As I sit at my desk and ponder over the good
things happening in Stockton I would like
to congratulate San Joaquin County on the
completion of their new Administration
Building in Downtown Stockton. This six
story nearly 250,000 square foot building is an
amazing addition to the skyline downtown and
will house many of the Counties downtown
employees under one roof. This project along
with the cities purchase of the 245,000 square
feet Washington Mutual Building last year will
help keep jobs in the downtown core for years
to come.
Keeping on the downtown topic I can tell you on
good authority that the former Pacific State Bank
Building located at 6 South El Dorado Street
is currently going through a major renovation.
In Shape City recently inked a long term
lease to move its downtown health club to the
building along with 14,000 square feet of office
space bringing new jobs to downtown. Earlier
this year the San Joaquin County Employees
Retirement Association moved from the 7th
floor to a completely remodeled space on the 4th
floor. In total Hanover Real Estate Partners plan
to invest more than $6,000,000 of private money
into this tired building bringing it up to Class ‘A’
status. Earlier this month the Greater Stockton
Chamber of Commerce renewed its lease for five
more years at the Waterfront Warehouse.
These three buildings along with the proposed
new Courthouse will create a strong downtown
core running from Hunter’s Square to California
Street which in turn will help the many small
businesses located along the way.

I hope you all enjoyed our first issue of the
new and improved Port O Call and those of
you who have contacted our board members,
staff or myself to say how much they like the
new format, I thank you. I also again want to
thank all of our staff that helped; Never Boring
Design for the hard work of putting this first
of many great issues together, Graphics West
for a wonderful printing job and our long
time partner, Stockton Mailing and Printing
for getting the inaugural issue to you in a very
timely manner.
Hopefully you saw how great the ads all looked
and I thank all of you who advertised your
business and hope many more of you will take
advantage of using Port O Call to make contact
with fellow members and non members alike
(remember our circulation is now at 5,000). I
also invite non members to join the Chamber for
as one of our motto’s state “there is strength in
our numbers” and your Chamber is continually
fighting for you and we need to keep growing as
more challenges are thrown at us by Sacramento
and Washington D.C.
Summer is winding down although, as I write
this column, it is 99 degrees, but with a gentle
Delta breeze that truly defines our climate here
as opposed to farther down the hot valley. Later
this evening it is predicted to cool down to 61
degrees and it will still be in the high 80’s farther
down the valley (Fresno/Bakersfield). I make
that point because I think many of us do not
appreciate this is one, of the many wonderful
things, about our home, Stockton, that make it a
great place to live in spite of some of the ongoing
human made problems.
It is so exciting to seeing the construction on
the Marina winding down and I look forward to
the opening so boaters from both the local area
and beyond can come downtown and enjoy the
revitalization. Just a preview of what is to come,
today as I write this article, a nice new cabin
cruiser pulled up to the guest docks outside
my office (yes, the docks are not open yet) and
I watched the crew tie up, get out of the boat,
come through the gate, walk into the Waterfront
Warehouse and then a short time later they came
out loaded with sandwiches and continued on page 19

ATHENA Awards
Join us for the presentation of the ATHENA Award and the
ATHENA Young Professional Leadership Award at a luncheon
on Thursday, November 19, 11:30am, at Stockton Golf & Country
Club. The ATHENA Award is presented to one who has attained
and personified the highest level of professional excellence in
their business or profession, has devoted time and energy to our
community in a meaningful way, and most especially, has opened
doors of leadership opportunity for women.
Last year’s recipient was Mary Bava, previously the Senior
Consultant to Assemblymember Cathleen Galgiani. Mary
exemplifies not only excellence in her profession, but also
demonstrates support of the goals of professional women, and
provides unselfish assistance on their behalf.

2009 Agricultural Hall of Fame

More than nine years in the making, the sleek
new San Joaquin County Administration Build-
ing at Weber and San Joaquin streets officially
opened August 31. Both traditional and futuris-
tic, the 250,000 square foot structure will house
14 county departments to create a “one-stop-
shop” experience.
Not only does the striking, six-story building of-
fer convenience and operational savings, it’s also
slated to receive a Leadership in Environmental
and Energy Design (LEED) Gold certification
from the U.S. Green Building Council (www.us-
gbc.org). LEED-certified buildings are designed
to lower operating costs, reduce waste, conserve
water and energy, be safer for occupants, reduce
greenhouse gas emissions and more.
Stunning Design
From its light-drenched lobby, with its grand
staircase and sprawling granite floor represent-
ing abstract San Joaquin County landscapes, to
the soaring glass atrium expressing the openness
of government, the unique design elicits a “wow”
response from virtually all who enter.
“It’s a beautiful landmark for the county and the
community of Stockton,” says Chairman of San
Joaquin County Board of Supervisors Leroy Or-
nellas. He notes that the north and west facades
speak to the county’s traditional values. “They
mimic some of the buildings we see in other
locations, especially in Stockton. But then on the
corner you get this explosion on the west of what
I call excitement and innovation.”
Reminiscent of structures found in Denver, San
Diego or Atlanta, Ornellas says, “It’s not some-
thing some residents would expect for a county
building, which makes it controversial yet note-
worthy and exciting – something that will be

