She served for 4 biennieums as the Deltion newsletter editor producing 32 issues of the Deltion and taking numerous photographs for use in the Deltion. She has been a presenter for the Bea Davis Leadership Seminar, a number of leadership training workshops including training aspiring newsletter editors, and served on state committees for many years, the latest being the communications committee. She has attended 21 state conventions and 16 regional and international conventions. At the 2007 Southeast Regional Conference held in New Orleans Mary produced the “Pelican Brief” newsletter to keep conventioneers informed of daily activities. It would take all night to list all of the DKG events that Mary has participated in over the years at the local, state, and international levels. Her dedication and service is remarkable. Her generosity is also commendable. There isn’t any DKG charitable project that she hasn’t contributed to over the last 22 years. In 2001 Mary was the South District “Rose In Bloom.” At the International Level she was named a “Woman of Vision and Action in 2010.” As a true heroine and as an example of her great compassion for others, Mary, who was wheelchair bound at the time, received a special recognition in 1997 for helping another wheelchair bound person escape from a burning bus in which they were both trapped. 1

2014 EPSILON STATE ACHIEVEMENT AWARD WINNER

Epsilon State is proud to announce the 2014 Achievement Award Winner as Mary Leblanc.

Mary Elizabeth LeBlanc is a seasoned DKG member who has dedicated many years of service at the state level and continues her dedication to the organization at the international, state and local levels. She has created many educational programs, established numerous charitable events, and traveled to many DKG conventions, conferences, meetings, and workshops for many years.

Mary Elizabeth Leblanc has been a member of Upsilon Chapter in South District for 22 years. She served for 4 biennieums as the Deltion newsletter editor producing 32 issues of the Deltion and taking numerous photographs for use in the Deltion. She has been a presenter for the Bea Davis Leadership Seminar, a number of leadership training workshops including training aspiring newsletter editors, and served on state committees for many years, the latest being the communications committee. She has attended 21 state conventions and 16 regional and international conventions. At the 2007 Southeast Regional Conference held in New Orleans Mary produced the “Pelican Brief” newsletter to keep conventioneers informed of daily activities. Is your chapter losing active members faster than you are getting them? Do you wish you had a plan that would help you turn your membership around? If this describes your chapter, then I would love for your 2nd Vice President of Membership to join me at the Officers’ Leadership Training in Pineville in June 7. I have a plan to share with your chapter that guarantees you can increase membership with active, motivated members. Come and find out what it is all about. Also, I will be discussing all the forms that deal with membership and when they are due. I want to make filling out forms and turning them in to the right person an easy task for all of us. Hope to see you in June.

The Way We Were Judy Rongey, First Vice President

On May 11th, 2014, Delta Kappa Gamma Society International will be celebrating its 85th birthday. Just eighty five years ago, Dr. Annie Webb Blanton with 11 other women founded DKG at the Faculty Women’s Club at The University of Texas in Austin, Texas. These twelve key women educators shared a vision to promote education and women educators. Now would be a good time to plan to remember and honor the vision of these twelve Founders of the Society at your next chapter meeting. Where can you find information or resources to utilize in your next chapter meeting? When preparing for the Founder’s Tribute for Epsilon State Convention, I began my search on the DKG website at www.dkg.org. I found resources and programs available to utilize in designing a Spotlighting Our Founders PowerPoint. Within my own chapter archives, I found copies of Our Heritage in the Delta Kappa Gamma Society Volume 1 and II and the dvd of Our Heritage III from 1970-2008 which were very enlightening. My research led me to our Epsilon State’s archives which are stored at Louisiana State University of Alexandria. I even found a handwritten note from Dr. Annie Webb Blanton in the archives. Upon my reflection of this search, I think not only the product was important but that my understanding of Delta Kappa Gamma Society International was enhanced. This learning experience made me think of the quote of a novelist. James Arthur Baldwin said, “Know from whence you came. If you know whence you came, there are absolutely no limitations to where you can go.” Let’s share the way we were by sharing information from the DKG website, in our state archives, and in our own chapter archives with our members. Remember your chapter needs to share your ten year history by sending it to your district representative on the Epsilon State Research Committee by July 15th. By understanding where we came, we can create infinite possibilities.

