FOREWORDParents have the biggest single influence on their children’s lives and are their child’s prime educators. We know that most parents want to be good parents, want the very best for their children, want to give them a good start in life and see them succeed. We also know that the quality of parenting impacts on children, families, communities and society as a whole.

Children undoubtedly enrich our lives, but raising them can be hard work, and some of the challenges facing parents today are very different from those faced by previous generations. All parents have the right to expect high quality information, advice and support from public services.

The importance of good parenting and parenting support services is recognised at national level, and new funding for local authorities and their partners is helping to bring about the reshaping and development of a comprehensive range of services for parents to access, as and when they need them.

We are committed to doing everything we can to support all parents in Westminster to do the very best for their children, so that children are enabled to fulfil their potential. We have established a One City priority to help those families who are at highest risk of social exclusion whose problems bring them into contact with a range of statutory and voluntary

agencies, on whom a disproportionate amount of public funding is spent, and for whom the outcomes, in terms of overall quality of life, and life chances for their children, are often the worst. We recognise there is much to do, and we intend to make substantial progress on this important priority this year.

This document sets out what Westminster City Council and its partners are doing, and intend to do, in terms of support for parents, and how we plan to involve parents in shaping the delivery of these services.

We intend that, through the delivery of this strategy, parents in Westminster will be better informed, equipped and supported to raise children and young people who are healthy and safe, doing well, enjoying their lives, and thriving in our city. As parents, corporate parents and professionals we must all do everything we can to enable this.

INTRODUCTION Thisstrategyforparentsofchildrenandyoungpeopleaged0-19(�4forcareleavers)outlineswhatWestminsterCityCouncilanditspartnersaredoingtopromotepositiveparentingandtodevelopfullyintegratedparentingsupportservicesinWestminster.Itsetsoutourvision,thelocalandnationalagenda,ourparentingoffer,andwhatweareaimingtoachieveinWestminsterbetweenApril�008andMarch�010(ourpriorities).Aseparateactionplansetsouthowweintendtoaddressthesepriorities;itisanevolvingdocumentwhichwillbeupdatedatregularintervals.

Thisstrategydocumentandtheactionplanareprimarilyaimedatprofessionals.Ashorterversionsettingoutourparentingofferisbeingdevelopedforparents.

DefinitionofkeytermsAllreferencesto‘parents’includefathersaswellasmothers,non-residentparents,fosterparents,andthosewithresponsibilityforcaringforachildsuchasgrandparents.

‘Parenting’referstoalltheactivitiesandresponsibilitieswhicharenormallyassociatedwiththebusinessofbringingupchildren.

‘Parentingsupportservices’offerhelp,advice,supportandinformationtoparentsonallaspectsofparenting.Theyincludeshelplines,groupwork,one-to-onesupport,counselling,therapeuticsupport,homevisits,parentingcourses/programmes,drop-inadvice,bookloans,DVDloans,etc.HoweverparentingsupportservicesdoNOTprovidefinancialsupportand/ormonetarybenefitstoparents.

Parentingsupportservicesformpartofabroaderrangeof‘familysupportservices’forchildrenandfamilieswhichincludesanexpandedChildren’sInformationService,childandadolescentmentalhealthservices,youthoffendingservicesandothertypesofservices,bothstatutoryandvoluntary.

‘Parentingprogramme’referstoanystructuredcoursewhichaimstoimproveparentingskillsandparent/childrelationshipsthroughparentalparticipationingrouporindividualsessionsofparentingeducationandtraining.Westminster’spreferredparentingprogrammeistheTripleP(PositiveParentingProgramTM)whichoffersawholesystemsapproachtoparentingsupport,andhasarobustevidencebaseofproveneffectiveness.ParticularTriplePprogrammesmaybeofferedaspartofanyfamilysupportservice.

