Finance Minister Swinney told the Scottish Parliament, “I have also reflected on concerns expressed about funding for Urban Regeneration Companies. The Chairman and Board of Scottish Enterprise have made the fair point to me that their reduced budget is under significant pressure to support existing commitments and to address the need to support new priorities such as investment in the renewable industry. I confirm today that, by making use of an emerging underspend on the Regional Selective Assistance budget this year, and by Scottish Enterprise making some adjustments to the profiling of other areas of its planned expenditure in 2010- 11 and 2011-12, we will enable Scottish Enterprise to increase its funding for the URCs to £12.5m in 2011-12 – an increase of around £6 million compared to plans in the Draft Budget. This will increase funding to Clyde Gateway, Riverside Inverclyde, the Irvine Bay and Clydebank Rebuilt. I fully recognise the constraints facing Scottish Enterprise and I appreciate the flexibility they have shown.” Councillor Redmond was furious last week when plans were announced that £22 million worth of projects in the East End would have to be put on hold following the decision by Scottish Enterprise to pull the plug on much of its funding. Councillor Redmond who is on the board of Clyde Gateway, the company behind the re- generation of the Parkhead/Dalmarnock/ Bridgeton, spoke out against the record of Scottish Enterprise at attracting new businesses into the East End of Glasgow and its track record of investment in the area. Councillor Redmond told the Re- Gen, “Scottish Enterprise has not brought a single company into the East End. They seem quite happy to sit idly by and watch the South Lanarkshire and Glasgow City Councils do all the work”. Now with the surprise U-Turn announcement, the Dalmarnock councillor is delighted that the voice of the people has been heard and acted upon. “There is no way I would have given in to these cuts and I had vowed to fight them all the way,” said George, “ and thankfully they have seen sense and restored the funding.” The effect these cuts would have had, not only regarding the future projects, but also on the people of the East End, would have been catastrophic. It’s fantastic that this has now been addressed and the situation has been avoided.” Clyde Gateway had already been told its funding for 2011-12 was being cut to £18.1m, although it did not know how much of this is was to come from Scottish Enterprise and how much from the Scottish Government. Clyde Gateway’s communications manager Jim Clark, told the Re-Gen last week prior to Wednesday’s announcement, “Our estimate was that £22m of activity, chiefly in construction contracts, would not be able to proceed over the next three years. “The development of offices, commercial and industrial space, new homes and a new pedestrian bridge over the River Clyde, connecting Shawfield Business Park to the rebuilt Dalmarnock Station, would have been be among the projects affected.” Mr Clark stressed that the overall economic blow would be far bigger than £22m, saying, “All of these projects would lever in private-sector finance to the area, so the reduction in Scottish Enterprise funding would have had a knock-on effect. The 30 estimated construction jobs from these projects would not have materialised”. Speaking exclusively to the Re-Gen shortly after the new announcement was made, a spokesperson for Clyde Gateway said, “ We welcome the statement from John Swinney that Scottish Enterprise Funding for URC’s in 2011/12 is to be re- instated. LOCAL Councillor George Redmond scored a magnificent victory earlier this week as a statement from John Swinney, (Cabinet Secretary for Finance and Sustainable Growth), made in Parliament on Wednesday, basically restored the funding which would have seen £22 million worth of projects in the East End shelved due to cuts proposed by Scottish Enterprise. BAILLIESTON residents were left scratching their heads earlier this week when a squad of work-men descended on the Main Street to repair a stretch of pavement outside the Housing Office. Cones were strategically placed so that motorists would not park thus preventing them from doing their job, (fair enough), but it was when the local residents looked a little more closely at the four lorries which drew up they were taken aback. Clearly written on the livery was Amey Roads/ North Lanarkshire a public private partnership. Now in the past Baillieston was part of the Ninth District Council of Lanarkshire (and many still wish it was), but the Re-Gen is positive that Baillieston is now part of Glasgow (although many wish it wasn’t). When we asked the workers why it was that they were sent

to repair the pavement in a Glasgow area they laughed and said, “We don’t know either, we’ve enough to do in our own area.” Now if the Glasgow people

knew that they would be getting help from our neighbours we could have put in a better request seeing they had Tar to lay. Why not start filling the Pot-Holes in beginning with the crater outside Danny’s Convenience Store which has claimed many alloy wheels and punctures. We asked Councillor Andy Muir as to why Lanarkshire was repairing Glasgow pavements and he told us he wasn’t aware of this but that he would check up and get back to us. Meanwhile we find it funny that either Glasgow Council Roads Department are calling on Lanarkshire to fix their problems or that maybe the Glasgow City Council has drained enough out of the area and are possibly in the process of handing it back. It would be interesting to know one way or the other.

Has Baillieston Been Transferred?

Bellshill or Baillieston – We don’t really care!!

The pressure and uproar that Councillor Redmond caused over the week-end certainly has paid off with the announcement and showed just how much he cared for the East End. Often following Government and Scottish Enterprise cuts there are a few moans and groans then they are accepted, not so with Councillor Redmond. He fought the East End corner well

and truly, issuing what could be conceived as controversial statements (in some quarters) and basically called a spade a spade as he vowed to win back the funding which had been promised. One thing the Re-Gen can honestly say is that Councillor George Redmond has the residents of the East End at heart and when he is forced to speak out against those who see the area as

the poor relation in Glasgow and as such, when cuts are implemented, the first place they look at is the East End. Councillor Redmond certainly has a point as far as the Re-Gen is concerned as over the years this area has basically been ignored when it comes to major funding. Yes we will be hosting the 2014 Commonwealth Games and there will be construction work

ongoing in relation to that. This is already being carried out and as far as we know it is on schedule, (especially when compared to the Tram fiasco in Edinburgh), but there again everyone in the East End knew that it would be because we are a proud community and we deliver. Take away the Commonwealth Games village and Velodrome etc, there were no other

