Executive Summary The Task Group, composed of four members broadly representing major users of the National Fire Code and National Building Code of Canada, was asked by the Canadian Commission on Building and Fire Codes [CCBFC] to make the necessary recommendations to draw a clear line between the roles of the NFC and the NBC. The mandate obtained from the CCBFC specifies that building design requirements presently in the NFC should be moved to the NBC, that operational fire safety requirements presently in the NBC should be moved to the NFC and that proper cross-referencing should be established between the two documents. The Task Group conducted its work over a six month period between September 1998 and February 1999. It produced several recommendations to the Standing Committee on Hazardous Materials and Activities which envisage significant changes to the National Fire Code and National Building Code documents. These recommendations can be summarized as follows: - Move to the NBC of “building design” requirements presently located in the NFC with the exception of spill control measures that should be retained in the NFC. - Introduction in the NFC of cross-references to the NBC in order to maintain the application to existing buildings of these NFC “building design” requirements relocated in the NBC. - Creation of new sections in the NBC to accommodate sections of the NFC that cannot be incorporated in the existing NBC structure. - Move to the NFC of fire safety requirements at construction and demolition sites presently located in NBC Subsections 8.2.2. and 8.2.3. The Task Group also identified a number of minor editorial and technical inconsistencies and weaknesses in both codes that should be corrected during this vast exercise of relocating requirements between the two codes. An example is the recommendation to consolidate in one section of the NFC the so-called “retrofit” provisions that are presently scattered throughout Part 2 of the NFC.

Background CCBFC Task Group on the Scope of the National Fire Code The strategic plan of the Canadian Commission on Building and Fire Codes [CCBFC] identifies the goal of providing national model codes that meet the needs of users. In order to achieve this goal, the plan notes that the scope of the documents must be clearly defined in accordance with identified code user needs. The codes must also be current, understandable, justifiable, logical, flexible and coordinated. In pursuit of this and other goals the CCBFC established in 1996 a Task Group on the Scope of the National Fire Code of Canada. The task group examined the National Fire Code [NFC] and made recommendations for change to ensure clarity and responsiveness to user needs in the context of the move to objective-based codes, another key component of the CCBFC’s strategic plan. It also made recommendations regarding the long-term development needs of the NFC in this context. The Report of the task group is available from the Canadian Codes Centre or may be accessed on the web site of the Canadian Commission on Building and Fire Codes [http://www.ccbfc.org/ccbfc/task_E.shtml]. One of the recommendations of the task group is to draw a clear line between the roles of the NFC and the NBC. The National Building Code of Canada [NBC] is a design document for new buildings and major alterations to existing buildings while the NFC should be a fire safety document for the ongoing operation of buildings and the maintenance of fire safety systems and equipment in existing buildings. HMA Task Group on Relocating Requirements and Cross-Referencing in the NFC and NBC The CCBFC accepted the recommendations of the Task Group on the Scope of the NFC that building design requirements presently in the NFC be moved to the NBC, that operational fire safety requirements presently in the NBC be moved to the NFC and that proper cross-referencing be established between the two documents. To conduct this task, the CCBFC recommended the formation of the Task Group on Relocating Requirements and Cross-Referencing in the NFC and NBC [Task Group] whose report and recommendations are to be submitted to the Standing Committee on Hazardous Materials and Activities [HMA]. Terms of Reference of the Task Group can be found in Appendix A of this report.

The Task Group was designed to be a working committee. Its size was limited to four members. However, care was taken to have major users of the National Building and Fire Codes represented. The Task Group's work was supported by staff of the Canadian Codes Centre. Members of the Task Group are identified in Appendix B. The Task Group met twice between September 1998 and February 1999. The first meeting was held in Toronto. The second meeting was held at the Canadian Codes Centre in Ottawa. Recommendations Reflecting its discussions [see the Discussion section of this report] and in consideration that the movement to objective-based codes will introduce a unique opportunity for change to the form and content of the NBC and NFC, the Task Group makes the following recommendations to the Standing Committee on Hazardous Materials and Activities: Relocation of Requirements from the NFC to the NBC 1. Move to the NBC of “building design” requirements presently located in the NFC with the exception of spill control measures that should be retained in the NFC. The Discussion section of this report describes in detail the criteria used by the Task Group to determine what categories of NFC provisions constitute “building design” requirements that are recommended to be moved to the NBC. A complete list of these requirements and their recommended location in the NBC can be found in Appendix C of this report. 2. Introduction in the NFC of cross-references to the NBC in order to maintain the application to existing buildings of these NFC “building design” requirements relocated in the NBC. A complete list of these cross-references can also be found in Appendix C. 3. Introduction in the NBC of cross-references to the NFC in order to ensure the application to new buildings of NFC “building design” requirements dealing with spill control measures that are retained in the NFC. They are included in Appendix C but also appear in a separate list of cross-references from the NBC to the NFC that can be found in Appendix H. 4. Creation of new sections in the NBC to accommodate sections of the NFC that cannot be incorporated in the existing NBC structure, especially in the areas of fire safety design [NBC Part 3] and exhaust ventilation [NBC Part 6] for hazardous activities. A complete list of proposed new NBC sections can be found in Appendix D as well as a revised NBC Table of Contents in Appendix E. 5. Introduction in the NBC of application statements that are currently located and shall be retained in the NFC. This is necessary to help NBC users understand the application of “building design” requirements moved from the NFC to the NBC. Examples are included in a list of repetitions in both codes that can be found in Appendix G.

Relocation of Requirements from the NBC to the NFC 6. Move to the NFC of fire safety requirements at construction and demolition sites presently located in NBC Subsections 8.2.2. and 8.2.3. The Discussion section of this report describes in detail the criteria used by the Task Group to determine what categories of NBC provisions constitute operational fire safety measures related to temporary hazardous activities that are recommended to be moved to the NFC. These two NBC subsections should be incorporated into existing NFC Section 2.14. Construction and Demolition Sites. A complete list of these requirements and their recommended location in the NFC can be found in Appendix F. 6a. Move to the NFC of portable extinguisher requirements presently located in NBC Article 3.2.5.17. and consolidate in the NFC all portable extinguisher requirements. Strengthen cross-reference from NBC to NFC. 7. Introduction in the NBC of cross-references to the NFC in order to maintain the application to new buildings of these NBC operational fire safety measures for hazardous activities that are moved to the NFC. A complete list of these cross-references can also be found in Appendix F. Cross-Referencing between the NBC and NFC The Discussion section of this report offers the rationale behind the Task Group recommendations. 8. Appendices C and F introduced earlier provide a detailed list of cross-references to be introduced in both codes as a direct result of the relocation of requirements. 9. Although the general principle is to move requirements from one document to another and avoid repetitions, the Task Group felt that some requirements are needed in both codes and should be repeated. These are typically requirements that are phrased in such a manner that they apply to “building design” [NBC issue] as well as to building operations, process equipment or outdoor situations [NFC issues]. They are included in Appendix C but also appear in a separate list of repetitions in both codes that can be found in Appendix G. 10. In its analysis of NFC “building design” requirements to be moved to the NBC, the Task Group noted that in some areas, the context and conditions that trigger the requirements for certain “building elements” are very complex. They necessitate large amounts of information on the use and operation of these areas. Report of the Task Group on Page Relocating Requirements and Cross-Referencing in the NFC and NBC April 1999

