Introduction The purpose of the Royal Manticoran Navy Uniform Regulations is to: (1) Provide

descriptions of all authorized Royal Manticoran Navy uniforms and components, and (2)

Provide guidance for all Navy activities prescribing uniform wear in order to present a

uniform image world-wide.

Definitions:

RMN= Royal Manticoran Navy

SKM= Star Kingdom of Manticore

Officers= Commissioned and Warrant officers

Enlisted = a member of a military rank below a commissioned officer or warrant officer

(E-1 through E-10)

Non-Commissioned Officers = Enlisted personnel - Petty officers and Chiefs (E-4

through E-10)

All ranks= all RMN personnel, including enlisted, warrant, and officers

These Orders of Dress are based on one of two basic forms of clothing:

Coveralls are worn by enlisted personnel for all Orders of Dress except in the case of

Dress Uniforms for Chiefs (i.e. grade E-7 through E-10), which are tunics. Dress

Uniforms are not worn by personnel of grade E-6 and lower (the Service Dress

coveralls are the most formal order of dress available to them). Coveralls are worn by

officers for Working Uniform only.

Tunic (worn with trousers) is worn by officers for all orders of dress except Working

Uniform (the least formal) and Mess Dress (the most formal). Enlisted personnel of the

grade of Chief Petty Officer and higher (i.e. grades E-7 through E-10) wear the tunic

for their Dress Uniform. The tunic is black and includes gold piping around the plastron

and the collar. The hem of the tunic will be at the wearer’s knuckles when the wearer

is standing with his/her arms are at his/her sides. It should be noted that the Dress

Uniform tunic, while of the same form as the tunic worn by officers for Undress and

Service Dress, includes gold buttons and “is more sharply tailored, made of more

expensive (and less utilitarian) materials, uses gold bullion for its insignia.” Mess Dress

replaces the tunic with a coat of different shape (a longer frock coat for senior officers

and a short jacket for junior officers).

Illustrated on the following page are the five Orders of Dress available for an officer (O-

1 and up) and the four Orders of Dress available to enlisted personnel of grade E-7

through E-10.

Note that for enlisted personnel grades E-1 through E-6, the Dress Uniform is

not available and the Service Dress uniform is the most formal Order of Dress

available.

Enlisted Personnel grades E-1 through E-3 will not have the department color

trim on their uniforms, except for the trousers stripe on the Service Dress

uniform.

Description of Each Order of Dress

1. WORKING UNIFORM

The Working Uniform is worn for duties that involve environments and tasks in which

the wearer expects to get their clothing dirty. For all ranks the Working Uniform

consists of black coveralls.

For officers and for enlisted ratings (E-1 through E-3) the coverall is all black.

For Petty Officers (E-4 and above) the coverall is black with stripes of the

wearer’s departmental color down the outer leg seams and around the shoulder

seams.

The only insignia worn on the Working Uniform is a name tape on the left breast, and

rank insignia.

For Officers, the rank insignia is woven into the name tape above the wearer’s

name.

For enlisted personnel the rank is indicated by stripes on the upper left arm, and

will include the wearer’s specialist rating patch. Enlisted rank stripes are in the

color of the wearer’s department.

Warrant officers will have their crown pips woven into the name tape similar to

commissioned officers, and will also have their rank chevrons on the left sleeve.

2. SERVICE UNDRESS UNIFORM

The Service Undress Uniform is worn for most standard shipboard duties that do not

include dirty tasks or environments. For officers, this would be the daily watch-

standing uniform unless otherwise ordered.

“The RMN uniform is black and gold. Officer's undress uniform consists of a black,

double-breasted tunic (which seals up the right side and has relatively long skirts which

fall to the upper thigh), a white blouse, and black trousers. The tunic collar is "Prussian"

in style-high and round but loose enough for comfort-and the blouse collar is a

turtleneck. Trousers are fairly loose and straight cut to just below the knee, at which

point they flare out and are bloused into low-topped space boots. The tunic's tailoring is

slightly wasp-waisted, and bears thin gold piping up either side of the cross-over front

panel. Trousers are untrimmed.”

