1. Introduction
1.1 Background
Dhaka Electric Supply Company Limited (DESCO) has a vision to strengthen its capacity
through the improvement of infrastructure in the distribution system. Regarding the
increased demand, DESCO has taken initiative to make a change with the construction of
the new line, substations, and renovation of existing substations taking financial support from
Asian Development Bank (ADB). In this respect, a project is being implemented, titled-
Augmentation and Rehabilitation of Distribution System in DESCO Area. There are 24
Substations (subprojects) within the DESCO service area should be implemented in
compliance with ADB’s social safeguard policy and the loan covenants between ADB and Bangladesh Govt. There is a provision to monitor the social safeguard compliance in
accordance with the Bangladesh and loan covenant between Bangladesh Govt and Asian
Development Bank (ADB).
In this aspect, social safeguard compliance monitoring is conducted to monitor social
safeguard status during the project implementation at the selected locations around the
DESCO circle area. Based on the prepared checklist, social safeguard monitoring (3rd
phase) completed on the twenty one (21) subprojects in through monthly field visit
considering the social safeguard indicators according to this project. All social safeguard
related issues like Compensation, Livelihood and Living Condition, Community Health,
Safety and Security and Labor and Working Condition are monitored with their compliance
status at the construction phase of this project.
1.2 Objectives of the study
Broad Objective
The broad objective of the social safeguard status monitoring is to observe how the social
safeguard indicators are complied during construction phase of the project in relation to
ADB’s safeguard policy, Environmental Management Plan (EMP)(i.e. social safeguard
indicators), and Bangladesh and ADB’s loan covenant.
Specific Objectives
There are some specific objectives in relation to broad objective of this study. The
specific objectives of the social safeguard compliance monitoring are to:
i. Analyze the Environmental and Social Safeguarding laws and policies of
Bangladesh and ADB
ii. Monitor working condition and occupational health safety during project
implementation phase
iii. Provide suggestion and measure addressing the Non compliance issues.
1.3 Project locations
Following figure 1.1 and table 1.1 shows the locations of proposed 24 (twenty four)
33/11kV Substations in DESCO area.
During this phase of the study, the implementions of activities of 13 substations have
been visited and monitored the compliance status following a prepared checklist. The
following 13 substations have been visited in this social safeguard monitoring
mentioned in the table 1.1 below:

1.4 Scope of the Social Safeguard Monitoring
In line with the aforementioned objectives the scope of the services should cover the
following:
i. Review of social management and social monitoring plan suggested in the EIA
report in line with the action plan proposed by ADB;
ii. Upgrade (if required) the social safeguard monitoring framework and work plan
specifying the socal indicators, methods, location, time, frequency of monitoring
provided by the EMP of EIA report;
iii. Conduct monthly monitoring on the construction activities to see their compliance
with national environmental and social regulations, and ADB’s performance standards on social sustainability.
iv. assess that all mitigation measures through physical observationto confirm EMP
and action plan;
v. Conduct monthly monitoring on socio-economic issues like community safeguard
due to pollution, hazards and employment opportunity;
vi. Ensure social safeguard, regarding the national laws and policy. ;
vii. Keep close liaison with the project implementation office (Project Director), and
EPC contractor;
viii. Provide an interim monitoring report at the end of every three (3) months in line
with the reporting requirement of DESCO/ ADB satisfying equator principles;
ix. Provide a monitoring report at the end of every six (6) months in line with the
reporting requirement of ADB satisfying equator principles.
1.5 Monitoring Law and Policy Standard
1.5.1 ADB Safeguard Policy
The Safeguard Policy Statement (SPS) of Asian Development Bank reviewed tol understand
the compliance and terms of partnership with the Bangladesh GoB. Now Bangaldesh Govt
amended the ECA 1995 whereas the construction of substation is now under the Orange B
category like ADB categorization under the social safeguard policy. But, for the study social
safeguard monitoring EMP is considered as the compliance which was prepared during the
period EIA study. In addition, the standards determined by this policy are followed during this
study. The standards for social safeguard issue identified in which this project would be
socio-economic friendly. For this reason, this monitoring considers the risk of electrocution,
safety measures within the construction site, emergency plan, livelihood challenges,
restoration process, compensation process, whether any complaints from affected people
would be noted and provide clear measures at the construction phase of the project. Thus,
a standard checklist is prepared and understands the social safeguard compliance issues
through monthly field visit at the construction stage of the project.
1.5.2 ADB loan covenants with the DESCO
According to the Loan Covenant Article (II), section 2.01, DESCO should carry out the
project, with the due diligence and efficiency and in conformity with sound administrative,
financial, engineering, environmental and power sector practices. For the execution of
project following criteria should be followed. In this respect, social safeguard standard would
be maintained in terms of occupational health safety, employment opportunity, and
community social safety due to the project implementation.
Implementation Arrangement
DESCO should ensure the project implementation in accordance with the detailed
arrangements set forth in the PAM. Besides, it is the responsibility of DESCO to ensure their
project management staff that has the qualification to undertake necessary tasks of
procurement, construction, supervision, inspection, and testing of equipment, payments to
contractors, monitoring, environmental and social safeguards due diligence and reporting of
progress relevant to the components under their responsibility.
Environment
DESCO should ensure that the preparation, design, construction, implementation, operation,
and decommissioning of the project and all project facilities comply with;
All applicable laws and regulations of the relating to environment, health and
safety
The environmental safeguard
The EARF
All measures and requirements set forth in the respective IEE and EMP and
any corrective or preventive actions set forth in a safeguard monitoring report
Land Acquisition and Involuntary Resettlement3
All land acquisition and resettlement activities are implemented in compliance
with
Compensation and other entitlements have been provided to affected people
in accordance with the RP (if required).
A comprehensive income and livelihood restoration program has been
established in accordance with the RP (if required).
Human and financial Resources to implement Safeguards Requirements
The DESCO should make available, or cause the project executing agency to make
available, necessary budgetary and human resources to fully implement the EMP, the RP
and any small ethnic community peoples planning framework.
Safeguards-related provisions in bidding documents and works and work contracts
The DESCO should ensure the following compliance in relation to contract p or bidding
during the project implementation.
Comply with the measures and requirements relevant to the contractor set
forth in the IEE, EMP and RP (if required) any small ethnic community
peoples plan and any corrective or preventive actions set out in a safeguard
monitoring report.
Make available a budget for all such environmental and social measures
Provide the borrower with a written notice of any unanticipated environmental,
resettlement or small ethnic community peoples plan.