Such information is currently contained in the NFC and shall be retained in the NFC as it deals with the safe use and operation of these areas. Typical examples are limits on the storage of combustible products, flammable and combustible liquids, aerosols, dangerous goods, etc. These storage limitations are often contained in tables and use concepts and defined terms that are unique to the NFC. This information is nevertheless needed in the NBC to understand the application of some of the NFC requirements that are recommended to be moved to the NBC. Rather than moving to the NBC such information on the storage limitations that trigger these requirements, the Task Group recommends that it be retained in context in the NFC. Specific cross-references to the NFC shall be introduced as needed in the NBC to determine the application of “building design” requirements moved from the NFC. They are included in Appendix C but also appear in a separate list of cross-references from the NBC to the NFC that can be found in Appendix H. 11. The Task Group also felt that new cross-references to the NFC should be introduced in the NBC to alert NBC users of NFC requirements that may have an impact on the design of buildings. Examples are aisles in open floor areas, non-fixed seating, location of outdoor process equipment with respect to buildings, fire safety planning, etc. A complete list of these NBC signposts pointing to the NFC can be found in Appendix I. Impact on the Internal Structure of the NBC and NFC 12. The Task Group noted that large amounts of information would be relocated from one code to another and that this would have a serious impact on the two documents. The Task Group examined and made recommendations on several of these aspects that are essentially “editorial” in nature. A complete list can be found in Appendices J and K. Examples are: - Addition of new defined terms, abbreviations, appendix notes, etc. - Revision of internal cross-references in both codes. - Relocation of current NBC requirements to sections newly created to accommodate provisions moved from the NFC [see Recommendation 4]. Minor Editorial and Technical Revisions to the NBC and NFC The Task Group also identified a number of minor editorial and technical inconsistencies in both codes that should be corrected during this vast exercise of relocating requirements between the two codes. The Task Group feels that this is a unique opportunity to improve the content of the codes and to correct present

weaknesses that it would be unfortunate to repeat in restructured objective-based codes. These changes should be processed through standing committees.

Examples for the NFC include: 13. Eliminate in the NFC unqualified internal cross-references that have been inserted over the years as reminders and that have been identified as being redundant and superfluous by the Standing Committee on Hazardous Materials and Activities during its intent analysis of the NFC. NFC Parts 2 to 5 contain several examples of unqualified references to Part 6 for portable extinguishers, to Subsection 4.1.6. for spill control measures and to Subsection 4.1.7. for exhaust ventilation. A complete list can be found in Appendix L. 14. Delete in the NFC requirements that duplicate information already contained in referenced standards, typically sprinkler design and portable extinguisher standards. A complete list can be found in Appendix M. 15. Other examples are included in Appendix K [see Recommendation 12]. Examples for the NBC include: 16. Subsections 8.2.2. and 8.2.3. of the NBC deal with fire safety at demolition and construction sites respectively. Many of the requirements are repeated in both subsections. However, some requirements were developed in one subsection only when it would seem logical to have the same requirements applying at both demolition and construction sites. It is recommended to amalgamate the two subsections into one that would apply to both demolition and construction sites. This would be consistent with a similar exercise done in the NFC 1995 where Section 2.14. Construction and Demolition Sites is the result of the amalgamation of former Section 2.14. and 2.15. of the NFC 1990. 17. In some cases, the NBC provides technical guidance by means of a reference to “provincial, territorial or municipal regulations”, or, in the absence of such regulations, to the NFC, NFPA standards or good engineering practice. This practice is used for such diverse issues as electrical installations [3.6.1.2.(1), 8.2.2.9.(2)], portable extinguishers [3.2.5.17.(1), 9.10.19.4.(1), 9.10.20.8.(1)] and hazardous substances [3.3.1.2.(1), 6.2.2.5.(1),]. The Task Group recommends that such references to “provincial, territorial or municipal regulations” be eliminated from the NBC. This practice does not provide adequate technical guidance to code users and there is no guaranty that the level of safety achieved by the NFC or NFPA standards is being met by provincial, territorial or municipal regulations on which the CCBFC standing committees have no control nor knowledge. 18. Other examples are included in Appendix J [see Recommendation 12].

Reorganization of Part 2 of the NFC 19. Part 2 of the NFC contains several “retrofit” provisions that require the automatic and unqualified upgrading of buildings and fire safety systems. A long appendix note A-2.1.3.1.(1) was added in the NFC 1995 at the request of the CCBFC to caution code users about the necessity to use judgement in the application of these provisions to existing buildings. One of the recommendations of the Task Group on the Scope of the NFC was to form a task group to make a complete revision of these so-called “retrofit” provisions. This recommendation was accepted by the CCBFC but, due to priority assigned to the work on objective-based codes, the recommended task group has not yet been formed. The restructuring of the NFC and NBC is seen by this Task Group as a good opportunity to consolidate in one section these “retrofit” provisions that are presently scattered throughout Part 2 of the NFC. This would help understand the role and application of these provisions and facilitate future work by the recommended task group. 20. Other editorial recommendations are offered by the Task Group to reorganize NFC Part 2 in a more logical manner and to better integrate it with the rest of the code. A complete list can be found in Appendix N.

