Executive Summary

The Mid North Coast Local Health District (MNCLHD) extends from Port Macquarie in the south to Coffs Harbour

in the north, along the picturesque and popular coastal strip of NSW, and serves a population of 215,000. It has a

workforce of 4,300 across seven hospital sites and 10 Community Health Centres, and a budget of approximately

$600 million.

MNCLHD is seeking a senior operational manager who will lead a range of integrated health programs across the

district. These services include Mental Health, Primary Care, Aged Care, Chronic Disease, Drug and Alcohol, Renal,

Brain Injury, Child and Family, Health Reform and the MNC Cancer Institute. Reporting to the Chief Executive

Stewart Dowrick and leading a direct team of 18, the successful candidate will:

• Provide strategic operational leadership across these services, working closely with the executive leadership

team and Governing Board;

• Foster a family and patient centred approach to integrated care with a focus on the total patient experience;

• Ensure service delivery is based on best practice, adapted to local needs and reflects the highest standards;

• Collaboratively develop and implement evidence based district-wide clinical policies, procedures and guidelines

across all services;

• Lead the implementation of integrated care models in partnership with the MNCLHD, GPs and the local

community, promoting research activities in key areas;

• Lead and inspire an established team of nursing, medical and operational professionals, ensuring the workforce

is aligned to the strategic direction of the health service during a time of significant change and reform.

We are seeking an influential hospital or health service leader with a track record of driving organisational change

across a diverse portfolio of public health services. The person may have a clinical or allied health background;

equally we will consider candidates who have come through a non-clinical career route. In all cases we are seeking

someone who can demonstrate significant achievement across a broad spectrum of areas including clinical

operations, integrated care, workforce management, governance and patient safety. Natural leadership and

supervisory abilities and a passion for sharing knowledge and skills with their team are essential attributes.

Our Structure

The Mid North Coast Local Health District (MNCLHD) covers an area of 11,335 square kilometres extending from

Port Macquarie-Hastings Local Government Area in the south to Coffs Harbour Local Government Area in the

north.

NSW Local Health Districts Mid North Coast Local Health District

MNCLHD is a non-commercial government funded health organisation that provides quality health care at seven

public hospitals in Bellingen, Coffs Harbour, Dorrigo, Kempsey, Macksville, Port Macquarie and Wauchope.

There are 10 Community Health Centres in the District which are located at Bellingen, Camden Haven, Coffs

Harbour, Dorrigo, Kempsey, Macksville, Port Macquarie, South West Rocks, Wauchope and Woolgoolga and a

HealthOne facility at Nambucca Heads.

District offices are in Port Macquarie and Coffs Harbour. It has a strong and established executive team, which has

led significant recent investment across the MNCLHD. It is financially robust, with excellent performance outcomes

across its main clinical services, and enjoys strong relationships with its numerous stakeholders and partners including

the local Primary Health Network, academic and research partners, neighbouring health districts and the wider

community.

The region has one of the fastest growing and ageing populations in NSW, with MNCLHD providing a diverse range

of services to a population of about 215,000 people.

Primary purpose of the role

The Director Mental Health and Integrated Care is the senior operational manager for a range of integrated health programs across the MNCLHD and is accountable for the development, implementation and coordination of integrated health initiatives and services within MNCLHD to improve health outcomes and patient experience of care, better co-ordination of services between primary, community and hospital settings and working towards a more efficient health care delivery system.

Key accountabilities • Lead and direct the governance of MNCLHD Integrated Mental Health Services,

Integrated Care Strategic direction and integration leadership roles, including

primary care; aged care and chronic disease; child & Family Well-Being; Drug &

Alcohol Services; Brain Injury Services; Renal Services; Transport Services; District

Planning; and Health Reform and the MNC Cancer Institute. (MNCCI).

• Support professional governance within allied health across the MNCLHD that is

consistent with NSW Health and LHD policy; and ensure corporate governance of

the Hosted Clinical Services of the MNCLHD is consistent with the MNC and NNSW

Hosted Services, Service Level Agreement.