Officer Service Undress Uniform

(Commander)

The Officer Service Dress Uniform is a black tunic worn over white turtleneck

blouse, black trousers. The tunic includes rank stripes on the cuffs, nametape on

the left breast, rank pips on the collar, ship patch on the left upper sleeve, and

the RMN patch on the right upper sleeve.

Enlisted Service Undress Uniform E1 - E3

(Environmental Technician Third Class)

“Enlisted undress uniform is considerably simpler than officer's uniform, consisting of a

tailored, one-piece coverall in standard Navy black. Name is worn on the right breast.

The shoulder yolk is done in the branch color as are the rank stripes on the sleeves.

Red for tactical, green for medical, yellow for communications, white for engineering

and electronics, brown for logistics, etc. Additional specialist insignia is worn on the

upper left sleeve as a shoulder patch under the unit name for all ratings and noncoms.”

Enlisted Service Undress Uniform E4 - E10

(Master Chief Damage Control Mate)

Coveralls similar to Working Uniform, but with the addition of:

Ship patch on the upper left sleeve above rank and rate insignia,

Service hash marks on the left lower sleeve,

RMN patch on the right upper sleeve.

Monarch’s Thanks, Mentioned in Dispatches, and Wound Stripes (if

awarded) are worn on the upper right sleeve below the RMN

patch.

Warrant Officers: Same as enlisted, except rank insignia is on the name tape as

for officers.

3. SERVICE DRESS UNIFORM

The Service Dress Uniform is worn for more formal duties, such as those involving

interaction with the public.

“Cuff stripes are bands (usually referred to as "rings") of gold braid. A "normal ring" is half

an inch wide; half stripes are one quarter inch wide, and broad stripes are 1 inch wide.

In addition to the cuffs, a matching number of thin gold stripes are carried on the

tunic's shoulder boards. The shoulder board stripes run front-to-back, not side-to-side,

and work in from the outer end of the shoulder board. The background color of the

shoulder board is red, not black, except for Flag Ranks with "Of the Green" where the

shoulder boards are green.

“The left shoulder of the tunic normally bears the name and hull number of the wearer's

current ship (i.e. HMS Fearless, CL-56) in an "upside-down" horseshoe arrangement

immediately below the shoulder seam. The right shoulder bears the gold-and-scarlet

Manticore badge of the RMN. Collar insignia are worn on the tunic's collar, not the

blouse's, but the same insignia may be worn on an embroidered patch on the left chest

of the blouse, immediately above the pocket. Medals, ribbons and qualification badges

are worn on the left breast of the tunic for the Service and Dress Uniforms, but are not

worn on the Undress Uniform. In addition, starship commanders wear one star,

embroidered in gold thread, for each hyper-capable command they have held, above

their other ribbons.”

Officer Service Dress Uniform

(Commander)

Similar to the Undress Uniform, but with addition of:

Name plate on right breast (replacing name/rank tape on left

breast)

Rank shoulder boards

Award ribbons on left breast, including starship command star(s) if

awarded, unit awards (if awarded) are worn on the right breast

above the nameplate.

Similar to the Undress uniform, but with the addition of:

breast)

Rank pips on collar.

Award ribbons on left breast, unit awards (if awarded) are worn on

the right breast above the nameplate.

Enlisted Service Dress Uniform

(Corpsman Chief Petty Officer)

Enlisted Service Dress is a coverall with gold piping up the center and around the top

of the collar.

There is a 4cm (1½ in) stripe down the leg seams in the wearer’s department

color and the jacket trim is 1.25 cm (½ in) gold.

The name plate is worn on the right breast (replacing name/rank tape on left

breast), and award ribbons are worn on the left breast, with unit awards (if any)

are worn on the right breast below the nameplate.

