05. ISSUES, CONCERNS, AGREEMENTS:

05.1. Clarifications from Prospective Bidders <Bidder must introduce himself/herself

and the juridical entity he/she represents>:

05.1.1. Item No. 01 from Mr. Erik Anthony Libranda (Mr. Libranda) of Kergie Enterprises re: Specific Brand of Materials. Mr. Libranda asked the BAC whether the DAP has a specific brand for Vinyl Tiles or other materials that has to be installed for the Project or do they have to submit their proposal for the DAP to approve prior to installation?

BAC’s response: The BAC answered that the Contractor still have to submit a mock-up or document with all the actual specification of the materials that has to be installed. TWG Chairperson Engr. Vener V. Maderaje (Engr. Maderaje) added that materials that has to be installed shall be approved by the DAP according to the specifications provided in the OBD and will not exceed the Approved Budget for the Contract.

05.1.2. Item No. 02 from Mr. Libranda of Kergie Enterprises re: 90-caledar days project duration. Mr. Libranda asked the BAC whether the Project Duration of 90-calendar days includes the processing and approval of the Building Permits.

BAC’s response: The BAC answered in affirmative. The entire Project Duration shall include the processing and approval of the Building Permits and the actual Project Implementation.

05.1.3. Item No. 03 from Mr. Libranda of Kergie Enterprises re: Payment Method. Mr. Libranda asked the BAC as to how many days does DAP process payments for their Contractor upon receipt of complete documents.

BAC’s response: The BAC answered that upon receipt of complete documents from the Contractor, the DAP allotted 28 working days, as the maximum days on processing payment. The Bidders also submit their Payment Schedule based on the percentage of their deliverables

as their evidence on their Progress Billing.

05.1.4. Item No. 04 from Mr. Libranda of Kergie Enterprises re: Finalization and Approval of Design/Plans. Mr. Libranda asked the BAC who will approve the floor plans as their attachment when applying necessary permits.

BAC’s response: The BAC answered that the End User together with the DAP Engineers are in charge for the finalization of floor plans and with their recommendation for the approval of the Head of the Procuring Entity.

06. NEXT STEPS:

06.1. February 05-09, 2020 (Wed to Sun) = Request for Clarifications, thru writing (email);

06.2. February 12, 2020 (Wed) = Posted Bid Bulletin, if necessary;

06.3. February 20, 2020 (Thu) = Submission and Opening of Bids;

06.4. February 20-24, 2020 (Thu to Mon) = Bid Evaluation;

06.5. February 26, 2020 (Wed) = Notification of Lowest Calculated Bid (LCB);

06.6. February 27, 2020 to March 04, 2020 (Thu to Wed) = Post Qualification of Bids;

06.7. March 11, 2020 (Wed) = Issuance of Notice of Award;