Discussion General The first task of the Task Group has been to agree on criteria that would be used to identify categories of requirements to be moved from one document to another. The Task Group then developed a comprehensive list of requirements for each category and recommended where they should be relocated. Another important task has been to establish the principles that would be used to introduce proper cross-referencing between the two documents to direct code users to the relocated requirements. Consistent with its Terms of Reference, the Task Group agreed that cross-references shall be introduced to retain the application to existing buildings of NFC requirements moved to the NBC. The Task Group observed that “building elements” covered in the NBC are generally “fixed” in a building [e.g. fire separations, fire suppression systems, etc.]. The Task Group also noted that the design of components that are “movable” to suit specific operational needs or temporary uses [e.g. office partitions, non-fixed seating, etc.] are better located in the NFC. The Task Group concurred with its Terms of Reference that the design of process related equipment [e.g. storage racks, tanks, etc.] should be in the NFC. There was also agreement that any operational or activity related fire safety requirement presently in the NBC should be moved to the NFC. Relocation of Requirements from the NFC to the NBC The Task Group first examined the relocation of requirements from the NFC to the NBC. It was decided that “building design” requirements presently in the NFC should be moved to the NBC only if - they are related to “fixed building elements” already covered in the NBC [e.g. fire separations, fire suppression systems, etc.], or - the NBC already has provisions dealing with similar or closely related topics [e.g. signs, keys for fire department access, location of hazardous activities, occupancy classification, etc.]. It was agreed that this exercise of relocating requirements should not introduce in the NBC new categories of “building design” requirements. The Task Group adopted a keyword approach to develop the criteria to be used. The keyword “fixed building elements” was accepted and it was agreed that Report of the Task Group on Page Relocating Requirements and Cross-Referencing in the NFC and NBC April 1999

NFC requirements would be moved to the NBC only if they met at least one of the following criteria: - requirement dealing with the design, construction or installation of “fixed building elements” [keyword: design of fixed building elements], - requirement being a direct consequence of “fixed building elements”, e.g. signs, keys for fire department access, etc. [keyword: consequence of the design of fixed building elements], or - requirement having a direct impact on the design, installation or construction of “fixed building elements”, e.g. location of hazardous activities, occupancy classification, etc. [keyword: impact on the design of fixed building elements]. To support Task Group discussions, CCC staff developed a list of “building design” requirements showing requirements in the NFC 1995 that are related to the design or construction of “building elements”. The Task Group decided to use this list as a starting point for its discussion. This list identified the following 14 categories of “building design” requirements [shown in alphabetical order]: - building materials - egress facilities - electrical installations - explosion / smoke venting systems - fire alarm / voice communication systems - fire department access - fire separations - HVAC systems - location of hazardous activities - occupancy classification - portable extinguishers - posted information - spill control - sprinkler / fire suppression systems Using the criteria established earlier, the Task Group discussed the relevance of each of the 14 12 categories and examined several NFC requirements listed in each category. On the category of “portable extinguishers”, the Task Group was informed of a comment made by members of the CCBFC Standing Committee on Fire Safety and Occupancy [Minute FSO 4.8.1., analysis of NBC Sentence 3.2.5.17.(1)] to the effect that this NBC requirement for installation of portable extinguishers in new buildings could be located in the NFC. The Task Group concurred that there is

merit to the present location of this requirement in the NBC and that its Terms of Reference did not include the relocation of this category of requirements from the NBC to the NFC. After discussion, it was agreed to treat the selection, construction and installation of portable extinguishers in new buildings as a typical NBC requirement and to keep it in the list. The committee agreed with this recommendation to consolidate in the NFC all portable extinguisher requirements. Still on the issue of portable extinguishers, it was agreed that in the rewrite of the NFC, general “unqualified” internal references to Part 6 in the NFC should be deleted as they are redundant and superfluous. It was agreed that all above 14 12 categories of “building design” requirements do meet the criteria developed earlier to determine which categories of NFC requirements should be moved to the NBC. A thorough review of the NFC was conducted and all requirements meeting at least one of the above criteria and keywords were compiled in tabular form clearly showing to which categories they belong, their recommended location in the NBC and the cross-referencing that should be introduced. A complete list can be found in Appendix C of this report. It was generally agreed that the location of these NFC requirements in the NBC should be done in a manner that is consistent with the present structure and general organization of requirements in the NBC. Efforts should be made to incorporate them into existing sections of the NBC. For example, design standards for sprinkler and fire suppression systems presently referenced in the NFC should be located in NBC Subsection 3.2.5. Similarly, exhaust ventilation requirements moved from the NFC should be located in NBC Part 6. Spill control measures were identified as the only exception to this general rule that NFC “building design” requirements should be moved to the NBC. The Task Group considered that many spill control measures in the NFC [drainage systems, dykes, curbs, sills, etc.] deal with outdoor situations as well as indoors. It was also observed that code users need a large amount of information on the use and operation of these areas where spill control measures are required and that this information is currently located and should remain in the NFC. Another difficulty is the objective of environmental protection that was identified by the Standing Committee on Hazardous Materials and Activities during its intent analysis of these NFC spill control measures. This environmental protection objective appears to make consensus in the NFC but no discussion has taken place yet on the appropriateness of the NBC addressing environmental protection if these spill control requirements were to be moved to the NBC. For these reasons, the Task Group recommends to treat NFC spill control measures as a special case. These requirements should remain in the NFC and be made

applicable to the design of new buildings by means of cross-references from the NBC. During its discussions, the Task Group also developed examples of Sections of the NFC containing “building design” requirements recommended to be moved to the NBC. Appendix O shows how the move to the NBC of “building design” requirements presently in NFC Section 5.7. would impact on both the NFC and NBC. A similar exercise was done for NFC Subsection 3.2.4. and can be found in Appendix P. Relocation of Requirements from the NBC to the NFC The Task Group then examined the relocation of requirements from the NBC to the NFC. The Task Group noted that Part 8 of the NBC on Safety Measures at Construction and Demolition Sites is an anomaly as it does not deal with the safety of the completed building when occupied for its intended use but rather deals with safety during the construction or demolition process. Construction and demolition are temporary activities that create hazards for which safety measures are prescribed in Part 8 of the NBC. The hazardous activities and safety measures in Part 8 of the NBC have no equivalent in other parts of the NBC but are similar to many issues and operational requirements found in the NFC. Several of the fire safety measures in Part 8 of the NBC are by means of cross-references to the NFC. Consistent with its Terms of Reference, the Task Group therefore recommends that fire safety measures in Part 8 [Subsections 8.2.2. and 8.2.3.] of the NBC be moved to the NFC. Using the same approach as previously described for the NFC, all requirements meeting the above criterion were compiled in tabular form clearly showing to which categories they belong, their recommended location in the NFC and the cross-referencing that should be introduced. A complete list can be found in Appendix F. During its discussions, the Task Group also developed an example of how the move to the NFC of fire safety measures presently in NBC Subsections 8.2.2. and 8.2.3. would impact on both the NFC and NBC. This example can be found in Appendix Q. The Task Group could not identify any other part of the NBC that contained operational or activity related fire safety requirements that should be moved to the NFC. On the issue of cross-references, that Task Group agreed that user friendliness of the codes and clarity of intent should be important factors. Code users should be directed to the relocated requirements. Cross-references should not be vague but should be as specific as possible. Efforts should be made to avoid repetition of requirements in the two codes. The preferred way of making requirements applicable to both codes shall be by means of appropriate cross-references between the two codes. Exceptions should be permitted only when such requirements are needed to be repeated in both codes, such as requirements that are phrased in such a manner that they apply to “building design” as well as building operations, process equipment or outdoor situations. A complete list of such repetitions in both codes can be found in Appendix G. Consistent with its Terms of Reference, the Task Group concurred to retain the application to existing buildings of “building design” requirements related to hazardous activities presently in the NFC by the introduction of properly worded cross-references to their new location in the NBC. Consultation As requested by the CCBFC, this report and its recommendations shall be submitted to the Standing Committee on Hazardous Materials and Activities [HMA] at its May 1999 meeting. The Task Group feels that the Standing Committee on Fire Safety and Occupancy should also be informed of this report and its recommendations. Upon HMA approval and after corrections reflecting the committee’s comments, the Task Group recommends that the revised report and recommendations be circulated for limited consultation with key stakeholders before being processed for general public review. This limited consultation should take place during the Summer of 1999 so that comments can be considered by HMA at a meeting to be held before the end of 1999 and the recommendations integrated in the work plan for the development of objective-based codes. This limited consultation should include: - Canadian Commission on Building and Fire Codes [CCBFC] - Provincial/Territorial Committee on Building Standards [PTCBS] - Council of Canadian Fire Marshals and Fire Commissioners [CCFM/FC] - Canadian Association of Fire Chiefs [CAFC] - Provincial Associations of Building Officials - Provincial Associations of Fire Officials Report of the Task Group on Page Relocating Requirements and Cross-Referencing in the NFC and NBC April 1999