Monarch’s Thanks, Mentioned in Dispatches, and Wound Stripes (if awarded) are

worn on the upper right sleeve below the RMN patch.

For enlisted personnel of grades E-1 through E-6, Service Dress is the most

formal order of dress worn.

4. DRESS UNIFORM

The Dress Uniform is worn for formal occasions. For Enlisted Chief Petty Officers (E-7

and higher) this is the most formal order of dress.

“Dress uniform is similar to Undress and Service but is more sharply tailored, made of

more expensive (and less utilitarian) materials, uses gold bullion for its insignia and

bullion thread for cuff bands, and has gold piping up the outer trouser seams. In

addition, the tunic bears nine false buttons up either side of the double-breasted flap,

and the shoulder boards bear the appropriate collar insignia "inboard" of the gold stripes

for all ranks except Admiral of the Fleet.”

Officer Dress Uniform

(Commander, Knight of the Order of Queen Elizabeth)

The Officer Dress Uniform is similar to Service Dress, but constructed with more

costly materials and more formal tailoring. In addition:

Eighteen (18) gold buttons are worn, with nine on either side of the

plastron. The buttons are decorative rather than functional, as they do

not actually fasten the plastron.

Additionally, the trousers have 2.5 cm (1 in) wide gold stripes up the

seams.

The shoulder boards bear the appropriate collar insignia "inboard" of the

gold stripes for all Commissioned Ranks except Admiral of the Fleet.

Ribbons may be replaced by medals for awards that include medals.

Enlisted Dress Uniform

(Senior Master Chief Damage Control Mate)

“Dress uniform for both enlisted and non-commissioned ranks is a simplified

version of officer's dress uniform, with the addition of trouser piping color-coded

as for undress uniform.”

For Enlisted personnel up to E-6 (Petty Officer First Class), Service Dress is

the most formal uniform.

Grades E-7 (Chief Petty Officer) and higher may wear Dress uniforms, the

same as for officers except that the trousers seam stripes are 4cm (1½ in)

wide and of the color of the wearer’s department.

Enlisted personnel and Warrant Officers do not wear shoulder boards.

Rank is indicated as appropriate for wearer’s grade: for enlisted personnel

with stripes on the upper left sleeve, with service hash marks on the

lower left sleeve.

Like the Officer’s Dress Uniform, award ribbons are worn on the left side

of the chest and a name plate is worn on the right. However, there are

no shoulder boards, the collar has no rank insignia and rate insignia is

worn on left sleeve as normal. For Warrant Officers rank is indicated with

the appropriate pips on the collar, as well as chevrons on the left sleeve.

5. MESS DRESS

Mess Dress is worn by officers (commissioned and warrant) only and is the most

formal order of dress worn in the RMN. It is the naval equivalent to civilian

formal evening wear or court wear.

“Mess dress follows dress in overall concept, but for officers below the rank of

Captain Senior Grade (O-6B) the tunic is replaced by a short-waisted coatee which

ends at belt level. Senior grade captains and flag officers wear a longer tunic-

indeed, almost a frock coat-and a golden sash. In addition, jacket and trouser

seams are picked out in gold piping and a dress sword is a non-optional portion

of the uniform for all officer ranks. Mess dress's tunic collar is much tighter than

for dress uniform.”

Officer (O-1 - O-6A) Mess Dress Uniform

(Lieutenant Junior Grade)

Warrant Officers wear the same form of Mess Dress as do O-1 through O-6A

Commissioned officers, except that they will not have the epaulettes and cuff rank

stripes, but will instead have chevrons appropriate to their grade on their left sleeve.

HEADWEAR

A beret is worn with all Orders of Dress. The beret breaks to the right and bears a

patch featuring the SKM arms on left. Starship commanders’ berets are white; all

others are black.

FOOTWEAR:

Working Uniform through Service Dress Uniform pants are bloused above black boots.