Parenting–anationalpriorityParentsareacrucialinfluenceonwhattheirchildrenexperienceandachieve.Althoughparentstendtounderestimatetheirowninfluence,weknowfromresearchthateffectiveparentingcanprotectachildfrommultipledisadvantages.Themountingevidenceoftheimpactofparentingonoutcomesforchildren,communitiesandsocietyasawholehasraisedparentingtothestatusofanationalpriority.

Parentsare,rightly,attheheartofthefiveoutcomesforchildreninEveryChildMatters:ChangeforChildren,becauseparentscan:

promotehealthychoicesprovidesafehomesandstabilitysupportlearningandenjoymentpromotepositivebehaviourstrivetoachieveeconomicwellbeing

TheroleofparentsandparentingsupportinimprovingoutcomesforchildrenhasbeenemphasizedinmanynationalpoliciesandinitiativesincludingTheNationalServiceFrameworkforChildren,YoungPeopleandMaternityServices�004,SureStartChildren’sCentresandExtendedSchools,HealthySchoolsprogramme,TargetedYouthSupport,andtheRespectandSocialExclusionActionPlans�006.ValuingPeople�001addressedtheneedforsupportforparentswithdisabilitiestoenablethemtobringuptheirchildrensuccessfully.

Inmanycasesthesepoliciesandinitiativeshavebeenbackedbylegislationintroducingnewduties,powersandexpectationsforlocalauthoritiesandtheirpartners.TheChildrenAct�004,theEducationandInspectionsAct�006,andtheChildcareAct�006setouttherequirementsthatWestminsterCityCouncilanditspartnersmustconsiderindevelopingparentingsupportservices.Thisincludesanewroleforthelocalauthorityasachampionofparents,taskedwithenablingaccesstoinformation,involvementandinputintodecision-making,andwithensuringthatthoseparentswhoaremostinneedofsupportareeffectivelytargeted.

Thenewdutytoprovideinformation,adviceandassistanceandensuresufficiencyinchildcarereinforcestheneedforstrongandeffectivepartnershipandmulti-agencyworking.Localauthoritiesplayacentralroleinhelpingchildren’scentres,extendedschoolsandtheirpartnersinavarietyofways,includingcreatingtheconditionsforcollaborativeworking,providinganexpandedChildren’sInformationService,andprovidingappropriatetrainingandsupporttoenableschoolsandotherorganisationstoimplementthenationalparentingagenda.TheLocalGovernmentandPublicInvolvementinHealthAct�007placedadutyonlocalauthoritiesandprimarycaretruststoconductajointstrategicneedsassessment(JSNA)ofthehealthandwellbeingoftheirlocalcommunity.

andfamiliesinanewten-yearChildren’sPlanBuildingbrighterfutures,andannouncednewfundingstreamstoenableanexpansionofparentingandfamilysupport.Parentingpractitionersaretoworkthroughextendedschoolsandacrossthelocalauthority,targetingthosegroupsofparentswhomostneedhelpwithaddressingtheirchildren’sbehaviour.

BenefitsofSupportforParentingEffectiveparentingsupport,adaptedtotheparent’sneedsandcircumstances,isoneofthebestsupportssocietycanofferchildren.Itcan:

Researchshowsthatwhatfathersdoisasimportantaswhatmothersdofortheirchildren’sfutures.Itisimperativethatparentingsupportservicesempowerfathersandmotherstofulfiltheirrolesasparentstotheverybestoftheirability.