Closing The Task Group confirms the important role that the National Building Code and National Fire Code play in Canada. Its recommendations are intended to ensure that the value of the codes and their place in the national building construction and fire safety regulatory environment are enhanced. The report and recommendations of the Task Group aim to reinforce the distinction between design and operating concerns in the national model codes and to draw a clear line between the roles of the NBC and the NFC. Several recommendations are calling for the transfer of building design requirements from the NFC to the NBC, as well as the transfer of some material dealing with fire safety at construction and demolition sites from the NBC to the NFC. A thorough evaluation of the cross-referencing between the two documents was done and the Task Group also makes recommendations for a more effective system. The work to implement a national objective-based model code framework is proceeding on a very tight schedule. The restructuring of the NBC and NFC recommended by the Task Group must be fitted into that schedule. The Task Group sees as an important and critical task the incorporation of this restructuring into the 2003 objective-based national model codes. Appendix A Task Group Terms of Reference

Task Group on Relocating Requirements and Cross-Referencing

in the NFC and NBC Background:

Under the sponsorship of the Canadian Commission on Building and Fire Codes, a Task Group on the Scope of the National Fire Code made recommendations addressing needed changes to the National Fire Code of Canada. Recommendations 2 and 4 called for the transfer of requirements between the National Fire Code and the National Building Code. Recommendation 5 called for an examination of the cross-references between the two documents. Recommendation 6 called for the formation of a new task group to undertake the work. These recommendations were accepted by the Commission.

Discussion:

The recommendations of the Task Group on the Scope of the National Fire Code cover three broad areas. The first is the lack of clear separation of design and operational requirements between the National Building Code and the National Fire Code. The second is the growing challenge of upgrading the fire safety of existing buildings. The third is the weakness of the cross-referencing between national model codes. This task group focusses on the first and third of these broad areas.

A general principle distinguishing the content of the National Building Code and the National Fire Code is that the building code contains requirements for the design of new buildings, and the fire code contains requirements for the safe operation of existing buildings and the maintenance of their fire safety systems. However, the 1995 National Fire Code does contain requirements for the design of building elements. These requirements have entered the fire code in response to fire safety issues related to the use and storage of combustible products, dangerous goods and flammable and combustible liquids.

The Task Group on the Scope of the National Fire Code recommended that all requirements that have to do with the design of major building elements be relocated to the National Building Code. The Task Group also noted that the National Building Code contain a few non-design oriented requirements and recommended that those addressing operational fire safety issues be relocated to the National Fire Code.

Therefore, design requirements for fire separations, ventilation systems, fire suppression systems, etc., principally located in Parts 3, 4 and 5 but also in Part 6, should be taken out of the National Fire Code and relocated, as appropriate, in the National Building Code. In order to maintain the application of these design requirements to existing buildings, cross-references back to the NBC will need to be introduced in the NFC. with the operation of a building, such as the layout of process equipment or storage racks will remain in the National Fire Code. Requirements addressing fire safety at construction sites will be relocated from the National Building Code to the National Fire Code and a cross-reference to them maintained in the building code.

In its examination of the National Fire Code and its relationship to the National Building Code, and mindful of its recommendations that there be a transfer of requirements between the two Code documents, the Task Group also recommended that a thorough examination be made of the documents’ cross-referencing system. The Task Group was concerned to ensure that the cross-referencing was both effective and met the needs of code users. The National Building Code and the National Fire Code are companion documents and need a close degree of coordination. Designers of new buildings need to know how fire safety systems will be maintained and operated and inspectors of existing buildings need to know the original design assumptions for fire safety systems.

Purpose:

The Task Group on Relocating Requirements and Cross-Referencing will: 1. Develop a work plan for the completion of its work. The work plan

shall reflect the progress of the objective-based code project and the planned publication of objective-based National Building and National Fire Codes in the year 2001.

2. Identify all building design requirements in the National Fire Code that should be transferred to the National Building Code, identify their recommended location in the NBC, and identify necessary cross-references to the location of these requirements for the National Fire Code.

3. Identify all fire safety requirements at construction and demolition sites in the National Building Code that should be transferred to the National Fire Code, identify their recommended location in the NFC, and establish necessary cross-references to the location of these requirements for the National Building Code.

4. Examine the current cross-referencing between the National Building and National Fire Codes in the context of the scope and objectives of the two documents and the needs of those who use the two documents in their work.

6. Prepare documentation for the Standing Committee on Hazardous Materials and Activities showing the analysis undertaken, and recommended actions.

