Specific Support Georgia Michael Schlicht (Co-Chair) Former Director on national and international Science Policies and Transformation of higher education systems at the German Federal Ministry of Education and Research (BMBF). In 2000, he became Director in charge for International Strategies and worldwide Science Policies of the BMBF. He initiated programmes in SADC and Maghreb countries and India. Later on the focus was put on Eastern Europe, Russia and CIS. Between 2010 and 2016, he co-chaired EU Twinning projects on Deputy Ministers‘ level with Georgia and Armenia on the implementation of the Bologna Process. From 2012 on, he co-authored EU Peer Reviews on RTDI Policy Systems in Kazakhstan, Georgia and Ukraine. Krzysztof Gulda (Co-Chair) independent expert, Council Member of the National Centre for Research and Development in Poland, advisor to the Polish Ministry of Science and Higher Education (former member of the Science Policy Committee), former Vice-chair of the European Research Area and Innovation Committee (ERAC), Former Director Department of Strategy, Ministry of Science and Higher Education of Poland and Director Department of Innovation and Economy Development in the Ministry of Economy; expert in development of national and regional innovation strategies with strong focus on horizontal relations between innovation and other polices including research, entrepreneurship, human development, intellectual property and sustainable industrial policy. Anna Kaderabkova (Expert) Executive and research director of Centre for Innovation Studies at University of Economics and Management, Prague (Czech Republic). She pursues research, evaluation and consultancy in the fields of innovations and social innovations, social business models, social inclusion, economic and social development, innovation capacities and performance, economic and social policies, mentoring of innovation projects. She is an expert in research and business cooperation, and has profound experience in this field in countries of the former Soviet Union. She has been member of international panels established by UNECE for assessing the innovation systems of Armenia, Belarus, Kazakhstan, Ukraine, and Tajikistan.

Maria Nedeva (Expert) Professor of Science and Innovation Dynamics and Policy at the Alliance Manchester Business School (AMBS), the University of Manchester and a long-standing member of the Manchester Institute for Innovation Research. Intellectually, her research is on science dynamics, more specifically on 'policy driven' change that affects both the social conditions (national level organisation of research) of research and epistemic properties of knowledge. She has researched, and published, on: universities, governance and management; changing research spaces; the effects of policy on the science system; and evaluation and selection practices in science.
