Furniture (table, chair, glass table) required during scanning and ROR integration will provide by Dept. or vendor has to arrange.

Detailed maps of individual pieces of land, called―parcels or ―plots, are prepared accurately for each revenue village. A plot of land may have been further sub-divided into two or more sub-plots and transferred to other persons by way of deed of gift or sale or inheritance, or conversion of classification of land use etc. The need for indicating these changes in the map arises every time a change as mentioned above takes place so as to depict the ground reality. The cut off date for updation of Musavis will be mentioned in SLA (Service level agreement). However, one original copy of Musavis in digitized form will be preserved and the changes will be made in another copy of the original Musavi.

Please provide the estimate of number of transaction that might required updating on cadastral parcel maps. Please also provide the last update date of cadastral maps.

The estimation of number of transaction in the cadastral maps is not possible and can only be assessed at the time of updation.

3 Section 4 Scope of Work, Page-9,

The Service provider is supposed to provide turnkey solution which includes existing cadastral maps to be digitized and linking the same with existing textual data i.e. Jamabandi. For digitization of Cadastral maps, Musavi should be used as the base. In case Cadastral Maps are not in a position to be scanned then regeneration of Musavis will be carried out by the department. Thereafter, the digitized data will be updated to current stage by the Service Provider selected for this project. The Service Provider would support the project for two years after its successful implementation and impart satisfactory necessary training to revenue officers/ officers/officials across the State for smoothtransition of project.

Kindly elaborate detailed Scope of work during two years AMC period.

Vendors have to provide at least one Senior official at District level and one at tehsil level to ensure that local staff gets fully trained by the procedure adopted for the execution of work, so that in future they can manage day to day requirements locally. During AMC period vendor’s representatives will assist & train local staff and incorporate updations if any happen during AMC period.

5 Section 4 & Page Number 9 (Scope of Work)

d. Security and authentication policies.

Kindly elaborate the existing security & policies related to land records

Dept. has its own security & policies in place for land records. Vendors also have to comply following:

1. Duly certification of their onsite employees by respective DC.

2. Original record will be allowed to be taken out from the record room under the supervision of revenue staff only.

3. Vendor will be responsible for any damage and loss of original records/maps by the vendor, apart from imposing penalties which will be decided by DC after reviewing the status of loss, DLR shall have the right to proceed against the vendor under relevant provision of law.

6 Section 4 & Scope of work (page:9, 1st para)

The digitization of village (revenue) maps will help State Government to create database of the revenue maps/ Musavis in digitized form and will get linked up with the existing database of Land Records Management Software i.e. HIMBHOOMI developed and maintained by National Informatics Centre, Himachal Pradesh. Average no. of plots per Musavi is 120 (approx.). However, the Khasra nos. may increase after updation.

Since the RoR is still under progress, records pending with QC will have adverse impact on linkage and it might lead to unwanted variance w.r.t khesra map and can be major reason of conflict for digitization work and could be a reason of delay.

During the checking process reports of miss matching of information between Cadastral Maps & RoR will be generated. Vendors have to incorporate issues related to Cadastral Maps and Dept. Will take up issues related to RoR.

7 Section 4 & Scope of work (page:9, ref I.a)

Methodology of creating index for village sheets, missing sheets, sheets to be retraced.

We understand that department would provide sufficient support for creating index of missing sheets, sheets to be retraced. Timeline to achieve the goal would be more than four weeks, hence we would suggest extend the timeline to more than four weeks support and coordination

Dept. will provide and share all existing procedures being adopted in districts where work is already going on with selected vendors.

But, no changes will be accepted in the time line.

8 Section 4 & Scope of work (page:10, clause VII)

A printout of these Digitized/Vector maps would be given to the Revenue Department by the service provider need to mention the quality of paper to be used for thorough checking with the original cadastral maps. The Revenue

Department would table check the hard copy of digitized map on a glass table with the original map placed below it. Every line and point on the two maps has to match. The correctness of the digitized map would be then certified by the Revenue Department. If any error is detected, the same has to be rectified by the Service Provider/digitizing agency. Necessary arrangement for this testing will be done by the Service Provider.

VIII c. After integration of the textual and spatial RoR data, the digitized map shown on the computer, which indicates through colour codes depicting the plots which do not have a corresponding textual detail or plot number, or where the textual and spatial data (area)do not match each other. The corrections will have to be carried out by the Service Provider with the help of revenue official/officer.

We understand that this has a dependency on Revenue staff to mitigate the issue with the help field office intervention, khetiyani records, teriz etc. and agency/SP should be liable to report the issues pertaining to Additional/ duplication/missing/Area mismatching of parcel numbers

Vendors have to make sure that there should not be any mismatching in the information in any form. If any missing, duplicate information noticed during the course of digitization, the same has to be brought to the notice of concerned revenue officers/officials and got rectified at the time of QC.

