    Janet M. CookMrs. Janet M. Cook, 67, of

    Howard City, died Monday, Nov.15, 2010 at her home in EnsleyTownship.

    She was born Janet Mae Mc-Beth on Feb. 15, 1943, in KansasCity, Kansas, the daughter ofJoyce Vanette (Snyder) and Jo-seph McBeth. She married Mar-land Lee Cook on Oct. 8, 1976

    in Ensley Township. She was aHome Maker.She is survived by her hus-

    band, Marland Cook; children,John and Lisa Blair of Kalama-zoo, Micheal and Maria Blairof Grandville, Kevin and JamiBlair of Wyoming, Sandy Cookof Howard City, Timothy Cook ofHoward City, Douglas Cook andLinda of Greenville, Lynn andMichael Biehl of Hawaii; specialgranddaughter, Cassie, 13 grand-children, nine great-grandchil-dren, and sister, Judy and Rich-ard Jones of Alabama. She waspreceded in death by sons, Terryand Ben.

    Funeral services were heldat 1 p.m. on Wednesday, Nov.17, 2010 at the Ensley Bap-tist Church, with Pastor JamesAnkerberg ofciating. Intermentwill be in the Crandall Cemetery. Visitaition was held Tuesday atthe McKinley Funeral Home-Grant Chapel. For memorialsplease consider the charity ofyour choice.

    Randall Lee Fisher died sud-

    denly on Nov. 13, 2010 in How-

    ard City at the age of 59.He was a graduate of St.

    Louis High School, served hon-orably in the Vietnam War, andgraduated from Central Michi-

    gan University with a degreein education.Randy taughtadvanced al-gebra and pre-calculus at TriCounty HighSchool for34 years. He valued educa-

    tion and taught to pass on thatlove of learning to his studentsespecially in math. Later in hiscareer, Randy also taught cal-culus at Montcalm CommunityCollege.

    In 1975 he married GloriaDenhof and they raised threechildren. Randy is rememberedfor his boundless energy, senseof humor and willingness to helpothers. He enjoyed downhill ski-ing, coaching youth sports andexercise of all kinds.

    Randy is survived by hiswife, Gloria; his children, Cyrus(Amanda), Carolyn (Chris)Harris, and Allen (Megan);his grandchildren, Daniel, Ev-elyn, Joseph and Claire; hismother and father, Robert and Alice Fisher; his siblings, Con-nie (Jim) Wyman, Cindy (Pete)Bruno, and Dennis (Saskia) andseveral nieces and nephews.

    He was preceded in death byan infant son, Martin Lee. Fu-neral Mass took place at 11 a.m.on Thursday at Christ The KingCatholic Church with FatherJames Wyse as the celebrantwith burial in the Pierson Cem-

    SUBIC BAY, Philippines - Nearly two de-cades after Mount Pinatubo erupted, spewingtons of ash that killed close to 1,000 people anddestroyed or damaged more than 75,000 homesin its path, the son of a Howard City couple isback in this lush, tropical paradise to help localscontinue to rebuild.

    U.S. Marine Corps Lance Cpl. Samuel J.Hopkins, son of Steven and Debra Hopkins of

    Howard City, is a member of the 31st Marine Ex-peditionary Unit based out of Okinawa, Japan,who deployed to the island of Luzon to not onlytrain with their Philippine counterparts, but alsoprovide much needed humanitarian and nation-building relief in an area still recovering fromthe volcanos devastation.

    Hopkins is a rieman for the exercise. I amhere to perform joint training mission with theFilipino marines, said Hopkins, who graduatedin 2007 from Tri County High School.

    The amphibious landing exercise, also calledPhiblex 11, combined sailors from the USS Es-sex, USS Harpers Ferry and USS Denver, alongwith the Marine Corps unit and members of thePhilippine military. The Americans and Filipi-nos shared tactics, weapons, even eld rationsduring the exercise to get a better understand-

    ing of how each others system works. Hopkinssaid the exercise allowed both sides to shareideas and learn from one another, free of wallsor boundaries.

    This type of exercise is important because itallows us to continue to share this great relation-ship that we have with this country, said Hop-kins.

