Introduction

DB Engineering, LLC was founded in November of 2008 by Ms. Rachel A. Doba as a Woman-owned Business Enterprise (WBE) providing engineering consulting services. Currently headquartered in Indianapolis, Indiana, DB Engineering provides civil/site, water/wastewater, and transportation engineering and inspection services. DB Engineering is certified as a WBE in the State of Indiana and the City of Indianapolis as well as a Disadvantaged Business Enterprise (DBE) in the State of Indiana. We pride ourselves in working in a team environment and providing quality engineering services to meet our Clients’ needs.

To provide quality engineering services, excellent client relations, and an enriching work environment for our staff while delivering value added professional services to our clients and communities.

Management Team

Ms. Rachel A. Doba, President of DB Engineering, has over 14 years of experience in the field of civil engineering. Her main area of expertise focuses on environmental services such as water/wastewater engineering and civil/site design. Ms. Doba also has experience in commercial/retail and residential site development. She is a graduate of Purdue University with a Bachelor of Science degree in Civil Engineering.

Mr. Chad N. Kincaid, PE, has over 16 years of experience in the field of civil engineering. He has experience in civil site design, stormwater design, utility design and low impact design. Mr. Kincaid also has experience in commercial/retail and residential site development. He is a graduate of Purdue University with a Bachelor of Science degree in Civil Engineering.

Mr. Jason A. Koch, PE has over 12 years of experience in the field of Civil Engineering. Mr. Koch has actively worked on a variety of transportation projects from large interstate rehab projects to small intersection improvements. Mr. Koch has designed and managed multiple trail and bike lane projects throughout the State and has a passion for alternative transportation. Mr. Koch is well-versed in the management of multidisciplinary projects, understanding constant communication with the client and key stakeholders is the key to a successful project.

Deep Rock Tunnel ConnectorIndianapolis, IN

DB Engineering is among the Inspection team selected for the City’s largest Combined Sewer Overflow (CSO) project. The tunnel is the first tunnel phase of a 20-year Long Term Control Plan which will include a 7.5 mile, 18 foot diameter tunnel approximately 250 below grade. Lift Station 507 Indianapolis, IN

Combined Sewer Overflow (CSO) treatment and green roof technologies were used to rehabilitate Lift Station 507 for the City of Indianapolis Department of Public Works. This upgrade will provide 0.87 million gallons of CSO storage and enable the facility to treat combined sewage from an existing sewer outfall to improve the water quality of the Upper White River. DB Engineering is providing on-site inspection services for the construction of this upgrade. The estimated construction cost for this project is $6,000,000. Mr. Dick Weigel – HWC – (317) 347-3663

Belmont Ultraviolet Disinfection FacilityIndianapolis, IN

DB Engineering provided inspection services for the ownerrepresentative team for the construction of a new ultravioletdisinfection building for the City of Indianapolis’ Belmontwastewater treatment plant. Provided daily documentation ofwork completed and aided team in solutions to issues that aroseduring construction. Other tasks included reviewingspecifications and plans to ensure quality construction methodsand utilizing the City’s online documents program EADOC.

46th & Michigan STEP InspectionIndianapolis, IN

Citizens Energy Group is currently replacing 456 failing septic tanks with sanitary sewers in order to reduce sewage from leaching into the water supply and waterways. DB Engineering is providing inspection services during the construction phase of the project. Mr. Keith Chadwick – (317) 695-1474

DB Engineering provided construction inspection services for the Septic Tank Elimination Project located on and around 86th & Washington streets. Keystone Septic Tank EliminationIndianapolis, IN

DB Engineering provided on-site inspector services for installation of the sanitary sewer extension and sanitary lift station on the south side of Indianapolis near Keystone Avenue. Project also included rebuilding of curbs, streets, and driveways affected by the construction of the new sewer system.

Homecroft S.T.E.PIndianapolis, IN

DB Engineering provided inspection services for a septic tank elimination and drainage improvement project, located on the south side of Indianapolis, near Greenwood Street area. This project consisted of the installation of sanitary sewers and replacing storm culverts. In addition, most of the streets where also reconstructed and resurfaced.