Regarding plot area- the plot area will be taken from RoR, not from digitized output. Therefore, except area component vendor will be responsible for all other mismatching information.

10 Section 4 & Scope of work (page:11, clause IX)

IX. The software used in the digitization process creates a number of files. Each of these files pertains to a GIS-based layer and each layer consists of three files. The GIS data are organized in layers. Each layer contains a subset of information that would be present on a regular map. All thenecessary files created are put in a storage device (e.g., a CD) and given to the Revenue Department for checking. If any error is detected, the same has to be rectified by the ServiceProvider.

Since checking of digital data will require scanned images and which in return consume a good amount of space. Hence, giving the deliverables in a CD will be time and cost consuming therefore we would suggest to use Hard Disc or setting a data center by Deptt. for better management of the digital records.

Soft copy of deliverables in DVD and External Hard Disc can be used for final digital data delivery at tehsil level.

11 Section 4 & Scope of work (page:11, clause XI)

Verification process of digitized data will be elaborated in SLA (Service Level Agreement) to be signed with the successful Service Provider.

We would request to provide the "Verification process of digitized data" for a better understanding and considering in our proposed solution. Since this is a part of SLA , so details are required for our internal legal review and approval.

Verifications of delivered outputs will be done by local concerned revenue officers/officials - for both scanned & digitized QC prints manually by overlaying over original cadastral maps using light tables.

At least one light table at tehsil level will be provided by vendors for checking.

approved by revenue officers/officials, vendors have to submit final scan print on 100 micron polyester matt film along with digitized output QC print. At that stage this final print will be used for digitized output print checking.

Similarly digital data checking will be done by using standard tools and Bhu-Naksha S/W developed by NIC,

Does the updation of map from Dept. will be provided on digitized sheet or only dimension from field input will be provided. Please clarify?

On the approved check print, revenue officers/officials will transfer the updation from field book and other revenue documents with dimensions and vendors have to incorporate the updation in digital data.

Vendors have to ensure that in the updated maps all first Khasra no. to last Khasra no. from the field book are available in the updated map.

13 Section 5.2.2 ref vii. Standard symbology Page:14,

vii. Standard symbology (Alamaats) should be codified and used and has to be first approved by the State Govt. for entire State. Such symbols may be incorporated in the point layer/ Line / Polygon.

It would difficult to fix all the Alamaats beforehand unless Deptt has all of them as a meta info. During the digitization sometimes different symbol ought to appear. Therefore we would suggest that occurrence of any symbol other than standard symbology (Alamaats) can be considered as part of change request OR any other symbols identified later can be put into "OTHERS" category

In HP Land Records very few Alammats are used and also present on map legends.

In addition to above any information available with Deptt. will be shared with selected vendors.

14 Section 5.2.2.1 & Page:15,

ix. Image Compress. Please elaborate requirement of image compression, when it is already mentioned that the CAD sheets to be scanned in 300-400 dpi

No compression should be applied to the scanned images.

15 Section 5.2.2.3 Digitization: Page:16, pata-1

c. The final vector data should be topologically completed and should be transformed, to the base data provided by STATE GOVT. However, each data may not be transformed, but it should be produced as per the requirement reflected in the design document. District/ Tehsil/ Village maps with parameter will be done using HRSI (High Resolution Satellite Imagery).

Does this refers to transformation of vector data on to the satellite data

No- (Currently this is not in scope of work but may be required in future).

Topologically completed means- should be free from all topology related errors.

No transformation using HRSI is required and part of scope of work under this tender.

16 Section 5.2.2.3 Page: 16, Point: c

The final vector data should be topologically completed and should be transformed, to the base data provided by STATE GOVT.

Please Clarify the following1.Please clarify what are the contents of base data?2. Is Georeferenced HRSI will be provided by Dept?3. Transformation will be done with reference to which source?4. Please clarify "District / Tehsil / Village maps with parameter will be done using HRSI"

17 Section 5.2.4 Spatial Database Page:16,

Service Provider is required to group various features in different classes /coverage, as specified in the design document with proper ground control reference points. Service Provider will also provide a comprehensive coverage containing all control points, and similar important features.

• Is GCP to be obtained with GPS or DGPS? • Is transformation (refer the section above) to be taken up after accuracy is been established by the Deptt.?

No- (Currently this is not in scope of work but may be required in future).

18 Section 5.2.4 Spatial Database Page:16,

Service Provider will also provide a comprehensive coverage containing all control points, and similar important features.

