ANALYSIS OF CANADIAN IMPORTS- AN INDIAN EXPORT

PROSPECT

INTRODUCTION: INDIA- CANADA TRADE

Canada and India enjoy a prosperous trading relationship. Since 2004, despite the Late 2000s recession, trade has increased by over 70%. In 2009, Canadian exports to India totalled C$2.1 billion, while in the same year Canadian imports from India totalled C$2.0 billion, giving Canada a C$100 million trade surplus. India celebrated the year 2012 as year of India in Canada to promote business, cultural and political relations with India. Despite the warm relationship, trade between Canada and India is less than their potential. India accounted for less than 1% of Canada's total export and total import in 2014, with bilateral trade of C$5.77 billion in 2014 (compared to more than C$56 billion bilateral trade between China and Canada). Nevertheless, total trade between the two countries grows steadily over the past 5 year. Canada and India are currently holding negotiations on the Comprehensive Economic Partnership Agreement (CEPA) to improve the trade relations between the two countries. As of March 2015, the two countries held their 9th round of negotiations in New Delhi.

The Canada-India Comprehensive Economic Partnership Agreement (CEPA)

In 2009 and 2010, the Canadian Chamber of Commerce called upon the federal government to undertake free trade negotiations with India. In September 2010, the governments of Canada and India released a joint study that recommended the launch of Comprehensive Economic Partnership Agreement (CEPA) negotiations between the two countries. The study forecasts significant gains resulting from the removal of barriers to real market access on both sides—between C$6 billion and US$ 15 billion for Canada. These would be spread across sectors, from agricultural products and resources to chemicals, transport equipment, machinery and equipment and services. The negotiation of a CEPA with India is set to be a lengthy process, taking India’s trade negotiations with the European Union and Australia as benchmarks for comparison. It will be a challenging process given the size and complexity of the Indian market and its stakeholders, India’s competing international trade policy priorities and the offensive and defensive stakes for Canada in an agreement with India. (Source: ITC Trade Database) As we can see, in general there is an increasing trend in India’s export to Canada in the last ten years. In 2014, the export value of India to Canada was 2.87 billion and in 2015 it rose to 3.08 billion dollars. The rise in Canadian imports from India has mainly been due to the surge in exports of certain machinery parts, mineral oils, pearls and precious stones, pharmaceuticals, iron & steel and other products. It is important to note that although over the past 10 years, India’s exports to Canada did rise in terms of absolute value but however, the share on Indian goods in Canada’s total imports is less than 1% of Canada’s total imports. The bulk of Canadian imports came from USA, EU, China and Mexico. So there is need to increase India’s exports to Canada to foster India’s position in terms of Canadian imports.

The Trade Intensity Index determines the value of trade between two countries based on its relative

importance in world trade. In other words, it determines whether a region exports more, (as a

percentage), to a given destination as compared to the exports of the world to that destination. In

essence, it is the share of one country’s exports going to a partner divided by the share of world exports

going to that partner.

exports of country I and world. Value of TII lies from 0 to ∞. Value above 1 signals that the economy is

relatively important with respect to world for exporting

Trade Intensity Index of USA-Canada is 5.78 and that of Mexico-Canada is 2.49, which clearly explains

the dominance of USA and Mexican exports to Canada. The main reason for this can be attributed to the

NAFTA, as a reason of which the volume of bilateral merchandise trade between the three countries of

NAFTA is colossal.

Whereas, the Trade Intensity Index of India-Canada is 0.48, indicating our exports to Canada is very low.

Most of Canada’s exports are from Mexico and USA, apart from China and both Mexico and USA enjoy

huge export subsidies because of tariff elimination of most of the goods under NAFTA, because of which

it becomes very difficult for countries like India to export agricultural or non-agricultural goods to

Canada even if India has got the potential to export.

As we can see from the above table, after 2006, only 4 products were added in the top ten exports basket of goods going from India to Canada in 2007. Then, in 2008, one product was added in the basket. However, from 2008 onwards, there was no change at all in the export basket of top 10 goods exported by India to Canada. The composition of goods remained the same thereafter, as it was cumulatively in the years 2006, 2007 and 2008. Post-2008, there has been no exclusion or inclusion of goods in the top 10 export goods basket from India to Canada. Thus, it can be clearly stated that there has been very less dynamism in Canada’s import pattern from India, in terms of nature of products traded.