Dress and Mess Dress uniforms are un-bloused with black shoes.

Placement of Insignia

Beret patch: placed above the outer edge of the wearer’s left eye. The bottom

of the patch shall be 1 cm (3/16 in) above the edge of the beret’s band.

RMN patch is worn on the right sleeve. The top of the patch is placed 5cm (2

in) below the shoulder seam.

Ship patch is worn on the left sleeve. The top of the patch is placed 1.5cm (5/8

in) below the shoulder seam.

Enlisted rank insignia is worn on the left sleeve centered midway between the

shoulder seam and the elbow.

Ratings Badge is placed 2.5 cm (1 in) below the ship patch.

Award Stripes for Monarch’s Thanks, Wound Stripes, and Mentioned in

Dispatches are worn on the right sleeve. If more than one of these has been

awarded, they are placed in descending order as listed above with the higher

award above. The stripe(s) run at a 30 degree angle from the line of the cuff.

The ribbon is worn 3cm (1 ¼ in) below the RMN patch’s lower left corner and

8cm (3 1/8 in) below the lower right corner. The highest point is at the rear of

the sleeve. Devices for multiple awards are centered on the stripe. When

sewing the stripe onto the sleeve, the edge should tuck into the sleeve seam on

the inside of the arm.

Enlisted service hash marks are worn on the left sleeve 5cm (2 in) above the

edge of the cuff.

Officer’s cuff rank stripes (or “rings”): The edge of the first stripe is 2.5cm (1

in) from the edge of the cuff. Distance between stripes is 1.25cm (1/2 in).

A "normal ring" is half an inch wide

Half stripes are one quarter inch wide

And broad stripes are 1 inch wide.

Officer’s and Warrant Officer’s collar rank insignia are centered between

the top and bottom piping of the collar and the inner edge of the insignia is 2

cm (3/4 in) away from the vertical collar piping.

Name tapes, when worn on coveralls, are worn on the left breast 2cm (3/4 in)

above the chest pocket flap, or 10cm (4 in) or below the front of the neck seam,

above the chest, centered on a line midway between the center front of the

garment and the left sleeve seam. When worn on tunics, name tapes are worn

on the left breast, 1 cm (3/16 in) below the piping of the plastron and 2cm (3/4

in) from the left side piping.

Name plates for all ranks when worn on the tunic, are worn on the right side of

the plastron 3.5cm (1 3/8 in) below the gold piping, centered on a line midway

between the center front of the garment and the right upper corner of the

plastron. When worn on coveralls, the nameplate is worn 10cm (4 in) below the

front of the neck seam, centered on a line midway between the center front of

the garment and the right sleeve seam.

Award ribbons are worn on the left breast centered on a line between the

centerline of the garment and the left upper corner of the plastron. The top

edge of the ribbons is 3.5cm (1 3/8 in) below the piping of the plastron. If

Starship Command stars are worn, the stars are centered on the same line as

the ribbons, the top of the star(s) are 1 cm (3/16 in) below the plastron piping,

and the top of the ribbons shall be 1 cm (3/16 in) below the bottom of the

star(s).

Unit award ribbons are worn centered 1cm (3/16 in) below the nameplate.

Dress uniform buttons are centered 2.2 cm (7/8 in) from the inner edge of the

plastron piping. The top button on each side is centered 2.2 cm (7/8 in) from

the inner edge of the top line of plastron piping and the buttons are equally

spaced so that the bottom button on each side is centered 12.5 cm (5 in) above

the hem of the tunic. The spacing between buttons will vary based on the

height of the wearer.

ADMIRALTY ORDERS AFFECTING WEARING OF UNIFORMS

To: All Officers and Enlisted in the Royal Manticoran Navy, Marine Corps and Army

Re: The Wearing of Covers (Admiralty Order 1204-03)

As of the date of this Order the following will be the official policies of all Divisions of The Royal

Manticoran Navy: The Official Honor Harrington Fan Association, Inc. with regards to the

wearing of covers with Uniforms.