19 Section 5.2.10 & Page:18, refer clause

Deliverables Note that PDF is another compression file format and not a regular GIS structural format and hence printout from such file format will deviate w.r.t Dxf/Dwg/shp. And section 5.2.6 should not applicable to this format. Please Clarify

5.2.6 Will be applicable for digital data in .shp format as requested output data is in shape files only.

20 Section 5.2.10 (a.i ) page:18

• “First printout of scanned map on 90 GSM for checking of 1:1 Scale”

In this statement it appears that the Deptt is asking for scanned map printout , which is a raster. If true then note that as raster rubber sheeting will skew the PIXELs and hence 1:1 matching of raster/scanned image is an very difficult task\impossible task and will shoot project cost and time line accordingly. Various other factors which may impact are wrinkles, cloth bound data

Please note verification of scan data will be done physically i.e. Vendors have to submit print on 90 GSM paper which will be then matched 1:1 scale with original map and after 100% matching concerned officers/officials will approve by signing check print. After this vendors will submit final print on 100 micron polyester matt film.

No change in the requirement will be accepted.

etc. Thus, we suggest omit the raster printout option as digitized data output can be directly checked with reference to the mother sheets of the Govt. for 1:1 checking which is also happening in other states under NLRMP Programme.

21 Section 5.2.10 Deliverables (e ) & page 19

First printout of final scanned map on 100 Micron polyester matt film. Second printout of draft digitized map (Service Provider may have to provide more printouts till final corrections), Third printout of final digitized map in 3 copies on100 Micron polyester matt film.

If updation of map from Dept. will be provided on digitized sheet then the number of print outs for validation of updation work will be critical. Hence we would request you to fix number iterations or number of printouts for iteration

Till such time number of errors is more than 10, vendors have to provide new prints. Finally approved digitized output check print will be used by revenue officers/officials for further updation.

22 Page 19, refer Note-ii

ii. In case of more than 10 errors in digitized check printouts, service provider shall provide more number of prints till final corrections are made.

Random checking of features, during which, not more than 10% of points tested should be +/- 0.1% of the original maps.” Of page :17 Please clarify which statement prevails among two listed above.

As above at Sr.no.21

Random checking will be done at the later stage i.e. at the time of final acceptance test by DC/DLR officers/officials. But before that 100% checking will be carried out by revenue officers/officials on check prints of digitized output.

23 Section 6.1 & Page 21 (Roles & Responsibility)

e. Satisfactory training to users will be provided by Service provider after implementing the software. All necessary changes and suggestion during training and implementation will be incorporated in the project.

We would like know the about scope of software development.

There is no software development - Vendors have to provide Bhunaksha s/w operation training to end users at districts/tehsils level.

24 Section 7.11 & Page 26 (Format of Commercial Proposal)

The original and all copies of Commercial Offer shall be typed or written in indelible ink and shall be signed by the Service Provider (SP) or a person or persons duly authorized to bind the SP to the Contract. The letter of authorization shall be indicated by written power-of-attorney accompanying the offer. All pages of the offer, except for not amended printed literature, shall be initialed by the person or persons signing the offer.

It seems that PoA has to be part of commercial offer, however as per the general bid submission practice, PoA is enclosed with the technical proposal. Hence please confirm the same

POA is part of technical bid and to be submitted with technical bid only.

25 General General • The RFP has stated the accuracy and Quality parameters for hard copy check-up but has not discussed about the check-up of digital data at all (is that part of the mandate or not).Hence please clarify

Yes, the details of digital data checking along with QC formats will be defined under System Design Document- i.e. under Time Line K1- in due consultation by DLR with selected vendors.

whether accuracy and Quality check of digital data is part of scope.

26 General General RFP does not mentioned about the turn around time of the deptt/authority incase of any genuine issues which could be constrains/hurdle to the digitization progress such as missing parcel number/ duplication parcel number/additional parcel number/missing village from the coding list/list not provided with required tehsil/block codes etc.

Department will respond to such issues with in specified time which will be defined under System Design Document to be followed for the execution of work. Any such delay on account of Dept. will not be on account of Vendors.

27 Section 7.22.2 & Page: 30;

Process of Selection of Service Providers

Penalty For any error in the map identified during verification stage, the SP is already penalized by providing a fresh copy of another print as part of verification and acceptance process. Hence, we would suggest penalty should be subjected to delay in overall schedule but not on the basis of "inaccuracy/ errors detected during checking of works:". Kindly accept and remove that clause from RFP.

Because number of repeated errors/rejections will increase the QC time of revenue officers/officials, so therefore to avoid such repeated rejections vendors have to ensure and deliver error free output at first instant only.

No changes in penalty clause.

34 Section 9.3 & Page:38

Penalty: " …………….Non adherence to the specified time frame will attract penalty @1% of Gross Bid value per week maximum to 15% of the contract value of the work in the form of forfeiture of the amount of Bank Guarantee or Demand Draft duly deposited."

We would suggest the clause to be modified as "Non adherence to the specified time frame will attract penalty @0.5% of Gross Bid value per week maximum to 10% of the contract value of the work in the form of forfeiture of the amount of Bank Guarantee or Demand Draft duly deposited."

For scanning Vendors have to setup scanning facilities at place where original records/maps are available. Only authorized persons will be allowed to work for onsite scanning. Vendors have to get verification process for their resources done before deploying them for any onsite activity.
