a fabric filter. Once the material in the bins was dry enough, it was hauled to the Colton Municipal Refuse Facility for disposal. The bins were rented from Adler Tanks and HazMat Trans provided bin transportation services. SAWPA acquired a ramp to allow rotate the discharge into the bins. The ramp was moved with an all-terrain fork-lift. The MAS were sealed starting December 20 and concluded on December 21. The Arlington Desalter resumed discharge to the Brine Line on December 21, 2012 at 12:00 pm. WMWD Collections provided monitoring during start up of the Arlington Desalter. Cost

Final costs still are being determined for the project. An estimated cost based on actual invoices and estimated charges is $134,100.
