SECTION 1 OVERVIEW PURPOSE The purpose of the radio communication plan is to create an integrated communication system for the 2001 Special Olympics World Winter Games · Alaska. For the purposes of this plan constituent elements of the 2001 World Games community includes all sport venues, athlete villages, the warehouse, Delegation Welcome Center, the Joint Operations Command Center, medical, security, and other related entities involved with the 2001 Special Olympics World Winter Games · Alaska. Response:

• An integrated radio communications plan was accomplished. Recommendation:

• The integration of cellular telephones and pagers should be part of the overall communications plan.

UNDER OUR MISSION:

• Identify the communications needs for the 2001 Special Olympics World Winter Games · Alaska.

• Design a radio communication system to meet the needs of all entities involved with the 2001 World Games.

• Manage the implementation of the system design. • Manage the system-wide operation. • Ensure the radio communications system is maintained during the World Winter

Games. • Identify training needs for the efficient operation of the radio communications

system and to ensure that training is accomplished. • Recover all borrowed, loaned, leased, or other radio communication equipment

that needs to be returned. Response:

• All objectives of our “Mission” were accomplished for the World Games. Recommendation:

• Radio Communications should also identify the cellular telephone and pager needs.

• More training for Radio Leaders and volunteers on the use of radios and identify the method on how the radio network operates.

SECTION 2 ORGANIZATION OPERATIONS ORGANIZATION

RADIO COMMUNICATIONS PERSONNEL The Radio Communications Committee is comprised of the following personnel:

• Radio Communications Commissioner is responsible for coordination of all radios and other communications equipment required to execute the mission of the 2001 Special Olympics World Winter Games · Alaska.

• Radio Communications Leader is responsible for the distribution of all radio

equipment at the venue. Is responsible for the recovery of the same.

• Radio Communications Assistant Leader assists the Leader in distribution and recovery of the radio equipment.

• Base Station Operators are responsible for monitoring the radio traffic and

maintaining contact with the Joint Operations Command Center. In the Villages and other Non-Competitive Venues, the Base Operator will also perform duties of the Radio Communications Leader. The Base Operators consist of members of the Alaska National Guard serving their two weeks annual training with the 2001 Special Olympics World Winter Games · Alaska.

• Office Of Special Events (Department of Military Support) is responsible for the

implementation and maintenance of the radio communications equipment

throughout the 2001 World Games. They will provide all technical expertise for the maintenance of this equipment.

Response:

• We accomplished our goals with these positions. Recommendations:

• Hiring a full time paid Radio Communications Manager that understands and knows radio communications.

• Insure the Radio Leaders and Assistants have some working knowledge of radio communications equipment.

• Recruit 4-5 volunteers to work in the radio communications room to do the initial organization of equipment, issuing equipment to venues and or individuals. Also to work the radio room daily and to be there during the recovery to inventory in all equipment.

• Radio Communications room should include tables, chairs, telephone, facsimile, computer, digital camera, and bar code scanner.

• Base Station Operators should work a required 8-hour shift and work the same venue throughout the week for continuity.

• Base Station Operator should have a comprehensive 3-ring binder with all pertinent information regarding the venue and the World Games.

SECTION 4 VENUE NETWORK VENUE RADIO COMMUNICATIONS ORGANIZATION

VENUE COMMUNICATIONS NETWORK OPERATIONS Each venue radio system is comprised of ten channels (i.e., frequencies) that allow users to communicate with one another. During the World Winter Games, the number of frequencies will be limited ensuring the most practical use of these frequencies. This requires an efficient talk group design and effective management of the airwaves. The matrix for each venue was determined by consultation with the Functional Areas and a representative of the Department of Defense. Proper radio protocol will assist everyone on-site in keeping transmissions orderly and effective. Improper radio use will interfere with the efficiency of the overall operation and can lead to potentially hazardous situations. Although Functional Area users will be assigned to designated channels, it will be possible for users assigned to different talk groups to communicate with one another. Given the significant number of users on each channel and the limited number of available frequencies, the management of the airwaves is vital. To control traffic and keep track of users, the process for monitoring channels will be directed by the VSC Base. Specifically, if an individual needs to communicate with someone on another channel, he/she changes to that FA channel.