major projects by Scottish Enterprise about to take place in this area. Growing up in the East End we have watched as neighbourhood after neighbourhood has been completely transformed from old tenements and back-courts into excellent houses with back and front doors with gardens. The only problem is that those who don’t know the East End still have the vision of the “No Mean City” image, where Alsatians run wild and there is broken glass in every street. That was in the fifties and sixties and those who could have helped change that image preferred to invest in the other areas of the city and leave those of us in the East End to get even more down-hearted. Now we have Councillors such as George Redmond and organisations such as Clyde Gateway fighting our corner, Scottish Enterprise and organisations like them gave the impression that they were terrified we would rise out of the ashes and start to question things, so the natural move was to withdraw the funding that they had already put in place to appease us. Thank goodness this has been averted and the East End is being allowed to continue to flourish. The crazy thing is that Private Sector Investment is forthcoming for the area via companies like Aviva, Bellway, Barratt, Tesco and others while Public Sector organisations led by Scottish Enterprise were considering withdrawing funding – WHY? The Re-Gen already knows of a Great Story about to break in the Tollcross area which will be welcomed by local residents and we hope to be in a position to report this in a couple of weeks. In the past East Enders were being treated like that lovely flower the Hyacinth, kept in the dark and being fed Manure, (and that word is only there because this is a family paper), but with people like, Councillor George Redmond, and others who really care about the East End, standing up for our area, we will certainly blossom. “Maybe then like the Hyacinth we will be the first to be picked”. In closing let us congratulate Councillor Redmond and Clyde Gateway on their fine victory in getting the Funding back to where it belongs.

FOLLOWING the announcement that public sector organisation, Scottish Enterprise were pulling the plug on multi million pound projects in the East End last week (see Front Page), the area was given a massive boost by private enterprise in the shape of Dawn Construction and Insurance Giants Aviva with the official opening of the Bridgeton site which will house a £10million office block. Leader of Glasgow City Council Gordon Matheson joined Allan MacDonald chairman of the Dawn Group in cutting the first sod to commence building work on the former derelict site at the corner of London Road and Brook Street. The Dawn Group will build a 6000 metre office block which will become the new Headquarters for Glasgow Community and Safety Services. GCSS which deals with anti- crime initiatives and tackles anti-social behaviour problems hope to begin to move staff from their offices throughout the city into the new premises at Eastgate when it opens in April 2012. The new

development has been driven by officials of Clyde Gateway Urban Regeneration Company who finally convinced Aviva to fund the project which will bring around 500 jobs to the area. The dawn Group and City Building also plan to create full-time jobs, apprenticeships , plus training and work experience for around 70 people. Councillor Gordon Matheson warmed the invited guests who turned up for the opening ceremony on a miserable dreich day by getting them to give three cheers for everyone involved in gaining this great boost for the area. He told the Re-Gen, “ I’m delighted that this new development is starting today and the Dawn Group is bringing jobs, modern apprenticeships plus a combination of training placements and work experience for local people. Glasgow Community and Safety Services is getting a new home and Clyde Gateway’s efforts to regenerate the East End of the City are receiving a huge boost in fact it’s a Win – Win situation for

everyone involved”. Joining Allan MacDonald and Gordon Matheson, were pupils from Eastbank Academy who designed the hoarding boards around the site in conjunction with Glasgow based Arts group WAVE. These boards depict various sayings, quotes and

features relating not only to the East End but the City as a whole and are well worth taking a visit along to see. Commenting on the project Dawn Group’s Allan MacDonald said, “ We are delighted to get construction underway at Eastgate which is our second major project in the East End and this marks what will be a real transformation for the area. We will be creating employment and training opportunities for locals during the construction period.” The Re-Gen welcomes this type of investment in the area and

trusts that Scottish Enterprise and other public sector bodies take note that successful private companies can see the potential that the East End has to offer, is this not a red-face to those who find it necessary to withdraw funding to an area which is continuing to prosper.

Margaret Curran MP and Frank McAveety MSP high-light the proposed changes to vital community lifelineMargaret Curran and Frank McAveety visited Baillieston post office at the weekend to congratulate Mark Adrian and his staff on the service run from and the success of Baillieston Post Office. They know how valued the local post office is to the people of Baillieston. This is great news in Baillieston but legislation recently passed in the House of Commons will mean the privatisation of Royal Mail. This leads to doubts over the future of the Post Office network which can no longer be guaranteed in the years to come. Margaret who spoke in the debate made clear that the legislation is a big mistake and is not supported by the public. Margaret and Frank took the opportunity to make passing shoppers aware of the change to legislation and asked for them to pledge the support by signing a petition. Barlanark Post Office is currently for sale and unless a buyer is found its fate remains uncertain. Margaret Curran says “

Urban Post Offices often face different challenges from those in rural communities, they too deal with isolation and represent a lifeline to their communities. We need to take action now to ensure that we do not end up in a situation on which a large retailer steps in and takes over the service. An elderly

person living in Barlanark may be unable to get to any of the large retailers in the community. A single mother with 3 children and without a car relies on local services that the Post Office provides. This legislation is a forerunner of many Post Office closures because we are not taking the necessary

steps to protect the service.”Frank McAveety says “ Privatisation of the Royal Mail has the long term threat to jobs and services at a local level. I will be working with Margaret to ensure the voices of the east end are heard and all the local post offices are protected”.

McAveety Slams SNP Games Funding DecisionGlasgow Shettleston MSP Frank McAveety has hit out at a decision by Scottish Enterprise to slash Commonwealth Games legacy funding by almost half. Clyde Gateway, the body responsible for regenerating the East End of Glasgow, has been hit with a 46% cut in funding for urban regeneration in 2011/2012. The agency has been told it will share around £6.8 million with five other agencies, instead of the £7 million it was initially promised. Frank said: “The Enterprise Minister seems to be more interested in facilitating meetings for his friend the Education Minister, who he wants to succeed him as an MSP than he is in the well being of the people of the East End. At this very moment he should be pulling a meeting together with Scottish Enterprise to demand that they withdraw this ridiculous proposal and get around the table with all the partners to fulfil the promises made.”Frank added: “Unlike any other renewal programme in the country commitments were made to ensure that Glasgow could make the best of the opportunities for the Games and regeneration investment. There is no better case for having an impact on Scotland’s economic performance and I am demanding an urgent meeting with the Scottish Government to urge them to ensure Scottish Enterprise withdrawal the proposal to make a massive cut in their previous commitments to the area.”

