PART-I

1. Scope of work/methodology of training

-Scope of work shall be but not limited to the following:

1. Empanelled agency/institutes will have to run their training centers at four blocks of the district at the same time - means that they will have to run four training centers at a time (location to be decided by the district administration).

2. Setting up of the necessary infrastructure, trainers and systems in place before starting the trainings by the training agencies.

3. The selection of candidate shall be done by district administration. It will identify & counsel the suitable unemployed youth based on qualification, aspiration and once registration process is completed and batch is frozen no new candidate would be added to the batch.

4. The minimum attendance of 75% for each stage should be monitored for releasing payments at different stages (biometric devices will have to be used for attendance by the agency)

5. Tentative placements are to be identified and communicated by the training partner before freezing of the batch at the inception stage itself (in case of those sectors where placements are to be done).

6. Placements are to be provided after successful completion of the training of the candidates. (Agency will have to provide letter of joining of candidate and pay slip of candidate to DPO, necessary for payment of the instalment amount.)

7. The placed beneficiaries should be tracked for one year at least by the agency & necessary documents in this regard should be provided the to DPO office.

8. Based on the available beneficiaries, their skill level, employment demand and training module; batch wise training would be imparted having maximum strength of 40 trainees(or available number of candidates) in each batch/center.There will be four centers across the district.

9. The total fee payable to the Agency shall include all taxes and incidental charges. The cost of tool kit/consumables/deliverables etc. during the training shall be borne by the agency itself.

10. The agency will ensure placement to at least 75% of the total number of passed out candidates in any batch who may be engaged at various job sites and ensure the sector of placement in synchronization with the area of training. The total count would include trainees getting their livelihood through self-employment also.

11. The agency would maintain database of the beneficiaries, trainees and those employed for one year and share the same periodically preferably on monthly basis with the DPO, DISTRICT ADMINISTRATION AURANGABAD, for monitoring purposes. The tracking of the employment and attrition along with employment retention and other related information shall be maintained. There will be periodic check of the authenticity of the database from the field on random basis and there should not be any ambiguity in it.

12. The agency would itself organize fortnightly unit test and will have to submit the test results to DPO office regularly,(2 test/month). If agency fails to do this, strict action will be taken against it by the District Planning Office.

13. The agency shall provide extensive training in technical skills theory and practical communication skills, exposure visit, work guidelines and all related contemporary skills to the trainees to ensure employment. There must be balance between theory classes and practical classes of each sector.

14. The agency shall organize the qualified trainers for imparting skill training and make available teaching aids, required tools, consumable materials, practical material etc. to the trainers at their own cost.

15. The agency shall ensure that the trainees deputed to institute shall complete the training.

16. The agency shall monitor and review the programme components to assess quality of delivery and learning achievement once every 15 days in the form of assignment test, demonstration, work industry faculty assessment etc. A monitoring process will be independently done by district administration also by selected team of officers of the training by the agency, on regular basis.

17. The agency shall provide Training Completion certificate after the trainees get certificates from societies/institutes registered/ having recognition with Government of India/ Government of Bihar/NCVT

18. Training nature will be of non-residential type.

19. The agency will have to submit work orders in the SAME TRADE/SECTOR in which it is applying for selection/empanelment. If it fails, it will be disqualified and it will be not be considered for empanelment.

20. Special preference and weightage will be given to National Council for Vocational Training (NCVT) and National Skill Development Corporation (NSDC) approved Project Implementing Agency (PIA).

21. Apart from PIA of NCVT & NSDC, all those agencies who may be empanelled and are not NCVT & NSDC certified ; the District planning Office Aurangabad will arrange certification of the trained candidates with the help of externals from NCVT/NSDC etc; the cost of which will be deducted from the payment being made to the agencies.

22. Once in a month, District Planning Office will organize a surprise test; and for those students who get less than 50 % marks , DPO may deduct certain amount per candidate from the payments being made to the agencies and at the time of final certification a test will be organized by external examiner(arranged by DPO) for providing certificates .Candidate who fail in this exam ,will not be eligible to have the certificate and the agency will also not be eligible for the third installment..