Adequately record the condition of roads, agricultural land, and other
infrastructure prior to starting to transport materials and construction
Fully reinstate pathways other local infrastructure and agricultural land to at
least their pre-project condition upon the completion of construction.
Safeguard Monitoring and Reporting
The DESCO should comply the following section:
Submit semiannual safeguards monitoring reports to ADB and disclose
relevant information from such reports to the affected person
Any anticipated environmental and social as well as impacts arise during the
construction, implementation, or operation of the project that were not
considered in the IEE, the EMP or the RP promptly inform ADB of the
occurrence of such risks and impacts with detailed description of the events
and proposed corrective action plans.
The Monitoring process should be verified by the external experts
Reporting would be completed based on the any potential beach of
compliance with the measures and requirements set forth in the EMP
Labor standards
Following labor standards should be followed as per AND loan covenants:
Comply with all applicable labor law and related international treaty
obligations of the borrower and do not employ child labor as defined under
the Bangladesh law
Provide Safe working condition for male and female workers
Carry out HIV/Aids and human trafficking prevention and awareness
campaigns in the campsites and corridor of influence
Engage women workers as wage laborers depending on their skill and
Provide equal wage for equal work between men and women.
Project Reviews
The project progress would be reviewed by the ADB with necessary
midcourse corrections
The Assistance should be provided by the Executing Agency (i.e. DESCO).
The environmental monitoring will assess the compliance that has been suggested under the
Bangladesh Govt. laws, policies and national standards (i.e. air, noise and water quality) and
ADB loan covenants. As there is no involuntary resettlement and ethnic minority issues,
therefore, this monitoring assess the environmental and social safeguard issues in
accordance with the Govt. laws and ADB loan covenants like the above mentioned ways.
2. Approach and Methodology
2.1 Overall Approach of Safeguard Monitoring
The mixed approach (quantitative and qualitative approach) has been followed during this
study. The social safeguard monitoring has been conducted by a multidisciplinary team led
by an Anthropologist. All thirteen (21) substations locations visited and analyzed the
compliance status applying the different social tools (i.e. Questionnaire Survey, Observation,
Group Discussion) considering construction activities, Impacts, safeguard policies, and
Bangladesh and ADB’s loan covenants.
2.2 Study mobilization
A comprehensive checklist on environmental and social compliance was prepared. A
preliminary checklist (Appendix B) prepared based on the suggested recommendations
incorporated in the Environmental Management Plan (EMP) of EIA for the Augmentation and
Rehabilitation of Distribution System project in DESCO area. In this way, study team for this
study mobilized and visited twenty (21) substations where constructions activities are
ongoing. Based on the observation, this social safeguard monitoring has been conducted
and whole study mobilized according to the plan and the prepared methodology.
2.3 Study Team Mobilization
For the commencement of this study, a contract agreement between DESCO and CEGIS
(the Monitoring Consultant) was signed on 9 May, 2017. From this time, a multidisciplinary
team mobilized based on the work plan and monitored the social aspects in relation to the
study objectives and selected indicators.
.The consultant (CEGIS) started work under the overall supervision of the Project Director,
DESCO and maintain close liaison with DESCO offices (both field and head office). The
Team Leader supervised the study and guided the multidisciplinary team for achieving the
goal of the study. The progress of the study was reviewed in weekly progress review
meeting held in CEGIS.

2.4 Data Collection Methods
a) Physical Observation
The Site specific physical observation occurred during the field work at the Twenty one (21)
Substations. With the physical observation, working condition, use of safety tools, sanitation
and drinking water status, labor shed condition, kitchen waste management status, food
quality, status of pollution monitored and consider the compliance status. The Non
complaiance issues also identified which have been discussed with the relevant stakeholder
during the KII and Group Discussions.
b) Key Informant Interview
During the project implementation, some Key personnel from DESCO and Simmens india
were responsible to monitor the work progress. The site engineers from Simmens India
considered as the Key Informants (from each site) interviewed for understanbding work
progress and status of different social safeguard issues with the project implementation.
c) Group Discussion
During the field visit, group discussion held with labours, site engineers, supervisors,
concerned personnel from DESCO to be updated with the construction status and
compliance status of relevant issues. During the consultation, Non-compliance issues also
identified and discussed how to address them within the duration of project implementation.
d) Consultation with relevant Stakeholders
The project director and concerned personnel from DESCO consulted regarding several
issues. The Non compliance issues addressed during the field visit shared with the project
directors and concerned personnel and outlined the guidelines based on their suggestion for
implementation. In addition, any difficulties related to the study addressed through such
consultation and relate them with the study findings.
3. Specific Social Safeguard Management Plan
The site specific Environmental Management plan is suggested by the EPC contractor (i.e.
Simmens India). At this stage, it is found that they have that plan to guide their works for
these twenty one (21) substations locations. In their plan, Simmens will manage all social
safeguard issues during the construction phase of the project. Based on the following table
5.1, Simmens India started the construction work at the project locations whereas the
construction activities continued based on this specific environmental management plan.

At least 1.5m height wall including barbed wire on the top of wall wil l be constructed around the project area of substation, worker camp and construction yard areas.

Ensure physical safety to the surrounding natives and strangers.
Notification (signboard, billboard, etc.) and/or announce to the community will be done at reasonable time, if any construction event/plan would result inconvenience to the natives.

Only permitting trained/certified and experienced workers will be recruited to work specially with any electrical equipment. Safe/quality equipment will be provided to the workers to work with. Personal Protective Equipment (PPE) for all workers will be provided and use of it will be mandatory through official order.
4 The PPE materials are: hard hat, safety shoe, goggle, ear plug, waist belt, mask, hand glove, body
protective apron, ear muff and insulating cum steel - toed boot. Wear helmet for PPE are: Head
Protection, Ear plugs/muffs for Hearing Protection, Spectacles/Goggles/Face Shield/Arc-welding
Mask with Hand Masks for Eye and Face Protection, gas masks/dust filters/insulating appliances
with air supply for Respiratory Protection to work at septic tanks, dump sites, sewers etc., Over
sleeves/gloves for Hand and Arm Protection and safety shoes/boots for Foot Protection.