The highest priority call is a life-threatening situation. Any transmission for a life-threatening situation (i.e. “medical emergency”) must be given priority. Base will frequently provide general announcements to all users, such as “5 minutes until gate opening” or “may conduct radio checks”. Both a name and number will designate each frequency or channel. • The Venue Communication Plan was our weakest link. Although the plan worked it wasn’t without some problems in the development stages.

Recommendations: • The Venue Coordinator must be the person who determines which Functional

Areas within the venue need radios. This would insure a smoother operation and less people with radios who really don’t need them.

• The Radio Communications Manager must talk individually with each Venue Coordinator a minimum of 4-months in advance of the Pre-Games to determine the Venue Communications Plan. The Venue Coordinator must know and understand how their Communications Plan is to work… that is who talks to who on the radios

• The Final deadline for the Communications Plan should be completed a minimum of 6-weeks before the Pre-Games and the World Games.

SECTION 5 RADIO GUIDELINES General Rules

• Stay on your assigned channel (talk group). Never lay your radio down unattended. Do not lose your radio.

• Never give your radio to anyone else. You are responsible for your radio until returned.

• Report all lost or stolen radios the Radio Communications Leader immediately. • Report all maintenance problems to the Radio Communications Leader

immediately. • Never give confidential information over the radio…use a telephone. • For non-emergency concerns - contact your leader. • For Medical Emergency – call for Medical Leader on Channel 1 or switch to

Channel (2) Medical Net and call for assistance. • For Security Emergency – call for Security Leader on channel 1 or switch to

Channel (3) Security Net and call for assistance. Radio Etiquette

• Never use profanity. It is a violation of FCC regulations. • Be professional. Radios are a tool to help you do your job, NOT make social

commentary. • Only one person can talk on the radio at a time. It is not a telephone. • Remember there are many other radio users on your fleet who will hear you

talking and would like to use the radio for their business needs. • Think about what you want to say before you push the talk button. • Be brief. Five (5) seconds is the target time limit. • Speak slowly and clearly. Be concise but give complete factual information. • Keep the volume at an easy level for you to hear but not disturb others near you. • Volume down in QUIET ZONES!

Radio Operation

• Turn radio on. • Set assigned channel (talk group). • Adjust volume for easy listening. • To talk:

Hold radio up to your face in a vertical position. Place microphone opening about 2 inches from your mouth. Press the push-to-talk button all during your transmission then release to listen.

Radio Protocol • LISTEN before you talk. Only one person can talk at a time. • To make a radio call, state the person’s name you are calling, your name, then

OVER. Example: Joe this is Rachel, OVER.

• To end a radio call, say the word OUT or CLEAR so others know it’s OK to begin their call.

Example: This is Joe; I’ll take care of that now, CLEAR. Radio Terminology:

• THIS IS -who is making the call. • OVER -I’m finished talking, you can talk now. • OUT or CLEAR -I am ending this radio conversation. • SAY AGAIN -Repeat your last transmission, I did not understand. • STAND BY -Wait a minute while I finish other business. • COPY -I understand. • BREAK -Used to interrupt a conversation in case of emergency.

Radio Sign-Out Procedures Radio Communications Leaders should arrive 15-30 minutes prior to their shift to check radios and prepare to issue radios to Venue Functional Area personnel. Annotate and initial the start of your shift with the number of radios available for issue in the Radio Communications Daily Journal/Log of Events. Select the current day’s Radio Sign-out Log where Functional Area personnel will sign for their allocated number of radios. If there are any discrepancies in the number of radios requested by an individual and what our Radio Communications Needs Assessment Matrix indicates, contact the Functional Area Leader and resolve the problem. If this cannot be resolved, contact the Radio Communications Commissioner (Alvin Aramburo) or the Director of Operations (Loren Smith). As Functional Area personnel come to sign-out radios, provide Radio Communications handouts outlining proper procedures for operating the radios and an explanation of the Venue Communications Plan. In addition, provide individual instructions on radio operations as required. Radio Communications Leaders will monitor the Command & Control Net 1 for transmissions requiring their assistance and/or listening to what’s happening at their venue. For radio problems please return your radio to the Radio Communications office. Radio Communications Leaders will use their discretion in annotating comments, problems, or other pass along notes in the Daily Journal/Log of Events. This will provide

for continuity of information between various shifts and act as the official record of Radio Communications transactions. Radios will be signed back in at the end of each day unless prior arrangements have been made and annotated in the Radio Communications Log Book. Returned radios will be placed in the 6-Bank Charger to allow the batteries to re-charge for the next day’s use. Batteries may be exchanged on a one-for-one basis at the venue. Radio Communications Leaders will complete an inventory and sign the Daily Journal/Log of Events at the end of their shift and at the end of each day. The Daily Radio Communications Inventory Form should be completed and faxed to the JOCC each night before midnight with the numbers of operational and non-operational equipment present at the venue. Any open items or issues that have not been resolved should be brought forward to the next day’s log until a reasonable solution or other corrective action has taken place. Response:

• This was a good plan but the Radio Leaders didn’t always enforce the rules for radio sign-out.