Valentines Day is upon us. Love, chocolates and exorbitantly priced flowers are in the air. I tell hubby every year don’t give the florists the money! It is the one day of the year when I wouldn’t mind garage forecourt flowers. He reckons they have to make a living like everyone else. I point out folk are having babies, getting married and dying every day. Florists jobs aren’t on the line. Hehehe Have you ever heard of florists going on strike for better pay or conditions. To all of you still counting the cost of Christmas which really is most of us I have come up with a nice wee romantic dinner for two menu, so you don’t have to fork out for a fancy meal in town. So easy even hubby can make it.

Love apple soup

Tin of chopped tomatoes1 clove of garlic peeled and crushed1 chicken stock cube1 pint of water1 sprig of fresh thyme or 1 tsp of dried Small tub of single cream

Add all the ingredients into pan except for the cream. Bring to the boil and simmer for 10 min. Once you serve carefully drizzle the cream to float in the centre in the shape of a heart.

Blue cheese steaks

1 thick cut steak per person whichever cut you prefer.Oil and butter for fryingFrench mustard (optional though does add wonderful flavour)Small wedge of dolce latte or stilton cheese

Make a slit along the side of the steak and spread a little mustard. In a heavy based pan fry the steak in a little oil and baste with the butter turning once. Cook the way you like it. Set aside to rest. Mash the cheese with some butter until smooth light and creamy. Melt into the pan juices until it forms a loose sauce. Spoon over the steak to serve. I love homemade chips or a baked potato with this. A fresh dressed green salad lightens this meal, with very thinly sliced fresh tomatoes.

Chocolate Fondue

1 large chocolate bar. Whichever is your favourite.StrawberriesKiwi fruit peeled and cut into cubesHalf a ripe melon seeded and cut into cubes

Melt the chocolate in the microwave for 1-2 min. Stir well to avoid lumps. Serve the fruit on a platter with the bowl of warm chocolate in the middle. Spear and dip the fruit pieces. Delicious.

RESIDENTS in Swinton are fuming after being told there is a “Picnic Park” being introduced at the rear of the houses in Rhindmuir Road which they are bitterly opposed to and maintain there has been no consultation on the issue. The very active Swinton Community Council feel they have been totally ignored by local councillor Jim Coleman as the decision seems to have been made and carried through without any input from the Swinton residents. Councillor Coleman on the other hand has told the Re-Gen that the consultation will take place within the next few weeks. The proposal to transform the Football park from an eleven -a-side pitch (one of the very few in the area), into a five-a-side pitch and to introduce a Toddlers Play and Picnic area with Exotic plants and trees which it seems would benefit wild-life, is being viewed by the residents as an attraction for local youths to use the place as a “Teenagers Lounge” as this is where many of them go to drink at the week-ends. Set in the heart of a residential area, Swinton Park used to be home for many football teams such as Swinton Amateurs (with whom George Graham ex Arsenal and Scotland first learned his trade) and the 111ex-BB’s (another very successful team), there was also a pavilion which had two dressing rooms and shower facilities and the park was lined by either the Strathclyde Regional council workers or more often than not by those running the teams. This was basically everything a local football team required but since being taken

over by Glasgow City Council the park has become redundant and is no use to anyone meaning that local teams in the area have to move and scramble about for pitch lets in other areas. Given that in the past couple of weeks local boys in the area such as Mark Wilson (Celtic) and Lee Kilday and Jordan Kilpatrick (Hamilton Accies), have played at Ibrox against Rangers, yet they couldn’t find a local park to play on when they were younger. The Re-Gen feels that the Baillieston area is devoid of Football pitches with the James Lindsay Memorial Park having no dressing room facilities, The New pitch at Bannerman School out of commission at present, the pitches at Barrachnie having parts of the Goal-posts missing etc, etc, and to this end, the residents of Swinton feel that instead of enforcing a “Picnic Area” which has never been asked for and at a total cost of £131,000 in this present climate is not called for. Councillor Coleman feels that the Swinton Community has been mis-informed and he told us, “ Last Friday, we approached the Area Committee for funding

for a project in Swinton. This is a necessary step to ensure we have the cash for beginning a project, we then instigate a consultation with the residents of the area, which we are in the process of doing. Contrary to rumours, Nothing has been decided and Nothing will be Decided until Everyone in the Swinton Community has had their say. Only then will the work progress. We have issued plans but these are only suggestions and once the consultation has been undertaken it may be that the residents of Swinton will want something different, that’s why we want to discuss the project with them. I can assure them that nothing has been decided and as this is one of the first major projects Swinton has had for years, we want to get it right. It has been said that I have been railroading these plans through, this is totally untrue, I want the people of Swinton to advise us on what the want”. Swinton Community Council held a meeting last night but due to deadlines the Re-Gen is unable to report on the outcome. We will keep you up to date in our next edition.

GLEEFECTION!Visual Statement latest sell-out performance saw them capitalise on their imagination, drive and creativity to bring a new production for 2011to a sell-out crowd at the Bridge, Platform last week. A glitzy show of dance...a great night out, that didn’t stop until you’ve had more than enough.” Visual Statements Dance with Glee was a glorious celebration of dance based

on the US Hit TV Show Glee Soundtracks. The sell out audience who turned up were entertained from start to finish in an evening full of energetic and amusing fun and frolics, along with being Razzled and Dazzled with a selection of the dance routines from Visual Statement dance students. From the award-winning choreographer and creative director Danny Dobbie took the audience on a beautiful dazzle of invention and

imagination of dance using the great sound tracks of Glee. “A great display of talent was on show”“ All of the kids were fab!” were just some of the quotes heard from the foyer at the Bridge after yet another sell-out show by Visual Statement. Danny and all the staff at Visual statement would like to thank everyone who turned up and helped with the shows on both nights.