NFC Section 3.2. Indoor Storage NFC 3.2.4. Indoor Tire Storage 3.2.4.1. Application 1) This Subsection shall apply to buildings or parts of buildings used for the storage of rubber tires. 3.2.4.2. Fire Separations 1) A tire storage area designed to contain more than 375 m3 of rubber tires shall be separated from the remainder of the building by a fire separation conforming to NBC 3.9.4. [NFC 3.2.4.2.] having a fire-resistance rating of not less than 2 h. (See Appendix A.) 3.2.4.3. Sprinkler Protection 1) Buildings regulated by this Subsection shall be sprinklered in conformance with NBC 3.2.5.B [NFC 3.2.4.3.(1)] NFPA 231D, "Storage of Rubber Tires," whenever a) the aggregate of individual storage areas in the building exceeds 500 m2 , b) any individual storage area exceeds 250 m2 , or c) the height of storage is more than 3.6 m, and the total volume of tires in the building is more than 375 m3 . 3.2.4.4. 3) Instead of the requirements of Sentence (1), NFPA 13D, "Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Mobile Homes," is permitted to be used for the design, construction, installation and testing of an automatic sprinkler system installed in a building of residential occupancy throughout that contains not more than 2 dwelling units. NFC 3.2.4.3. Sprinkler Protection Tire Storage 1) Instead of the requirements of Sentence 3.2.5.13.(1), NFPA 231D, "Storage of Rubber Tires," shall be used for the design, construction, installation and testing of an automatic sprinkler system required for a tire storage area in NBC 3.9.4. [NFC 3.2.4.3.] 4) If a building contains fewer than 9 sprinklers, the water supply for these sprinklers is permitted to be supplied from the domestic water system for the building provided the required flow for the sprinklers can be met by the domestic system. 5) If a water supply serves both an automatic sprinkler system and a system serving other equipment, control valves shall be provided so that either system can be shut off independently. 6) Notwithstanding the requirements of the standards referenced in Sentences (1), (2) and (3) for the installation of automatic sprinkler systems, sprinklers shall not be omitted in any room or closet in the storey immediately below a roof assembly. NFC Section 5.7. Laboratories NFC 5.7.1. Scope 5.7.1.1. Application 1) This Section shall apply to laboratories where dangerous goods, including flammable liquids and combustible liquids, are used. 2) Except as otherwise specified in this Section, the use, handling and storage of dangerous goods, including flammable liquids and combustible liquids, shall conform to Parts 3, 4 and 5. NFC 5.7.2. Construction 5.7.2.1. Interior Finish Materials 1) Interior finish materials, floors, fixed furniture and equipment shall be chemically resistant to dangerous goods being used in a laboratory to minimize their deterioration, in conformance with Articles 3.2.7.7. and 3.2.7.8. 2) Interior finish materials and floors shall conform to NBC 3.9.7. [NFC 5.7.2.1.] 5.7.2.2. Separation 1) A laboratory shall be separated from other parts of the building by fire separations conforming to NBC 3.9.7. [NFC 5.7.2.2.] this Code and the National Building Code of Canada 1995, but having a fire-resistance rating of not less than 1 h. NFC 5.7.3. Fire Prevention and Protection 5.7.3.1. Emergency Planning 1) Except as provided in Sentences (2) to (6), a laboratory shall conform to the requirements for emergency planning in Section 2.8. and for a fire safety plan in Subsection 5.1.5. 2) Fire drills required in Subsection 2.8.3. shall be held at intervals not greater than 3 months in a laboratory. 3) Personnel working in a laboratory shall be trained in the safe handling and use of dangerous goods, in conformance with Article 3.2.7.15. 4) Dangerous goods shall be identified in conformance with Article 3.2.7.13. 5) The laboratory shall be clearly designated as an area containing dangerous goods in conformance with Article 3.2.7.14. 6) Measures shall be taken to prevent access to the laboratory by unauthorized persons. 5.7.3.2. Combustible Materials 1) Where combustible materials, such as packaging materials, are used in a laboratory, their quantity shall not be greater than the supply for one day of normal operation.

2) Combustible materials in excess of those permitted in Sentence (1) shall be stored outside of the laboratory in conformance with Section 3.2. 5.7.3.3. Spill Control 1) Absorbent and neutralizing materials shall be provided in the laboratory and in the dangerous goods storage areas in conformance with Sentence 3.2.7.11.(2). 5.7.3.4. Electrical Equipment 1) Except as provided in Sentence 5.7.3.5.(3), electrical equipment in areas where the concentration of flammable vapours can be greater than 25% of its lower explosive limit shall be in conformance with CSA C22.1, "Canadian Electrical Code, Part 1," for Class I, Division 1 hazardous locations. 2) Electrical equipment located inside a power-ventilated enclosure required in with NBC 6.4.7. [NFC 5.7.4.2.] and its exhaust duct system shall a) conform to Sentence (1), and b) be designed and maintained to prevent the accumulation of combustible or reactive deposits. 5.7.3.5. Ignition Sources 1) Smoking shall not be permitted in a laboratory and signs shall be posted in conformance with Article 2.4.2.2. 2) Where overheating of unattended equipment using heat can cause a fire or an explosion, such equipment shall be equipped with a high temperature limit switch fitted to a) sound an alarm, and b) shut off the heat. 3) An ignition source that is an integral part of an operation involving flammable vapours shall be permitted provided a) the supply of flammable liquids or combustible liquids for this operation is controlled and kept to a strict minimum, b) flammable vapours and combustion fumes are exhausted in conformance with NBC 6.4.7. [NFC 5.7.4.2.], c) there is no other source of ignition capable of igniting the flammable vapours in an uncontrolled manner, and d) there is no combustible material in the immediate vicinity of this operation. 5.7.3.6. Inspection and Maintenance 1) Electrical equipment, mechanical systems, piping, valves, and automatic and manual control and safety devices shall be inspected, tested and maintained in good operating condition at all times. 2) The ventilation systems serving a laboratory shall be inspected and cleaned to prevent the accumulation of combustible or reactive deposits, and the intervals between inspections shall be not greater than a) 12 months for the ventilation systems of the laboratory and dangerous goods storage areas, and b) 6 months for the ventilation system of a power-ventilated enclosure required in NBC 6.4.7. [NFC 5.7.4.2.] 5.7.3.7. Fire Protection 1) Portable fire extinguishers shall be provided in the laboratory in conformance with Part 6.

