1. Title of the Project:

Sita Secondary School Reconstruction Project

2. Statement of Purpose

The devastating earthquakes of April 25th and May 12th have destroyed or damaged more than

16,000 public and private schools in Nepal. This is almost half of Nepal’s total school according to

the United Nations Office for the Coordination of Humanitarian Affairs Asia and the Pacific. Prior

experience show that if children are out of school for long periods, many could fall into child labor,

child marriage, and sexual exploitation. Children who are out of school are also at greater risk of

violence, prostitution, and other life-threatening, often criminal activities. Many of these children

simply will never return to the classroom. The children of Nepal need the collective support of

national and international communities to rebuild the destroyed and repair the damaged schools so

that the children are not deprived of their basic right to education for months or even years to come.

Hence, the purpose of this project is to propose a school rebuilding project in Barsunchet, Nuwakot

undertaken collaboratively by the Nepal Rising Campaign (a program of Nepal Ko Yuwa) in the

United States in collaboration with Volunteer Nepal National Group (VolNepal) in Nepal.

Nepal Rising Campaign: The Nepal Rising Campaign is a global collaborative campaign

launched by an enthusiastic group of young professionals, students, and individuals of Nepali

origin living in the United States, joining forces to build resilient communities in Nepal. Through

local and global collaborative partnerships, the campaign seeks to provide a common platform to

share ideas, unleash knowledge and translate them into practice, mobilize and channel resources,

foster multi-sectoral partnership, support policy and advocacy efforts, and evaluate process and

progress towards a common goal of building community resilience in Nepal. Nepal Rising is a

program of Nepal Ko Yuwa (NKY), a registered 501(c)(3) non-profit organization (EIN: 45-

2734874) in the United States. The Nepal Rising Campaign supports projects geared towards

building and supporting community resilience in Nepal led primarily by local, community-based,

grassroots organizations. With nine different city teams and five university partners throughout

the US, the campaign has been supporting projects targeted to school re-building, livelihood

development, leadership development, community farming, and micro-hydro projects in Nepal

since April 2015 (www.nepalrising.org).

Volunteer Nepal National Group: VolNepal is a registered (Govt. Reg No: 380 - 061/062; SWC

Reg No: 18342) local Nepal-based, independent, non-profit, organization, which aims to promote

sustainable community reconstruction by assessing the needs of the various communities, helping

them access materials, technology, and knowledge required to build their communities and

livelihood, and mobilizing the local community members so that they can build their communities

with their own hands. VolNepal’s mission is to mobilize local community members, grassroots non-

profits, and NGOs from diverse sectors and encourage them to work together in order to promote

sustainable and responsible reconstruction efforts. VolNepal’s educational initiatives are robust and

comprehensive projects designed to accommodate all facets of the educational system in Nepal’s

rural communities. These programs are designed to provide assets to children and their educators

from the ground up, starting with the school’s infrastructure itself, including the building and a

hygienic lavatory. VolNepal is diligent in ensuring all students are equipped with school supplies

and uniforms, and all classrooms are equipped with electronic resources such as computers and text

books. Implementing and maintaining proper teacher training is also a major focus of these

programs.

(a) Brief Description of Project:

Barsunchet is a village development committee in Nuwakot District in the Bagmati Zone of central

Nepal. At the time of the 1991 Nepal census, it had a population of 608 people living in 112 individual

households. It is located at the elevation of around 1300 meters and is reachable after getting down

to Meghang situated at about 1800 meters. Sita Secondary School is the only Secondary School in

the VDC. This remote village is reachable after 4 hours of walk from the public bus station. More

than 70 percent of the local inhabitants in the village are Ghale’s, an indigenous minority population

in Nepal. When the only school, Sita Secondary School was destroyed by the earthquake in Nepal,

the school has been using makeshift classrooms. The current makeshift classrooms using corrugated

sheets are not safe spaces for children due to intolerably high temperature on hot days that can cause

various health issues such as headache, dizziness, lack of appetite, etc. The school enrollment has

also been reported to go down. The major constraint for children and parents is that the most nearby

schools are between the walking distances of 2 to 4 hours. This collaborative school reconstruction

project for 10 classrooms is therefore, proposed based on a series of discussion with the local

communities, review of baseline data, site visits, and the need of the children in Barsunchet VDC in

Nuwakot district. The community is enthusiastic to reconstruct their only school in the village and

have agreed to actively participate in this endeavor as a collaborative community project.

(b) Scope of the project & expected outcomes

This project has the potential to bring the Barsunchet community to other integrated development

projects due to its location. As it is located at the base of Ganesh Himal, there is a huge prospect of

community tourism and black cardamom farming. This school project is also being considered as an

entry point to reach to the remote earthquake affected community for other sustainable

development projects that can benefit the entire community.

The goal of this project is to provide quality education to the children of Brasunchet VDC through

creation of student friendly permanent learning space. The project is targeted towards the children

of entire Barsunchet VDC. We expect 300 students and 500 households each year to benefit from

this project. Some of the expected outcomes of the project are:

Safe learning environment for the school children of Brasunchet VDC

Improved standards of life among teaching staff at Sita Secondary School.

Increased enrolments up to 300 students and enhancement of habitable classrooms.

Increase in the awareness level of students by providing awareness program of safety.

Empowerment of local youth leadership

Resources: The resources for this project will include the local community resources including

human resources, financial resources from Nepal Rising ($10,000) and VolNepal respectively

($7,000) showing a collaborative endeavor.

Monitoring and Evaluation: Regular monitoring and evaluation of the project will be completed

by VolNepal. This will help us learn about different issues to be addressed prior to implementation

of programs in other project areas.

Sustainability: The sustainability of the school has been taken into consideration. We will work

with local communities to develop the capacity of individuals to play an active role in governance

and delivery of education in Sita Secondary school. The involvement of community in the project

shows a lot of promise for the sustainability of the school. Nepal Rising and VolNepal will review the

capacity of both local communities and school to take on further aspects of supporting the school

after the reconstruction phase. Technical support and facilitation will continually be provided as

needed by VolNepal and Nepal Rising.

4. Estimated number of student impacted: At present, about 200 children have been

impacted by the school building collapse.

5. Detail Description of Structure planning to build:

Architectural detail of the structure planning and site maps have been provided under Attachment

A. The structure meets the local construction code and guidelines. Please refer to the enclosed

documents under Attachment A.

The estimated cost of the project is Rs. 2,986,937.98 ($27,89.10). Please refer to Attachment B of

this proposal for detailed cost break-down in NRs.

We are seeking the NAO support for $12,000 (Rs. 12,78,840). As a collaborative project, Nepal

Rising will raise $10,000 and VolNepal will match the remaining approximately $7,000 towards the

Sita Secondary School Reconstruction Project.

**Note: the NRs exchange rate constantly varies and differs according to the remittance service utilized. The requested amount may have to be adjusted for the exact exchange rate provided by the remittance service at the time of transfer.