TheGovernment’sexpectationsTheGovernmenthasaskedlocalauthoritiestoworkwiththeirpartnersto:

developastrategicandjoined-upapproachtothedesignofparentingsupportservices,ideallythroughaparentingsupportstrategythatinformstheChildrenandYoungPeople’sPlanandtakesaccountofparents’viewsseesupportforparentsasacontinuum,fromearlyinterventionandpreventativeservicesthroughtotheuseofenforcementmeasures;thewholerangeofservicesshouldbeusedasappropriate;andidentifyasinglecommissionerofparentingsupportservices,andcommissionparentingprogrammesthatareevidence-based,drawingonrelevantguidanceandtheCommissioner’sToolkit

OursharedvisionOursharedvisionforWestminsterisonewhereallparentsfromallcommunitieswithintheCityarepositiveandresponsibleparentsandhaverealisticallyhighexpectationsfortheirchildrenandforthemselves.Theyhavethecommitment,know-howandresourcestoraisechildrenwhoarehealthyandsafe,doingwell,enjoyingtheirlives,andthrivinginourCity.Whenparentsneedinformation,adviceorsupportwithparenting,theyknowwheretofindit,andtheyreceiveanappropriate,timelyandhelpfulresponsethatisrespectfulandunderstandingoftheirneedsasparents.

OuraimsWestminster’sChildrenandYoungPeople’sPlan�006-09statedacommitmenttoparentsacrossallfiveoftheEveryChildMattersoutcomesforchildren.Thecommitmentis“forparentsandcarerstobemoreinvolvedandbettersupported”inrelationtoeachoutcome,alongthefollowinglines:

AbriefprofileofWestminsterWestminsterhasaround40,000childrenaged0-19,inaround18,000families.Almost�0,000childrenattendmaintainedschoolsinthecity.Whilstthemajorityofprimaryschoolpupilsliveinthecity,over�0%ofsecondarypupilsliveoutsideofWestminster.Theycomefromadiverserangeofethnicbackgroundsandspeakanestimated1�0languages.

TheIndexforMultipleDeprivation(IMD)�007showsveryhighlevelsofdeprivationaffectingchildren.Queen’sPark,HarrowRoad,WestbourneandChurchStreetscorewithinthehighest�%of��4districtsinthecountry.DeprivationscoresarealsohighagainstIMDindicatorsforincome,accesstohousingandhealthanddisability.Over�0%ofchildreninthesewardsliveinhouseholdsdependentuponworklessbenefits.

Whilstthemajorityoffamiliesonlyevercomeintocontactwithuniversalservicessuchasschools,childcareprovidersandGPs,manyreceivemorespecialistsupport.Over700childrenhaveastatementofSENandthereareanestimated�00childrenwithdisabilities.Whilstmanyofthesechildrenandtheirfamiliesoftenhaveveryspecificneeds,therearemanyfamilieswithmorecomplexneeds.Moreadultswithlearningdisabilitiesarenowbecomingparents.

Asmallproportionofthe18,000familiesinWestminster,estimatedataround�%ofthetotalsuffersfromvariousformsoflongtermdisadvantage.Thesearethefamiliesathighestriskofsocialexclusion,whoseproblemsbringthemintocontactwitharangeofstatutoryandvoluntaryagencies.TheYouthOffendingService(YOT)workswithupto1�0youngpeople.Approximately1,800childrenreceivesomekindofsupportthroughchildren’ssocialcareservices.Forover�0%ofthesechildren,theseneedsarerelatedtoabuseorneglectveryofteninvolvingacombinationofdomesticviolenceand/orparentaldrugandalcoholabuse.Atanyonetimeapproximately100ofthemostatriskchildrenareplacedontheChildProtectionRegisterand,asat�1March�008,�4�childrenwerebeinglookedafterbytheCouncil.

Serviceplanningisbasedonsuchdemographicdataatadetailedlevel.

MappingparentingsupportservicesAdetailedmappingofparentingsupportserviceswasundertakenin�006,andexamplesoftheservicesthatarecurrentlyavailableforparentsarecontainedinAppendix1.

OUR PARENTING OFFERWestminsteraimstosupportpositiveparentingstyleswhichpromotechilddevelopmentandgoodbehaviourinconstructiveandnon-hurtfulways.Weknowfromresearchthatchildrenwhogrowupwithpositiveparenting(seeAppendix�)aremorelikelytodevelopappropriateskillsandselfconfidence,arelesslikelytodevelopbehaviourproblems,andparentsaremorerelaxedandconfident.

