The Calgary office market remains relatively flat for the time being. There has been a slight trend downward in vacancy over the past few quarters, but this trend is very slight and should not be mistaken for an indication of recovery. Don’t expect that to change much in the last quarter of the year either. As ATB Financial put it, our economy seems to be “stuck in low gear” and we don’t see it taking off anytime soon.
There are concerns about what the outcome of the recent election means for Alberta’s future and for pipeline projects. ATB forecasted 0.8% real GDP growth for 2019, and 2% for 2020, but that forecast assumed some
of the problems with oil & gas transportation will be resolved and investment in the province increases.
Outside of the oil and gas sector there has been a lot of effort and discussion surrounding trying to diversi-fy our economy. Programs such as the Opportunity Calgary Investment Fund, and other similar programs have been helping to try and attract new industries to the city.
To try to help attract tenants, many landlords, particularly in the Downtown core, are offering large tenant improvement allowances and lots of free rent. Even though this results in some very low net effective rates, some landlords have recognized the need to invest in renovations and upgrades to their buildings. Others are also looking at ways to re-purpose their property, into other uses. While doing renovation to a building will not guarantee it will lease, it certainly will help in the cause, and landlords who opt to wait for the market to turn before doing anything will find themselves left behind with high vacancies.
