RUISHTON AND THORNFALCON PARISH COUNCIL

CASUAL VACANCIES There are three vacancies on the Council. So, could you help keep Ruishton & Thornfalcon a vibrant, good place to live by becoming a Parish Councillor? You could be in at the ‘grass roots’ level of Local Government and be involved in making things happen or getting things sorted! You could get local views about local is-sues brought to the attention of the powers that be. Being a councillor, you would attend meetings and generally keep up to date with things or you could be more active and take on a responsibility in an area that interests you. Any person interested in becoming a Parish Councillor should contact the Heather Bryant by phone 01460 234770 or e-mail [email protected] for more information. Or speak to a present Councillor.

HIGHWAY ENGLAND - A358 TAUNTON TO SOUTHFIELD SCHEME (HE) Highway England has announced in July that they have chosen a modified version of the pink route as their preferred route for this scheme. Please see the Council’s reaction to the chosen route as a separate report on the web site as there was no newsletter for August. Highway England has set up a Community Forum for Parish Councils and other interested parties. This Forum has met once in March 2019 and another meeting was planned after Highway England had chosen their preferred route. The Council expected that another meeting would be arranged soon after the announcement date but the Council has heard nothing so far.

PARK AND RIDE There has been another inappropriate encampment at the park and ride so soon after the last encampment during the World Cricket event. This time Taunton was holding its Flower Show. The Parish Council consid-ers that a permanent solution must be found as the inconvenience, especially if the Park and Ride has to be closed, the cost of the security and the cost of clearing the site is unacceptable. Somerset County Council are supposed to be working up a scheme of physical measures to prevent such incursions in the future. The Parish Council has requested to be involved with the discussions.

A NEW DOG BIN ON THE CORNER OF CHURCH LANE This has been outstanding for several months. It should have been all in place for Somerset West and Taun-ton Council to action. However, probably due to the merger of Taunton Deane Borough Council and West Somerset and then the unexpected high voluntary redundancy take-up, which has left Somerset West and Taunton Council short staffed -it has ‘slipped through the cracks.’ The good news is that Somerset West and Taunton Council has employed a Localities Officer who will help to move forward problems from Parish Councils to the appropriate Officer or Department. The Council would like to thank the District Councillor, Sue Buller, who has helped to move this issue forward.

SOMERSET WEST AND TAUNTON STATEMENT OF COMMUNITY INVOLVEMENT CONSULTATION The Strategy team at Somerset West and Taunton Council have started work on the Local Plan for the new Council area and of a consultation on the Statement of Community Involvement between 19 July and 30 September 2019. The Statement of Community Involvement (SCI), sets out to involve the residents, busi-nesses and others when they look at local development. To access the documents online please visit www.somersetwestandtaunton.gov.uk/sci Paper copies of the document will be available to view in the reception of the Council offices at Deane House, Belvedere Road, Taunton TA1 1HE and West Somerset House, Killick Way, Williton TA4 4QA.

RIVER BANK At the Ruishton Parish Council meeting in August riverside safety was an agenda item, due to the fact that recently two people had fallen into the River Tone. Both of these occurrences requiring the attendance of the emergency services. The Parish council has therefore undertaken a preliminary review to ascertain the current state of the river bank within the parish, together with the river bank that has a footpath leading to the Hankridge retail park. (this part of the river actually falls under the remit of West Monkton Parish Council) The river bank that is normally accessed via. Goosey Lane should not cause any concern in the immediate future, as long as footpath users keep to the visible path which is a safe distance from the river’s edge. However, the footpath that runs from Church Lane to the Hankridge retail park has some areas where the footpath is within 1.5 metres of the waters edge, which also has a sloping bank. Ruishton Parish Council will formally raise this particular concern with both West Monkton Parish Council and the Environment Agency.

D COUNCIL 2019 4.9.19 2.10.19 6.11.19 4.12.19 Council Meetings commence at 7.30pm (unless otherwise stated) and are held in Ruishton Village Hall. There is an opportunity at 7.30pm for the public to make comments or ask questions. A full set of minutes can be seen our website at www.ruishton.org.uk Parish Clerk: Mrs Heather Bryant, Northay House, Northay, Chard. TA20 3DN. Tel: 01460 234770. Op Gannex - Road closures during flooding Many of you will have heard of Op Gannex in Ruishton. It is a group of police volunteers who live and work in Ruishton, Henlade and Creech St Michael who help the police manage the road closures in Ruishton and Henlade in times of flood. This frees up the emergency services at a busy time for them and means we get prompt road closure and openings. This is helpful to the village as villagers can be sure that when the signs are in place, this does mean that there is still danger on the roads. I have been involved in Op Gannex since the first parish meeting in spring 2013. Op Gannex, the name refers to a waterproof coat, was a pilot scheme from the police. We were the first village to be chosen. Sadly it hasn’t been able to roll out to lots of villages so we consider ourselves very lucky to have been involved and hope it will continue to thrive. After 6 years, work commitments now take me away from the village too often to continue my role as Co-ordinator so Ian Tucker has kindly offered to take over the existing team in Ruishton, and supporting Henlade’s team. If you would be interested in volunteering the police checks and training are quick and easy. We all need to work, but if you are prepared to help in the hours you are at home please do contact Ian. The more volunteers there are, the more likely we can provide the service we aim to achieve. Ian Tucker can be contacted on 01823 443153. This will be updated on the village website. Thank you for your support. Xanthe Lukes

Creative Writing Competition 2019 Deadline for entries 20th December 2019 “Looking at the sky, the clouds, the moon and the stars really does make me feel calm and hopeful… Nature makes me feel humble and ready to face every day with courage.” – Anne Frank We are inviting young people in Somerset, aged 10-18 years, to give us their thoughts on the above quote. Responses can be a short story, poem, prose or a play; we look forward to seeing the creativity that our County has! Visit www.somersetannefrankawards.co.uk for more details.

In Stitches @ St George's are very pleased to have been awarded 3rd place for their entry “Rhymes In Stitches” in this year's Yarn Bombing competition. The knitted /crotchet nurse-ry rhymes have been seen and enjoyed by many people dur-ing the summer. They were on display at Ruishton Church throughout July (with the exception of an appearance at the Ruishton Village Day) and were in the Children's Village at Taunton Flower Show in August. There is also a possibility that we may be able to display the “Rhymes” at the Somerset County Show in September which will be a “first”. As always, a big thank you to everyone who helps us to bring our ideas to fruition

UPDATE A big thank you to everyone who came to Village Day and gave their thoughts as to what they may wish to see happen to the “old” A358 once the new road is built. We gathered some great feedback and ideas from you which will be used when considering the future of this road and surrounding area. Regarding our Neighbourhood Plan, we are pleased to be able to tell you that now the A358 route has been announced, we can move ahead with the work needed to complete our plan. We would encourage you to take part in any consultations as we progress. In addition, it is really important for everyone to participate in any Highways England consultations on the A358 proposals as it affects you, our local roads and environment. Make sure you have your say. If you would like to find out more about your Parish Neighbourhood Plan, please visit the Parish website www.ruishton.org.uk.