Five Points/Southeastern Septic Tank Elimination and Storm Water Improvements Construction Inspection Indianapolis, IN

As part of the City of Indianapolis’ Septic Tank Elimination Program (STEP), DB Engineering provided on-site inspection services during the installation and construction of a new 220 GPM sanitary lift station and 5 foot by 12 foot precast concrete box culvert replacement near the intersection of Five Points Road and Southeastern Avenue. The STEP project also included construction of new sanitary collection system for 200 properties, hybrid ditches, and street resurfacing. The estimated total project cost was $5,800,000. Southport Primary Clarifier Design Indianapolis, IN

DB Engineering provided design services for the Primary influent 108” as well as 84” diameter pipes from new Grit Facility to renovated Clarifiers. Design also included 54” clarifier effluent and yard piping. DB Engineering also provided demolition plans and specifications for pumps and piping in 4 control rooms during first phase of project. Project required close coordination with large design teams working on various aspects of design for the Treatment Plant and DRTC with a strong focus on utility layouts. Mid Diameter Sewer StudyIndianapolis, IN

DB Engineering is providing services for the study of 36”-60” sewers in order to identify pipe and manhole conditions. Estimated construction cost : $10,000,000. Mr. Curt White – (317) 566-0050

17th & Livingston Drainage ImprovementsIndianapolis, IN

The City of Indianapolis scoped a 4-Phase large drainage project in the area of the Indianapolis Speedway. DB Engineering was responsible for 25% of the project’s design which incorporated alternative drainage techniques. The project’s location to the Speedway, minimal fall across the Site, and design time are a few of the considerations in the design of this project.

The City encouraged the utilization of green infrastructure for this site. A combination of hybrid ditches and permeable parking areas are utilized. Consideration to neighborhood parking was also a factor in this project as well as pavement resurfacing. Estimated construction cost: $10,000,000

Southeast Franklin Township Storm DesignIndianapolis, IN

DB Engineering performed services for Stormwater improvement design throughout various locations within Franklin Township. Tasks included determining best available existing condition information utilizing Indianapolis GIS and field reconnaissance to calculate flow rates based on storm data. Work also included coordinating with utilities on-site, sending out residence questionnaire, reviewing past drainage reports, and preparing flow calculation reports. Douglas Park Water Meter VaultIndianapolis, IN

DB Engineering provided design services for the replacement of a water meter vault. Provided coordination with utilities including Citizens Energy to determine desired specs and operating methods.

Bean Creek Drainage ProjectIndianapolis, IN

DB Engineering is providing storm design services in the Bean Creek neighborhood in Franklin Township between I-65 and Keystone Ave, and Raymond Street and Troy Avenue. Due to low lying areas and deteriorating infrastructure this residential neighborhood has flooding issues. The project features innovative low-impact solutions such as hybrid ditches. Central Park Retention Pond Re-designCarmel, IN

DB Engineering analyzed the east entrance to Carmel’s Central Park in an effort to improve drainage issues. Services provided included existing drainage analysis, grading design, and proposed drainage analysis. Emerson Avenue from 16th to 21st StreetIndianapolis, IN

DB Engineering was selected to provide design services for a Partial 3R Design project including street resurfacing, stormwater drainage, and concrete curb and sidewalk. This project is being designed to meet INDOT/FHWA standards. In addition, the project requires coordination with an existing TE grant project within the same limits to provide the most efficient design and schedule. Estimated construction cost: $470,000. DB Engineering was selected to provide design services for a Partial 3R Design project including street resurfacing, stormwater drainage, and concrete curb and sidewalk. As a part of the design team, DB Engineering is providing design services for sections of FHWA funded project. Services will include retaining wall, drainage, pavement and signal design. ADA DesignIndianapolis, IN

As part of the City of Indianapolis’s RebuildIndy program, DB Engineering provided plans to replace non-compliant sidewalk ramps with ADA compliant ramps at all public street intersections along Washington Street from Sherman Drive to Emerson Avenue. DB Engineering collected field data, analyzed ramp conditions, and designed new ADA ramps to current INDOT standards. DB engineering worked closely with the lead design team to ensure the City’s full scope was achieved under budget. Estimated Project Construction Cost: $2,000,000. International Marketplace Connectivity and StreetscapeIndianapolis, IN

As part of the City of Indianapolis’s initiative to revitalize and rebrand the Lafayette Square Area as an International Marketplace, DB Engineering provided plans for 750 feet of new sidewalk along Lafayette Road, Georgetown Road, and High School Road. Sidewalk locations were strategically chosen to fill in existing gaps to improve pedestrian access in the Lafayette Square Mall area. DB Engineering also designed crosswalk improvements at major intersections for added visibility and safety. The approximate project construction cost is $750,000. 30th Street over White River Bridge Rail RepairIndianapolis, IN