Mexico and China are the next substantial players. Indian presence in Canadian imports is very dismal as we can see that for most of the products, India’s share in Canadian imports is even less than 1%. India’s presence in Canada is even low for those products in which India has a comparative advantage globally, such as Pharmaceutical products, Pearls, precious stones, metals, coins, etc, Articles of Iron and Steel, Organic chemicals, Aluminium and articles thereof.

India’s presence as an exporter to Canada is low mainly due to these following factors:

1. High Tariffs imposed on India 2. Freight and other Export/Import Costs. 3. FTA’s of Canada with neighboring countries like USA and Mexico.

Overall the tariff rates are minimum for those products which Canada does does produce sufficiently and imports in good quantity from abroad. However, there is quite difference between the tariff rate that Canada charges on India and on Mexico on USA, with whom it has FTA. Examples: Agricultural and Food Products:

Tariff rate on India is 26.50% and on USA it is 0% for Bovine meat Tariff rate on India is 6.06% and for other countries it is 0% for Onions and shallots

Non-agricultural products: Tariff rate on India for Cotton T-shirts is 18% but for USA IT IS 0% Tariff rate for Wooden furniture is 9.5% for India and 0% for USA

The above listed products are those agricultural products which India exports to the world significantly and Canada too imports from rest of the world but

unfortunately for most of the products, Canada does not import much from India apart from products such as Rice, semi-milled or wholly milled, whether or not

polished or glazed, Other frozen shrimps and prawns, Black tea (fermented) & partly fermented tea in packages exceedg 3 kg, Sesamum seeds, whether or

not broken. For these products, Canada substantially depends on India and the tariff rate is 0% for India and all other countries.

Tariff imposed on most of the agricultural products for India is relatively high than for other countries for Products like Bovine cuts boneless, frozen, Refined

cane or beet sugar, solid, without flavouring or colouring matter, Cashew nuts, without shell, fresh or dried, Groundnuts, shelled, whether or not broken (excl.

seed for sowing, roasted or otherwise, Coffee, not roasted, not decaffeinated, Onions and shallots, fresh or chilled, Fruits of the genus Capsicum or of the

If these duties are removed and certain quality standards issues addressed by exporters and required Indian Government authorities, India might be able to

increase her presence in Canadian markets for agricultural and food products.

The above mentioned non-agro products are those which we export to the world as well as to Canada but the

magnitude of our exports to Canada is very minimum as compared to other countries’ exports to Canada but our

exports can be escalated further by Government initiatives, production infrastructural development and trade

facilitation measures and agreements and are placed in Priority List 1.

As we can see from the above table, most of the products are either manufacturing or IT hardware products which India

herself imports from abroad. However, if there is greater thrust by the Indian Government to develop the manufacturing

and IT hardware sector in our country, through initiatives such as ‘MAKE IN INDIA’, not only can we be self-reliant but

we can also cater to the huge demand of these commodities coming from developed countries like Canada.

Potential commodities for exporting to Canada at HS-6 digit level (Food & Agro Products and

Non-Agro Products)

All the potential commodities are classified in two priority lists.

Priority list 1: It consists those commodities which has presence in Canadian market but it

needs further escalation in those markets to grab the maximum opportunity. (At HS 6 Digit).

1. Refined cane or beet sugar, solid, without flavouring or colouring matter.

2. Cashew nuts, without shell, fresh or dried.

3. Groundnuts, shelled, whether or not broken (excl. seed for sowing, roasted or otherwise co.

4. Coffee, not roasted, not decaffeinated.

5. Onions and shallots, fresh or chilled.

6. Fruits of the genus Capsicum or of the genus Pimenta : Dried, neither crushed nor ground.

7. Rice, broken.

8. Cuttle fish and squid,shelled or not,frozen,dried,salted or in brine.

9. Articles of plastics or of other materials of Nos 39.01 to 39.14 nes.

10. T-shirts, singlets and other vests, of cotton, knitted.

11. Motor vehicle parts nes.

12. Furniture, wooden, nes.

13. Taps, cocks, valves and similar appliances, nes.

As all these products are fairly exported by us to different countries, it does mean that we have export capacity of these

products. However, certain measures taken by our government such as trade facilitation measures like trade

agreements and tariff reduction and removal of other trade and non-trade barriers by Canada can further bolster the

bilateral trade between India and Canada by increasing India’s exports.

Priority list 2: It consists those commodities which we export to rest of the world and has

competitiveness but meagerly export in Canadian market. Since the current exports of these

commodities are negligible, surge in initial exports of these commodities in Canadian market

will bolster our revenue with a significant intensity as major sectors have unrealized exports.