23. Infrastructure & syllabus, will be strictly according to NCVT/NSDC guidelines (to be examined by the selection committee set up by DPO), SO PLZ GO THROUGH THE NCVT/NSDC SYLLABUS before applying.

24. Agency will clearly mention the names of the trainers to be deputed at the centres in the agreement and ensure that the same trainers are available at the selected centres. Failing to do so may lead to cancellation of agreement.

25. Agency will have to submit documents in same order as mentioned in para 7 (page 7 & 8 of RFP).

26. A day before the commencement (inauguration of training),selected agency will be required to distribute ID cards (if it is not provided by DPO), bags, study materials,1-copy,1-pen.Agency will have to present one sample KIT to committee members one week before the inauguration.

27. The selected agencies will have to organize motivational class/ppt presentation for the finally selected students, at their own cost before the commencement of training(date will be decided by DPO).

3. INFRASTRUCTURE & MANPOWER

-The minimum training center infrastructure required is as given in the table below:

Note- In case of sectors like apiculture, floriculture, agribusiness… agency will have to itself

make arrangements of area/land, etc. ; which would be inspected by the Committee before

the commencement of training and if the arrangements made are not according to the

required standards, the District Planning Office will have the right to terminate the

MOU/agreement.

4. Minimum Manpower Requirements

The Empanelled Partners for ‘Placement Linked Skill Training Programmes' should have adequate training staff for conducting the training and placement programmes .Agency is needed to fill the details of its training staff/members in format given in Form 7, PART II of RFP. Preference will be given to the agencies whose faculty/trainer have acquaintance with the local language & those who are well experienced in this field. The qualified faculty/trainer persons should not be changed during the training period. In case any faculty leaves the organization, suitable person is to be appointed in his place with prior approval of DISTRICT PLANNING OFFICE, AURANGABAD.

5. COURSE CONTENT

The course curriculum and lesson plan for each training programme shall be submitted by the Empanelled Partners for ‘Placement Linked Skill Training Programmes' to District Planning Office, Aurangabad for approval before award/commencement of the the training programme for each course.

6. MINIMUM ELIGIBILITY CRITERIA

The Participating Agency shall be single entity Registered Proprietorship / Partnership Firms / Private Limited/ Public Limited Company / Registered Society / Trust / Association/ Trade Body /Registered Educational Institution / University/Government/Semi Government Institution/ NCVT/NSDC certified institution, fulfilling the minimum eligibility requirements with regard to their experience, financial strength and employment linked training activities as given below:

7. PREPARATION & SUBMISSION OF PROPOSAL:

The submission of Proposal by the agency in response to the RFP should be as follows:

� (a) Cover I- Technical Proposal: The Participating Agency shall place the Technical Proposal in a sealed envelope, which shall be superscribed as ‘Technical Proposal’. The Technical Proposal should have the following:

1) A Demand Draft of Rs 50,000(Rs fifty thousand) in favor of District Collector, Aurangabad drawn on any of the scheduled commercial banks and payable at Aurangabad, Bihar as proposal fee.

2) First, submit the information as per the format in clause 6 of PART I of this RFP- the minimum eligilibity criteria.

3) Authorization letter- Form 1 in PART II(proposal submission formats) of this RFP Document

4) Technical Proposal submission- Form 2 in Part II(proposal submission formats) of this RFP Document

5) General Information of the Organisation / Institute-Form 3 in Part II(proposal submission formats) of this RFP Document

6) Financial Turnover of the Organisation / Institute-Form 4 in Part II(proposal submission formats) of this RFP Document

7) Details of Organisation / Institution’s Past Experience in imparting Similar Placement Linked Training Programme- Form 5 in Part II(proposal submission formats) of this RFP Document. Agency, should submit official workorders in the trade/sector in which they have applied for.

8) Course content- Form 6 in Part II(proposal submission formats) of this RFP Document

9) Total manpower strength/key resource person- Form 7 in Part II(proposal submission formats) of this RFP Document

10) Infrastructure details (should be in accordance with need, 40 candidates/center; please see for format structure clause 2 –infrastructure and other requirements Part I of this RFP document AND Form 8 in Part II of proposal submission formats) Note- Please submit all the documents; duly self attested, in the same manner as mentioned above.