    For Hopkins and his unit, the exercise not

    only gave them a chance to train in a totallyforeign environment, but help in an area wherethe average daily income is less than ten dollars.Hopkins believes the team truly makes a differ-ence.

    The countryside is beautiful and the peopleare very giving, said Hopkins, who has been inthe military for three years. The kids are a lot offun and seeing their way of living makes me ap-preciate what I have back home.

    The motto for this years exercise, which hasbeen held annually since 2003, is sama-samasa pagbigay kalinga, which translates to to-getherness for the people. For Hopkins and hisMarine Corps team, it means a togetherness thatreaches across different cultures and lifestylesand helps establish a partnership that will lastfor years to come.

    Tamarack Town &Country 4-H Club

    NewsThe Mecosta County 4-H program

    has ofcially begun another year! Eventsand activities are already on the calen-dar and the Tamarack Town & CountryClub is holding monthly meetings. Wewant to encourage kids (ages 4-19 years)and parents to become involved and joinour membership. Our particular club hasbeen active for 30 years and was designedto bring rural families together and showtheir support through several agriculturaland community service projects. The nalresults of these projects are presented atFair for judging. This past year at Fair,Tamarack club members were represent-ed in every age category and almost ev-ery project area. Many were awarded topplacing ribbons and earned a fair priceat the livestock auction for their marketprojects. We are proud of our 30 year ex-ample of community services, education-al opportunities and good old-fashionedfun! The next Mecosta County 4-H Fairis scheduled for July 10-16, 2011. Now

    its time to begin working on next yearsprojects and the club welcomes morefamilies to join. Local businesses are alsoencouraged to partnership with their4-H patrons. The families that are cur-rently enrolled reside in Mecosta Countyand neighboring counties of Newaygoand Montcalm. Tamarack Town & Coun-try will be meeting next week Monday,Nov. 22, at the Howard City First BaptistChurch at 6 p.m., if you are interested injoining us.     Sheridan VFW Postholds Veterans Day

    Auxiliary celebrated Veterans Day on No-vember 13, 2010 with a special banquethonoring veterans from all wars. Over175 people attended this special event.Veterans from each of the wars were rec-ognized. Of the eleven World War II vet-

    erans who attended, three were over 90

    years old and these included Alvin Thom,90 years old, Lloyd George, 91 years oldand Andrew Gager, 91 years if age. Statis-tics indicate that there are about 65,700WWII veterans residing in Michigan.

    Fifteen veterans from the KoreanConict were present. The most recentaccount states that there are about 77,700veterans of the Korean Conict in Michi-gan.

    A large number of Vietnam Veter-ans were in attendance. The veterans ofthe Vietnam Conict in Michigan total249,123.

    There were several veterans from the

    recent military action in Iraq and Af-ghanistan attending the banquet and pro-gram.

    Guest speaker, Kirk Kennedy, the VFWState Jr. Vice Commander commented onthe need to care for and recognize the ser-vice these people gave for their country.

    Special guest, Judy Emmons, 33rddistrict State Senator elect, compliment-ed the Post and Auxiliary for what they doin the community for veterans and help-ing others.

    The program closed with audiencejoining together in the singing of our Na-tional Anthem.

    around area businesses for the upcoming Christmas Home Tour on December 4, 2010. She will

    also be advertising the Music Program/Bake Sale that will take place on December 11, 2010 at theLibrary.

    OLD BUSINESS

    Free Magazines: Donations of current magazines are always welcomed due to the popularity ofthis program.

    Tour of Homes Report: Brenda B. passed around a sign-up sheet for Home Hostesses for the event.She also scheduled snack donations to be served at the Library that day. Tickets for the event may be

    purchased at the Library or Kindel & Co. Tickets are $10 in advance or $12 the day of the event.

    FOL Brochure: Vicky P. reported this project is ready for the printers and will be available in time

    for the Christmas Home Tour.

    On-Going Used Book Sale: Committee member Patricia S. reported the cart is set up at the Library

    with used books ready to sell. Paperbacks will cost 50 cents and hard cover books $2.00. Stop by theLibrary to see the selections. FOL members signed up to maintain the book cart on a monthly basis.