Fleur-de-Lis Service Award

Debney Biggs, Personal Growth & Services Committee Chairman

The Fleur-de-Lis Service Award was developed to recognize the outstanding service projects that chapters are involved in within their chapters. All chapters are invited to complete the application and submit their chapter project for the award. This year eight chapters were selected as semi-finalists. Their projects were presented at the Epsilon State Convention in Pineville. Semi-Finalists for the award were: Zeta Chapter, NW, The Learning Center, Omicron Chapter, SE, Hooray for Post-Secondary Educators, Upsilon Chaper, S, Outfitting Oklahoma, Alpha Zeta Chapter, SW, Shoppe D'Noel, Alpha Kappa Chapter, SW, Home to Learn, Apha Mu Chapter, SE, Planting Seeds in Kinder-Gardens, Beta Zeta Chapter, SW, Brightening Lives of Families of Hospice Patients, Gamma Eta Chapter, SE, The Little Way of Ruthie Lemming: A

Southern Girl, A Small Town. As chapter presidents were introduced during the President's Banquet they were recognized as a Fleur-de-Lis Service Award Semi-Finalist. Congratulations to each chapter that submitted a proposal. You are all topnotch chapters. In each project the seven purposes of Delta Kappa Gamma were evident and it made judging a difficult process. The ideas that were developed were so uplifting and far reaching! We hope those attending the convention were able to view the projects and read about the fantastic service programs our chapters have developed. The three finalists selected were: Alpha Mu Chapter, Planting Seeds in Kinder-Gardens, Alpha Kappa Chapter, Home to Learn and Upsilon Chapter, Outfitting Oklahoma. Next year the Personal Growth & Services Committee would like to see proposals from every district submitted. Even chapters who submitted proposals this year can expand their programs. You have definitely affected your chapter, your community and your profession.

Something to Think About…

“Where have we been and where are we going?” Martha Turner, Epsilon State President

We had a great convention. Thanks to everyone involved…but especially to Susan Crooks and Charlotte Elmer, Convention Chairmen and the Central District Chapters. The theme was “From the Way We Were to the Edge of Tomorrow.” Thinking of this theme…where have we been and where are we going… I began to reflect on my “Goals for this Biennium:”

• Lights…Encourage, recognize, and involve our membership.

• Camera…Focus on programs that meet the needs of our membership.

• Action…Commit to service/make a difference to fellow members, their communities, and beyond.

• Explore options for non-dues revenue.

• Involve as many of our future leaders in the workings of state organization as much as possible.

• Review state bylaws and standing rules for needed changes.

• Share with each chapter “It Doesn’t Take Barbells to Strengthen a Chapter.”

• Work with the officers/personnel to create a strong, cohesive leadership team to lead Epsilon State now and in the future.

• Reach beyond the state level to grow as a leader in Delta Kappa Gamma. To accomplish my goals I had lots of help from many of you by… 1) sharing in talks at state, district, and

chapter meetings as well as 3 articles in The Deltion the importance to encourage and recognize our membership, select programs that meet the needs of our membership, and get the membership involved at any level…to make a difference in each other’s lives, our communities, and the world through international programs; 2) attending Southeast Regional, state convention, 3 state meetings of committees, 5 state meetings of officers and personnel, 6 district meetings, and meetings of 10 chapters, 3) implementing state project—Math Toys : ∆ΚΓ Helping

Students to Reach to Infinity and Beyond (Taking Action: Together Creating Infinite Numeracy Possibilities) where each chapter was asked to donate math toys/manipulatives to help students in their areas to increase their math skills; 4) visiting with the Finance Committee and officers/personnel about ways to generate non-dues revenue (This year we had a silent auction at convention to help with travel expenses for the district directors to attend the Chapter Officers’ Leadership Development Workshop in June 2014—we raised $600.); 5) involving every member of 2013 Bea Davis Class as well as many of our future leaders on state committees and asking many of them to participate on the program for state convention; 6) meeting with the officers/personnel, Rules Committee, and Finance Committee we made changes to the bylaws and standing rules (setting a record for the shortest Executive Board Meeting in Epsilon State history…one hour and 10 minutes); working with the officers/personnel, district directors, and Leadership Development Committee to plan the Chapter Officers’ Leadership Development Workshop, which will include a session on “It Doesn’t Take Barbells to Strengthen a Chapter;” and, most important, 7) working very closely with the officers/personnel and past/future leaders to build a great team to lead Epsilon State. In conclusion, none of this could be accomplished alone which makes this biennium’s theme a perfect fit: “Lights, Camera, Action: Together Creating Infinite Possibilities.”

