As you know, from time to time I (or Heidi and Timm) like to change my
photo to fit the article, the season or just have fun. That is one of the things
I truly enjoy about working with a great crew (family) here at your Greater
Stockton Chamber of Commerce.
Just to wet the appetite of where I plan to go, let me give you a few
reflections of those wiser than I! First of all, from Plato (428-384 B.C – no,
I did not know him): “If man, fixing his attention on these and the like
difficulties, does away with ideas of things and will not admit that every
individual thing has its own determinate idea which is always one and
the same, he will have nothing on which his mind can rest; and so he will
utterly destroy the power of reasoning…The partisan, when he is engaged in
a dispute, cares nothing about the rights of the question, but is anxious only
to convince his hearers of his own assertions.”
From a book I refer to often, The Servant Leader by Ken Blanchard and
Phil Rogers: “The journey to effective servant leadership turns outward
when the heart and mind now guide the behavior of the leader in the
interaction with those who follow. This is where good intention and right
thinking start to bear good fruit. It is where real discipleship is truly tested.
The decision-by-decision behaviors of leaders can make or break their long-
range effectiveness and their ability to inspire trust. Right leadership motive
and clear leadership thinking, when coupled with inept or self-serving
behavior, will bring frustration and inefficiency into any leadership effort.”
Henry Ford believed that, “Coming together is a beginning; keeping
together is progress; working together is success.” After a few words on the
past two great Chamber and community months, I will explain how the
above quotations have been tied together in my professional life over the
past 46 years.
March and April were very busy months here at your Chamber, as will
be May. Each month’s Chamber and community events show how well so
many people work together, which is so wonderful to watch.
The REXPO IX held at the Stockton Hilton was a huge success, and
from that came a comment by the keynote speaker that the Stockton
Chamber has set the bar high when it comes to educating businesses on
how to improve their bottom line and protect the environment at the same
time. That point was amplified at the April Chamber Green Team San
Joaquin (GTSJ) meeting when Cal-ReCycle honored, with a framed letter,
the Chamber, the GTSJ Committee led by VP Blain Bibb and Program and
Public Policy Director Frank Ferral. So well deserved by all!
A hearty congratulations to the committee of Past Athena’s for the
wonderful event at Pacific on Empowering Women. The entire program was
wonderful and thanks to the committee for allowing Heidi Altamirano,
your Events and Membership Director, to be a part of the success.
The Semi Annual BEA/Outback Scholarship Luncheon was another
success, and thanks to Dylan Bacon (BEA Coordinator), Chamber staff,
Outback, United Way and all who attended. Leadership Stockton, under
the guidance of Timm Quinn, had two great sessions and more to come
as they soon come to the end of this year’s program. What can I say
about the Chamber Annual Golf Tournament, but “when the going gets
tough the tough get going!” The gusts of wind up to 50 MPH did not
“sway” the Reserve staff, the players, Chamber staff (Heidi and Timm) or
the wonderful volunteers and sponsors from having a great time and I’m
so proud of all of you.
I will be able to expound on the 28th Annual Asparagus Festival
in the June Port O Call, but I fully expect another banner year on the
Stockton Waterfront!
May 16th is the Chamber/Port of Stockton Annual State of the City and
that is how I bring back the story behind the photo and the quotes and how
I look at this important day in Stockton! I will simply say that for the past
46 years I have worked for and with some wonderful leaders at all levels! Be
it with the Stockton Police Department, the County of San Joaquin, the
State Youthful Offender Board and now for the past 14 years, your Greater
Stockton Chamber of Commerce.
In each organization, I have always felt the sense of family and the
joys, successes, trials and tribulations that come within all families. One
thing that has been constant as I experienced my own “newness” in “these

