    1. DECLARATION OF INTENT: I/We the undersigned as producer understand and undertake to comply with all the stipulations of the applicable export programme(s) with specific reference to the following: 1. Only fruit produced in registered and approved orchards may be sourced for the applicable export programme(s). 2. Only registered and approved crop protection chemicals may be used in pre- and post harvest pest and disease control

    actions, and comprehensive records relevant to the application of such chemicals must be maintained and will be made available for scrutiny at any reasonable time. For further information on the use of plant protection chemicals, as well as minimum residue levels for the relevant export programme(s) (MRLs), contact Mr Don Mapholi at Tel. 012-319 6445, Division: Perishable Products and Flowers or e-mail address: [email protected]

    3. Fruit must not be put directly on to the ground at any stage of the supply chain. 4. Consignments must be free of any quarantine organisms that pose a phytosanitary risk to the importing country. 5. Only DoA and PPECB approved packing houses and cold chambers may be utilised for handling, storing and cold

    sterilisation of the fruit. 6. Requirements regarding the packaging, labeling, inspection prescriptions, handling and sampling of fruit and other

    phytosanitary procedures to eliminate quarantine pests, must be fully met. 7. The prescriptions for the selection and sampling of phytosanitary samples must be strictly applied. Fruit for phytosanitary

    inspection must be presented at an officially prescribed and approved inspection point. 8. Only fruit that has been approved and that is clearly marked for a specific export programme will be allowed for export. 9. Registration of a production unit will not be considered if a). The registration document is illegible (information to be typed or completed in clear block letters), b). Information is insufficient, or c). Documentation is received after the closing date d). Documentation is faxed

    10. Pages must be signed at the appropriate places, and also at the bottom of each page of this document. 11. The Directorates Plant Health and or SAAFQIS shall not be held responsible for any financial or other losses

    resulting from non-compliance by the producer or the exporter providing incorrect, insufficient and/or illegible information.

    12. No notice will be given to successful applicants. Production unit information can be compared with the 2004 Citrus Fruit

    Database, on the DoA website at www.nda.agric.za. Please take note that this information was applicable to the PAST 2004 season, and it cannot be assumed that a production

    unit is registered for 2005 when using this database. The updated 2005 database will be on the website once registration and confirmation have been finalised.     13.1.2 If a producer is registering his/her farm/s (production unit/s) for markets for which the PU has not been registered for the previous export season

    13.1.3 If change of ownership of production unit/s has occurred (supporting documentation to be attached)

    1. Effective pesticide control programmes against the listed quarantine pests have been followed. The required number of traps are in place and records are kept. Comprehensive spraying and monitoring records are available on request.

    2. Requirements for Packing houses 2.1 Doors must be equipped with air locks or rubber curtain or insect-proofed material. 2.2 Insect electrocution devices and moth traps in and around the Packing house as follows:

    Outside Packing house Insect electrocution devices must be placed in close proximity to cover the openings of the Packing house on all

    sides A pheromone trap must also be placed in the proximity to cover the opening at the

    Packing house on all sides. Inside Packing house:

    At least one insect electrocution device to be placed inside and monitored for the insects entering the Packing house. Records must be available for the 2003 / 2004 season

    Packing houses must be equipped with a sorting apparatus. Sufficient lighting will be proved in work areas for visual examination.

    A qualified plant pest control person must be assigned to each Packing house to assist quarantine inspection activities.

    Packing houses must provide adequate equipment for the inspectors to perform inspections, pest identification and other related work.

    Appropriate control measures should be taken to eliminate any live plant pest inside the Packing house at the beginning of the Packing season. If it is deemed necessary sterilization might be undertaken in order to keep the Packing house clean.

    2. Before Packing, citrus fruit are sorted at least twice by technicians trained in the field of plant pest control in order to remove all the

    deformed or damaged fruits. Culled fruits should be placed in containers and discarded or destroyed at least twice a day. 3. Packing houses which meet the aforementioned criteria have been registered by authorities of the NPPO. I/we take note that a list of

    Packing houses’ codes and information regarding their equipment and facility plans, showing dimensions and details of the sorting system, must be provided to PROC for review and approval.

    4. There are insect-proofing measures against plant pests when transporting Packaged fruit from the Packing houses to the export carriers or containers.