AMENDMENTS TO THE BYLAWS OF EPSILON STATE PASSED AT STATE CONVENTION 2014

Article IV. A. 2

The state annual dues shall be determined by a two-thirds vote of the members at the annual convention in the even-numbered years. [2014] Article VI Section B.5.d furnish a fidelity bond for Epsilon State in an amount recommended by the Finance Committee and approved by the Executive Committee. The cost of the bond shall be paid by the state organization. [2014] Article VI B.5.f submit the records annually for audit/financial review as determined by the State Executive Board. [2014]

Article VI. B. 8 8. Webmaster [2014]

The Webmaster shall a. design a user-friendly Epsilon State Website using the DKG International Policy for use of Electronic

Communication and using software that is compatible with protocol of the DKG Society b. maintain the website by posting accurate and current files and deleting outdated information c. submit the state website to International Communications Committee to secure the seal of approval d. be responsible for editing, publishing, updating, and maintaining the Epsilon State Website as authorized by the

state president, state executive secretary, state Deltion editor, and state committee chairmen e. serve as consultant to the State Communications Chairman f. obtain payment of annual fees or software updates from the state treasurer g. maintain permission forms for publication of details and photos h. retain a secure backup i. provide assistance and technical support for chapters with a website

Article VIII.C.1.b.1

The Finance Committee shall consist of: (a) six members (one from each district); (b) the state president, an ex-officio member; (c) the state treasurer, an ex-officio member; (d) the executive secretary, a consultant. The chairman of the committee shall have served as a member of the previous committee and will serve as a member during the following biennium. (This person will have served six years on the committee). At least one member shall be a past state president and at least two members shall be a past or current chapter treasurer. The remaining two members shall be members the president deems will best serve Epsilon State. [2014] Article VIII.C.2.f. 1

The Committee consists of six members, one from each district. At least one member may be a past State president or an Achievement Award recipient. The state treasurer shall serve as a consultant. [2014] Article X.6

6. Wanda Gunn Live and Learn Stipend Award a. The fund was established by the Wanda Gunn bequest and memorials made specifically to her fund b. Funds from the bequest and memorials are used to fund special stipends set forth by the Wanda Gunn Live and

Learn Special Stipend Committee [2014] The previous 6. and 7 changed to 7. and 8. respectively.

Article XI.1

1. These Bylaws may be amended at the state convention in even-numbered years (every two years) by a two-thirds vote, provided notice of proposed amendments shall have been published in the issue of The Louisiana Deltion and on the Epsilon State website prior to the convention. [2014]

Article XI.3 3. All proposed amendments shall have been approved by a two-thirds vote of the Executive Board before being submitted to the convention. The Executive Board may hear any unpublished proposals upon approval of nine-tenths of the Board. [2014]

AMENDMENTS TO THE STANDING RULES OF EPSILON STATE PASSED AT STATE

CONVENTION 2014

Standing Rules I. A. 2

The state president plans the entire convention program. The state president appoints the convention chairman or convention co-chairmen. The state convention chairman appoints committees and, with the approval of the state president, selects the convention headquarters. The president is the final authority, and her decision takes precedence over any other. The executive secretary provides the convention chairman with a policy sheet to be used in planning and coordinating the convention activities. Several copies of this sheet are sent well in advance. Convention treasurer - handles all funds and pays bills by check. The treasurer should be from the same chapter as the registration chairman. The registration fee for the Epsilon State Convention prior to established cut-off date is set at $15.00 and after established cut-off date is set at $40.00. [2014] Standing Rules I.A.9.b

(1) The state president plans the seating with consideration given to International guest, program participants, in-coming and out-going officers in an election year, Special consideration is given to seating past state presidents by year of office and state officers at a table of honor if not at the upper head table. A First Timer to Southeast Regional Conference or International Convention requesting reimbursement shall attend the First Timers’ Orientation, if there is no conflict, a minimum of three (3) workshops, and a minimum of one (1) general session as well as complete a verification/reflection form reflecting on each event attended and attach it to the reimbursement request form.