New Project Consultation for Swinton

2 Sell Out nights is a Gleephenomenal!

BANBURY CENTRE CONCERNS ADDRESSEDA meeting was held this week following the reported discrepancies in the running of the Banbury Centre in Barrowfield. The Centre which opened in April 2001 was viewed in the East End as a flag-ship centre with various community programmes and events regularly taking place but recently concerns were raised as to the financial situation of the place. Many locals who joined the management board in an effort to ensure the Centre was delivering what it was originally opened for feel they were not privy to the financial on-goings which were taking place and that things were being hidden from them. It all came to a head when an interim audit was called and severe discrepancies were discovered. The Re-Gen can’t say too much about these developments as there may be proceedings about to take place but what we can say is that GERA (Glasgow East Regeneration Agency) have stepped in to stabilise the Centre operations and have vowed to keep the Centre open for the good of the residents who use it. It is a crying shame that the people of Barrowfield have had to face this problem given that many of them have invested hard-earned money into the Centre to keep the facility operational and to be hit with this has certainly stunned them. Questions must be and will be asked about the previous running of the Banbury Centre and how it got into this mess financially and a probe has already began. Meanwhile there is a Meeting arranged for Saturday 26th February where everyone in the area is invited to go along and voice their opinions. A new Management Board is expected to be put in place to ensure that the Centre continues to serve the community the way it was originally meant to and New Programmes will be introduced

for the locals of the Camlachie/Barrowfield area to take part in. Let’s hope the people in the area can join together to take

the Banbury Centre forward as enquiries continue to discover just what happened prior to the collapse.

Opening of “Forget Me Not Garden”TENANTS at Parkhead Housing Association’s Cuthelton Sheltered Housing Complex are celebrating the creation of a Forget Me Not garden at the centre of the local community. The aim of the garden is to be a focus for the whole community for remembrance of lost loved ones. Parkhead Housing Association provided the site and administrative support while Glasgow City Council provided funding. However it was the drive and determination of the sheltered tenants and their friends in the community who made it all happen. The official opening will take place on Tuesday 22 February at 11.30am with Chair of Parkhead HA John Ferguson OBE JP (retd). A short ceremony will take place followed by a buffet in the Wardens Office.

East End attracting Visitors from AfarAccording to stories appearing in various web-sites, the East End has been having “Flying Saucers” visiting the area recently. The last sighting of a UFO was reported on the 17th of January above the Gallowgate and it appears that it wasn’t the lights of the Barlanark Budgie (the police helicopter), or a low flying plane preparing to land at Glasgow Airport. No according to the person who reported it , this was the real thing and travelled at a very, very high speed. Although we are a little sceptical, we have been having a think about it and it could be true. After all with Celtic Park nearby it could have been little green men looking for a ticket for last Sunday’s old firm game. There again it could have been a lorry from

space delivering Galaxy’s or Mars Bars to local shops. We bought the “SUN” to see if there was a report in that but by “Jupiter” there was nothing, same result in the “STAR”, so their reporters missed it too. “Uranus” could be where it originated from, but who knows, maybe it was just looking for a bargain at the “Barras” and took the wrong road. If anyone spots it again could they let the Re-Gen know as we could get them to deliver the paper at that speed.

Bike Club Hits the Road in DalmarnockLAST Saturday saw a host of youngsters (and Adults) attend the Dalmarnock Community Centre for the launch of the “Love Your Bike” event as part of the nation-wide “Bike Club”. This new initiative works with children, young people and families to enable learning and encourage healthy lifestyles through cycling based activities. Sponsored by the ASDA foundation to the tune of £1.3 million over three years and in conjunction with ContinYou, UK Youth, CTC and Youth Scotland, the Bike Club aims to attract families and individuals to incorporate cycling into their daily lives by offering support, advice and funding to local youth organisations. With the new Velodrome on its door-step the Dalmarnock Centre was ideally placed to host the event and such was the interest that local politicians Frank McAveety MSP and Councillor Ruth Simpson turned up to endorse the Bike Club and its aims. They saw cycling experts checking over the many bikes that were brought along pointing out which parts to look out for etc..., how to clean your cycle and even “Pimp Up My Bike” sessions on how to “Bling” up your Cycle. The Bike Club organisers hope to break down territorial barriers through these sessions and encourage more joint cycling activities in the coming months. Victoria Leiper the Bike Club officer told the Re-Gen, “The Dalmarnock Bike Club is a perfect example of what Bike Club can offer young people. It will integrate into their highly successful peer mentoring

programme ‘Message in a Bottle’, training young leaders to plan and lead group cycling activities. Working with local youth activity provider and youth charity Urban Fox, the Dalmarnock Bike Club will provide a new health focused service for the community.” Development Manager of the Dalmarnock Community Centre Yvonne Kucuk told our reporter, “We are thrilled to be part of the Bike Club network and cannot wait to showcase our new fleet of community bikes. Regular group trips by bike will complement the work we do to improve the health and wellbeing of our local community and add a new element to the peer mentor program currently being delivered by a very dedicated group of young men, all volunteers and all keen to further their personal development and support their peers to follow suit.” Dalmarnock is currently in the midst of an exciting transitional

phase; being in the middle of two of the largest regeneration projects presently underway in Europe: The Clyde Gateway and the 2014 Commonwealth Games. Improvements in cycling infrastructure and the development of community based cycling facilities resulting from both regeneration projects will help restore this part of the city whilst providing local people with opportunities for active travel. Dalmarnock Bike Club aims to help residents learn transferable skills, increase physical fitness and gain confidence. Dalmarnock Youth CentreFOLLOWING the closure of Dalmarnock Youth Centre due to “financial irregularities” the Dalmarnock Community Centre have agreed to step in to fill the breech and get a similar project up and running as soon as possible. As Dalmarnock Community Centre has been at the forefront in assisting the local youth of the area by laying on excellent programmes geared to restoring self-confidence and preparing the youngsters for employment, the Re-Gen feel that this is an excellent move. Not long ago the paper high-

lighted the good work Kenny Faulds and Yvonne Kucuk of the Dalmarnock Centre were carrying out for the benefit of not only the young people in the area but also the adults and as the Centre continues to thrive it is a natural progression that the former Dalmarnock Youth Centre which operated just round the corner, should come under the wing. Although there still are a few points to be ironed out it seems that the new project will be up and running sooner rather than later which is great news for the local youth.

