Proponent: RHAN through current secretariat, Likhaan Center for Women’s Health, Inc.
RationaleThe import of a legislative policy to define state
obligations to provide policies, information & services, and budget for RH as a matter of human rights
The current supportive national executive and legislative officials, esp. in the house
RHAN as a pillar of the RH Bill advocacy through its broad & mass constituency, long experience in RH services and IEC, and demonstrated competence in legislative advocacy including significant contributions to bills’ content, defense against attacks, mobilizations, media events and technical support to congressional hearings
Project Goal, Target, IndicatorsGoal for 2011: (Plenary debates underway or
concluded in HOR and Senate) Passage of the RH LawTarget: (HOR plenary hearings concluded by Sept; Senate
plenary hearings initiated by 2nd quarter) Bills pass 3 hearings in both chambers
Indicators: (development of consolidated bills in HOR and Senate; progression of hearings; and voting on the measure at committee and plenary sessions) RH Law
Objectives:1. Develop critical number of RHB (RH Bill)
authors and supporters in HOR and Senate Target: at least 30 additional authors/supporters in HOR,
at least 5 additional in SenateIndicators: Legislators’ public and private
pronouncements2. Generate vigorous and visible nationwide public
support for RHBTarget: Mass mobilizations totaling over 7,500 in 5
national events; statements of support from 20 new influential organizations and 30 personalities, e.g. women, religious leaders, artists, lawyers, medical practitioners, artists, academics, media, business, mass and other organizations
Indicators: Attendance at mass events; Public & media statements
Strategies: Legislator-focused approach, e.g. “Alaga a
legislator” (Nurture a legislator) ; coordinated with PLCPD
Matching RHAN’s sectoral/community groups with legislators based on organic affinities – eg women’s groups with women legislators, youth organizations with young legislators, etc.
Involvement of key regional RH alliances where they exist –e.g. Davao, Central and Eastern Visayas, Bicol, Cordillera, etc (mapping underway)
Timely and “media-genic” mobilizations & other activities; coordinated with PNGOC and The Forum
Involving “different” groups, “different” forms of actions and “different” sectors’ participation, eg RHAN website, social networking, sites of people’s convergence eg palengke, schools, etc.
Major activities: Develop and disseminate audience-targeted IEC materials –
medical, legal, community issues Target audiences: legislators, media, communities.
Conduct 2 major, mediagenic mobilizations in NCR: 1 in March to demonstrate women’s support (Target mob: at least 1,000); another in September on occasion of ICPD 16th anniversary (Target mob: 5,000).
Conduct 3 smaller, mediagenic mobilizations in 3 regional centers outside MetroManila, e.g. Baguio, Cebu, Davao (Target mob: 1000 each).
Conduct talks and meetings with legislators or their representatives in Congress or in their districts.
Hold other small constituency-building & mediagenic activities local and national that could coincide with the following flashpoints:
February: “month of the unborn”; March: women’s day & month; May: workers’ day (M1), mothers’ day (M11?), International Day of Action for Women’s Health (M28); June: brides’ or weddings’ month; July: nutrition day, World Population Day, State of Nation Address (SONA); August : Family Planning day; September: 16th anniversary of ICPD November: Stop VAW week; December: HR day , HIV-AIDS day
Phasing of activities:Preparatory: January – unity talks within RHAN and
with national & regional partners, set up of RHAN website, preparation of IEC materials, tit-for-tat media response or actions as necessary
Kick-off: February – initial release of information materials/media messages in anticipation of actions for the unborn; March 8 - 1st visible and nationally coordinated activity
Spread and peak: April to September – Regional mobilizations to be led by RHAN NGOs in coordination with local RH groups, plus support to other sectoral/multisectoral actions; September 2nd week -2nd major nationally coordinated activity
Continuing momentum: October-December – support to other sectoral and local actions
Budget items “Nurturing” of legislators Development, production and dissemination of
information segregated into 2 target audiences (legislators, media and professionals; communities)
Mobilizations: 2 nationally-coordinated, high profile mobs (March and September); Regional mobilizations outside NCR, 1 each in Luzon, Visayas, Mindanao between April to September (Other sectoral and local action will be funded independently of UNFPA budget.)
N.B. Funding will go mainly to resource-scarce POs; RHAN NGOs are expected to be able to fund themselves.)
RHAN and secretariat functions include internal meetings and external meetings. Other Secretariat functions include: coordinating campaign; linking with all participating groups; maintaining RHAN website; mobilizing RHAN resource persons; trouble-shooting and solving operational problems; documenting and liaising with NGO consortium & UNFPA; managing funds; etc. Campaign secretariat to be headed by 1 fulltime campaign coordinator from Likhaan

All activities of the 2011 AWP implementing organizations shall result in strengthening the support of legislators for the approval of the bill.
Strategies1. Expansion and consolidation of RH bill
supporters in the Senate and HOR.
2. Intensification of information and communication campaign for the constituents, RH stakeholders and the public in general to support the passage of RH bill.
3. Mobilization of local constituents, civil society partners & other stakeholders to demand the support of their legislators for the apptoval of the RH bill.