NFC 5.7.4. Ventilation 5.7.4.1. General Ventilation 3) Ventilation shall be provided in conformance with NBC 6.4.7. [NFC 5.7.4. and NFC 5.7.5.5.] 1) [rewrite] A continuous mechanical ventilation shall be maintained to the level of performance required by NBC 6.4.7. [NFC 5.7.4.1.] 1) A laboratory shall be provided with continuous mechanical ventilation designed and maintained to ensure that dangerous goods vapours and particles a)do not accumulate in the laboratory, b)are prevented from migrating to other parts of the building, c)do not accumulate in the ventilation system, d)are exhausted to the outdoors, and e)are not returned to the building. 2) A ventilation system required in this Section shall be provided with monitoring devices to a)indicate that the ventilation system is in operation, and b)sound an alarm if the ventilation system is malfunctioning. 5.7.4.2. Power-Ventilated Enclosure 1) The use of dangerous goods in a laboratory shall be confined inside a power-ventilated enclosure conforming to Articles 5.7.4.3. and 5.7.4.4. when a)their use releases flammable vapours, or causes run-away or potentially explosive reactions, b)liquids are heated to a temperature equal to or greater than their flash point, or c)Class I liquids or unstable liquids are used. 2) A power-ventilated enclosure required in NBC 6.4.7. [NFC 5.7.4.2.(1)] Sentence (1) shall not be used for the storage of dangerous goods, and any quantity in excess of the supply necessary for normal operations shall conform to Subsection 5.7.5. 5.7.4.3. Enclosure Exhaust Ventilation 1) The ventilation system for a power-ventilated enclosure required in Article 5.7.4.2. shall a)conform to NFPA 91, "Exhaust Systems for Air-Conveying of Materials," b)provide continuous exhaust ventilation at an air velocity sufficient to prevent the accumulation of combustible or reactive deposits in the power-ventilated enclosure and its exhaust duct system, c)confine dangerous goods vapours and particles to the area where they are generated and exhaust them to the outdoors, d)not return the exhausted air to the building, and e)be provided with well identified control switches that are i) located outside of the power-ventilated enclosure, and ii) readily accessible in case of an emergency. 2) Where deposits referred to in Clause (1)(b) can accumulate in the power-ventilated enclosure and its exhaust duct system and create a fire or explosion hazard, a)provisions shall be made to remove such deposits so they do not create a fire or explosion hazard, or b)an automatic fire suppression system shall be provided in conformance with Part 6. 5.7.4.4.Enclosure Construction

1) The power-ventilated enclosure required in Article 5.7.4.2. and its exhaust duct system shall a)except as provided in Sentences (2) and (3), be constructed of noncombustible materials compatible with and chemically resistant to the dangerous goods vapours and particles being exhausted, b)be provided with access doors to permit inspection and maintenance of the fan assembly and exhaust ducts, c)be provided with instructions for its use and the operation of the ventilation system, and d)be provided with means to control accidental spillage in conformance with Subsection 4.1.6. 2) Combustible materials are permitted in systems described in Clause (1)(a) if a)such materials are required by the corrosive or reactive properties of the dangerous goods being used, and b)their flame spread rating is not more than 25. 3) The flame spread rating required in Sentence (2) is permitted to be greater than 25 if an automatic fire suppression system conforming to Part 6 is provided inside the power-ventilated enclosure and its exhaust duct system. NFC 5.7.5. Dangerous Goods 5.7.5.1. Maximum Quantities 1) The quantity of dangerous goods kept in a laboratory shall be minimized and shall not exceed the lesser of a) the supply necessary for normal operation, or b) when located in i) a Group A, Division 2 educational or Group D major occupancy, 300 L of flammable liquids and combustible liquids, of which not more than 50 L shall be Class I liquids, or ii) a Group B major occupancy, the quantities of flammable liquids and combustible liquids permitted in Sentence 4.2.6.3.(1). 2) Quantities of flammable liquids and combustible liquids in excess of those permitted in Sentence (1) shall be stored in a) cabinets conforming to Subsection 4.2.10. except that, in laboratories described in Clause (1)(b), the total quantity of flammable liquids and combustible liquids stored in such cabinets shall not exceed the quantity permitted for one cabinet, or b) a room conforming to NBC 3.9. [NFC 4.2.9.] 3) Quantities of dangerous goods other than flammable liquids and combustible liquids in excess of those permitted in Sentence (1) shall be stored outside of the laboratory in conformance with NBC 3.9. [NFC Part 3.] 5.7.5.2. Containers for Flammable and Combustible Liquids 1) Except as provided in Sentences (2) and (3), flammable liquids or combustible liquids in a laboratory shall be kept in containers conforming to Subsection 4.2.3. 2) Where Class I liquids are required to be kept in individual containers having a capacity greater than 5 L in a laboratory, such containers shall a) be safety containers conforming to ULC/ORD-C30, "Safety Containers," and b) have a capacity of not more than 25 L.

3) Containers of flammable liquids or combustible liquids shall be kept closed when not in use. 5.7.5.3. Compressed Gases 1) Storage cylinders and piping systems for Class 2 gases used in a laboratory shall be firmly secured and protected against mechanical damage. 2) Each point of supply and each point of use of cylinders or piping systems for Class 2 gases shall be provided with a) labels identifying the gas being supplied, and b) a manual shut-off valve. 3) A Class 2 gas cylinder valve shall be closed when not in use. 5.7.5.4. Refrigerated Storage 1) Where refrigerators are required to keep Class I liquids at a temperature below normal ambient conditions in a laboratory, such refrigerators shall be designed so that a) electrical equipment located within the storage compartment, within the outer shell, on the door and on the door frame of the refrigerator is in conformance with CSA C22.1, "Canadian Electrical Code, Part 1," for Class I, Division 1 hazardous locations, and b) electrical equipment mounted on the outside surface of the refrigerator is i) in conformance with CSA C22.1, "Canadian Electrical Code, Part 1," for Class I, Division 2 hazardous locations, or ii) located above the top of the storage compartment. 2) Refrigerators described in Sentence (1) shall be identified in conformance with Article 3.2.7.14. 3) Class I liquids in refrigerators shall be kept in closed containers. 5.7.5.5. Perchloric Acid 1) Where perchloric acid is heated above normal ambient temperature, it shall be done in a separate power-ventilated enclosure a)conforming to Articles 5.7.4.3. and 5.7.4.4., and b)provided with conspicuously posted instructions specifying that it shall be used only for this application. 2) The power-ventilated enclosure required in NBC 6.4.7. [NFC 5.7.5.5.(1)] and its exhaust duct system shall be washed with water after each use to prevent the accumulation of highly reactive deposits. 3) Heating of perchloric acid shall not be by open flame or hot oil bath. 5.7.5.6. Chemical Wastes 1) Wastes from dangerous goods shall be a) identified to prevent accidental mixing of incompatible chemicals, and b) included in the quantities specified in Article 5.7.5.1. NBC 3.6.1.General 3.6.1.1. Scope 1) The provisions of this Section apply to horizontal service spaces, vertical service spaces, attic or roof spaces, ducts, crawl spaces, shaft spaces, service rooms, and mechanical penthouses, and facilities contained therein, and to electrical installations in buildings. 3.6.1.2. Electrical Wiring and Equipment 1) The installation of electrical wiring and electrical equipment shall conform to the requirements of a) provincial, territorial, or municipal regulations, or, b) CSA C22.1, "Canadian Electrical Code, Part I," in the absence of regulations referred to in Clause (a). NFC 5.7.3.4. Electrical Equipment in Laboratories 1) Except as provided in Sentence NFC 5.7.3.5.(3) for an ignition source that is an integral part of an operation, electrical equipment in areas of a laboratory covered in NBC 3.9.7. [NFC 5.7.1.1.] where the concentration of flammable vapours can be greater than 25% of its lower explosive limit shall be in conformance with CSA C22.1, "Canadian Electrical Code, Part 1," for Class I, Division 1 hazardous locations. 2) Electrical equipment located inside a power-ventilated enclosure required in NBC 6.4.7. [NFC 5.7.4.2.] and its exhaust duct system shall a) conform to Sentence (1), and b) be designed and maintained to prevent the accumulation of combustible or reactive deposits. 3.6.1.3. Storage Use Prohibition 1) Service spaces shall not be designed to facilitate subsequent use as storage space. 3.6.1.4. Appliances Installed outside a Building 1) A fuel-fired appliance installed on the roof of a building or in another location outside the building shall be installed not less than a) 1.2 m from a property line, measured horizontally, and b) 3 m from an adjacent wall of the same building if that wall contains any opening within 3 storeys above and 5 m horizontally from the appliance, unless every opening within these limits is protected by i) a closure having a fire-protection rating not less than 45 min determined in accordance with Article 3.1.8.4., or ii) a wired glass assembly permitted for use in a vertical fire separation and described in Appendix D. NBC Section 3.9. Hazardous Materials and Activities NBC 3.9.7. Laboratories NFC 5.7.1.1. Application 1) This Subsection shall apply to laboratories where dangerous goods, including flammable liquids and combustible liquids, are used. NFC 5.7.2.1. Interior Finish Materials

