The Mississippi River is most of the state’s western boundary, the Tennessee- Tombigbee Waterway flows though the northeastern section of the state, and the southern border of Mississippi is the Gulf of Mexico. • The Port of Pascagoula is one of sixteen ports in Mississippi – twelve river ports and four ports along the Gulf of Mexico. The deepwater Port of Pascagoula is by far the largest port in Mississippi transporting over 39 million tons of cargo in 2009. An easy to overlook, yet very important, role played by the Jackson County Port Authority in port and economic development is our role as non-federal sponsor of the Pascagoula Harbor Navigation Project. Partnering with several federal agencies for construction, operation, and maintenance of Pascagoula’s Harbor Project is essential for providing the reliable, economical, environmentally responsible access on which our key industries depend. The Project encompasses nearly 20 miles of deepwater channels and almost 7 miles of upriver, shallow-water channels, as well as the associated turning basins, disposal areas, and other support elements. In addition to ongoing maintenance dredging activities, the Port Authority and Corps of Engineers, along with our other federal, state, and industry partners, have several projects underway that will ensure the waterway remains safe and viable for years to come. The Pascagoula River Dredged Material Management Site, scheduled to begin construction in early 2011, will accommodate the dredged material from the Pascagoula River Harbor in an economical and environ- mentally responsible way for the next 20 years. Widening of the Entrance Channel from 450 feet to 550 feet will allow increasingly larger vessels to transit our waterways. It is scheduled to begin construction in the fall of 2011. Last, but certainly not least, the study to determine the feasibility of widening the channel leading into our Bayou Casotte Harbor from 350 feet to 450 feet is underway. Scheduled to be completed in December 2012, preliminary benefit/cost ratios are promising. We remain committed to ensuring that the safe, reliable, economical, and environmentally responsible deepwater access our industry partners and public terminals require remains available to benefit Jackson County and Mississippi. Colle Towing Company, Inc.,has changed ownership and isnow Colle Maritime Company, aDivision of Signet MaritimeCorporation. The assets andbusiness operations werepurchased in July, 2010, and allemployees were offeredcontinued employment. J. BarrySnyder, President and ChiefExecutive Officer, founded SignetMaritime in 1976 and is the solestock holder.Following a joint venture

proposal, Colle Towing Companyand Signet Maritime Corporationwere awarded a twenty-yearcontract in April, 2010, to provide

marine services to Angola LNG Supply Services, LLC (ALSS) for the liquefied gasterminal under construction in the Port of Pascagoula. The agreement, tocommence third quarter 2011, includes options to extend for up to ten additionalyears. Signet Maritime Corporation is a diverse international marine transportation and

logistics company with concentration in the Americas, Africa and the Middle East.Signet services the offshore marine and energy sector with rig movements, harbortugboat operations, petroleum transport and vessel bunkering, and barge transportservices. Eighteen hundred tons of pipe aboard the BCC Zarate recently arrived atTerminal F in the Port of Pascagoula. The Argentinean cargo is in route to SaultSte. Marie, Ontario, via the Mississippi Export Railroad and the CN Railroad.

John H. Colle, Jr. was honored at theJuly 2010 board meeting of the JacksonCounty Port Authority Board for hismany years of service and outstandingcontributions in the Port of Pascagoula.The President of Colle Towing Company,Inc., John worked in the family businesssince the 1940’s. The company wasfounded by his great grandfather,Captain Herman Colle. Since 1878, Colle Towing Company

has been providing offshore, harbor and intracoastal marinetowing on the Mississippi Gulf Coast. The company has alsomaintained a full-service shipyard and a 600 ton Traveliftfor repair of vessels and barges. Throughout the history ofthe Port, the harbor tugboats have been owned andoperated by the Colle family. John retired in July, following the acquisition of Colle

Towing Company by Signet Maritime Corporation.

Meet Bob SligerRobert “Bob” Sliger is the General

Manager for the Jackson Kearney Groupoperations in the Port of Pascagoula. Boboversees the Gulf Coast Cold Storagefacility and Coastal Cargo stevedoringoperations.A native of Sioux City, Iowa, Bob retired

from the U.S. Air Force in 1992. Followingmilitary retirement, he ventured into coldstorage warehousing, transportation and

logistics in several major distribution centers in the U.S. Hiscareer has included handling distribution of perishableproducts for 146 stores and management of over 600employees. Bob and his wife Sandra moved to the area in March 2010

when he accepted the position with the Jackson KearneyGroup.

Members of the state railroad association visited the Port ofPascagoula recently. Several state officials accompanied thegroup including Senator Tommy Moffatt, Representative BillyBroomfield and Southern Transportation Commissioner WayneBrown. Railroad companies represented were the CanadianNational, CSX Transportation, Genesee & Wyoming, MississippiExport, Norfolk Southern, and Watco.

EPA Certified Tier 3 Engines to beInstalled on New Tugs for LNG

Signet Maritime Corporation is installing Caterpillar C175-16main propulsion diesel engines (rated at 3417 BHP) on theirtwo support/escort tugs being built by Trinity Offshore, LLC.These engines represent the next generation in technology foraddressing the needs of emissions and hazardous locationapplications and they also meet offshore emissionsrequirements, including EPA Tier 3, EU Stage IIIA, and IMOMarine Tier II. The Robert Allan Ltd. designed RAstar 3100class tugs are engineered to provide superior ship-handling,escort, and sea-keeping performance. Slated for an August2011 delivery to Signet’s Colle Maritime division, these highlyspecialized tugs will provide marine services for Angola LNGSupply Services (ALSS) vessels into the Port of Pascagoula.Signet is a proponent of using green technology and

protecting the environment; using these new engines willresult in lower emissions, improved performance, and reducedfuel consumption.

A farewellreception for ScottWebb was heldrecently at theSinging RiverYacht Club. Scottserved as AreaOperationsCoordinator forChevron Shipping

Company in Pascagoula since 2006 andwas actively involved with the localmaritime community. He served asChairman for the Port of PascagoulaAdvisory Group for two years and was amember of the Propeller Club. Scotttransferred to Chevron Shipping Companyin San Ramon, California in September.

Gulf LNG EnergyTerminal Update

Gulf LNG Energy’s liquefied natural gas terminal in the Bayou Casotte Harborhas been under construction for 35 months. The original time frame forcompletion was 43 months and the project is on schedule. Major components foroperations are in place including the marine unloading dock, two 160,000 cubicmeter storage tanks, and the terminal facilities buildings have been constructed.The inner walls of the double-walledinsulated storage tanks (a tank within a tank) are complete and hydrostatictesting of the tanks is underway.The first shipment of liquefied natural

gas is on schedule to be received in thesummer of 2011. Regular commercialshipments will commence by the fall of 2011.