Supportingparentsbeginswithpregnancyandcontinuesuntilchildrenbecomeadults.EveryparentinWestminsterhasanentitlementtoarangeofintegratedserviceswhichcansupportpositiveparentingduringtheirchild’slifejourneyfrompre-birthtotheir�0thbirthday(��thforcareleavers).Thisentitlementwillbedeliveredthrougha‘coreparentingoffer’toallparents,notjustthoseexperiencingdifficulties.

Parentingsupportneedstobeviewedasonacontinuum,wherebytheinformationandsupportneedsofparentschangewiththeirexperienceandthechild’sdevelopmentallevel.Westminster’sparentingoffertoparentscomprisesacontinuumofuniversal,targetedandspecialistparentingsupportservices,deliveredlocallywhereverpossibleanddesirable,whichpromoteandsupportpositiveparentingmethodsandcomplywithnationalguidelinesacrossfourlevelsofneed:

Thelevelsarenotexclusive;itisquitenormalforparentstouseservicesacrossseverallevels,ortoaccessdifferentlevelsofparentingsupportatdifferenttimes.Theintensityoftheinterventionfamiliesrequiremaychangewithlifetransitionssuchasstartingschool,separation,illness,loss,traumaandfinancialhardship.Ourparentingofferaimstodevelopaconsistentapproachtosupportingpositiveparentingwhichisfullyintegratedinallmainstreamsettingsandresponsiveacrossthecontinuumofneed,creatingtheconditionsforparentstoreceivetherighthelpattherighttime.

Informationaboutpositiveparentingmethodsispublicised,promotedandwidelyavailableindifferentmediaandformats,online,andinachoiceoflocationsvisitedbyparentsandprospectiveparentsincludinglibraries,children’scentres,doctors’surgeriesandschools.Accurateinformationaboutparentingsupportservicesandhowtoaccessthem,isheldcentrally,updatedregularlyandpublicisedonlineandlocallyinaccessibleformats.Healthvisitors,schoolnursesandotherpractitionersinuniversalservicesestablishandmaintaingoodrelationshipswithparentsfromfirstcontact,promotepositiveparentingstylesandhealthychoiceswithinfamilies,encourageandsupportparentstoinvolvethemselvesintheirchild’splay,learninganddevelopment,andidentifyanyadditionalneedsforsupportwithparenting,e.g.ifaparenthasalearningdisability.Familiesaregiventimelyinformationandsupportthroughkeytransitions:pregnancy,newbaby,startingschool,movingtosecondaryschool,changingschoolatnon-standardtimes,adolescence,careerdecision-making,leavingschool,etc,sothatchildrencanfeelmoresecureduringsuchcrucialtimes.Arangeoflearningopportunitiesaretargetedtowardsparents,includingparentingknow-how,familylearningsessions,androutesintotrainingandemployment,anddeliveredlocallyinlibraries,extendedschools,children’scentresandothercommunitysettingsthatarevisitedbyparents.Parentsareencouragedtobeinvolvedinthelifeofschools,localservicesandcommunities,andaregivenopportunitiestoinfluencedevelopments.Informationservicesareaccessibletofathersaswellasmothers.Schoolsandlocalservicesraiseawarenessoftheimportanceoftheactive,positiveinvolvementoffathersintheirchildren’slives,andengagefathersinactivitiesdesignedtoincreasetheirinvolvementandparentingskills.