Various Curb and Sidewalk DesignIndianapolis, IN

DB Engineering was selected as a part of 2 teams to provide design services for curb & sidewalk and ADA ramp projects. DB Engineering was responsible for the design of Delaware (from 38th to 40th St), 42nd St (from Central to College Ave), Northern Ave (from Cornelious Ave. to Boulevard Pl), Vermont St (from Gale St to Kealing Ave and State Ave to Randolph St), Robson St (from Gale St to Kealing Ave), and Newman St (from 10th St to 12th St).Estimated construction cost : $8,000,000. Sunset Drive from 46th Street to Lake Drive StreetscapeIndianapolis, IN

Sunset Drive will be widened and resurfaced to accommodate new pedestrian facilities and landscaping as part of the streetscape enhancement project near Butler University Campus. DB Engineering will prepare erosion control plans and coordinate with the Marion County Soil and Water Conservation District and IDEM to obtain the Construction/Land Disturbance Stormwater Permit (Rule 5). DB Engineering is also responsible for preparing the Roadway Approach Table and preparing the electronic drawing files for submittal to the City of Indianapolis GIS Department. Lafayette Road over CSXIndianapolis, IN

DB Engineering is providing roadway reconstruction related to the replacement of the Lafayette Road Bridge over the CSX railroad. Project includes the design of a new vertical alignment which raised the vertical grade 5 feet to meet current railroad clearance standards and analysis of sight distances , ROW, and utility constraints. Westfield Boulevard over Indianapolis Water Company Canal Bridge ReplacementIndianapolis, IN

DB Engineering is providing utility coordination, maintenance of traffic and storm sewer plans for the replacement of the 46’ 6-span bridge carrying Westfield Boulevard over the Indianapolis Water Company Canal. The project requires coordination with the design team and several utility agencies and preparation and distribution of the required notices, conducting field check meetings, and review of the proposed utility relocation plans. The maintenance of traffic plans will provide a detour through the Broad Ripple Area to allow for the closure of Westfield Boulevard during construction. Estimated construction cost is $1,000,000. Southport Road over Bunker CreekIndianapolis, IN

The 68’ bridge carrying Southport Road over Bunker Creek will be replaced with a new bridge. DB Engineering is providing utility coordination and permitting services for the project. The project requires coordination with the design team and several utility agencies, preparation and distribution of the required notices, conducting field check meetings, and review of the proposed utility relocation plans. Water, gas, and telephone lines will be relocated for the project. DB Engineering will also prepare the Construction in a Floodway Permit application for the Indiana Department of Natural Resources and the 401c Water Quality Certification application for the Indiana Department of Environmental Management. Franklin Road over Miller Ditch Bridge ReplacementIndianapolis, IN

The existing 44’ long single span bridge carrying Franklin Road over Miller Ditch will be replaced with a new bridge deck using the existing bridge foundations. DB Engineering is providing Utility Coordination and Permitting Services for the project. The project requires coordination with the design team and several utility agencies, preparation and distribution of the required notices, conducting field check meetings, and review of the proposed utility relocation plans. DB Engineering will also prepare the 401c Water Quality Certification application for the Indiana Department of Environmental Management. The project is being developed with local funding. Sheridan Avenue over Pogue’s RunIndianapolis, IN

Due to poor sight distances, inadequate channel alignment and insufficient hydraulic openings, the bridge over Pogue’s Run on Sheridan Avenue needs to be replaced. With aid from DB Engineering preparing permits, the existing double steel barrel bridge will be replaced with a 33.5’ wide three-sided precast concrete single-span structure with head and wingwalls. Project required coordination with the design team, the City of Indianapolis, Indiana Department of Environmental Management, and the Army Corps of Engineers. New Product Review CommitteeIndianapolis, IN

DB Engineering is part of a team reviewing vendors’ proposed products for use in the City of Indianapolis. Muessing Road over Buck Creek Bridge ReplacementIndianapolis, IN

The existing 155’ five-span bridge carrying Muessing Road over Buck Creek will be replaced with a new bridge deck using the existing bridge foundations. DB Engineering is providing utility coordination and permitting services for the project. The project requires coordination with the design team and several utility agencies, preparation and distribution of the required notices, conducting field check meetings, and review of the proposed utility relocation plans. Alice Carter Park Sidewalk Indianapolis, IN

