Founded in 1971, Sander Engineering Corporation ("SEC") is a well-established civil engineering

design firm based in Houston. Dennis W. Sander, P.E., R.P.L.S. is founder and president of the

company and not only directs the day-to-day operations of the company but is also involved in each

project. Accompanying Mr. Sander is a dedicated staff of experienced engineers, technicians, and

administrators that are committed to the company and our client's needs. The majority of our

employees have been with the company for many years and our employee turnover is extremely low.

SEC serves public and private sector clients in Houston and surrounding areas who require quality civil

engineering services combined with experience, dedication and professional integrity. Although SEC

is considered a small firm, we pride ourselves in providing comprehensive, quality, and cost effective

engineering services to our clients on a personal level. The company's focus is on the design,

construction review and maintenance of water, wastewater, detention, storm water, paving and plant

facilities, together with the proper project management, coordination and communication skills to

successfully complete each project. We believe we have succeeded in this goal as indicated in the high

referrals.

SEC has maintained a strong working relationship with many municipalities and counties in southeast

Texas for many years. The firm served for over 18 years as the County Engineer of Grimes County,

Texas. This position included advising the County on road design, subdivision plat approvals, platting

and drainage requirements, review and acceptance for county maintenance of new roads and general

engineering support. In addition, SEC has participated in the creation of municipal utility districts and

currently serves as consulting engineer for the following utility districts.

PROJECT PHILOSOPHY

An important element of Sander Engineering Corporation is the ability to provide personal contact with

clients. Since no two projects are the same, our firm approaches each with the particular emphasis on

thoroughly determining the specific needs and concerns of the client and supplying the engineering

expertise to provide comprehensive, cost effective engineering services and to deliver projects in a

timely manner.

We firmly believe that every project is a team effort between the owner, engineer and contractor and

with the proper attitude each project can be successfully completed with cooperation and minimum

conflict. When conflicts do arise, we believe that we have fostered the proper working relationship to

resolve the issue to the satisfaction of all parties.

Furthermore, every project is prepared and completed by a licensed professional engineer who is

responsible for the project from beginning to end; thereby, assuring project continuity.

PROJECT STAFFING & SUPPORT

First and foremost, SEC prides itself on providing experienced and qualified project management and

support staff. As previously mentioned, most of our staff has been with the company for many years

and each individual has proven his/her knowledge and abilities on numerous infrastructure projects.

Additionally, each year our managers, engineers and technicians undergo additional training to improve

our management, coordination, technical and interpersonal skills.

The firm has available to it a full range of highly qualified engineers offering expertise in areas such

as hydrology, detention, geotechnical investigations, structural and electrical engineering, traffic

signalization, water, sanitary, drainage, paving design, architectural design and engineering services

during construction. Over the years, SEC has fostered relationships with many of the most reputable

subconsultants, i.e. survey companies, geotechnical services, etc., in the Houston area and have teamed

with these firms to complete many projects.

In addition, SEC offers experienced engineering services for project cost estimating, feasibility studies,

subdivision platting, product evaluations, construction management and review, permitting and

representation before governmental agencies.

SEC has an excellent reputation for meeting our client's needs. Our staff, along with those of our

Sander Engineering Corporation has provided engineering services to Houston and the surrounding area since 1971. With an experienced and dedicated staff, the firm is well known for delivering quality project performance and client satisfaction. Dennis W. Sander, P.E., R.P.L.S. – Since Sander Engineering was founded in 1971, Mr. Sander has

been Owner and President of Sander Engineering Corporation. Mr. Sander is a registered professional

engineer (Texas License #30647) and a registered professional land surveyor in Texas, and has over

51 years of engineering experience in civil and municipal projects. Mr. Sander has designed water

and wastewater facilities, drainage and flood control facilities, streets, major thoroughfares, bridges,

and master planned communities. Mr. Sander is a graduate of Texas A&M University and a strong

supporter of many engineering organizations. He has served twice as President of the Houston

Council of Engineering Companies, and many years as a member of the Board of Directors. Mr.

Sander is presently serving as Vice Chairman of the Harris-Galveston Subsidence District’s Board of

Erik D. Miller, P.E. is a registered professional engineer (Texas License #71057) and has over 30

years of engineering experience relating to infrastructure design and construction. He has designed

water and wastewater facilities including small and large diameter water lines and sanitary sewers,

lift stations, force mains and wastewater treatment plants. He has prepared numerous engineering

reports evaluating sanitary sewer collection systems and water distribution systems for the City of

Houston, City of League City, City of Sugar Land, and numerous Municipal Utility Districts. He has

been responsible for the rehabilitation of sanitary sewer lines ranging in size from 6-inch through 36-

inch. He is proficient at cost estimating, scheduling, project coordination, and technical report

preparation. In addition, Mr. Miller served as the construction manager for a large engineering firm in

Houston overseeing the construction and rehabilitation of numerous lift station, water/wastewater

treatment plants, sanitary sewers and water lines. He is a graduate of University of Houston (Class of

1985) and has spent his entire career in the Houston area. Mr. Miller has been employed with SEC

since 2002.

