The Buchanan Elementary School is a single-storey concrete, wood and masonry block structure with a partialbasement level, originally constructed in 1950. The building has a single-storey steel and masonry block addition withno basement level constructed in 1954, and has a total floor area of approximately 2,756 square metres. Currentstudent population is 332

General Summary:

Structural Summary:The building is a single-storey wood frame and masonry block structure with partial basement and mechanical crawlspace on concrete foundations. The roof structure is also of wood frame construction. Work recommended includes providing firestops at penetrations above the basemenet crawlspace. The structure of the building is in acceptable condition.

Envelope Summary:The roof areas were replaced with SBS modified bitumen membrane assemblies in 1994. No major concerns werenoted but maintenance and regular cleaning of roof drains is required. Exterior doors replaced 2011 The exterior is mainly clad with cement plaster (stucco) finished that is repainted. The exterior windows are wood with single-pane glazing and wood frame storms. All windows were observed to havevarying degrees of deterioration and are considered to have surpassed their useful service. Immediate repairs andshort term replacement should be considered. Replacement of windows schedule for 2011 plywood panels have been installed over the upper window sections The building envelope: Acceptable condition.

Interior Summary:Classroom finishes are generally old and obsolete but were observed to be in fair condition. Fire separation doors and frames need replacement to meet code requirements. Building interiors: Acceptable condition.

Mechanical Summary:Heating for the building is provided by one Waterous natural-gas fired steam boiler of unknown capacity. The boilersupplies steam to the wall-fin radiators, unit ventilators, ceiling-mounted ventilators, and re-heat coils. A rooftop unit was installed on the roof level above the C.B.E. Employee Health Resource Centre in 2002. The unit isequipped with electric pre-heating and cooling and serves the health resource centre only. The remainder of thebuilding has no mechanical cooling. Ventilation is provided by unit ventilators that work in conjunction with a central exhaust system. The general officearea and the staff room are ventilated by a separate, ceiling-mounted ventilator manufactured by Trane. The units areequipped with steam coils and approximately 10 to 15 years old. Domestic water is supplied to the building via the municipal supply system and the waste water is discharged to themunicipal sewer system. Domestic hot water is provided by a John Wood domestic hot water heater.

The following concerns should be studied during the next five years: Steam piping throughout various areas, IE: ceiling spaces and under one of the steam convectors is not insulated.This poses both a safety concern for piping that is within reach of occupants due to hot surface danger. The otherconcern is of poor space temperature regulation / efficiency as exposed heating piping allows for uncontrolled heattransfer in to rooms and ceiling spaces. It is suggested that all exposed and accessible piping be insulated to increasesystem efficiency and temperature control. Ceiling exhaust fan and ducting installations should be considered for the Phys. Ed. Room that has a commercialtoaster installed within it, and for the washroom next to the Facilities Operation Office

Electrical Summary:Two main services in school. Single phase panels located through out the school. T8 fluorescent lighting upgradedthroughout the school. Emergency battery packs and exit signs located as required. Fire alarm system is located asrequired. Telephone handsets located in classrooms. Intrusion detection with card swipe system in school. Publicaddress system is obsolete. Recommended upgrades: 1- Upgrade main power service to single 600Amp three phase service. 2- Add smoke detector in nursing room. 3- Replace and megger test wiring and feeders. 4- Upgrade Public address system. Overall the electrical system rating is marginal.

The boilersupplies steam to the wall-fin radiators, unit ventilators, ceiling-mounted ventilators, and re-heat coils. Breeching for theboiler seems to be new and boiler controls and safeties seem to have been recently replaced.