Recommendations: • The Radio Leaders must understand the importance of insuring that the

volunteers sign out the radios and then sign them in when through. This procedure provides an accurate daily inventory of the radios.

• If possible, label the radios either with the volunteers name or position if they are going to use more than one day.

• If possible, label the radio with the channels that are being used in that Venue. • If possible, use a barcode or a similar tracking device to record the radios and

to the location they are going to be used. This would provide for an accurate record of the radios for distribution, recovery and inventory.

SECTION 7 Venue Support Center (VSC) VENUE COMMUNICATIONS NETWORK OPERATIONS The Venue Support Center (i.e., Base) will monitor channel one and scan the Command Control Channel and generally maintains the order of the airwaves. TELEPHONE Most incoming phone calls (with the exception of public calls) will be received at the Venue Support Center (VSC). The VSC Base or another member of the VSC staff will simply take messages and then either contact that person by radio or notify the Venue Coordinator. One of the primary goals for taking messages is to screen phone calls that would interrupt critical preparations and operations, especially during event-time. The VSC Base must work hand-in-hand with the Venue Coordinator to notify personnel, record and forward messages, etc. Telephones are typically an ineffective method to reach individuals at a venue during event operations. Staff is on the move and seldom in the VSC. As such, using radios is recommended. Response:

• This is another area that we could have improved upon. Recommendations:

• It is highly recommended the Venue Support Center (VSC) have an Administrative position that can administer the operation of the VSC. Duties would include answering the telephone, taking messages, computer work, photo copying, entering incidents reports etc.

TRAINING

Communication training consists of hands-on training and exercises. Defense Information Services Agency (DISA) personnel will assist the Radio Communications Commissioner in training Radio Communications Committee members on the proper use of the radio systems, incident tracking, video and other communication modes as needed. A The Radio Communications Leader will conduct training for users at the venues and if needed members of the communications staff who will be available at all times. ADDENDUM B Response:

EMERGENCY PROCEDURES Emergency Plans must be prepared to ensure a timely response to any number of different incidents such as severe weather, crowd disturbances, traffic accidents, food poisoning, cold-related illnesses or even problems outside the venue that could affect the activity at the venue. The severity of emergencies could range from a medical situation affecting one person to a serious disaster resulting in a mass casualty incident. Typically, the greater the threat, the more critical it is to coordinate emergency response procedures within the Venue Team.

Venue Emergency Response Team (VERT)

The Venue Emergency Response Team (VERT) will coordinate all initial emergency efforts at the venue level. The VERT will consist of the following members:

• Venue Coordinator • Security Leader • Medical Leader • Facility Representative

The Venue Coordinator has presiding authority over the VERT. At the point that the situation is deemed by the Venue Coordinator to have level two or three implications, the Crisis Management Team will be notified.

For example, a medical transport of an unconscious person would require coordination between Medical, Security, Transportation and Venue Management as the primary Functional Areas. However, a severe weather disturbance resulting in evacuation of the seating area would require coordination between the Venue Emergency Response Team (VERT), Security, Event Services Agents, Competition Management, Transportation and Venue Management as the primary Functional Areas. All other Functional Areas have a secondary involvement because they will probably be affected by the incident. In all emergency situations, the primary obligation is always Public Safety. The public in a Public Safety emergency encompasses everyone at the venue, including spectators, media, athletes, officials, etc. As such, a unified plan is critical to effective execution of the plan. Although nearly everyone on the Venue Team will have responsibilities in the execution of emergency plans, a subset of the team is responsible for the decision-making aspects of the emergency plans. Specifically, a Code Team will be developed at each venue and will be comprised of the following Venue Team members: Further emergency information is located in the Crisis Emergency and Management Plan that is available at all VSC.