Case Study: Youth inclusion and Support Project (YiSP)TheseniorYISPdevelopsmulti-disciplinarypackagesofsupportforfamilieswhereateenagerisatriskofanti-socialbehaviouroroffending.Akeyworkercoordinatesthemulti-agencyplan,orfacilitateaccesstoservicesinthechild’shomeborough.Henrywasreferredbyhisschool:hehadbeeninvolvedinabullyingincidentandinthrowingstonesatcars.Hehadbeenarrestedonsuspicionoftheftandbeenreportedmissingfromhometwice.Henrywasnotengagedinanysupervisedactivitiesandhadsomeangermanagementissues.TheYISPPanelagreedaplanwhichincludedactivitiesforHenry,andaparentingpractitionerworkingwithhisfather.Henry’sbehaviourhasimprovedconsiderablyandheisnolongerattractingnegativeattentionfromthepoliceorhisschool.Billcommented:“IfounditdidhelpindealingwithHenry.Mostthingshavechangednow.Henrywascomingbacklate.That’schanged.Itrydifferentstrategiesandmeandmyex-partnerworktogether.Wegotwhatweneeded.”

�.CoordinatedFamilyInterventionsTheSeniorParentingPractitionerattheYouthOffendingTeamisthefirstpointofcontactforprofessionalreferralswheretherearethreeormoreriskfactorswhichplaceayoungpersonatriskofoffendingoranti-socialbehaviourinthecommunity.ParentingworkersattheyouthoffendingteamandtheircolleagueshavebeentrainedinarangeofTriplePparentinginterventions.TheseniorpractitionercoordinatesthedevelopmentanddeliveryofTriplePatLevel�and4,andconvenesregularmeetingsofTriplePpractitionersinWestminster.

Childandadolescentmentalhealthservices(PaddingtonGreen)offerTriplePtoparentsofteens,pre-teensandchildrenwithdisabilities.

Multi-agencystaffinthechildren’scentreshavebeentrainedtodelivertheMellowParentingprogrammetoparentsofunder-fives.Thiscourseisdesignedtorunontwomorningsaweekfor14weekswithassessmentoverthreeweeks.

Case Study: Marlborough Multi-family groups AttheMarlboroughFamilyEducationCentre,anintensiveversionofthemulti-familymodelavailabletoschoolsisusedforthemostcomplexfamiliesreferredbyschools.Thegroupsarerunonfourmorningsaweekbyamultidisciplinaryteam.Eachchildhasbehaviouraltargetstofocusattentiononkeybehaviouralpatternsthatcanpromotehealthyfunctioningandsupportthechildasanindependentlearner.Thusfamilieshelpfamiliesandsupportandchallengearekeycomponents.Agrandmothersaid:“IthoughtIkneweverythingtherewastoknowaboutparentinguntilIcometotheMarlborough.IlearntherehowtobeaparentagainandwithoutthesupportoftheotherfamiliesIwouldneverhavedoneitandthesekidswouldhavebeenincare.”

Parentsofpupilswhoarenotinschoolarekeygroupstoengagetopreventanti-socialbehaviour.AnArabic-speakingworkermeetswithhard-to-reachArabparentsofpupilswithoutschoolplacestoidentifyandresolvetheunderlyingissues.

Atoolkitforschoolsaboutusingparentingcontractsforbehaviourhasbeenupdated,andasecondedbehavioursupportteacherissupportingimplementationinschools.

PlansforFamilyAssessmentandInterventionTeamsforthe�%offamilieswhoaremostinneedinWestminsterareinhandwiththeaimoftheteamsbecomingoperationalfromJanuary�009.

4.IntensiveSupport/StatutoryInterventionWhereparentshavebeenunwillingtoengagevoluntarilyinaddressingtheirchild’santi-socialbehaviour,schoolsandregisteredsociallandlordscanapplyforparentingordersforbehaviour,throughthebehavioursupportserviceandtheyouthoffendingteam.Theresultingordercompelsparentstoattendaparentingprogramme.