Provide official order/instruction (written, verbal, signboard) to drivers and flagman for keeping speed limit of vehicles within 10 Km/Hour in the camp and construction areas. If necessary pedestrian-safe access routes will be provided inside the construction and camp areas.
Ensure personal safety measures of workers and employees at workplace.
Strict order/instruction (written, verbal, signboard) and engage supervisor for prohibited smoking in the workplace and also drinking alcohol in camp area by workers and employees will be provided. Site personnel will only allow smoking in designated smoking areas. Carry of any illegal substances, weapons and firearms in camp or construction area will be strictly prohibited. Site supervisors, team leader will continuously monitoring and counseling to ensure personal safety measures of workers and employees over there.
5 Educate all construction workers on the following issues but not limited to them: firearm possession,
traffic regulations, illegal logging and collection of non-timber forestry products, non-disturbance of
resettlement communities, hunting and fishing restrictions, waste management, erosion control,
health and safety issues, all prohibited activities, the Code of Conduct requirements and disciplinary
procedures, and general information on the environment in which they will be working and living. In
addition, educate workers on the identification of occupational expose to Electro Magnetic Field
(EMF) levels and hazards is required.

emergency escape sign, first-aid sign, information sign, signboard, supplementary signboard,
symbol, pictogram, illuminated sign, acoustic signal, verbal communication and hand signal.
4. Monitoring Results
For the commencement of the project implementation, Dhaka Electric Supply Company
Limited (DESCO) has made a Contract Agreement with Simens India in consortium with the
Siemens Bangladesh to Design, Supply, and Install & Commission 24 (twenty four) 33/11kV
Substations in Turnkey Basis in DESCO area under the Dhaka and Gazipur districts against
Bid No. IFB 01/2016, Package-C1 of Lot-3 under ADB Loan No.: 3087- BAN: under “Power
System Expansion and Efficiency Improvement Investment Program” (Trench 2).
Getting the Topographical Survey Report, they have started their construction. Initially,
construction of three (3) substations started (mentioned in the 2nd social safeguard report).
Presently, there are twenty one (21) substations where the construction work is ongoing.
The social safeguard monitoring (3rd Phase) has been completed based on the construction
activities of these substations. All activities7 related to the construction observed and findings
of social safeguard monitoring compiled following the ADB social safeguard policy and ADB
–Bangladesh loan covenants.
4.1 Social Safeguard Compliance
The implementation of twenty one projects around the DESCO area is ongoing. The
complainace status for ensuring the better project implementation have been monitored
regarding the occupational health and safety, Impact of health and safety due to the
construction and other social issues according to the prepared checklist. People around the
project area showed interest for its successful completion and opined that there is urgency to
install Substations to meet the growing demands of electricity in these areas. The officials of
DESCO are aware to ensure occupational and health safety and participation of all
stakeholders with all stages for project implementation. In this section, the result of social
safeguard monitoring following the social safeguard indicators analyzed and presented in the
following ways:
4.1.1 Compensation
The compensation issues based on the land acquisitions monitored consulting with the
stakeholders. There is no compensation issues found as the result of social safeguard
monitoring as all construction is ongoing on the private land owned by DESCO. It is
understood that there is no compensation related matter prevailing at these construction
sites under this project.
4.1.2 Livelihoods and employment
The monitoring team found that most of the workers are from the locality or adjacent to the
locality. For digging soil, some labourers hired from Mymensingh, Tangail and Gazipur area
during the pilling. All labourers got salary based on daily wages (BDT 500 per day). With the
employment opportunity, the benefit addressed due to the regular payment, therefore, they
are happy and continue their works with satisfaction.