� (a) Cover II- Financial Proposal: The Participating Agency shall place the Financial Proposal in a sealed envelope, which shall be superscribed as ‘Financial Proposal’

8. EVALUATION PROCESS

The evaluation and selection/empanelment would be done by a committee formed by the District Planning Office, Aurangabad. The shortlisted agencies will be asked to present before the committee through power point presentation. The various steps for evaluation shall be as under:

-First step, Only those agencies shall be considered for further evaluation which fulfills all the minimum requirements as given in the clause 6 of PART I of this RFP- the minimum eligilibity criteria.

- Second step, All such agencies(which qualifies the first step) shall be evaluated on the basis of the SCORE SHEET as given below:

Scores will be given on parameters. All parameters will be awarded with some definite points and marks will be given to agencies according to their merits.

Note:

a) Committee will open financial bid/rate quotation of only those agencies, whose total marks secured is above than 60% of the total 100.

b) If agency turnover is >1cr(10/10),between 75lakh-1cr(8/10),between 50 lakh -75 lakh(5/10), between 50 lakh-25 lakh(3/10).(marks allocated is shown in brackets)

c) If agency placed 90% of total number of trainee it trained in last 2 years(10/10),& if it is between 80% to 90% (8/10), if it is between 75% to 80%(6/10) and if it is below 75% (5/10).

d) If agency’s overall experience is above 8 years (10/10), if it is between 5 to 8 years (8/10); if it is between 3to 5 years ( 5/10).

e) If the agency’s man power strength is 10 and above per centre (10/10) ,if its 8/center(8/10),if its 5/centre(5/10),if its 3/centre(2/10).

f) In context of infrastructure, marking will be done by a committee formed by the District Planning Office on the basis of per center allocation of things & as per proportion of candidates and other relevant factors(committee decision will be final).Best infrastructure will have (20/20), V.Good (15/20),Good(10/20),Poor(5/20).

g) As regards the course content, its quality, type of certification being offered by the agencies and other related aspects the marking will be done by a committee formed for this purpose by the District Planning Office.(committee decision will be final).Best course content(30/30),v.good(25/30),Good(20/30),poor(10/30).

- Third step, The financial bids of only those agencies would be considered for opening which pass the evaluation process as given in the second step.

The Committee reserves the right to seek clarifications from the Participating Agencies. The Agency shall be required to furnish such clarifications. In the course of evaluation, if in the committee opinion, the Technical Proposal is materially deficient or inconsistent in any aspect or fraudulent; the Proposal shall be declared Non-responsive and shall not be considered for further evaluation.

7. PROPOSAL FEE

The Participating Agencies are required to pay a refundable Proposal Fee of Rs.

50,000/-(Rupees fifty thousand only). This will be paid in the form of a Demand Draft in favour of ‘DISTRICT COLLECTOR, AURANGABAD ‘ payable at AURANGABAD drawn on any scheduled commercial bank.If an agency is putting its proposal for more than one sector, same proposal fee will be applicable for,rest sectors in which agency has applied . Proposals not accompanied by the above Proposal Fee shall be rejected by DPO as non-responsive.Proposal fee of only finally selected agencies will be retained by DISTRICT PLANNING OFFICE AURANGABAD,as security money.Proposal fee will be considered as security money.

8. PAYMENT NORMS

For the ‘Placement Linked Skill Training Programmes' conducted by the Empanelled Training Partners, payments will be made based on the norms and criteria as decided by the DISTRICT PLANNING OFFICE, AURANGABAD. The Payment norms shall be agreed in the MOU/agreement entered into between District Planning Office Aurangabad and the Empanelled Training Partners. The prevailing payment norms are given below. The Agencies shall agree to abide by the payment norms and submit their proposal after due consideration of these payment norms:

The Training Fee shall be inclusive of all costs; including training infrastructure, training material, issue of ID Cards, biometric attendance, exposure visit, taxes, etc.

9. IMPLEMENTING AGENCY