1) Interior finish materials, floors, fixed furniture and equipment shall be chemically resistant to dangerous goods being used in a laboratory to minimize their deterioration, in conformance with NBC 3.9. [NFC 3.2.7.7. and 3.2.7.8.] NFC 5.7.2.2. Separation 1) A laboratory shall be separated from other parts of the building by fire separations conforming to this Code and the National Building Code of Canada 1995, but having a fire-resistance rating of not less than 1 h. NFC 5.7.5.1. Dangerous Goods Storage 1) A storage room for flammable and combustible liquids required by NFC 5.7.5.1.(2)(b) shall conform to Subsection NBC 3.9. [NFC 4.2.9.] 2) A storage area for dangerous goods other than flammable liquids and combustible liquids in excess of the quantities permitted in Sentence NFC 5.7.5.1.(3) shall conform to NBC 3.9. [NFC Part 3.2.] NBC Section 6.4. Exhaust Ventilation for Hazardous Substances NBC 6.4.7. Laboratories NFC 5.7.1.1. Application 1) This Subsection shall apply to laboratories where dangerous goods, including flammable liquids and combustible liquids, are used. NFC 5.7.4.1. General Ventilation 1) A laboratory shall be provided with continuous mechanical ventilation designed and maintained to ensure that dangerous goods vapours and particles a) do not accumulate in the laboratory, b) are prevented from migrating to other parts of the building, c) do not accumulate in the ventilation system, d) are exhausted to the outdoors, and e) are not returned to the building. 2) A ventilation system required in this Subsection shall be provided with monitoring devices to a) indicate that the ventilation system is in operation, and b) sound an alarm if the ventilation system is malfunctioning. NFC 5.7.4.2. Power-Ventilated Enclosure 1) The use of dangerous goods in a laboratory shall be confined inside a power-ventilated enclosure conforming to NBC 6.4.7. [NFC 5.7.4.3. and NFC 5.7.4.4.] when a) their use releases flammable vapours, or causes run-away or potentially explosive reactions, b) liquids are heated to a temperature equal to or greater than their flash point, or c) Class I liquids or unstable liquids are used. NFC 5.7.4.3. Enclosure Exhaust Ventilation 1) The ventilation system for a power-ventilated enclosure required in NBC 6.4.7. [NFC 5.7.4.2.] shall a) conform to NFPA 91, "Exhaust Systems for Air-Conveying of Materials,"

b) provide continuous exhaust ventilation at an air velocity sufficient to prevent the accumulation of combustible or reactive deposits in the power-ventilated enclosure and its exhaust duct system, c) confine dangerous goods vapours and particles to the area where they are generated and exhaust them to the outdoors, d) not return the exhausted air to the building, and e) be provided with well identified control switches that are i) located outside of the power-ventilated enclosure, and ii) readily accessible in case of an emergency. 2) Where deposits referred to in Clause (1)(b) can accumulate in the power-ventilated enclosure and its exhaust duct system and create a fire or explosion hazard, a) provisions shall be made to remove such deposits so they do not create a fire or explosion hazard, or b) an automatic fire suppression system shall be provided in conformance with NFC Part 6. NFC 5.7.4.4.Enclosure Construction 1) The power-ventilated enclosure required in Article NBC 6.4.7. [NFC 5.7.4.2.] and its exhaust duct system shall a) except as provided in Sentences (2) and (3), be constructed of noncombustible materials compatible with and chemically resistant to the dangerous goods vapours and particles being exhausted, b) be provided with access doors to permit inspection and maintenance of the fan assembly and exhaust ducts, and c) be provided with instructions for its use and the operation of the ventilation system, and d) be provided with means to control accidental spillage in conformance with Subsection NBC 3.9. [NFC 4.1.6.] 2) Combustible materials are permitted in systems described in Clause (1)(a) if a) such materials are required by the corrosive or reactive properties of the dangerous goods being used, and b) their flame spread rating is not more than 25. 3) The flame spread rating required in Sentence (2) is permitted to be greater than 25 if an automatic fire suppression system conforming to NFC Part 6 is provided inside the power-ventilated enclosure and its exhaust duct system. NFC 5.7.5.5. Perchloric Acid 1) Where perchloric acid is heated above normal ambient temperature, it shall be done in a separate power-ventilated enclosure a) conforming to NBC 6.4.7. NBC Section 8.2. Protection of the Public and Fire Safety NBC 8.2.2. Fire Safety at Demolition Sites NBC 8.2.3. Fire Safety at Construction Sites [Delete these two Subsections and replace with] NBC 8.2.2. Fire Safety at Construction and Demolition Sites 8.2.2.1. Fire Safety 1) Fire safety at construction and demolition sites shall conform to Section 2.14. [Section 5._.] of the National Fire Code of Canada 1995. NFC Section 2.14. Construction and Demolition Sites [should be moved to NFC Part 5] NFC 2.14.1. General 2.14.1.1. Application 1) This Section applies to buildings or parts of buildings undergoing construction or demolition operations and includes renovations. 2) The degree of application of this Section to each construction project and each demolition project shall be determined as part of the fire safety plan prior to the commencement of operations. (See Appendix A.) 2.14.1.3. Fire Safety 1) Fire safety at construction sites and demolition sites shall conform to this Section Part 8 of the National Building Code of Canada 1995. 2.14.1.2. Fire Safety Plan 1) Prior to the commencement of construction or demolition operations, a fire safety plan conforming to Section 2.8. shall be prepared for the site. 2) The fire safety plan shall include a) the designation and organization of site personnel to carry out fire safety duties, including fire watch service if applicable, b) the emergency procedures to be used in the case of fire, including i) sounding the fire alarm, ii) notifying the fire department, iii) instructing site personnel on procedures to be followed when the alarm sounds, and iv) fire fighting procedures, c) the control of fire hazards in and around the building (see Appendix A), and d) maintenance of fire fighting facilities (see Appendix A). NBC 8.2.2.3. and 8.2.3.3. Access for Fire Fighting 1) Unobstructed access shall be maintained to fire hydrants and to fire department connections for standpipe and sprinkler systems and portable extinguishers. Appendix Q Example

