REPORT OF THE COUNCIL 111 REPORT OF THE COUNCIL FOR TEE YEAR 1927 [Submitted to the Annual General Meeting. January 18, 1928.7 The year 1927 has been marked by continued progress on the part of the Society, and for the first time since 1919 it is possible to record an increase in the number of Fellows during the year. Events of importance during the year have been an address by Sir Samuel Hoare on April 28, the association of the Society with the Institute of Physics, and the preparation of an Index to the Quarterly Journal for the years 1go1-1g25. On February 2 the Society suffered a great loss by the death of Col. Henry hlellish. who had been closely associated with its activities since 1876 and was President in 199 and 1910. The Society also lost other valued Fellows in the persons of hIr. F. Campbell Bayard, who was Honorary Secretary from 1892-97 and 19-15 and President in 1898-99, and Dr. J. Brownlee and Mr. C. Harding, both uf whom served on the Council. Another serious loss at the end of the year was the death of Mr. W. H. Dines, F.R.S., which took place on December 24th. Mr. Dines served as President in IQOI antl 1902, and \\as anarcled the Symons Gold LIetlal in 1914. ’1s a member of several Committees he carried out important research work, chietly in connection with the study of the upper air. October 28 Professor W. H. Hobbs gave an illustrated account of his explorations in Greenland.

PHEWLOCICAL REPoRT.-The 36th Report of the Kew Series wras presented t o the meeting in June. Partly in consequence of the publicity given by Mr. Margary‘s broadcast talk in September 1926 the Report is the most complete hitherto published. The Council desire again to place on record their appreciation of the work of Slr. J. E. Clark, Mr. I. D. Margary and Mr. R. Marshall, members of the Phenological Committee.

Frs.\scE.-The accounts for the year are printed at the end of this Report. The credit balance shown is L666 I~s., as compared with cfjo6 18s. in December 1926 and f;@ 1-35. in 19zj. The position of the Society is materially improved by the cancellation of A v in debentures during the year. This has been made possible mainly by the bequest of Esoo debentures from the late Col. Henry Rlelish, and also by a generous donation of A:?oo from hlr. I. D. SIargary to be applied t o the redemption of debentures. The debt a t the end of the year is thereby reduced to &Z,IOO.

Therc is thus an increase of eleven in the number of Annual Fellon-.; in the course of the year, in spite of the removal of names from the register for non-payment of subscriptions. There is a possibility that the membership may be further increased owing to the alteration of the By-laws to permit the election of Institutions and Corporate Bodies as Fellows.

BEQUEST FROM COL. H. h’kLLISH.-h his will the late col. H. Mellish bequeathed t o the Society the sum of As00 debentures and all his original meteorological observations and charts. The Council were also entrusted with the disposal of his large meteorological library, and have arranged for it to be presented to the University of Nottingham, where meteorology forms a regular course in the training of students. I t is satisfactory to note that the Midlands have now been provided with an adequate meteorological library. The Society contributed to a Memorial Fund, which has taken the form of a bronze plaque and a scholarship tenable at any University.

DONATIONS TO THE SOCIETY.-h addition to the gifts previously mentioned, the following donations have been received :-

Eleven private logs of Admiral Sir Francis Beaufort, presented by his grandson, Mr. A. F. Beaufort.

Three weather diaries kept at Castle Cary, Somerset, 1805 and 1828-1854, presented by the Rt. Hon. Henry Hobhouse.

Two weather diaries kept by Mr. Charles Harding, 1866, 1867. Four volumes of observations kept a t Rushall, Norfolk, 1879-

IS*, presented by Mr. A. W. Preston. Current books and periodicals, as listed in Appendis 11.

MusEux-The Museum referred to in last year’s report has now taken shape, and gifts towards its enlargement will be greatly appreciated.

Aw.mDs.-The Symons Medal is awarded biennially irrespective of sex or nationality for distinguished work in connection with meteorological science. By custo,m the award is made alternately to British and foreign meteorologists. This year the Council have decided to award the medal t o Prof. Dr. Hugo Hergesell, Director of the Aeronautical Observatory, Lindenberg.

The Howard Prke, consisting of an aneroid barometer suitably inscribed, was awarded t o Cadet P. G. St. E. Fitzherbert, of H.M.S. “ Worcester, ” for an essay entitled “ Characteristic winds of special localities. ”

PRIZE ESSAY SCHEME.-The Council have decided t o allot prizes amounting t o LIO for essays descriptive of the teaching of meteoro- logy in schools. The award will be made a t the end of June 1928.

LECTURES ON METEOROLOGY.-The Council have allotted the sum of L z o t o cover the expenses of several lectures on meteoro- logical subjects to be held in different parts of the country. Lectures have already been arranged to take place early in the year at Aberystwyth, Bournemouth, York, Goldings (Hertford) and Strawberry Hill, Twickenham.

At the request of the London School of Economics and King’s College Students’ Union, Dr. C . E. P. Brooks delivered a lecture on November 28, the subject being “ Climatic Changes during Historic Times.”

- New Catalogue of Meteorological Instruments from C. F. Casella

A copy has been received from C. F. Casella & Co. of their new catalogue of meteorological instruments (No. j$3) which has recently been published. The catalogue is very nell set out and illustrated, and is quite comprehensive. I t contains sections on most of the well-known meteorological instruments, and in some czses a choice is offered of several different patterns of an instrument. Where necessary, careful notes on the fixing, manipulation and care of the instrument are given. Some rather attractive items are the small pocket sets suitable for travellers and climbers. The catalogue includes a list of charts and tables.

International Congress of Photography The seventh International Congress of Photography will be held in

London from Monday, July 9, to Saturday, July 14, 1928, under the auspices of the Royal Photographic Society and the Coinmission Perrna- nente des Congrks Internationaux de Photographie. At the invitation of the Royal Photographic Society the Congress is being organized by a committee of representatives appointed by the leading scientific and photo- graphic societies ?f Great Britain. I t will consist of three sections dealing with ( I ) scientific and technical questions (including meteoro- Iogical and aerial photography), (2) pictorial photography, and (3) biblio- graphy of photography, history of photography, patents, copyright, and other legal questions.