4.1.3 Occupational Health, Safety and Security
The working environment was found as satisfactory level at the twenty one (21) project sites.
The Monitoring team found that almost all labours were not using safety equipment provided
by the EPC contractor. There is a lack for the availability of earmuffs for some substation
(Uttara 3rd Phase) but the EPC contractors are aware about this and took steps for its
allocations. In addition, the Simmens India facilitated three types of training for the labors
such as Induction and toolbox. The Simmens India (EPC contractor) is aware about the
health safety issue and they arrange regular tool box training to raise consciousness and
concern of the protective measure during the construction activity. They have the plan to
meet in case of any emergency; they have the preparation for ambulance service to carry
the injured person to adjacent hospital (2 to 6km distance from sub-station) for better
treatment. No accidental case recorded till the 3rd social safeguard monitoring.
4.1.4 Labor and Working Condition
The study team found that most of the laborers were trained used safety equipments before
starting of the work. The Simmens India provided adequate safety equipments (i.e.Helmet,
Shoes, Gown and other safety equipment) for laborers.

As most of the labourers came from local or adjacent area, therefore, all of the labourers
work at this station from their own home. It is found that in average 15-20 labourers are
working as both technical and non technical labor force. All twenty one (21) substations have
their provision to provide adequate toilet, water and sanitation facilities for all labourers.
Workers are satisfied to work in this environment without any compliant.

5. Institutional Arrangement and Grievance Redress
Mechanism
5.1 Institutional Arrangement
The organgram (provided by the DESCO) is responsible to monitor social safeguard
compliance during the project construction phase. The assistant engineer (electrical),
assistant manager, and sub assistant engineer are working under the supervision of the
deputy project director for monitoring of augmentation, rehabilitation of distribution system in
DESCO area. The project director is responsible to supervise and guide the whole work
following the prepared checklist on the compliance status. The following figure 5.1 shows the
institutional arrangement those who are responsible to ensure monitoring and compliance in
accordance with Govt. laws, rules regulations and ADB’s loan covenants.

5.2 Grievance Redress mechanism
a) At this stage, there a sub assistant engineer stays at the project sites to understand
any complain related issues. The sub divisional engineer will work as the field officer
and would be responsible to arrange consultation for people’s awareness at the
respective project sites.
b) Presently, With the starting of construction activities, a sub assistant engineer is
playing key role to understand the people problems (if any related to the project
activity) and visited twenty one (21) sites. In addition, phone number attached in each
station to get compliant and emergency response during the construction activities.
6. Conclusions and Recommendations
6.1 Conclusions
This social safeguard monitoring is conducted from January 2018 to June 2018 at the twenty
(21) substations based on ADB safeguard policy, EMP provided in the EIA, Bangladesh
Govt and ADB loan covenant. In this study, social safeguard issues like occupational health
and safety, workers’ wellbeing have been observed through site specific field visit (monthly)
and following the indicators stated in the checklist. In addition, compliance status has been
provided to make it clear indications based on the status during the construction phase of
the project based on the field findings at the twenty one (21) substations locations. Finally,
Corrective Action Plan (CAP) is prepared regarding the monitoring result following the social
safeguard indicators.
6.2 Recommendations
Based on the observation and monitoring field visit the environmental and social monitoring
team suggested recommendations would be followed by the workers and the EPC
contractors to make this compliance more satisfactory during the construction phase of the
project.
To make the process more smooth and efficient, the following recommendations are
proposed by the study team to be followed with immediate effect:
Construction materials (i.e. Sand, Cement etc) should be covered by polythene
Earmuffs need to be available for the reduction of hearing damage of working
laborers
Area boundary demarcation is required for Solahati and Uttarkhan Substations
with Tin shed to avoid risks for community people.
Some Mobile toilets are required when the number of workers increased (where
required
There was no dustbin or specific waste disposal site in any of the project location.
Hence, a particular place for waste disposal should be earmarked for maintaining
ambient environmental neatness.
The level of safety for workers must be enhanced with comprehensive
enforcement on PPE usage, and regular (at least four times a day) health and
safety supervision should be carried out.
Besides, one paramedic doctors, and an ambulance need to be made available
for the labors in case of any injury and accident.
