CONDUCT OF THE 1^^ PHILHEALTH QUIZ BEE

To: SCHOOLS DIVISION SUPERINTENDENTS

1. The Philippine Health Insurance Corporation (PhilHealth) Regional Office Vll rolled out the PhilHealth Learners' Materia! jPLM) In Central Visayas beginning 2017. Music, Arts, Physical Education, and Health (MAPEH) Teachers, Coordinators, and Education Program Supervisors were trained on how to use the PLM in teaching Grade 10 Students the basic principles, vision, mission behind national Health Insurance Program (NHIP), and the concept of social health insurance as financing mechanism. This year, PhilHealth w/ill be celebrating its 25" ' Anniversary on February 14, 2019. One of the highlights of its celebration is the conduct of the 1 " PhilHealth National Quiz Bee, a competition for Grade 10 to 12 students nationwide.

2. The competition will be held in four (4) levels; 1) Division Level; 2) Regional and NCR Branch Level; 3) Area and PRO NCR Level; and 4) the National Level (Final Competition). This quiz will test the learner's knowledge on PhilHealth benefits, services, policies, and spelling ability on health-related terms.

3. Schools Division Superintendents of the 19 Divisions are advised to conduct the Division Level Competition for the month of October to have a contestant for the Regional Level that will happen on November. The competition shall only be for the PUBLIC school \earners.

4. The winner and the winning coach in the Division Level shall receive a Prize from the Philippine Health Insurance Corporation (PhilHealth).

5. Quiz materials shall be provided by PhilHealth Offices, Chief Social Insurance Officers on the day of the Division scheduled competition.

6. To ensure smooth conduct of the competition, the Division assigned focal person for this activity is requested to coordinate with the designated Chief Social Insurance Officer, (see attached communication)

7. Immediate dissemination and strict compliance of this Memorandum is desired.

T h e conduct o f I ' lrst Phi lHeal th National Quiz Bee, aims to achieve the following objectives: a. Test the knowledge o f the students on PhilHealth's products and services. b. Test the spelling abilifj- o f the students on health-related terms. c. Enhance and deepen the knowledge o f the students about Phi lHeal th . d. 1 . T h e competition shall be open to all presently enrolled Grades 10, 11, and 12 Students in public and private schools recognized by D e p E d nationwide.

3. A l l contestants shall accomplish the Regisuation F o m i ( A n n e x A ) and submit to the nearest Phi lHeal th Off ice at least five work ing da^-s before the day o f Div is ion L e v e l competition.

4. Contestants are allowed to have one (1) coach, w h o must be a M / \ P L H tacult) member o f the school that the contestant represents.

5. D u r i n g the contest, the coach shall be assigned a specific area in the compctirion venue where he/she can obsen'e the contestant.

6. The Phi lHeal th Nationa] Q u i z Bee wil l be in four levels: a. L e v e l I - D i v i s i o n L e v e l . I n this level, the D e p E d Div is ion Offices shall

conduct the cUi\\ination or selection of the contestants w h o wil l join the Regional and P R O N C R Branch Le^-el. E a c h D i v i s i o n shall have only one (1) comestant in the Lex'cl J J competirion.

b. L e v e l I I - R e g i o n a l a n d P R O N C R B r a n c h L e v e l . Contestants are the champions f rom die D i v i s i o n Levels .

c. L e v e l I I I - A r e a a n d P R O N C R L e v e l . Contestants are the champions in the Regional and P R O N C R Branch Levels .

d. L e v e l I V - N a t i o n a l L e v e l . Contestants are the champions in the Area and P R O N C R Lev-el. A t diis point, there shall be five final contestants (one representative per Area and in P R O N C R ) .

7. Aa Of f i c ia l Timekeeper shall be assigned by Phi lHeal th on the day o f Levels I I , I I I , and I V o f the competition. He/She shall be responsible in monitoring the time allotted for each question.

8. Fai lure o f die qualified contesmm/s to appeal- on the day and time set for the conduct o f the compcrinon in each level shall be automarically disqualify him/her f r o m joining the competition. Replacement o f contestant/s shall N O T B L A L L O W E D i n al l levels.

9. T h e questions wi l l cover the Phi lHeal th Corporate Profile, policies on benefits, products and sen-ices, other matters concerning P l i i lHca l th and U H C Act 1122.1, and healdi matters in general.

10. Specific rules on the acmal conduct o f the Q u i z Bee shall be discussed at rhe beginning o f the competirion.

11 . T h e official judges shall determine the correctness o f the answers gi\^en by the contestants-. ' Ihev wil l also oversee and sctdc any disputes or complaints that may occur during the compeurion.

12. T h e conduct o f L e v e l I compeddon w i l l be i n September to October 2019. Level I I competition wi l l be in November 2019 during one o f the P R O s and Branches ' Corporate events such as PhilFlealth Forward , Employers F o r u m , etc. L e v e l I I I of the competit ion shall be within N o v e m b e r to December 2019 w h i c h shall similarly take place during any corporate extent being conducted by the P R O / A r e a . Leve l I V competition wil l be held in February' 2020 as one o f die acti\nries during PhdHealth 's 25'*" Anniversan-- Celebration wi th in Metro Marula.

13. -At the end of each compcrition level, the Champion and Runner-ups shall be formally recognized bur only the Champion advances to the next round.

5. All contestants shall accomplish the Registration Form and submit to the nearest PhilHealth Office. 6. Contestants are allowed to have one (1) coach, who mustbea MAPEH faculty member of the school that

the contestant represents. 7. During tlte contest, the coach shall be assigned a specific area to observe. 8. Questions will cover the PhilHealth Corporate Profiie, policies on benefits, products and services, other

matters concerning PhilHealth, UHC Act n 223, and health matters in general. 9. Specific rules on the actual conduct of the Quiz Bee shall be discussed at the beginning of the contest, 10. The official judges shall determine the correctness of the answer 11. The Contest is divided into four (4) levels:

a. Division Level b. Regional Level and PRO NCR Branch Level c. Area Level and PRO NCR Level d. National Level

12. Contestants will be automatically disqualified to join or continue vj'ith the competition for any violation committed or non-compliance to competition rules.