• Lead the development and implementation of clinical governance, planning, policy,

service review and evaluation, accreditation, clinical redesign, patient flow and

innovation to support efficient and effective patient care; and promote continuous

quality improvement within mental health, cancer services and integrated care

• Ensure the mental health, cancer services and integrated care workforce is aligned

with the MNCLHD clinical services plan; and work collaboratively with agencies

supporting the future medical and nursing workforce to identify innovative models of

care to maintain a future allied health workforce

• Collaborate and consult with the CE and Executive Team to ensure that the strategic

clinical and operational objectives of the district are met; the application and

utilisation of activity based funding within the LHD; and the development,

implementation, and monitoring of the annual business plan

• Lead the implementation of integrated care models in partnership with the MNCLHD,

general practitioners and the local community; and promote research activities within

mental health, cancer services and integrated care: including primary care; aged

care and chronic disease; child & family well-being; drug & alcohol services; brain

injury services; renal services and transport services; and facilitate the involvement

of staff in partnerships with other clinical groups, tertiary institutions and research

bodies.

• Lead local executive and management structures to meeting activity and financial

performance targets under the Annual MNCLHD Service Agreement with the

Ministry; and lead District Planning and Health Reform opportunities and support the

development of operating and capital expenditure budgets and business plans to

ensure costs of operation are monitored and prioritised activities are completed

• Ensure that health service provision KPI’s and Benchmarks related to relevant

services are met and services are maintained; and that the Hosted Services SLA is

supported and required performance and objectives are met

agenda to ensure patients/clients experience seamless transition in service delivery

to the new structure.

Role dimensions

Decision making

The Director provides expert and timely advice to the Chief Executive and MNCLHD on mental health, cancer services, hosted services and integrated care strategic policy and direction. The role is fully accountable for the advice provided.

The Director works with the Chief Executive, Executive Team and Clinical Directors to determine organisation wide strategic and operational plans and to ensure the strategic clinical and operational objectives of the MNCLHD are met.

The portfolio involves complex change management challenges, review and changes to improve current models of care, and service partnerships. The role implements key initiatives in accordance with relevant Ministry, District and plans and operational priorities identified by the Board, The Chief Executive or Executive Team. The Director ensures that health service provision KPI’s and Benchmarks related to relevant services are met and services are maintained.

The Director has the delegation to approve recurrent expenditure within allocated budgets and the creation of new role within award structures and allocated budgets under the MNCLHD Delegations Manual. The Dierctor can recruit to fill roles with the exception of Senior Medical Practitioners whose appointment procedures must be in accordance with District by-laws.

Lifestyle

Wonderful beaches, world heritage listed national parks, hinterland villages, great food and fine wine, excellent

private and public schools, warm and friendly staff are all waiting for you on the Mid North Coast.

The region boasts some of the best, sun drenched stretches of beach anywhere in Australia. It has magnificent

ancient rainforests and mountain ranges. The region is littered with large river systems which bring the crystal clear

waters of the mountains all the way to the sea.

Recreational options are plentiful. For those interested in water sports, there is plenty of boating, sailing and surfing.

Scuba diving is also popular with some excellent wreck and reef dives available close to shore. Fishermen are also

well catered for with innumerable options for lake, beach and estuary fishing while deep sea fishermen can fish the

many reefs that lie hidden close to shore or go to the edge of the continental shelf for game fishing.

The mountains offer a wide range of bushwalking, camping and mountain biking opportunities. The sheer vastness

of the region also means that you will never run out things to explore by car and if you have a four-wheel drive, you

can discover the more remote and untouched places that the area is renowned for.

Finding a place to live on the Mid North Coast will also not be a problem. Units by the beach, houses in towns or

rural properties where you can enjoy the peace and quiet are all available. Accommodation in the Mid North Coast

is also quite affordable.