says the building turned out “exactly the way we
wanted: a place where citizens of San Joaquin
County could come to one location and do their
business at the treasury, tax collector, assessor’s
and records offices.” In the past, he says, people
would go to the assessor’s office in one building,
then travel three or four blocks to pay taxes or
get a marriage license. “Now all 14 different de-
partments will be consolidated in one location.”
Gold Standard
Karam says the green building and LEED Gold
certification are fantastic accomplishments for
the county. Although the initial costs for a green

themselves in just a few years. He says the eco-

Fine art on display
The city of Stockton has a policy that all buildings being
erected downtown must allocate 2 percent of their
construction budgets to artwork. Administration building
officials selected award-winning artists whose works depict
natural and man-made landmarks, as well as Central Valley
and California landscapes.
“While you’re visiting for personal or county business, the art
allows you to immerse yourself in pieces that you may not
normally have the opportunity to see,” Ornellas says. These
include a glass sculpture by Dale Chihuly, geometric elevator
door artwork by Steve Pereira, a metal art sculpture by Frank
Cameron, oils by Ray Roberts, pastels by Gil Dellinger, a
painting by Gregory Kondos and a water feature by Scott
Runion, Laddie Flock and Jeff Gamboni. Well-placed artwork
adds a finishing touch to the stately structure.
Building Development
Planning, which began in 2000, included preplanning,
feasibility and financial studies, location searches, building
size estimates and more. Design by Fentress Architects started
in January 2007, construction by Hensel Phelps Construction
Co. commenced in August 2007, with interior woodwork by
Union Planing Mill. The project was completed in June 2009.
This month, the building should have 540 occupants, with
more moving in as their office leases expire.

Thunder Surviving Amidst
the Economy
For a region that is weathering an economic storm, Stockton has
its ray of light. Ironically enough, it’s a flash of Thunder. A wildly
popular attraction in the San Joaquin Valley, the Stockton Thunder
heads into its landmark Fifth Anniversary Season carrying the
torch as the league leaders in attendance for four consecutive
seasons. With crowds averaging more than 6,000 fans per game,
hockey fever has certainly spread across Stockton.
“Hockey fans in Northern California have to be given a lot of
credit for commitment and dedication to Thunder hockey,” said
Dan Chapman, Thunder president. “Our fans have shown that
there is a healthy appetite for hockey in what has been called
non-traditional hockey market.”
Nobody is invincible to the wrath of an economic downturn,
as evident last year by the folding of the ECHL’s Fresno Falcons
and Augusta Lynx in the middle of the hockey season. Even at
the major league level across the world of sports, teams like the
Oakland Athletics have turned in crowds not much larger than a
sellout at Stockton Arena. Yet, the Thunder has stayed healthy by
keeping costs down for the fan. Just $9 gets a fan in the building
($7 for kids), and nearly the same amount provides a full meal at
one of many arena concession stands.
Returning is head coach Matt Thomas and a handful of players
from last year’s team that advanced where no Thunder team had
gone before – the second round of the Kelly Cup Playoffs. During
its four season tenure in Stockton, four Thunder players have
reached the NHL, providing a legitimate breeding ground for the
future hockey stars of tomorrow. Tickets for all Thunder home
games, which begin Friday, Oct. 23 against the Ontario Reign at
7:30 p.m. can be purchased by calling the Thunder at (209) 373-1500.

the West) which does so much for the charities in our area. Watch
for more exciting news on the upcoming 25th Anniversary of this
great community event.
Also I hope that on September 11, 2009 you took time to
remember and pray for all the victims and families of the cowardly
terrorist attack of 9-11-2001. Yes, I used the word, “terrorist”. They
are what they are and they are still out there so God bless and
protect America!

way). They got back on the cruiser and left to enjoy their meal on
the Delta. A sign of the future! Please, for your safety, do not do
this until the City announces the official opening, but it was fun to
see a small part of a big thing coming for our great community.
Also a big thank you for all that made the Trade Show Mixer
at the Civic Auditorium a huge success. It was another way of
networking and showing Chamber members doing business with
Chamber members is a big help to each and the community.
On September 16th the annual Industrial Technology Barbecue
was held at the new and great Hilton and it was a great evening.
Over 350 people celebrated the success of the honorees and I want
to congratulate all of them, thank the staff of the Hilton, all our
sponsors, the committee and our staff for a job well done.
There are two upcoming events , the Ag Hall of Fame Dinner
October 22nd, at the new Robert J. Cabral Ag Center and the
ATHENA Award Luncheon on November 19th at the Stockton