Traffic Restrictions in Main Street BailliestonTHE Re-Gen has obtained a draft of plans which at first glance would make Baillieston Main Street even worse as far as parking is concerned. With the proposed introduction of Double Yellow Lines, Loading Bays and Disabled Parking, local traders fear that there will be no accommodation for passing trade in the area. At the moment drivers visiting Baillieston Main Street feel that it is a game of Russian Roulette as far as getting a Parking Ticket is concerned as they can park no problem for weeks on end and then the dreaded Traffic

Enforcement Officers descend and issue tickets for a week as if there is a purge on. Now the proposals are to have a loading bays and disabled parking areas almost the full length of the Main Street starting outside the Clydesdale Bank, with a section of double yellow lines and more loading bays and

a disabled parking area outside the Tanning shop, Blockbusters and the Pet Shop on one side of the street with loading bays outside the Post Office, the Co-op Funeral office, Leo’s fish and chip shop and a disabled parking space and yet another loading bay outside By The Way public house on the other side. Not only are local traders fearful of losing out on business, local companies are beginning to regret locating in an area where there are very few parking spaces available. The Owner of local Barber’s shop, Robert told the Re-Gen, “Last year we received a letter relating to preferences as to how the parking problems could be if not solved at least acted upon and one of the options was installing parking meters. This I felt was a sensible option which would mean that those shopping in the Main Street including

our regular customers could park , come in for a haircut, and leave, knowing that they would not receive a parking ticket. Now with the latest plans it seems that it is the traders who are being victimised with little or no provision for passing trade.” The local cobbler was also angry regarding the latest proposals as he already finds it hard with customers having to park further away from his shop due to the Zebra Crossing and Yellow lines immediately outside his premises. He told our reporter, “I realise that the Main Street is congested and that something has to be done but looking at these plans doesn’t give me much hope for the future. I will certainly lose trade if they go through.” Although

the traders received letters from Glasgow City Council last year they feel that no notice has been taken of their responses to these and many feel that they should be consulted before the area is inundated by loading bays and yellow lines. Why can’t the council send out someone to discuss the parking in Baillieston Main Street with the traders before it’s too late. There again the last major traffic solution in Baillieston gave us the craziest one-way system we could imagine and far from easing the traffic problems it has given us traffic queues which at times run the full length of the Main Street. (Please Don’t Send the one who thought up that plan to discuss the problem, or we could end up all parking in Coatbridge)!!!

Calvay Housing Association was formed by people who believed if you lived in the area, then you should make the decisions about what happens in the area. That single thought led to the formation of the Association in 1985 and from that

day forward, it has underpinned everything the Association has done for the last 25 years. It also believes that being a housing association is more than just about collecting rent and carrying out repairs. It is about taking control and making

An example of this was the Association’s radical decision to purchase the former St Jude’s primary school a year before it was due to close. The timely purchase saved the neighbourhood from the threat of a derelict building and more vacant land and led to the development of 71 new

homes for Barlanark residents losing their own homes through demolition. To support the community, the Association has also developed the Calvay Centre which provides a basis

for a childrens’ nursery, family support services and a wide range of social and community learning activities.

When we spoke to her earlier this week we chewed the fat over just what the old Haghill was like with the Tenements and closes. Josephine was proud of the fact that everyone envied her close in Ledaig Street which although was just round the corner, it was a million miles from her new home as far as what she now has. “ This house is all I’ve ever wanted” said Josephine, “ just look at the view I’ve got from my kitchen window. I can see over the Cathkin Braes and Carmunnock and it fairly sets me up for the day. I love my kitchen and spend more of my time in here than in the living room. The whole area seems to have got a lot quieter and I have neighbours that money couldn’t buy. Thanks to Milnbank Housing Association I feel as if I really belong to a great community and that also goes for the many friends I have in the area. I will certainly be voting YES when the ballot takes place.”

Maureen Doleman Maureen moved into Duke Wynd last September after living in Meadowpark Street and when the Re-Gen caught up with her this week she was extolling the praises of Milnbank Housing Association. She told us, “ Since moving into this excellent new development I seem to have gained a new lease of life. The area is very peaceful although there is still some work going on nearby during the day but that doesn’t bother me. The house itself is what I have always dreamed of and the actual design is fantastic. I have a well set-out kitchen which I love and a beautiful bathroom area of which I am proud, especially when my friends drop in to visit me. I now am able to take a walk into town which is only a short distance so it means I’m also feeling healthier. Milnbank Housing Association are very approachable and keep me well in-formed as to what is going on when it comes to services and the like. Thanks to them I am now settled into a beautiful new home, which certainly gives me peace of mind.”

GLASGOW Housing Association (GHA) has approved Easthall Park

Housing Co-operatives business plan for the potential transfer of housing stock in Easthall and Kildermorie. This means that 85 GHA tenants will have an opportunity to vote in a ballot to decide if they want to transfer to Easthall Park Housing Co-operative. This is something Easthall Park and the local community have been committed to achieving for a number of years! Easthall Park is a housing co-operative controlled by local residents whose mission statement is to deliver for the community. The Co-operative believes our success in “delivering for the community” is underpinned by listening to our tenants, understanding their priorities and providing

them with the services they want. For nearly 20 years now, we have demonstrated we can provide good affordable housing, deliver responsive services which achieve consistently high tenant satisfaction levels and have an active and successful role in supporting the continued development of local people and the wider community.Over the last few weeks, we have been spending a lot of time visiting GHA tenants in their home to discuss the transfer proposal and explain why Easthall Park wants to become their landlord. We have also had a very well attended open day on 31 January 11 and a further open evening planned for 14th February 11. The idea of the visits and open days is to provide more information to tenants on our transfer proposal and answer any questions they may have. During these visits and open events, we

have been highlighting our key pledges. Our stock transfer pledges have been informed by feedback we received from GHA tenants following a survey we carried out last Autumn to understand their priorities for their home and neighbourhood. This survey told us key priorities for tenants were affordable rents, further investment in their home and neighbourhood, continuing to receive local services from the Glenburn Centre, supporting the development of Kildermorie and Easthall communities and improving day-to-day maintenance services. As such, if a majority of tenants vote “yes”, Easthall Park Housing Co-operative pledge to:

