The effects of introducing dual education
An increase in the attractiveness of Russian regions for investment thanks to training, which meets the requirements of state-of-the-art technological branches of industry, based on dual education
The redistribution of the funding of cooperative programmes for staff retraining to the benefit of state education system – the training of staff
A significant growth in the qualifications of staff and an increase in the prestige of professions as a result of the development of new forms of education
4
DualEducation
Aims of the introduction of the system of dual education
The completion of the training programme taking into account real economic demands for qualified staff in order to increase the attractiveness of regions for investment
The development of professional standards for current professions in business
The development and modernisation of educational programmes in accordance with the demands of professional standards
A change to the mandatory requirements of an organisation and of the contents of educational programmes
The development of a mechanism of independent evaluation of the qualifications of staff
The optimisation of taxation in order to attract businesses to finance the training of staff
5
DualEducation
The necessary systematic changes at everystage of the training
The current situation in Russia A better practice
A booking is made by the government throughdistributing budgetary places in educational establishments without taking into account the needs of companies in the region
The formulationof a booking forenrolment and
training, enrolment,enrolment of
students
The formulation ofa booking for enrol-ment and training, enrolment, enrol-ment of students
A booking is made by a company 5-10 years inadvance. It is discussed by the Board of Direc-tors with the current state of staff and growth perspectives in mind
The selection of students only on their generalknowledge (EGE) and state (total) certification, from 2013 accepted by application
The formulation of a booking for enrol-ment and training, enrolment, enrolment of students
Active career guidance for schoolchildren, fromthe youngest classes (primary school), the se-lection of school leavers also on their level of technical reasoning. The demographics of the region and country are taken into account
In the framework of the state educational stan-dard, the opportunities for reorientation in the Russian system of secondary professional edu-cation are quite wide
The company compiles the educational pro-gramme. The company has a wide range of opportunities for the distribution of resources between disciplines in the framework of one specialty
6
DualEducation
The necessary systematic changes at everystage of the training
The current situation in Russia A better practice
Education is cut off from production.Minimal time is given to practical work at the firm. Academic classes and professional train-ing are completely separate
Organisation of theprocess of study
Extra-curricular andpedagogical work
Maximal orientation towards production. A large number of the practical classes take place in the educational centre and workshops of the company
The system of class work, preserved from So-viet times, is changing, it is not at all orientated at the future work of students(it is an accreditation indicator, budget money is set aside for extra-curricular work)
Teachers are experienced production workers.Academic education is separated from profes-sional education and, as a rule, takes place on a separate day
From the very beginning directed work takes place on the development of creative skills, responsibility, team work and leadership
7
DualEducation
The current situation in Russia A better practice
The aimless admission of students. The number of students is not planned, nor is the direction of the training, nor any specialisation in a field of work. For economic expedience, all educational establishments strive to take on as many students as possible, paying no attention to their personal qualities and capabilities and the requirements of the firm. The minimum number of practical classes. The location of training is not at all related to the future work placement. Tutorship in the workshops is eithercompletely lacking or very poor
Practical work,tutorship, work
placement
Professionaldevelopment and
growth
The enrolment of students onto the course is donewith a clear understanding of where he will be working, practical work during the training is completely orientated at training and adapting the student to a concrete working environment in a certain work-group (shift). In workshops the leadership of the tutor is honourable and relevant. The training is high quality. After finishing the course, the student remains in the field of his training
College leavers do not have career growth of any planned or regular nature. Much relies on the personal qualities of the school leaver and coincidences of circumstance
Every school leaver, who has gone through profes-sional training, has opportunities for professional and career growth. The fundamental criteria for evaluation are the high quality execution of opera-tions, the tutorship, and the increase in the profes-sional standard. Training with the aim of receiv-ing the title of master.
The necessary systematic changes at everystage of the training