    October Used Book Sale: The October used book sale was our most successful used book sale

    ever.

    NEW BUSINESS

    Village Tree Lighting: Chairperson Marjorie M. reported this event will take place on December 10,2010 at 6:30 p.m. Friends of the Library and Still Waters Counseling Ministry are partnering together

    in the sale of ornaments to honor or memorialize a friend or relative. These ornaments are for sale at

    the Library, Howard City Village offices and Still Waters Counseling. In addition, Bethel LutheranChurch will present a live Nativity that evening.

    Christmas program and Bake Sale: A program of music will be presented by the Tri County JazzBand on December 11, 2010 at the Library. After a discussion by the membership, a motion was

    made by Marjorie M. and seconded by Arlene B. to make a monetary donation to the band to be usedfor concert band dresses. All approved. A bake sale sponsored by the FOL will also be held from 9

    a.m. to 2:00 p.m. that day. Chairman Pat B. passed around a workers sign-up sheet for the event and

    encouraged all members to bring in several baked goods wrapped and ready to sell.

    President Vicky P. brought information to the membership on the possibility of having an additionalprogram on December 11th. Cal Olson, from Grand Rapids, presents a program of music, storytelling

    and magic. Marjorie M. made a motion and was seconded by Brenda B. to contact Mr. Olson to

    secure the date. All approved. More information will follow.

    Officers and Committees for 2011: A nomination committee has been set up to present a slate of

    potential officers for the 2011 year. The elections will take place in January. The events and committeeschedule was tabled until next months meeting.

    OTHER BUSINESS

    Change in December meeting: After a discussion by the membership, a motion was made by PatB. and seconded by Arlene B. to postpone the Christmas brunch during the December 10th business

    meeting until the January 14, 2011 meeting.

    Book Discussion Group: There is no scheduled book discussion for December.

    The following proposed amendments are being recommended for changes to the Croton Township Zoning Ordinance.

    Section 14.60 Signs-Definitions

    Direction Sign: A sign which gives directions, instructions or facility information for directing traffic.

    Temporary Directional Sign: A sign which gives direction to real estate, open house, garage sale, auction sale,

    etc.

    Section 14.70 B: (7) Temporary directional sign of six (6) square feet or less in size.

    Section 14.70 F: No sign shall be placed in, upon or over any public right-of-way, alley or other public place

    that would interfere with normal traffic functions.

    Section 14.110 (A)(8): d Directional signs are for temporary use only unless specifically permitted.

    Section 14.120 District Sign Regulations

    Add temporary signs in each district, with a height of no more than 42 inches and a size of less than six (6) square

    feet, length cannot exceed more than four (4) times its height.

    Section 2.120 Fences

    (K) Barbed wire fence only permitted for agricultural fencing used for bona fide farming for the containment of

    livestock. No other use permitted.

    Section 16.50

    (A)(2)(a) the number of copies from five (5) to ten (10). Section 16.50 (A)(2)(a) of the Zoning Ordinance, sothat ZBA applicants supply the Township with ten (10) copies of necessary documentation.

    Section 2.110

    (A) 7: In a District where a portion of a lot is within fi ve hundred (500) feet from the lot upon which the principal

    structure is located, an accessory building or structure may be constructed on that portion of the unoccupied lot,

    provided however, said lots shall be permanently combined under one (1) legal description and described and

    recorded as such. An accessory building so located shall meet the requirements of a principal building pursuant

    to setbacks from the road, side and rear lot lines. The accessory building shall have a minimum floor area of 300

    square feet.

    Review and update of Croton Township Parks and Recreation Master Plan 2005-2010.

    month $35.13. Tax bills will be going out soon. Stand approved as read with Treasurer,

    Clerk and Bank balancing.

    REPORTS: Assessor finishing up measuring for the 14 point review.

    ceived good information, thank you Croton Township for the invitation.

    Park and Cemetery: Bill Tingley has provided new maps and will be finishing the survey

    soon.