Relocation of Fire Safety Requirements from NBC 8.2.2. and 8.2.3. to the NFC

2) Where practicable, access routes to the demolition or construction site shall be provided for fire department vehicles. (See Appendix A.) 3) Where a demolition or construction site is fenced so as to prevent general entry, provision shall be made for access by fire department equipment and personnel. NBC 8.2.2.4. and 8.2.3.4. Portable Extinguishers [should be moved to NFC 6.2.] 1) Portable extinguishers shall be installed in conformance with Subsection 3.2.5. [3.2.5.D] of the National Building Code of Canada 1995 and maintained in conformance with Part 6 of the National Fire Code of Canada 1995. 2) In addition to the requirements of Sentence (1), portable extinguishers shall be provided a) adjacent to cutting or welding operations, b) in areas where combustibles are stored, c) near or on any internal-combustion engines, d) adjacent to areas where flammable liquids or gases are stored or handled, e) adjacent to temporary oil-fired or gas-fired equipment, and f) adjacent to bitumen heating equipment. 3) The minimum rating for extinguishers required by Sentences (1) and (2) shall be a) 2-A:10-B:C on moveable equipment, and b) 4-A:40-B:C in all other locations. NBC 8.2.2.5. and 8.2.3.5. Standpipe Systems 1) Where a building being demolished floor by floor is equipped with a standpipe system, such system, together with fire department connections and valves, shall be maintained in operable condition on all storeys below that being demolished except the storey immediately below it. (See Appendix A.) 2) Where a standpipe system is to be installed in a building under construction, such system shall be installed progressively in conformance with Subsection 3.2.5.B. [Article 3.2.5.9.] of the National Building Code of Canada 1995. NBC 8.2.2.6. and 8.2.3.6. Cutting and Welding Operations 1) Cutting and welding operations shall conform to Section 5.2. of the National Fire Code of Canada 1995. 2) Areas on a demolition site where cutting and welding operations have taken place shall be kept under supervision for not less than 1 h after the operations have been completed. [Already covered in Section 5.2.] NBC 8.2.2.7. and 8.2.3.7. Egress Provision 1) At least one stairway exit shall be accessible and maintained in usable condition at all times. NBC 8.2.2.8. and 8.2.3.8. Fire Warning 1) A system shall be provided to alert site personnel of fire in a building being demolished. 2) The system required by Sentence (1) shall be capable of being heard throughout the building.

Relocation of Fire Safety Requirements from NBC 8.2.2. and 8.2.3. to the NFC

NBC 8.2.2.9. Building Service Shut-Off at Demolition Sites 1) Except as required by Sentence (2), and except for water supplies for fire fighting, building services shall be shut off and gas and fuel lines shall be capped in a building being demolished. 2) Temporary electrical installations shall be installed in conformance with the requirements of a) provincial, territorial or municipal regulations or, b) CSA C22.1, "Canadian Electrical Code, Part I," in the absence of regulations referred to in Clause (a). NBC 8.2.2.10. and 8.2.3.9. Clearance to Combustible Materials 1) Internal-combustion engines shall be located so that the exhaust discharges not less than 500 mm from combustible materials. 2) Where exhaust from internal-combustion engines is piped outdoors, a clearance of not less than 150 mm shall be maintained between the exhaust pipe and combustible material. 3) The clearance between combustible materials and temporary heating equipment, including flues, shall be in conformance with Part 6 of the National Building Code of Canada 1995 or in conformance with the minimum clearances shown on certified heating equipment. NBC 8.2.2.11. Fuel Supply Installation [should apply at both demolition and construction sites] 1) Fuel supplies for heating equipment and internal-combustion engines shall conform to a) CAN/CGA-B149.1-M, "Natural Gas Installation Code," b) CAN/CGA-B149.2-M, "Propane Installation Code," or c) CAN/CSA-B139-M, "Installation Code for Oil Burning Equipment." NBC 8.2.2.12. Tank, Piping and Machinery Reservoir Safety at Demolition Sites 1) Tanks, piping and machinery reservoirs containing combustible liquids or flammable liquids or which are likely to contain flammable vapours at a demolition site shall be drained and, except as permitted by Sentence (2), removed prior to demolition of the building. 2) Where it is impracticable to remove tanks, piping or machinery reservoirs from the building prior to demolition, such equipment shall be conspicuously identified and removed as soon as conditions permit. 3) Tanks, piping and machinery reservoirs referred to in Sentences (1) and (2) which contained combustible liquids, flammable liquids or flammable gases shall be purged with inert materials prior to demolition to prevent an explosion. (See Appendix A.) NBC 8.2.2.13. Fire Separations in Partly Occupied Building [should apply at both demolition and construction sites] 1) Where part of a building continues to be occupied during demolition, the occupied part shall be separated from that being demolished or constructed by a fire separation having a fire-resistance rating of not less than 1 h. NBC 8.2.2.14. and 8.2.3.11. Watch 1) A watch, with tours at intervals of not more than 1 h, shall be provided throughout demolition sites when there are occupants in the portion of the building not being demolished.

Combustible Liquid and Flammable Liquid Storage 1) Combustible liquids and flammable liquids shall be stored and used in conformance with Part 4 of the National Fire Code of Canada 1995.