William T. Manning Jr., P.E. is a registered professional engineer in Texas (Texas License #80640)

and a Class “A” Wastewater and Grade “A” Water certified water utilities operator in Texas. Mr.

Manning has over 30 years of experience in the design, construction, maintenance, operation, startup,

testing, evaluation, and troubleshooting of water and wastewater facilities for both municipal and

industrial applications. This experience includes treatment plants, pump stations, collection systems,

and water distribution systems. Mr. Manning has worked for private construction, operations and

engineering firms as well as the City of Houston, Texas Water Commission, and the Texas Natural

Resource Conservation Commission (“TNRCC”, now Texas Commission on Environmental

Quality). His responsibilities at the TNRCC included providing technical assistance to municipal and

industrial wastewater facilities throughout the State of Texas and also providing technical advice to

staff members at TNRCC, Harris County Pollution Control, Lower Colorado River Authority and

EPA Region 6. In addition, he worked for the City of Houston providing quality assurance oversight

for 34 wastewater treatment plants and troubleshooting operational problems. He also served on the

Activated Sludge, Disinfection, and Sludge subcommittees involved in the revision of the State

Design Criteria for Sewerage Systems (Chapter 317 which has become Chapter 217). Mr. Manning

is active on the State, Regional and Local levels of the water utilities field with both work and

volunteer efforts. He is a graduate of the University of Texas (Class of 1989) and has spent most of

his career in the Greater Houston area. Although Mr. Manning has only been directly employed by

SEC since 2014, Mr. Manning has been working closely with SEC since 1995 as a principal for

Manning Engineering Corporation.

Jeff Peña, P.E. is a registered professional engineer in Texas (Texas License #99209) and has over

20 years of design and construction experience in municipal and land development projects in Harris

and surrounding counties. This experience includes water distribution, sanitary sewer collection,

sanitary sewer lift stations, water plants, paving, detention, drainage, residential development, and

commercial development. Mr. Peña has experience designing wells in the unregulated Catahoula

aquifer as an alternative source of water to reduce production in the Gulf Coast Aquifers. He has also

designed numerous water plant improvements including conversions to chloramines disinfection to

accommodate surface water treatment. He has assisted municipalities with long-term infrastructure

planning projections, bond application reports, and budgets. He has designed permanent storm water

quality features for numerous developments. He has also prepared Storm Water Management

Programs for several Cities and obtained Multi-Sector general permit coverage and Municipal

Separate Storm Sewer System general permit coverage. He is a graduate of University of Houston

(Class of 2000). Mr. Peña has been with SEC for 3 years.

Luis Reyna, Senior Civil Designer – Mr. Reyna has over years of experience as a design technician

and is the Senior Civil Designer at Sander Engineering Corporation. He has considerable experience

with design and layout of water, wastewater, drainage, and paving facilities. Mr. Reyna has

extensive experience with local and county permitting/approval processes, utility research, quantity

take offs, cost estimating and surveying. Mr. Reyna has been employed with SEC since 1994.

Sander Engineering Corporation is a full service consulting engineering firm specializing in water, wastewater, storm water, and pavement engineering. The firm offers its engineering services in four generalized disciplines.

Some of the projects completed by our firm over the past few years are summarized in the following discussion. These projects are representative of the public sector projects that SEC is routinely involved. All of the projects presented have been completed within Southeast Texas. A brief description and details for each project is presented along with the reference contact information.

In addition to the projects listed below, Sander Engineering Corporation has conducted numerous sanitary collection system inflow/infiltration studies to determine the condition of existing sanitary sewers, prioritize the repairs to the sewers, and to determine the most cost effective repairs to the sewers and, when needed, prepare reports to address enforcement orders. Over the past several years, SEC has rehabilitated thousands of linear feet of sewer pipe (and associated manholes) ranging in size from 8-inch through 36-inch using remove and replace, cured-in-place and pipe bursting.

SEC is also responsible for various permitting requirements and permit renewals for our MUD clients including waste treatment discharge permits and water quality permitting. SEC has successfully requested waivers and variances from the State for such issues as elevated storage, the 75/90 rule for wastewater treatment plants, etc.