1. Ensure affordable rents and guarantee a rent freeze in 2011/12

2. Invest in tenants homes and the neighbourhood

3. Provide local services, with increased tenant involvement and control

4. Provide community facilities and support the development of the Kildermorie and Easthall communities

5. Improve maintenance servicesGHA tenants will receive their ballot paper on 25th February 11 and will have up until 18th March 11 to vote. In the week prior to the ballot, Easthall Park staff will be visiting the tenants again for a second time. The purpose will be to answer any final questions tenants may have and to emphasise the importance of voting. Easthall Park feel it is important tenants use their vote, as the choice of landlord is such an important decision.

THE Shettleston Housing As-sociation is delighted that its new offices have been awarded the RIAS Andrew Doolan prize for the best building in Scotland. This is a very great honour for everyone involved in the project the Association must congratu-late Architects, Elder and Cannon whose commitment to the project has been second to none. Commenting on the award, As-sociation Chairperson, Mary Thomas, said: “Everyone in Shettleston should be proud that the Association has won this prestigious award. Good design and good architecture should never be just the preserve of the city centre or for huge and grand projects. Our offices show that great architecture has its place in every community and the Association is proud of the work done by our Architects and all of the design team in bringing this project to such a suc-cessful conclusion.” Shettleston Housing Association director, Chris Cunningham, ex-plained the background to the new offices: “A number of years ago the Asso-ciation made the decision to extend our existing offices rather than build new ones. Our growth as an organi-sation meant that we required more space and we were particularly concerned at the quality of our pub-lic areas. We did not want to leave our existing offices however, as they have an important place in the heart of Shettleston. Deciding to extend rather than build a new office brought chal-lenges, but with those challenges came inspiration as our architects

brought modern architecture along-side our older building in a way that complements each other. This award is a testimony to the hard work of everyone involved and it is one that the community in Shettleston can be proud of.” The RIAS judges were very compli-mentary about the new building:“The former Co-operative halls, an Edwardian red sandstone building, is among the finest monuments within Shettleston. Its adaptation and extension provides a welcom-ing reception area, meeting rooms, open plan and cellular office spaces and a large boardroom. The historic features of the former co-operative building, particularly the upper level proscenium and the double-height upper hall are respected within the new develop-ment. The two-storey extension provides the entrance to the linked spaces within. While its stripped-down contemporary form contrasts with the decorated sandstone of its

neighbour, its scale is simultane-ously respectful and distinctly of the current era. By extending the frame of the new building to the eaves level of its historic neighbour, these quite distinct structures are read as parts of an elegant entirety. This is an important building for Shettleston. There is no question that new architecture of this quality will contribute to enhanced pride of place and hopefully serve as a catalyst to further high quality development in the area.” As well as this award, the offices won the Best Commercial Building in the Glasgow Institute of Architects awards and also the Roses Design Awards. The Roses Awards are for architecture and design across the UK outwith the London area. The offices have also been entered in the Civic Trust awards which will be decided early next year. There is an exhibition about the RIAS award in the Association’s reception area.

Shettleston Housing Association office named Best Building in Scotland!

Parkhead Welding Sparks into ActionCOUNCILLOR Gordon Matheson, Leader of Glasgow City Council joined Billy Rafferty, Managing Director of Parkhead Welding Company, and a few of the company’s workers recently, to illustrate how the city’s economy has and will benefit from the Glasgow 2014 Commonwealth Games. The Leader of Glasgow City Council unveiled a new scheme to allow community groups to help ensure the Glasgow 2014 Commonwealth Games leave a lasting legacy for the city. Councillor Gordon Matheson said that the council would support and assist community-based projects which aligned with or contributed to the council’s legacy objectives. The council’s legacy logo will be made available to such groups. A concrete example of the economic legacy already achieved for Glasgow is Parkhead Welding Company, which won a £305,000 contract to supply structural steelwork for the construction of

the National Indoor Sports Arena and Sir Chris Hoy Velodrome (NISA & SCHV), a venue for badminton and track cycling during the Games.The company has existed for 40 years, has a workforce of 31 and is based around 600 metres from the NISA and Sir Chris Hoy Velodrome site. The award of the contract was crucial as it helped the company to maintain its workforce during challenging economic times. Billy Rafferty (whose father started the business and was a renowed boxing champion, which ties in with the sporting theme of the Games), told the Re-Gen, “We were delighted at winning the contract as it meant we were able to keep our work-force intact during this economic downturn”. The council is interested in considering suggestions from community groups for legacy projects, and can be contacted on 0141 287 5740, [email protected] or

through its legacy website at www.gameslegacyglasgow.com, where more information on the council’s Glasgow 2014 Legacy Framework can be found. Councillor Gordon Matheson, told our reporter, “I’m calling on community groups to get involved and to come to us with their ideas, and to see how the council can support or assist with those proposals. “Groups may then get access to our legacy logo, use of which

will confirm that the project contributes towards our legacy objectives of making sure Glasgow is more successful economically, environmentally and socially through the hosting of the Glasgow 2014 Commonwealth Games. “The Glasgow 2014 Legacy Board will ensure that the council’s legacy commitments for the Games are delivered. The proof of the delivery of a legacy for the city can be seen in the success of local workers and firms such as Parkhead Welding. “ The whole process of ensuring that the legacy benefits from the Glasgow 2014 Commonwealth Games reach as many people in the city as possible will be considered by Glasgow City Council’s Executive Committee. A report going to the committee will

recommend that the Glasgow 2014 Legacy Framework should be overseen by a board - the Glasgow 2014 Legacy Board - whose members include councillors from different parties, other organisations in the public, private and the voluntary sectors, as well as figures from the world of sport. The board will play a crucial role in validating and scrutinising the work of all partner organisations involved in delivering the council’s legacy plans. The report goes into further detail in recommending that the Glasgow 2014 Legacy Board should include the Leader of the Council as Chair, the Depute Leader of the Council (Vice Chair); the Convener of Glasgow Life; and the Leader of the Opposition.