in Stockton as a result
of our city entering
bankruptcy. The writer
assured me that they
were not going to
write a “hit or negative
piece” on our fine city
and just wanted a local
businessperson’s point of view. Knowing the out of town media, her
promise was not taken to heart by your Chamber President!
No one wants to live, or conduct business, under the stigma
of bankruptcy. The business of the City of Stockton is currently
challenged and in uncharted waters. Our City leaders, both elected
and staff, are working very hard together to bring about change to
our wonderful community so it will rise from adversity and be even
stronger and safer for all the hard working tax paying citizens that
call Stockton home. The state of Stockton’s everyday commerce is
strong! Retail/consumer business and industrial/manufacturing
business is robust, growing and getting stronger.
Yes, Stockton is Open for Business! Consumer confidence is
growing and I believe we are turning a corner towards increased
prosperity. The grocery stores are open and constantly restocking
shelves, shoe stores are selling shoes, the shopping centers are open
and the parking lots are full, restaurants’ reservations are full, the
hotel room nights have skyrocketed to lead the state in percentage
of increased bookings, local real estate prices are increasing,
foreclosures/short sales are lessening and new home construction is
just starting to reappear.
Yes, Stockton is Open for Business! We have a new 1.2 billion
dollar Prison Health Care Facility (60% of the construction is a
result of local hires) ready to employ an excess of 2,500 NEW jobs
this summer. Stockton also has 10+ years of highway infrastructure
with a total budget in excess of $1.1 billion generating more local
jobs, and the Port of Stockton is expanding at a record rate and will
be creating 200 new jobs when the new Marine Highway is floating
down the Delta later this year.
Yes, Stockton is Open for Business! We live in an amazing community
filled with citizens that want to live in safe neighborhoods, and shop and
dine without looking over their shoulders. Needless to say, with many
positive aspects of Stockton, the naysayers from NYC did not obtain the
pessimistic ink they were looking for.
Remember to shop our local businesses first. 70% of every sales
tax dollar comes back to San Joaquin County!

the attitude that they had all the answers. They built upon the experience
of others, open to constructive criticism or good suggestions and depended
on those who were willing to tell them what they had to hear and not what
they wanted to hear, as my dear departed friend and County Counsel, John
Cheadle, taught me my first day on the 7th floor in 1979.
I have Gary and Rick up top to share that it is the same here at the
Chamber. Each new president, like all leaders I worked with in the City,
County and State, comes into office with a little hesitancy of what to expect
and a little self doubt if they are up to the task, but all 13 (yes, Rick was a
two term president) I have worked for understood it was a team (family)
effort of President, Executive Committee, Board of Directors, committees,
volunteers, members and staff that makes it truly work. All working
together, they left office shining like stars and an example to all. I thank
each of them for that! They are all an important part of my family!
Hopefully you will attend the May 16, 2013 State of the City and we shall
all leave from the event with a newfound spirit of togetherness, hard work
to overcome where we are today as a community, a spirit of cooperation and
most of all the feeling of family.

2013 State of the City

will be delivering his first State of the City
Address and laying out his plans for the
future of Stockton.
The Annual State of the City is co-

Business Awards Luncheon 2013
Begin the month of June on a high note by joining us at a
luncheon celebration honoring our Business Award recipients.
On June 6 at 11:45 a.m. at the Hilton Stockton, 2323 Grand Canal
Blvd., we’ll be honoring local businesses leaders who have been
recognized as Business Person of the Year, Business Manager of
the Year, Small Business Person of the Year, Business Employee
of the Year and the P3 Stewardship Award winner. These
exceptional honorees will be recognized for their achievements
and contributions to our community. We will also be honoring
our yearly Volunteer Hall of Fame award winners and 25, 50 and
75 year Chamber members.

Annual Installation Dinner 2013
One of the highlights of our year is the Chamber’s Annual
Installation Dinner. It’s the perfect opportunity to thank our hard

June 27, we’ll gather at Stockton Golf & Country Club to thank
Gary Long with Gary J. Long Jewelers for his outstanding
performance as Chamber President from 2012-2013, and to
welcome Steven Crabtree with Herum Crabtree as our 2013-2014
President. The evening will include an installation ceremony and
the presentation of awards.

The Stockton Convention & Visitors Bureau held
their 2013 Tourism Luncheon & Celebrate! Awards
on April 3, 2013 at the Hilton Stockton. The event
addressed the current state of travel, tourism and hospitality in
Stockton and included a report on the Stockton Convention &
Visitors Bureau’s efforts to promote and market our city.
The 2013 Celebrate! Awards were presented and recognized the

Education plays a vital role in the future economic prosperity
of San Joaquin County, so a hands-on look at education was the
perfect way to begin the day.
The day began with the class divided among 11 schools
throughout Stockton. They spent the morning shadowing the
principal, learning about their particular school, and its successes
and challenges.
At lunch time, the Leadership Stockton class gathered at the
San Joaquin Building Futures Academy on Monte Diablo for
the remainder of the day. A working lunch covered some of the
questions and revelations the class had based on their school
site visits. After lunch, the class got a student guided tour of the
Building Futures Academy and a special treat, a tour of the USS
Lucid. Following the tour, Mick Founts, County Superintendent of
Schools, San Joaquin County Office of Education (SJCOE), gave
the class an overview of the SJCOE and its mission. Then the class
heard from Deb Nickols from SJCOE who discussed the purpose
and goals of the one. School program and the impact this program
has on the lives of students. She brought along three students who
shared their successes in the program and their future goals. The
class then heard from a panel of experts from the SJCOE who
presented an overview of the programs and services they offer.
The panel shared information on the Venture Academy Schools,
Special Education, Migrant Education, and Career and Technical
Education. The day ended with a lesson on everything you wanted
to know about school finance in 30 minutes.
Thank you to Mick Founts for coordinating and facilitating
the afternoon portion of the session, to each of the schools for
graciously opening up their campuses for our Leadership Stockton
visitors, and to all of our speakers and panelists for the day.