DB Engineering provided layout and grading plans for 1,000 feet of new concrete sidewalk around the perimeter of Alice Carter Park at the intersection of Westfield Boulevard and Meridian Street. The project required close coordination with a concurrent adjacent project. The project was a fast track project completed within a two-week timeframe. The approximate construction cost was $75,000. Fall Creek Trail ExtensionIndianapolis, IN

DB Engineering developed the roadway and trail sign plan as well as maintenance of traffic plan a 4,600 foot extension of Fall Creek Trail. The project connects the Skiles Test Trail to the western pedestrian entrance at Fort Harrison State Park. The project was one of the first projects developed using Indy Parks Park and Trail Signage Guide. The maintenance of traffic plan included a detour to allow the closure of the Shafter Road Bridge over Fall Creek during construction. Asset Management of Signs and PavementIndianapolis, IN

DB Engineering provided QA/QC for the road inventory of all maintained streets (3,200 miles) within the City of Indianapolis. Utilized LiDAR collected data to verify road distress callouts and severities. In addition, a sign inventory was created for all signage within the City documenting data and condition of each sign – identifying road sign types, sizes, face directions, condition and mount types. Southport Road over Buck Creek Bridge Replacement Indianapolis, IN

DB Engineering preformed construction inspection services for the replacement of a three-span bridge on Southport Road over Buck Creek. The project upgraded the travel and safety of the bridge. DB inspected the installation of the bridge approaches, the forming and pouring of concrete guardrail and railing transition, embankment installation, and milling of the road as well as coordinating with AT&T to relocate their lines due to unforeseen conflicts with the embankment.

52nd and German Church RoadIndianapolis, IN

DB Engineering provided Resident Project Representative (RPR) services for 52nd and German Church Road intersection improvements. Responsibilities included inspecting contractor’s work, scheduling inspectors, holding progress meetings, preparing weekly reports, preparing daily reports, tracking quantities, processing request for proposals, reviewing contractor’s invoices, and tracking any changes to the contract or scope of work. 56th Street Bridge over Eagle Creek InspectionIndianapolis, IN

As a part of the City’s initiative to repair 27 bridges through the City, DB Engineering provided construction inspection services for the 56th Street Bridge over Eagle Creek. Estimated construction cost $1,900,000. Mr. Tom Coughenour - (317) 293-9566

Irvington Streetscape, Phase 1 - Washington Street Indianapolis, IN

The Indianapolis Department of Public Works commissioned the rehabilitation of Washington Street between Irvington Avenue and Bolton Avenue. The 0.5 mile section of Washington Street underwent improvements to the sidewalks, curbs, and pavement. There were more than 4,000 feet of sidewalk and curb improvements, 21 new ADA ramps were constructed, the road was resurfaced and new landscaping was installed. Delaware Street and South Street InspectionsIndianapolis, IN

DB Engineering provided construction inspection services for the Delaware Street and South Street rehabilitation projects, located on Delaware Street from Bicking Street to Maryland Street and South Street from East Street to Pennsylvania Street. The Project included the installation of new sidewalks, curbs, traffic signals, storm inlets and decorative pavers. In addition new center curb medians were installed to convert Delaware Street into a two-way road and resurfacing was completed both on Delaware Street and South Street. On-Call Resurfacing InspectionIndianapolis, IN

DB Engineering is providing on-site inspection services for the City of Indianapolis on resurfacing projects at a variety of sites around Indianapolis. Work performed by contractors includes sidewalk and curb removal, milling, base repair, asphalt installation, sidewalk and curb replacement, pipe installation and ditch grading.

Northern Estates Phase IIIIndianapolis, IN

DB Engineering provided inspection services for the installation of hybrid ditches and storm sewers located north of Breckenridge Drive and east of Melbourne Road. Project was locally funded and includes rebuilding of curbs, streets, and driveways affected by the construction of the new storm sewer system.

Road Rehabilitation Hanna Avenue Indianapolis, IN

DB Engineering provided on-site inspection for installation of a new storm water collection system with Storm Tech chambers along a sanitary sewer extension. Project included removal and replacement of existing sidewalks, curb and gutter, driveways and full depth sub grade and pavement. This project also included the installation of new traffic signals at five intersections along the project limits.Estimated Project Construction Cost: $7,240,000.