WALKING ON WATERTHE weather this week has been horrendous with the wind, rain and icy mornings but even so there’s still no excuse for the way our roads have been due to flooding. The pictures here depict two of at least 50 floods in the area where the drains cannot cope with heavy rain and it’s high time something was done about it. These places seem to flood as soon as there is a little rain and it’s not as if this is unexpected, residents have been subjected to this for at least the past couple of years. By paying Council Tax and in the case of motorists, Road Tax, we should be getting a fair deal from the authorities but it seems that more we complain the less gets fixed.

To see an elderly gentleman in Garrowhill having to take his shoes and socks off to make his way along the road is beyond a joke and says a lot for the way local residents are being treated by those in both the Council and Scottish Water. All we hear is “There’s No Money for This” and “There’s No Money for That” well what we would like to know is “Do we continue to accept that there is no Money for Anything”, or do we complain more so that cash is found to repair the problems. The old saying, “It’s the Greetin’ Weans that Get aw the Sweeties” seems to ring true, as it is easier to give those who make a noise, what they want, to the detriment of those who suffer in silence. The Louder we Complain the more we will get done.

We can understand many of the reasons why this is so, The Embarrassment, The Fear, The Financial Situation within the Home, The Protection of the Kids and much more. These are all valid points, BUT for someone who purports to LOVE you to subject You to Abuse of any sort, be it Violence, Mental Torture, Sexual or Financial, in this day and age is not only disgraceful, It Is Criminal. Many of you still suffering in silence are protecting

someone who basically is a Coward and to call the Police to help you when it is happening and then

Drop the Charges prior to going to Court, is just assisting the person who should be confronted with what they have done. Combating Domestic Abuse is now a priority in the Strathclyde Police Force and each and every case is dealt with in a professional, caring, manner which assists the victim and targets the perpetrator. The main problem is though that once the situation has been reported and everything has calmed down, the person who has committed the abuse is that repentant and swears it will never happen again that the victim

is basically brain-washed into believing it. The charges are then asked to be dropped and Police time has been wasted, but worse than that, The Abuser has Won again. Needless to say the abuse

continues after a few days, weeks, months etc... and the victim feels even more degraded and let-down. Abuse victims feel it is themselves to blame – Change that attitude immediately, it is the partner

partner who commits the abuse that is to blame – No One Else!! What we are finding out now is that there is an increase in teenagers being abused by their partners. Yes those who are just starting out in life with their Boyfriend/Girlfriend,

are experiencing what was regarded as a “married couples” problem. We can’t stress enough that this is totally unacceptable in today’s society, it is ASSAULT no matter which way it is addressed and should be treated as that and nothing

else. Anyone reading this will possibly be imagining it is only women that are abused but AMIS (Abused Men in Scotland) are dealing with more and more men suffering from domestic abuse and this takes the same form as abuse against women. So there is no difference in the abusers eyes, they are control freaks who perhaps suffer pangs of guilt for a few moments

but as they get away with it more and more, they feel superior to their victims and with every case that goes un-reported it strengthens their hand. That hand could be the Death of YOU!! Domestic Abuse – There’s Still no Excuse!!

HOUSEBREAKINGIN the late evening of Sunday 6th February The Forge Market in Duke Street was the subject of a housebreaking whereby several of the Market premises were entered and a number of items were stolen. Subsequent police enquiries have resulted in a number of persons being arrested and a report has been forwarded to the Procurator Fiscal.

Rangers v Celtic (East End Aftermath)AS is the norm following on from the actual match local police in the East End were heavily engaged in maintaining the peace and challenging acts of drunkeness and anti social behaviour in the aftermath of the OLD FIRM game at Ibrox Stadium last Sunday. Thankfully there were relatively few acts of serious violence however the excessive quantities of alcohol consumed meant that policing resources were stretched. (Look out for the Re-Gen Feature regarding these games in our next edition)

Joint InitiativeON 4 February a joint initiative with Glasgow Housing Association and Strathclyde Police involved tackling Anti-Social behaviour within GHA Housing stock. 13 joint visits were carried out in the Bluevale and Whitevale flats, Slatefield Street and Balbeggie Street flats. As a result of this joint activity 27 persons were warned and a number of persons reported to the Procurator Fiscal under the misuse of drugs act 1971. There was also one household reported to the Fiscal under the Civic Government Act 1982 in respect of a noise complaint.

Baillieston Police ActivityOVER the past two weekends, Plain clothes and Community Police Officers deployed at a number of locations throughout the Baillieston area to deter and detect knife/weapon carriers and other serious criminality whilst providing enhanced levels of public reassurance to our local community. Local officers used a device known as a " Ferroguard Pole" to conduct effective stop/search operations. This was well received by members of the public and the police were delighted that no individual was found to be carrying weapons.

SERIOUS ASSAULT – RUCHAZIEDETECTIVES at Shettleston Police Office are appealing for information after a 24 year-old man was found seriously injured in Ruchazie, Glasgow on Thursday 3 February 2011. Around 10.20pm police were called to a report of the 24 year-old man lying injured in Elibank Street, Ruchazie. He was taken by ambulance to Glasgow Royal Infirmary then later transferred to Stobhill Hospital where he is being treated for stab wounds. Hospital staff describe his condition as serious but stable. Detective Constable Nicola Kilbane of Shettleston Police Office is appealing for information. She said :“Enquiries are at an early stage to establish the full circumstances of this crime and officers are currently carrying out enquires in the Ruchazie area to establish more details on those responsible. “I would appeal to anyone who was in the area of Elibank Street around the time of the incident last night, and eitherwitnessed the attack take place, or may have information that will assist police enquiries.