    Roads: Motion by Colleen, second by Dan to sign the chloride contract for 2011 with 3 ap-

    Commissioner Ron Baker thanked everyone who voted for him. He answered questions on

    the pier for Winfield Lake. The reason he voted to appeal Winfield Township Zoning Board

    of Appeals was because of the recommendations from the County Park and Recreation com-

    mittee and they had put a lot of time into the plan.

    Cal is a player of music, a maker of jewelry, a teller of stories, and a self-described Jack of a Few Trades.

    Involved in music since childhood, it remains one of his core passions. Call is proficient on a wide varietyof wind, brass, keyboard and stringed instruments, using that ability to craft original sons, as well as arrange-ments of hymn tunes and popular classical pieces.

    He performs on a number of unusual instruments, including Irish low whistles, recorders, ocarina, me-lodica, and an electronic instrument call a Wind Controller or Windsynth. The Windsynth sends digitalinformation about notes, expressions, etc. to a sound module which allows Cal to emulate the sound ofalmost any instrument - saxophone, flugelhorn, clarinet to name a very few - as well as using electronic andsynthesized solo voices. The result? A large variety of sounds all available to the hands of one performer.

    Cal has released two CDs - Angelicas Waltz, featuring both original songs and hymn tune arrangements,and WhistleWonder: The Carols of Christmas, his first Christmas CD. He is working on a third CD featur-ing all hymn arrangements, as well as a second Christmas project.

    Children, Dependents and Lifetime Caps. When the health insuranceexchanges phase in over the next few years, childrens pre-existing con-

    dition discrimination ends. Young people can remain on their parents

    insurance policy until their 26th birthday. Starting 2010, insurance

    companies are prohibited from dropping sick people from coverage.Insurance companies are banned from imposing a lifetime cap on their

    coverage for you. Adults with no insurance due to pre-existing condi-

    tions will have access to affordable insurance through a high-risk pool.More Care Centers, Better Health Care Availability. In 2011, com-

    munity health centers get more money to enable them to offer more

    services, for more hours of the day. Their goal is to double the number

    of patients they treat, within five years. A new research panel has beenformed an independent commission to advise on how to build a solid

    health care workforce and increase the number of nurses, doctors and

    other professionals our country needs. $500 million comes as an invest-

    ment from the American Recovery and Reinvestment Act. The Leg-islature recognized that with the population average age increasing as

    quickly as it is, the increasing burden on the younger generation needs

    to be managed, and quelled responsibly.

    Discrimination By Insurance Companies? Some of the worst insur-

    ance industry practices have been tackled head on. In the next year the

    insurance industry has to revamp, to create a new, independent appeals

    process to ensure that consumers in new private plans have access to aneffective process to appeal decisions made by their insurer. Discrimi-

    nation based on salary is outlawed no more special eligibility rulesfor higher-wage employees. New offices will become available where

    insurance consumers can get assistance in filing appeals.

    How Much Can they Keep? How much of our premium payments do

    the insurance company owners keep? Is there a limit? Starting in 2011,

    insurers in individual and small group markets will be required to spend

    80 percent of premiums on medical services. They will have 20% with

    which to pay their own expenses, rent, employees and owners. Insurers

    in the large group market will be required to spend 85 percent of premi-

    ums on medical services. Insurers not complying will have to rebate the

    money to policyholders. Insurance is heavily regulated in most states.

    In 2011 insurance companies will have to justify all requested premium

    increases, to their State Insurance Commissioner or Panel.

    How Are We Saving Money? Three ways: more and better employer-

    provided health care coverage, free preventive care, and lowered costs.

    To help with those costs, starting 2010 small businesses that choose to

    offer coverage will receive tax credits up to 35 percent of their costs.

    New private plans are required to provide free preventive care: no co-

    payments, no deductibles. And beginning January 1, 2011, Medicare

    will do the same. Are you between age 55 and 64? A new temporary

    re-insurance program is offered to help offset the costs of expensive

    premiums for employers and retirees age 55-64. Age 65 or over? Be-

    ginning in 2011, the bill institutes a 50% discount on prescription drugs

    in the donut hole.