of Commerce, the City of
Stockton and the Port of Stockton invite
all community members, area leaders and
citizens interested in what’s in store for
the future of Stockton to attend Stockton’s
15th Annual State of the City.
Since 1998, the city and Chamber of
Commerce have hosted the annual high-
profile State of the City event at the Port
of Stockton, where the simple speech
has grown to a can’t-miss event featuring
exhibits focused on the many local and
state programs available to assist small
businesses, as well as demonstrating
Stockton’s strategic location, which is
ideally poised to serve local, national and
international markets.
Stockton’s State of the City always
includes a prominent exhibit area and a
series of inspiring talks by area leaders
about our city’s economic, educational
and cultural development. This year’s
event also offers attendees a glimpse
into Stockton’s future through a guided
introduction to upcoming projects

planned for the city. The keynote of this year’s event will be a
speech by recently-elected Mayor Anthony Silva, who will be
presenting his first State of the City. Silva, who was elected on
a platform of public safety, said that his theme for the speech is
“Leaving Our Egos at the Door.”
Keynote Speech
According to Silva, he plans to focus this year’s speech on
the effort to gather Stockton’s leadership together to overcome
the challenges facing the city. From the ongoing bankruptcy
negotiations to social issues, Silva said that moving the city
forward relies on open and honest communication. “My goal
with the speech is to let people know that change is inevitable,”
said Silva. “I realize that change isn’t easy for everyone and
with the bankruptcy, Stockton is in the forefront of all kinds of
change. It’s not 2006 or 2007 anymore; our circumstances are
different now. So the solutions we need to move the city forward
are going to be different too.”
“I think Stockton is a good city, but we’re not a great city
yet,” said Silva, a born and raised Stocktonian. Silva graduated
from Lincoln High School, attended Humphrey’s College, and
currently serves as the President and CEO of the Boys & Girls
Clubs of Stockton, a position he’s held for the past six years.
“We have the foundation to be a great city, and I really want
to become one, but in order for us to get there, we have to do
some little things and some big things.” According to Silva,
the issues he aims to tackle during his tenure as Mayor range
from Stockton’s homelessness and animal shelter services
to marshaling city and county resources to provide safe,
constructive recreation for city youth.
For Mayor Silva, the city’s bankruptcy remains at top of mind,
and organizing the community to get involved in the city’s
restoration is his prime goal. “Basically, Stockton is in recovery
mode. We’re focused on how we’re going to get the city out of
bankruptcy and move it forward,” said Silva. “The national
economy, local economy and past decisions took their toll on
the city, but I can’t do anything about the past. All I can do is
try to get the community engaged in restoring their city and try
to build consensus on the City Council and work with the City
Manager to build a brighter future for Stockton.”
In his first hundred days in office, some of Silva’s efforts have
drawn criticism and sparked controversy among other council
members and Stocktonians, particularly his open approach
to ongoing bankruptcy negotiations. Silva argued that this
is just another indication of his lifelong interest in building
consensus. From his time at the Boys & Girls Club, his stint as
a member of the Stockton Unified District Board of Education,
his appointment as Board President and even as a father to his
eight-year-old son, Caden, Silva has always exercised his passion
for turning challenging positions into satisfying compromises.
He said that he hopes to bring this same passion to help move
Stockton forward. “I’m trying to do as much as I can not to rock
the boat too much or to seem too bold, but to be bold enough
that citizens feel I’m representing them in trying to move the city
forward. I need to do whatever it takes if it’s something positive
for Stockton and will help us.”
With this State of the City, Silva continues a long history of
Stockton Mayors who have delivered the yearly speech, including
former Mayor Ann Johnston, whose State of the City speeches
were always marked by Johnston’s hope for Stockton’s future.
It remains to be seen whether Silva’s speech will continue this
tradition of optimism, but one thing is certain: every concerned
citizen of Stockton will be watching to see what Mayor Silva’s
plans for the city are.
“I’m nervous about doing my first State of the City,” admitted
Silva. “I just started this job and I’m still in figuring-it-out mode.
But the nation’s eyes are on us. There are real problems here;
that’s why CNN and Fox and these national affiliates are hanging
around here. They want to see what’s next. They want to see how
this story is going to end.”
Exhibits are open from 10:30 a.m. until 2:30 p.m. at the Port of
Stockton, Shed 20, with a lunch break scheduled at noon.