Bank Inspection ServicesVarious Locations

DB Engineering provides construction inspection services for various banking institutions through the Midwest. Conducting site visits and construction progress reports to determine compliance on bank-financed projects.

Demolition of Old Terminal and Associated Structures, Indianapolis Airport AuthorityIndianapolis, IN

DB Engineering developed the site utility protection plan, grading and drainage plan, and the erosion control plan for the demolition of the Old Terminal Building at the Indianapolis International Airport. The 800,000 square foot terminal building, which was replaced by the Midfield Terminal in 2008, contained four separate concourses and other structures built between 1954 and 1987. The demolition project covered more than 1,000,000 square feet overall. The project required historical research, field investigation, and close coordination with utilities and local agencies. The project was a fast-track project completed within a one-month period. The approximate construction cost for the project is $10,000,000. Mr. Andrew Lembaris – DLZ – (574) 236-4400

1400 Madison Retail Project Indianapolis, IN

This project consists of approximately three acres of previously developed land inwhich the Owner proposed a new retail center while re-working the entire site to maximize parking and adhere to the City of Indianapolis’ drainage requirements. The project is a two-phase development in which Phase I includes a State of Indiana BMV currently undergoing LEED certification. Drainage was planned for both phases to minimize reconstruction during Phase II. The planning was made more complex by the uncertainty of what type of structure will be constructed for Phase II.

DB Engineering was responsible for the civil site design of the entire project. Our responsibilities included site layout and grading of the existing site for a proposed 10,000 square foot building with consideration of future expansion. Estimated construction cost: $1,000,000.

Owen County Courthouse Accessibility ProjectSpencer, IN

Owen County received a grant to replace non-ADA-compliant access routes for the Owen County Court House with fully compliant access routes for employees and the public. The new routes required a new exterior entrance to the basement level of the historic court house. DB Engineering designed a stormwater pump station to serve this new exterior entrance. DB Engineering researched historical plans, performed field investigations, and prepared stormwater modeling to design the pump station. Purdue University Roofing Projects West Lafayette, IN

This project consists of three roof replacements/repairs. Each of the three buildings has different roof substructures and coverings. DB Engineering performed structural engineering services for this project. Our responsibilities included analyzing the existing roof substructure for additional loading, attachment of fall protection measures, and general observation of the structural integrity. Estimated construction cost: $1,000,000.

reNovo Orthopaedic Center – Bassett Ditch Bridge Shelbyville, IN

This project consisted of designing a road connection between two of Major Hospital’s building facilities located in Shelbyville, Indiana. The project consisted of approximately 500 linear feet of roadway with a 90 foot vehicular prefabricated bridge. The roadway and bridge are an essential connection between these two facilities. DB Engineering was responsible for the structural design of the bridge abutments and the corresponding wing walls. The estimated construction cost of this project was $650,000. Roncalli High School Athletic Building Additions Indianapolis, IN

DB Engineering provided a complete site design package including layout and grading design, permitting, and drainage design for a 12,000 square foot building addition on the Roncalli High School campus. DB developed a stormwater plan that accommodated current local agency requirements, unique site constraints, future expansion goals, and a limited budget. North Vernon Airport Indianapolis, IN

DB Engineering prepared a preliminary site investigation for a 40 acre commercial/industrial development near the North Vernon Airport. The investigation included determining the location and availability of necessary utilities including natural gas, water, wastewater, stormwater, electric, cable, fiber optic, and telephone, as well as determining the development’s future infrastructure needs and associated costs. Information on zoning, right-of-way, set-backs, ingress/egress, airport restrictions were compiled into site exhibits and reports to assist the developer in their decision making process. This was a fast-track project completed within a one month time-frame.

Founders Park InspectionCarmel, IN

As Part of the Carmel Clay Park Board’s commitment to staying on the forefront of municipal park usage, the Parks department decided to undertake an improvement and expansion project at Founders Park. DB Engineering provided Resident Project Representative (RPR) services for this thirty-nine acre park. Project included installing a massive drainage and irrigation system, reclaiming and reusing approximately six acres of field space, and playground improvements. Responsibilities included inspecting contractor’s work, holding weekly progress meetings, preparing weekly reports, coordinating with design firm, training parks department staff, tracking quantities, making reviewing contractor’s invoices, and tracking any changes to the contract or scope of work.