SEC also has experience in the financing of projects through bond applications and grant programs. In the past ten years, SEC has prepared numerous bond application reports for our municipal utility district clients totaling nearly $200 million.

Project Summary and Scope

Contract 12B for the WHCRWA included 12, 16, 20 and 24-inch waterlines to serve Jackrabbit Road

Public Utility District water plants. The project included a combination of open cut and trenchless

construction technologies through open areas, residential streets and the crossings of two high traffic

thoroughfares. SEC prepared the preliminary and final design, project specifications, final engineering

report, final cost estimates and engineering services during construction. Additionally, SEC identified

and prepared the easement descriptions required on behalf of the utility district. The project is located

in far west Houston and included approximately 9,400 linear feet of waterline and appurtenances. The

construction cost for the project was $2,444,000, there were no change orders.

The Azaleadell and Carlisle Subdivisions are located in northwest and southeast Houston, respectively.

The water distribution systems were more than 30 years old, failing and were insufficient for fire water

capacity. SEC contracted with the City of Houston to design replacement of the water distribution

systems including design and construction nearly 12,000 linear feet of 6-inch and 8-inch water lines,

new service leads, valves, fittings, fire hydrants and appurtenances. This project was completed on

time with only minor change orders.

Project Summary and Scope

Harris County W.C.I.D. No. 113 needed to extend its existing water distribution system along Telge

Road in order to provide water service to several tracts within the District and to complete the main

trunk line along Telge Road. Telge Road was recently upgraded to a four lane boulevard section by

the Harris County Public Infrastructure Department and the right-of-ways are crowded with existing

utilities. Therefore, the line was constructed in the center median and construction utilized a

combination of open cut and auger to preserve the existing landscaping and concrete pavement.

Sander Engineering Corporation provided design, contract administration and construction

management services for approximately 1,800 linear feet of 12-inch water line, including valves,

fittings, fire hydrants and appurtenances.

This project was completed on time and within budget.

Before Water Plant No. 3, Northwest Freeway Municipal Utility District owned and operated two water

plants. However, because there is no nearby development, the District did not have an emergency

water source. If the District experienced difficulties with Water Plant No. 2, Water Plant No. 1 would

not be able to supply adequate water to the District’s customers without rationing.

Sander Engineering designed Water Plant No. 3, which consisted of a 1,200 GPM well, a 300,000gallon

ground storage tank, a 20,000gallon hydro-pneumatic tank, and four 850 GPM booster pumps. Sander

Water Line Replacement in Wrenwood Subdivision

The Wrenwood Subdivision is located on the near west side of Houston and was served water by a

private operating company for many years. However, the water supply system had not been upgraded

as the neighborhood grew and the system deteriorated and experienced numerous failures. The City of

Houston obtained authority over the system and contracted SEC to upgrade the water lines. The

existing distribution system included 2-inch and 3- inch lines; whereas, the proposed system included

8 and 12-inch lines. The project included 4,300 linear feet of 8-inch water lines and 10,300 linear feet

of 12-inch water lines along with valves, fittings, fire hydrants and appurtenances. Furthermore, this

project was fast tracked due to the condition of the existing water distribution system. The project was

completed on schedule, with only one minor change order.

The City of Houston frequently replaces water and sanitary sewer lines throughout the City on an

emergency basis or extends water and sanitary sewer lines for various reasons. Under the City's On-

Call Program, the firm has provided fast turnaround design and bidding services to the City for such

water and sewer lines. SEC performed fifty-two such design projects under six contracts for the City

over thirteen years. Projects included water line sizes from 2-inch through 16-inch, sanitary sewers up

to 15-inch in varying lengths from hundreds to thousands of feet. Under this project, SEC prepared the

unique bid documents which included proposal items for most all possible work tasks; and the

preparation of drawings for each work order. Notice to Proceed to final plans was typically three

months.

northwest Harris County, the district currently covers over 1,800 acres and serves approximately 5,200

connections. SEC has been the Engineer for this District since its inception in 1984 and has provided

engineering services including the design of the District's 1.1 MGD wastewater treatment plant serving

a portion of the District. The plant is a complete concrete facility, built partially above grade and