Dennistoun Strathclyde Police is appealing for witnesses and help from the public after an 85-year-old woman was knocked to the ground and had her handbag stolen from her home in Craigpark, Dennistoun. Around 10am on Wednesday 2 February 2011, a man forced his way into her home and demanded her handbag. The woman, who lives alone, managed to raise the alarm by activating her assist cord, at which point the man headed off in the direction of Alexandra Parade. Fortunately the victim was not badly injured in the incident. The man is described as white, in his late 20s or early 30s, 5’ 9” tall, with dark hair and a round face. He had a local accent and was wearing a dark coloured jacket with a hood.

I was delighted that Jackie Ballie MSP, Labour’s Shadow Cabinet Minister for Health and Wellbeing, was able to meet with the Save Lightburn Hospital “campaigners” last week to discuss the future of the hospital. The campaigners, led by Gerry McCann, were able to present what was a very clear and robust case for retaining Lightburn Hospital. They were able to provide a constructive insight into the value of the service they receive, as well as describing how the interventions available at the hospital have helped those suffering from Parkinsons Disease. What

became very clear during the discussions was the high esteem the staff are held in by the patients: clearly what is being provided at Lightburn will not be easily replicated elsewhere. What is never properly recognised during these consultations is the potential cost to the Health Board if these interventions were not available. The partnerships formed between the staff, patients and the local community should be preserved and not destroyed by the Health Board officials working from the comfort of their offices at the Board’s headquarters.

The campaigners also brought Jackie’s attention to some of the challenges we face in the East End of Glasgow – challenges that should be obvious to the Health Board and the Health Minister. One such challenge is the reduction in health services for those who need it the most should Lightburn Hospital close. Jackie also heard from users about the marathon public transport journeys they would have to endure if they had to travel to Stobhill Hospital. It became clear that the Health Board had failed to provide any reassurance that they could deal with the transport issues, probably because it’s an issue

that can’t be reconciled. Surely, given the health statistics for the East End of Glasgow, health services should be made easier to access, not more difficult. This is an example of a Health Board making a decision that will lead to an increase in health inequality.I was delighted that in her concluding remarks Jackie Ballie agreed that the current approach taken by the health board failed to deal with the real issues and that the Scottish Government had left people in the lurch with the uncertainty surrounding Lightburn’s future.

As the weeks go by I am amazed at the scale of the development taking place on the National Indoor Sports Arena site at Dalmarnock just opposite Celtic Park.As the building begins to loom large on the landscape - creating the best national site for sport in the whole of Scotland - I reflect back on the private battle over seven years ago of where Scotland’s National Indoor Sports complex should be sited. The interests in sport sought the

choice to be Stirling. Luckily, I held the post of Sports Minister at the time and fought like fury to ensure that it be sited in the East End of Glasgow.The main argument I put forward was that it would be a catalyst for the regeneration of the East End. For too long too many parts of our area were either derelict or consisted of very poor housing. What we required was a level of commitment from the Scottish Government and the City Council and private investors to

regenerate our area.Since then all the partners have played their part and the wider regeneration of the East End continued. Clyde Gateway - a commitment from the previous Labour Scottish Government was continued under the present Scottish Government. That is, until last week when Scottish Enterprise - without any reference to a Scottish Minister - cut the Budget for Regeneration to the neediest area of Scotland - the East End of Glasgow.

That is why I asked the First Minister during Question Time why the East End was facing such a budget cut rather than the bureaucracy around the Enterprise Companies. Disappointingly he chose to attack me for asking the question rather than asking his ministers to sort it out. I am sure East Enders who saw quite a lot of him in the summer of 2008 will remember his fairweather support.

On 3 February, the House of Commons voted on whether to support the introduction of a series of caps on the amount that payday and home credit lenders can charge for credit. The motion has gained widespread cross-party support from MPs who recognise that the Government has a duty to intervene in the high-cost credit market, which is uncompetitive and often exploitative. The UK now has one of the highest levels of personal debt in the world – in April last year, people in Britain owed over £1,460bn in private debt. Borrowing money is sometimes essential, whether to enable a person to pay for training courses, start a business or to buy a house. However, there is a point at which borrowing can become unmanageable for individuals, especially if the terms of any loan are high cost or if the interest rates charge start to rise. Four in ten people are worried about their current level of debt, with three million fearing

redundancy and two million having taken on more debt in recent months. One in ten people frequently struggle to make it to payday, with money tending to run out on the 20th day of the month. Since the start of the recession, mainstream lenders such as high-street banks have been much less willing to lend money. This leaves more and more people with only the option of unsecured lending such as payday, doorstep and hire purchase lenders. Furthermore rising unemployment, housing costs and VAT prices could leave many families struggling to make ends meet. Because six lenders account for 90% of the home credit market, there is little competition to drive interest rates down. Given this lack of competition, interest rates are artificially high. The APR for payday lenders often begins at 600% and can escalate to 2,500% or more. And

home credit lenders, who make home visits in order to collect repayments for their short-term loans, can charge £82 in interest and collection charges for every £100 lent. The government has committed to regulate excessive interest rates on credit and store cards, but has not yet intervened in the far more harmful high-interest lending market. To address this gap, the Consumer Credit Regulation and Advice Bill has been tabled to introduce a series of measures to tackle the uncompetitive nature of this market and to increase access to affordable credit for the poorest consumers. This has yet to receive a second reading and does not have the support of the Government to become law. However supporters of this Bill have secured an opportunity to make progress on the matter. On Thursday 3 February

a motion was voted on in parliament which reflects a key component of this legislation. The motion calls for the introduction of caps by a regulator, on the total amount that can be charged for supplying credit, in areas of the market which are uncompetitive or where there is evidence of irresponsible lending. The caps, which would be set at different levels for different types of loan, would ensure that payday and home credit lenders would no longer be able to take advantage of the lack of competition in the market and the vulnerability of their customers.