2014 Epsilon State Friend of Education Award

Renee Siccone, Epsilon State Legislative Committee Chairman

The Epsilon State Friend of Education Award honoree for 2014 is Representative John Bel Edwards of House District 72, covering East Feliciana, St. Helena and Tangipahoa Parishes. The Friend of Education Award was created in 2012 to recognize a legislator who is a proponent of education, one who supports teachers and students. Because of his demonstration of strong beliefs, loyal dedication and thoughtful decisions, John Bel Edwards fulfills our vision as a friend of education and a friend of DKG. John Bel Edwards has been an ardent defender and supporter of Louisiana’s teachers and public school system. In 2013, he fought for and secured the first pay raise for teachers in years, and has repeatedly opposed what he has categorized as the “ill-conceived ‘reform’ policies of Governor Jindal that are too often unconstitutional and unwise, divert critical funding and resources from our traditional public schools, and mislabel too many of our kids, teachers, schools and districts as failures.” Representative Edwards is a member of the House Education, Judiciary and Civil Law and Procedures Committees. He is a 1988 Dean’s List graduate of the United States Military Academy at West Point, and an Order of the Coif graduate of the LSU Law School. In addition to his work as a Louisiana legislator, Representative Edwards is an attorney with the Edwards and Associates Law Firm in Amite. He is active in local civic and church organizations. Representative Edwards was previously selected as Legislator of the Year by the Louisiana School Boards Association, the Louisiana Federation of Teachers and the Louisiana Association of Educators. Representative Edwards was not able to be at the Epsilon State convention to accept his award. Plans are being made to present the award during a House Education Committee meeting, in the presence of nominating chapter representatives.

To: 2014-2016 Epsilon Chapter President, First Vice President, Second Vice President, Treasurer From: Leadership Development Committee Subject: 2014-2016 New Chapter Officers’ Leadership Seminar Epsilon State Leadership Development Committee will present the Chapter Officers’ Leadership Seminar on Saturday, June 7, 2014 at the Pineville Convention Center for officers who will be elected this year. This seminar will provide orientation and overview of officers’ responsibilities and duties as they embark on their leadership journey. Sessions will be led by the Epsilon State officers and treasurer. Seminars are planned for the offices of President; 1st Vice President/Educational Excellence Chairman; 2nd Vice President/Membership Chairman; and the Treasurer. Chapter officers will leave with great ideas and resources for leading chapters into the next biennium. Registration will begin at 8:30 a.m. with the meeting starting promptly at 9 a.m. with conclusion at 2:45 p.m. Registration deadline is May 1, 2014. Mileage will be paid ($0.36 per mile) one way for the chapter presidents. Please be sure to have mileage ready to submit at the meeting on June 7. You are encouraged to carpool with your other chapter officers. That will also be a great time to discuss your goals and share what you learn at the seminar. For those arriving Friday night, rooms can be reserved at your own expense. Please note that if the chapter president travels 200 miles or more, the chapter president is eligible for reimbursement of one-half (1/2) of one double room. Reservation information is below:

Around the State with Our Sisters

• Chi Chapter welcomed three new members into active membership at its September meeting.

• Members of Chi Chapter recently supported a numeracy program for elementary students in grades 3 - 5. Several members served as

judges for the 10th annual Multiplication Learning Wrap-up Contest sponsored by St. Mary Parish School Board’s Title I Department.

Chi Chapter also made a donation of treat bags to each of the contest participants.

• Betty Toepfer from Gamma Chapter was crowned Ms. Senior Wheelchair Louisiana 2014.

• Lucile Cornetet Award Non-member Recipient for Louisiana is Nicole Snow of Deridder. She has received the Cornetet Professional

Development Award in the amount of $278.

• Alpha Lambda Chapter presented Laura Glaser with a grant-in-aid to help with her tuition costs.

• Alpha Kappa Chapter presented Hannah McNabb with their S.E.E. Monetary Award.

• Alpha Kappa Chapter presented Lauryl LeJeune with their Maude Anderson Grant Scholarship.

• Rho Chapter held their annual Christmas dinner and Scholarship Auction which raised $1000.00 towards their scholarship.

• Alpha Sigma Chapter presented their S.E.E. and Literacy and Numeracy Grant-in-aid to Candace Rushing and Carrie Smith.

• In January, Sigma Chapter welcomed four new members to Delta Kappa Gamma.

• Alpha Kappa Chapter donated totes of school supplies and books for children in the Billie Sue Thomas Well Women’s Shelter operated

by C.A.D.A.

• Becky Cade, Alpha Chapter was named Lafayette Parish Teacher of the Year.

• Dana Schmersahl, Alpha Chapter was named Lafayette Parish Elementary Principal of the Year.

• Eta Chapter member Dianna Ganley and her art class placed 3rd and received $300 in the Duck Commander Christmas Tree decorating

contest.

• Beta Zeta Chapter honored their parish’s teachers of the year by hosting a dinner in their honor.

• Gamma Eta Chapter gave a monetary gift to the Leming Children Fund.

• Alpha Omega Chapter celebrated their 51st birthday this year.

• Upsilon Chapter has extended their “Outfitting Oklahoma” project to “More books for Moore.”