Project Summary and Scope

Jackrabbit Road Public Utility District operates a 5.1 MGD regional wastewater treatment facility in

west Houston that serves the District and five surrounding MUD districts. The plant has been expanded

several times since it began operation in the 1970's, and was in need of improvements due to worn

equipment, outdated equipment, and increased demand. The District authorized SEC to provide design

services for improvements to the chlorination and de-chlorination systems, lift station pump upgrades,

improved influent screening, rehabilitation of the traveling bridge clarifiers, improved sludge handling

facilities, blower rehabilitation, and various electrical upgrades. Three phases of the rehabilitation have

been completed at a cost of approximately $2,200,000. A final fourth phase of improvements is

currently under construction and includes replacement of the control building, lift station,

instrumentation and electrical facilities, as well as major modifications to the aeration basin and air

piping at a cost of $4,500,000.

force main had failed several times due to the deteriorating effects of H2S. The project included

rehabilitation of the lift station wet well and valve vault, installation of an odor control system and

replacement of the existing 20-inch ductile iron force main. The force main was replaced with high

density polyethylene pipe, installed by a combination of directional drilling and open cut. SEC also

provided construction management, site representation and evaluation of the construction progress.

Various Clients

Sanitary Sewer Rehabilitation

Sander Engineering has rehabilitated approximately 150,000 linear feet of sanitary sewer in recent

years to minimize groundwater and surface water infiltration. Sanitary sewers have ranged in size from

8-inch to 36-inch diameter pipe. Existing pipe materials have been ABS Truss, clay, concrete and PVC

pipe. Typical problems being deteriorated pipe, cracks, joint misalignment, sags, root intrusion, various

forms of blockages, and poor installation. The primary method of rehabilitation has been Cured-In–

Place Pipe (CIPP) along with Pipe Bursting, Slip-lining, and Remove and Replace. Concurrent with

the sewer pipe rehabilitation, SEC typically rehabilitates associated manholes with liners to address

groundwater infiltration and the installation of inflow protectors to minimize surface water intrusion.

We have performed this service for many of our utility district clients, the City of Houston and the City

of League City.

Under contract to the Greater Houston Wastewater Program, Sander Engineering Corporation provided

design services for the upgrade of the W.C.I.D. 73 lift station, force main and gravity sewer. The lift

station was modified to increase the firm capacity from 3.3mgd to 5.5mgd, which included new pumps,

suction and discharge piping, electrical controls, telemetry, etc. The existing 12-inch force main was

abandoned and replaced with approximately 10,600 linear feet of 16-inch force main and

approximately 6,300 linear feet of the existing gravity sewer was replaced with a 30-inch gravity sewer.

The project route was along FM 1960 and FM 2100 in north Harris County. The bulk of the line work

was designed and constructed by traditional open cut methods; however, numerous utility crossings

and intersections required the use of trenchless technology (i.e. auger, micro tunnel, etc).

construction of a new, four-lane roadway with open ditches. The project scope included a traffic

operations analysis, right-of-way determination, paving, drainage, appropriate transitions, signalization

Aside from general project management, SEC was responsible for project alignment, preparation of

the Storm Water Pollution Prevention Plan and Storm Water Quality Management Plan, and the

analysis of the existing and proposed drainage and detention system to provide zero impact. SEC was

also responsible for coordination of alignment surveying, including abstracting, metes and bounds

descriptions for parcel takings, parcel staking; geotechnical investigation and environmental

assessments; and coordination with TxDOT for the reconstruction of the traffic signals on Holzwarth

at FM2920 and Spring-Cypress Road. The project length was approximately 0.75 miles and the new

roadway was opened in January 2013.

Responsibilities included preparation of a drainage analysis to determine an appropriate storm sewer

Awty School Road is located just north of I-10 and west of I-610 in near northwest Houston. The street

was a two lane road that served the Awty International School and several other businesses. The

original road was asphalt with open ditches within a narrow right-of-way. No water or sanitary existed

along the road and the road was prone to flooding. SEC was contracted to obtain additional right-of-

way and to design the water, sanitary, storm and paving (concrete with curb and gutter) facilities. The

project included 1,500 feet of 8-inch water line, 1,500 feet of 18-inch gravity sewer, 1,200 feet of 30

and 36-inch storm sewer, street lighting, signalization and associated concrete paving. In addition, the

Project Summary and Scope

Theiss Mail Route lies between Louetta Road and Champions Drive in north Harris County. The road

was a narrow two lane road with open ditches and moderate to heavy traffic. Several schools, including

an elementary and middle school, lie along the project route of which Theiss Mail Route is the main

access to the schools for the students. Increased traffic along the road, along with additional

development, and the increased potential for accidents resulted in the need to improve the roadway.

The major objectives of the project included removal and replacement of the existing asphalt pavement

with concrete paving, widening of the road, improved traffic control, new sidewalks, and improved

drainage. The length of the project is approximately 5,600 linear feet through residential

neighborhoods and an intersection tie-in to FM 1960.