Level 4 Case Study: family intervention Project (fiP)TheFamilyInterventionProject(FIP)worksintensivelywithuptotenfamiliesknowntotheAcceptableBehaviourContractTeam.Itaimstopreventfurtheranti-socialbehaviour,anASBO,criminalisationandlossoftenancies,tocreatesafetyforthefamilyandthecommunityandpreventlegalaction.Familiesaresupportedandchallenged,abehaviourcontractisdrawnup,andservicesareofferedthroughintensiveoutreachinthehomeorinsupervisedcommunityaccommodation.WhenMrsYwasissuedwithanevictionnoticesheacceptedareferraltotheFIPtogetsupportwithherson’santisocialbehaviourontheirestate.Sheandherfourchildrenhaveahistoryofdomesticviolenceandsubstancemisuseandhavebeenknowntomentalhealthservices.AdedicatedworkerisworkingcloselywithMrsY,sortingoutletters,bills,arrears,homerepairsandgrantapplications.Sheattendsparentingclassesattheyouthoffendingteamandsheandherpartnerareopentomoreintensiveindividualparentingwork.TheFIPkeyworkervisitsthefamilyweeklyandensuresthecontractisbeingkeptandliaiseswithallrelevantagencies,includingHousing,whosuspendedlegalactionwhilstthefamilywaswiththeFIP.

APPENDIX 2: WHAT IS POSITIVE PARENTING?1

Westminsteraimstosupportparentingstyleswhicheffectivelypromotechilddevelopmentandmanagechildbehaviourinconstructiveandnon-hurtfulways.Weknowfromresearchthatchildrenwhogrowupwithpositiveparentingstylesaremorelikelytodevelopappropriateskillsandselfesteem,andarelesslikelytodevelopemotionalorbehaviourproblems.Therearefivekeyaspectstopositiveparenting:

1.Ensuringasafe,stimulatingenvironmentChildrenneedasafe,stimulatinghomeenvironment.Parentscanthenbemorerelaxed,andyoungchildrencanexplorewithlessriskofbeinghurt.Aschildrengrowoldertheyneedtolearnhowtosafelytakeonmoreresponsibility.Parentsalsoneedtoencouragethemtobecomeinvolvedinorganised,meaningfulactivitiesatschoolandelsewhere,wherethereisappropriatesupervision.Adequatesupervisionmeansknowingwhereachildisandwhattheyaredoing,athomeandwhentheyareawayfromhome.

�.CreatingapositivelearningenvironmentParentsneedtobeavailabletochildrenwhentheyneedhelp,careorattention.Encouragementandpositiveattentionhelpmotivatechildrentolearn,andsignalparentalapprovalandpleasure.Olderchildrenneedtofeelvaluedastheystrivetotakeonadultresponsibilities.

�.UsingassertivedisciplineAssertivedisciplineinvolvesbeingconsistent,actingquicklywhenchildrenmisbehave,andteachingchildrentobehaveinanacceptableway.Childrenthenlearntoacceptresponsibilityfortheirbehaviour,tobecomeawareoftheneedsofothers,andtodevelopself-control.Theyarealsolesslikelytodevelopbehaviourproblems.Aschildrengrow,itisimportantthatparentsinvolvetheminnegotiatingwhattherulesandresponsibilitiesmightbe,andwhatprivilegestheycanexpecttoenjoyinreturn.

4.HavingrealisticexpectationsParents’expectationsoftheirchilddependonwhattheyconsidernormalatdifferentages.Childrenneedtobedevelopmentallyreadytolearnnewskills,andproblemsarisewhenparentsexpecttoomuchtoosoon.Onsetofpubertymayaffectbehaviourandpeerpressuremaybecomeanissue.Itisimportantparentstalktoeachother,arerealisticaboutrisksassociatedwithincreasingfreedom,andensuretheirteenagerslearnhowtodealwithtemptationsthatmayleadtoundesirableconsequences.Itisalsoimportantforparentstohaverealisticexpectationsofthemselves.

�.TakingcareofoneselfasaparentParentingiseasierwhenpersonalneedsforintimacy,companionship,recreationandtimealonearebeingmet.Ifparents’ownneedsarebeingmet,itismucheasiertobepatient,consistentandavailabletochildren.