WHEN TO WEAR:

When in open convention areas (atriums, corridors, foyers, outside), covers (beret, peak cap or

ball cap) are optional unless otherwise specified (such as for a Masquerade where a full uniform

with cover would be normal).

The cover (beret, peak cap or ball cap) is mandatory for wear with the uniform when acting as

an escort for a guest of TRMN or an Admiral or at the recruiting table or when recruiting around

the con (except in meeting rooms).

WHEN NOT TO WEAR:

The cover (beret, peak cap or ball cap) is prohibited for wear with the uniform when in meeting

rooms or at events not held in places with wide open atrium/foyer like spaces, unless otherwise

specified (such as for a Masquerade where a full uniform with cover would be normal).

Re: Recruiting/Convention Table Minimum Dress Code (Admiralty Order 1202-04)

As of the date of this Order, 23-FEB-12, any person manning a Recruiting Table at a

Convention shall be required to meet at least this minimum dress code.

1 Shirt: This should be either a TRMN “Do It With Honor” shirt available from our

spreadshirt store, the TRMN Polo Shirt available through BuSup, or any

Honorverse related shirt.

2 Pants: Jean or black pants are preferred, however, any pants are acceptable.

Re: The wear and display of arms within TRMN (Admiralty Order 1112-01)

This Admiralty Order applicable to all Divisions of The Royal Manticoran Navy: The Official Honor

Harrington Fan Association, Inc. This Admiralty Order covers the Display of Replica Arms at any

event where TRMN are present. Local Laws and local regulations (such as convention policies)

always take precedence over this TRMN Admiralty Order.

DISPLAY OF REPLICA ARMS AT CONVENTION TABLES TRMN endorses the displaying of Replica Arms at convention tables. They are a fantastic talking

point and usually a draw for people. The following two rules will be observed at all times when

displaying Replica Arms:

1 The Replica Arm must either be “under glass” (ie. In a glass, clear plastic or other viewing

case) or must have a clear and prominent “Do Not Touch” sign which must be enforced

by those manning the table

2 The Replica Arm may be a full motion replica (ie. You pull can move anything on the

Replica or it is a fully working replica) but it may under no circumstances be loaded or

fired.

WEARING OF REPLICA ARMS AT CONVENTIONS TRMN realizes that we all wish to look as accurate as possible, and definitely encourages this. To

that end, the following are rules for the wear of Replica Arms at conventions. These rules take

second place to Local Laws and Ordinances, and Convention Regulations.

1 If you are wearing a Replica Pistol (inert or full motion replica) it must be holstered and

peace-bound as to disable the ability to draw the weapon out of the holster. This must

be demonstrated upon request.

2 If you are carrying a Replica Rifle (inert or full motion replica) it must have an orange

muzzle tip to indicate it is not a real fire arm, and as much as is possible, it must be

peace-bound to prevent accidental firing.

3 As with all weapons, no Replica Arm is to be aimed at anyone.

It is recommended that the carrying of a Replica Rifle at Conventions be limited to an Honor

Guard.

WEARING OF REPLICA ARMS AT EVENTS OTHER THAN CONVENTIONS Again, TRMN realizes that we all wish to look as accurate as possible, and definitely encourages

this. To that end, the following are rules for the wear of Replica Arms at events other than

conventions. These rules take second place to Local Laws and Ordinances, and Venue

Regulations.

1 If you are going to be at a venue that you do not own, it is recommended that you

consult with the owner or administrator for such venue to ensure compliance with their

wishes and local regulations.

2 Assuming you have permission to wear or display Replica Arms at the venue, the

same rules for Display and Wear at Conventions Apply.

Above all, no Replica Arm may be worn or displayed at any such event or venue where doing so

would hurt the organization’s reputation or your own. Remember to use common sense.

The enforcement of this Admiralty Order falls to every member, but especially Chapter COs and
